동해안 최대 규모의 전통시장, 죽도시장
새벽을 깨우는 활기찬 목소리가 가득한 곳, 늦은 시간까지 바쁘게 움직이는 상인들과 그들의 정겨운 인심을 만날 수 있는 곳이 바로 전통시장이다. 한반도의 동쪽 끝에 위치해 있으며, 수백 척의 배가 드나들 수 있는 천혜의 항구 ‘포항’에도 이러한 전통시장이 자리한다. 동해안 최대의 상설 재래시장이자 경북 동해안 전역에서 생산되는 농수산물의 집결지로서 역사와 전통을 자랑하는 ‘포항 죽도시장’이 바로 그곳이다.
포항을 찾는 관광객들이 영일만, 호미곶과 함께 가장 많이 방문한다는 명소인 ‘죽도시장’은 한국전쟁 이후 피난민들이 자리 잡은 터전에 처음 들어섰으며, 이후 노점상이 하나 둘씩 들어서면서 시장으로서의 모습을 형성해왔다. 그리고 1970년대 이후, 포항시의 성장과 함께 폭발적인 발전을 일궈낸 죽도시장은 현재에 이르러서는 약 4만5천 평에 달하는 부지에 2,500여 개의 점포가 들어서 있는 ‘전국 5대 시장’ 중 하나의 지위를 확보하고 있다. 그 거대한 규모만큼이나 구비하고 있는 물품의 종류도 다양하다. 각종 해산물과 농산물, 청과류, 육류는 물론 의류, 생활용품, 혼수용품 등 다양한 품목이 구획별로 나뉘어져 있다. 그 중에서도 사람들이 가장 많이 몰리는 곳은 단연 어시장 골목이다. 철에 따라 구룡포와 울진, 영덕에서 잡아들인 대게부터 크고 작은 어패류, 포항의 유명한 과메기, 색다른 별미인 고래고기나 물회, 개복치까지도 이곳에서 한 번에 만나볼 수 있다. 동해안 최대 규모라는 수식이 전혀 무색하지 않을 정도다.
죽도시장의 이러한 성장에 큰 역할을 담당해 온 것이 바로 ‘죽도시장번영회’다. 1969년 사단법인으로 설립된 번영회는 시장 내 구획 정비와 체계 구축, 상품의 질 및 서비스 품질 향상에 대한 지속적인 노력을 통해 ‘전통’의 모습에 ‘현대성’이 가미된 재래시장 시스템을 구현해내며 발전의 토대를 쌓아왔다. 죽도시장번영회의 이성달 회장은 “죽도시장의 가장 큰 강점은 없는 것이 없을 정도로 다양한 상품과 먹거리, 볼거리가 가득하다는 것과 어딜 가나 상인들의 푸근한 인심을 느낄 수 있다는 것입니다. 죽도시장을 찾은 고객들이 아무런 불편함 없이 편하게 보고, 먹고, 즐길 수 있는 공간을 만드는 것이 저희들의 목표입니다”라고 밝혔다.

‘친절’이 선진화 된 시장문화의 바탕이 될 것
이성달 회장은 지난 2016년 4월, 제24대 회장으로 부임한 이래 줄곧 죽도시장의 발전과 번영을 위해 헌신해왔다. 이미 회장 당선 이전에도 14년간 번영회 부회장으로서 솔선수범해 온 그이기에 회원들의 믿음과 기대가 남다르다고 한다. 이 회장은 “번영회를 이끌어가는 입장으로서 가장 중요한 것인 시장에 대한 관심과 애정, 그리고 추진력과 실천력이라 생각합니다. 제 아무리 좋은 기획이 있더라고 그것이 말 뿐인 것에 그치거나, 여러 가지 제약이 있다고 해서 도중에 포기해서는 안됩니다. 다양한 방법을 모색하고 해결책을 찾아내 끝까지 노력하는 것이 제가 해야 할 역할이라 생각합니다”라고 밝혔다.
특히, 소비 패턴의 변화와 대형마트의 등장으로 인해 어려움을 겪고 있는 전통시장이 위기를 극복할 방법은 ‘친절 서비스’에 있다고 생각한 이성달 회장은 시장의 전체 구성원에 대한 친절 교육을 시행하고 있다. 1인 점포가 대다수라 교육 참석이 어려운 경우가 많고, 교육에 대한 열의가 부족해 참석자가 저조한 상황은 그가 직접 회원들을 찾아다니며 개별 교육을 시행하는 것으로 보완하고 있다. 친절 서비스 강화에 대한 자신의 열정과 이를 통한 변화를 회원들이 체감하게 된다면, 이후 단체교육도 더욱 활성화 될 수 있으리란 생각이다. 
이성달 회장은 침체된 전통시장을 살리고자 노력해 온 공로를 인정받아 지난 2016년 10월, ‘제10회 경북도 우수시장 상품 전시회’에서 경북도지사 표창을 수여받기도 했다. 이 회장은 “죽도시장의 발전을 위해서는 먼저 상인들의 마인드가 변화해야 합니다. 고객을 대하는 올바른 자세와 시장과 점포에 대한 애정, 상품의 질에 대한 자부심이 더해질 때 선진화 된 시장으로서 죽도시장이 더욱 높은 곳으로 도약할 수 있을 것이라 생각합니다”라고 강조했다. 서민들의 삶과 애환이 묻어나던 공간에서 이제는 따뜻한 정과 고품질의 서비스가 함께하는 공간으로 진화하고 있는 포항죽도시장의 내일을 기대해보자.

Introducing the largest traditional market in the eastern coast

Jukdo Market offers unique shopping experience 
Cheerful voices wake up the dawning and bustling movement of merchants and shoppers here and there until late night are what we can normally witness at a traditional market. So you can expect the same atmosphere at Jukdo Market, the largest traditional market in the eastern coast if you have a chance to visit Pohang City. 

The market started to form its initial shape when some of the refugees after the Korean War settled down in the area. The market saw a big expansion since 1970s alongside the development of the city and it boasts today about 2,500 stores lined up on a 1,487,603 square meter gaining the title one of the top five markets in Korea. 

From seafood, meat and agricultural products to clothes, daily necessities and wedding supplies, the market provides almost all you need in well divided zones according to each kind. The fish zone among them undoubtedly is most busy area as the whole market is located within a harbor. It might be a good idea for you to taste the half-dried herring, one of the most famous local specialties, at first hand when you visit there followed by cold raw fish soup and sunfish or the famous Yeongdeok snow crab. 

It is worth mentioning at this point about the role of the Pohang Jukdo Market Cooperative established in 1969. It has contributed to building the effective market management and maintenance system and to improving quality of product and services.

Lee took over the 20th president’s position in April last year after 2 years of service as the vice president. 

“I put a greater importance on communication, drive and power of execution. It means that I value actions more than words. I try to never give up even if there are enormous obstacles ahead of us and find solutions. It is my jobs as the president and I’m willing to make it happen.”

Lee suggested ‘kindness’ and ‘excellent customer services’ as two most important elements for traditional markets to survive against the ever expanding super store chains. As part of this effort, Lee makes a visit to every single store owner of the market for training as it is often difficult to gather them together in one place. In recognition of his effort, the governor of North Gyeongsang Province awarded a citation to him in October 2016 at the 10th Gyeongsangbukdo Excellent Market Product Fair.  

“Market merchants need to change their attitude in dealing with customers if they want their business and the market where they belong to grow together. And this of course must be backed up the quality products. So the Pohang Jukdo Market Cooperative will always work alongside them and provide unsparing effort in delivering excellent services and quality products.”
