지난 5월, 대한민국 축구史에 의미 있는 이정표가 세워졌다. 한국에서 열리는 3번째 월드컵, 「FIFA U-20 월드컵 코리아 2017」이 개최된 것이다. 전국 6개 도시에서 총 52경기가 치러진 이번 대회에서 충남 천안이 거둔 성과는 특히 주목할 만하다. 예선 5경기와 16강전 2경기, 8강전 1경기를 치러내는 동안 선수와 관중 모두가 만족하는 성공적인 운영을 선보인 것이다.

U-20 성공개최, 충남 축구의 저력 입증해
한국 U-20 대표팀의 꿈은 16강에서 좌절됐지만 이번 대회는 대한민국, 그리고 충남통합축구협회에게 있어 여러모로 뜻 깊은 자리였다. FIFA 주관의 국제대회를 독자적으로도 충분히 소화해낼 수 있는 역량을 갖고 있음을 입증했기 때문이다. 특히, 2002년 월드컵을 치른 경험이 없고, 여타 지역과 달리 프로구단을 보유하고 있지 못한 충남 축구계가 앞으로의 성장 잠재력을 선보인 무대였다는 점에서 더욱 그렇다.
지난해 출범한 충남통합축구협회는 충청남도의 엘리트와 생활체육을 국내 최초로 통합시켜 탄생한 첫 번째 단체이다. 여타 지자체가 협회 통합 과정에서의 의견 차이에 따른 불협화음을 내고 있는 것과는 달리 충남통합축구협회가 순탄한 과정 속에 성공적인 통합을 이뤄낼 수 있었던 데에는 충남 축구의 발전이라는 큰 뜻을 위해 힘을 모아준 지역 축구인들과 각계각층에서 협회를 위해 헌신해 온 임원진들, 그리고 지난 8여 년간 충남축구협회 부회장과 엘리트체육회장을 차례로 역임하며 통합의 물꼬를 트고자 동분서주한 양춘기 초대회장의 역할이 컸다. 양춘기 회장은 “그간 충남지역은 상대적으로 축구의 위상이 타 지역에 미치지 못한다는 인식이 지배적이었습니다. 그러나 전국 최초의 통합 협회 출범과 이번 U-20 월드컵의 성공적인 개최를 통해 충남 축구의 열정과 열의, 가능성을 완벽히 검증받았다고 생각합니다”라고 밝혔다. 물론 이러한 성과가 아무런 노력 없이 거저 얻어진 것은 아니다. 양 회장은 그간 지역 엘리트 체육과 생활체육에 몸담으며 느꼈던 바를 토대로 각각의 본질과 역할, 장단점을 분석하고 이것이 조화롭게 어우러지도록 노력하는 한편, 협회의 위상을 바로 세우고 재정적인 면을 확충하고자 힘써왔다. 그 결과 충남은 다수의 전국대회에서 우수한 성적을 거두는 한편, 국가대표 A매치 경기 3회 유치, U-20 대회 유치 등 괄목적인 성장을 일궈냈다. 이 같은 성과를 거두기까지 협회원 모두의 합심된 노력이 있었다고 공을 돌린 양 회장은 통합 협회의 초대 회장으로서 2020년까지 남은 임기 동안 충남 축구의 드높은 도약을 위한 내실을 채워나가는 동시에 회원들 간의 진정한 화합을 달성하고자 힘쓸 계획이라고 전했다.

“프로구단 창립으로 충남 축구의 도약 위한 기반 다질 터”
양춘기 협회장은 지역 축구가 제대로 뿌리내리기 위해선 엘리트체육을 중심축으로 삼아 생활체육 기반을 탄탄히 다지는 것이 필요하다고 강조했다. 이에 그가 임기 중 역점사업으로 제시한 첫 번째가 학교축구의 체계 확립이다. 양 회장은 “소년체전이나 전국체전에서의 성적에 의해서만 지도자의 역량이 평가되는 현 시스템은 기본기를 다져야 할 유소년·청소년 축구 꿈나무의 지나친 혹사를 불러오는 주된 원인으로 지적되고 있습니다. 저희 협회에서는 교육청과의 논의를 통해 학교축구 지도자들의 안정적인 기반을 마련하고, 이를 통해 중장기적인 관점에서의 엘리트 육성이 이뤄질 수 있도록 주력하고자 합니다. 또한, 심판 처우개선을 통해 경기 운영역량을 향상시키고, 장학금 규모를 늘려 수혜자를 대폭 확대할 계획입니다”라고 밝혔다. 실제로 협회는 해마다 학생들에게 지급하던 장학금을 10명에서 15명으로 늘렸으며, 지역 소외계층을 위한 후원활동도 펼치며 지역사회와 함께 성장하는 협회로서의 역할을 다하고 있다.
이러한 구상은 그의 두 번째 역점사업인 ‘프로구단 창단’ 계획과도 맥을 같이 한다. 현재 전국 시도에서 유일하게 프로구단을 보유하지 못한 충남은 초·중·고·대학 축구에서 프로로 연계되는 라인이 부재한 탓에 우수한 인재들이 타 지역으로 유출되는 문제를 겪어왔다. 이에 양 회장은 “당장 기업구단을 유치하는 것은 힘들겠지만 도민구단이나 시민구단, 특히 시민구단은 보다 가능성이 높다고 판단하고 있습니다. 주된 형태는 시민구단으로 가되 메인 스폰기업을 함께 매칭한다면 충분히 성사시킬 수 있다고 생각합니다”라며, 구본영 천안시장과도 스폰기업을 협의하고 있다고 전했다. 충남에서 성장한 인재들이 충남에서 활약할 수 있는 무대를 만들어주는 것, 프로구단을 통해 지역의 축구 열기를 더욱 고양시키는 것이 그의 목표이다. 또한, 충남 일대에 전국에서도 손꼽히는 축구 인프라를 구축하고, 전국대회를 유치해 축구 저변 확대와 지역경제 활성화를 달성하는 것이 그의 바람이다. 
한편, 그는 아파트 거푸집을 생산·납품하는 우람엔지니어링과 스포츠 조명시설을 만드는 디엔지라이텍의 회장으로서의 역할에도 최선을 다하고 있다. 모든 구성원이 서로의 부족함을 채워가며 성공을 향해 나아가는 것, 꾸준한 연습과 준비를 통해 창의적인 혁신을 만들어가는 것이 기업 경영과 축구의 닮은 점이라고 말하는 양춘기 협회장. 언제나 맡은 바 역할에 충실히 임하는 그의 열정이 충남 축구계의 발전에 든든한 밑거름이 되길 기대한다.

Success of U-20 proves potential of Chungnam football

U-20 held in Cheonan was meaningful for the Chungnam Football Association as it proved to successfully hold the international competition of the FIFA although the Korean team failed at the round of 16. It proved the growth potential of the association which is encouraging considering the fact that the province still has not had a professional football team yet. 

The association set sail last year by unifying the province’s professional sportsmen and Sport for All. Local football players and officials of related organizations gathered their strength under the leadership of the first president of the association Yang Chun-ki. 

“Football in Chungnam hasn’t had as much popularity as other regions. But the launching of the Korea’s first unified football association and the success of the U-20 have proved out great growth potential as well as our passion” says Yang.

Yang has paid a great effort in the role and pros and cons of the province’s professional sportsmen and Sport for All while establishing the status of the association and securing the finance. As a result, Chungnam has shown excellent performance in various nationwide competitions, invited 3 times of national A match and successfully held the recent U-20. Yang ascribed the success to the members of the association and he is determined to create a firm foundation for the association to grow in harmony until he finishes his term in 2020. 

“Professional team will pave the way for development of Chungnam football”

Yang emphasized on the importance of promoting Sport for All with the support of professional sportsmen. For this, he is focusing on school football at the moment. “The current system that evaluates the abilities of instructors based on the team’s performance at the National Junior Athletic Competition and the National Athletic Competition is regarded as the main cause to put pressure on young sportsmen. For this, the association is working in cooperation with the Office of Education to build foundation for school football instructors in a way to foster professional football players in a mid and long term prospective. We will also work hard to give better treatment to referees and increase the scholarship.” In fact, the association has increased the number of the beneficiary students of the scholarship to 15 from 10 alongside various social contribution activities for neighbors in need. 

However, the greatest focus of Yang is on establishing a profession football team of the province. Chungnam is the sole province that has not had a professional football team yet and this has leaked talented local students to other regions due to lack of the channels that connect school football players to professional teams within the province. 

“Citizen’s team or resident’s team can be a good start before moving onto a company team. The former at this point is more probable and the association will look for a sponsor company when a team established.”

Yang added that he is discussing the idea with Cheonan Mayor Koo Bon-young at the moment. It is Yang’s goal to establish a professional team that will pave the way for development of Chungnam football alongside the building the best football environment and continuously inviting national competitions. 

Yang is CEO of Wooram Engineering and of DNG Light Tech. The former makes and supply apartment mould and the latter makes sport lighting facilities. Yang says that operating a business and football are similar in terms of cooperation, regular practice and creative innovation.
