‘New Leap Forward, Livable Mungyeong’ 

Mungyeong has been known as a land of beautiful roads and crystal clear water since olden times. ‘New Leap Forward, Livable Mungyeong’, the new vision of the city, came from the intention to make the most of its natural advantages in a way to create a better and probably the best city in Korea. The balanced urban redevelopment project is a great part of these efforts. The overall maintenance project which was completed in 5 rural areas of the city last year also belonged to this project and the remain Maseong-myeon area is scheduled to be done in November this year. 

Apart from the balanced urban redevelopment project, the city also pushes forward a number of tourism policies and programs alongside promoting local specialties, Mungyeong Yakdol Pork and Beef, for example, and a variety of food festivals. 

<Power Korea> met the mayor Ko Yun-hwan of the city and asked a number of key questions.

1. What are the core projects of ‘New Leap Forward, Livable Mungyeong’?
The balanced urban redevelopment project and the overall maintenance project are in fact the two sub-projects of the Creative Village Making Project which includes improvement or building of pedestrians, resting places and parks, culture and welfare centers, communal home modeling and remodeling. 

The tourism resource development project, on the other hand, promotes accommodation facilities such as Ilsung Condo & Resort with 369 rooms and convention halls around Mungyeong Saejae Provincial Park as well as other convenient facilities like the monorail and the observatory on Dansan Mountain and the Dansan 700 Healing Trail.

As for the experience programs, the city offers mushroom picking, rice cake hammering, wild vegetable gatherings, marsh snail catching, apple picking and tofu making.

Lastly, the river improvement project is focused on flooding and accident prevention and recovery of eco-friendly streams and maintenance.  

All of these projects are ongoing under the city’s new vision ‘New Leap Forward, Livable Mungyeong’. 

2. How do you activate regional economy?
The city is pouring 39.2 billion won ($34 million) into the traditional market promotion project by 2021. The project includes modernization, one special alley for one market and youth startup malls. The youth startup malls in particular aims at developing and promoting local brands in a way to reducing young unemployment rate in the region. 

The city runs a special department and the one-stop service which invites and supports outside companies to the city. The city offers up to 5 billion won investment subsidy, 500,000 won training fee per person (up to 100 million won), 5% secondary coverage of the loan, 3 million won long term worker incentive, 2 million won employment subsidy, and 300,000 won incentive for 6 months to production workers aged less than 34 who have worked more than 3 month. 

The city also runs work placement matching and vocational training programs and is planning to pour 4.6 billion won into creating 1,700 jobs.

3. How do you promote tourism in the city?
Under the slogan ‘Global Cultural Tourism City’, Mungyeong has opened the Museum of Old Roads, built the Coal Museum and the Korea’s first railway bicycle and a wine tunnel by using the disused coal mines and rails. The green belt project ‘Echo-lala’, and a theme park and a number of nature experience programs are also being pushed forward at the moment. 

Other tourism projects to name a few are the Baekdudaegan Mountain Range trail, Dansan Monorail, Gulbongsan Mountain wetland park and meditation centers around the nearby temples such as Bongsamsa Temple, Kingyongsa Temple and Daeseungsa Temple.

4. Could you tell us about Mungyeong Yakdol Pork and Beef?
The two local specialties are fed by the alkali pegmatite-mixed fodder which is so unique that other regions of Korea cannot dare to imitate. The stone (aka ‘yakdol’ in Korean) is a kind of granite and has abundant medicinal ingredients such as germanium and selenium. The yakdol pork has no unpleasant smell and boasts a chewy and clean taste. It registered its trademark in 1999 and received the Korea Value Management Award in 2017 for its unique quality and taste. 

All Mungyeong Yakdol Pig and Beef farm houses are HACCP and Eco-friendly approved and the city allocated 3.68 million won to promote the brand alongside various promotional events in a way to spread its excellence to more people. 

5. Could you tell us a bit more about the promotional events?
Mungyeong Yakdol Hanwoo Festival is a good example. It is held early September every year and visitors can taste the yakdol pork and beef and can buy them at relatively cheaper price than normal price during the festival period. For those who do not have time to travel down to the festival or the city, we hold a direct marketing itinerant promotion nationwide on a regular basis especially around the capital areas. 

6. Do you have detailed plan to increase the sales of these local specialties?
The city is exerting its utmost effort in securing distribution channels home and abroad. The representative Mungyeong brands we are focusing on are Mungyeong Apple which won the 2016 Korea Master Brand Awards, Mungyeong Omija (schizandra) which has won the Alpha Green Brand Awards for 10 year in a row and of course the famous Mungyeong Yakdol Pork and Beef. It is also notable that the city takes 45% of the whole Omija production in Korea. Other specialties to name just two more are eco-friendly shitake mushroom and ecofriendly rice. 

More than 5 million people visit Mungyeong every year and they can enjoy the largest scale directly dealing local specialty shops and vendors in the highway resting places between Seoul and the city. 

The city is expanding the distribution channels to online and home shopping malls over the direct sales and itinerant promotion and the ‘Mungyeong Omija 6th Industrial Complex Project launched last year invited and connected 200 processing and distribution companies in a way to promote the products to the world over Korea. As a result, the multinational coffee franchise Starbucks introduced an Omija drink by using Mungyeong Omija and it was the first Korean agricultural product to make presence in that global coffee seller. Mungyeong apple juice also was released in coordination with Seoul Milk.

7. Could you introduce some of your rural economy activation programs?
Connecting the local agriculture to experience programs and sales through a systematic production and distribution so called 6th industrialization is the key to activate rural economy. Financial support and deregulation are also needed elements in order to make this possible which we are confident with. The city in particular provides financial support for packing and distribution. 

8. Lastly, could you shortly tell us about the most urgent welfare project of the city?
Undoubtedly, it is the elderly welfare policy. Mungyeong ranked No. 1 in the aging cities of Korea index. The citizens aged above 65 have counted to 26% of the whole population of the city as of May 2017. Our solution in the first place is to create more jobs for senior citizens. This is very important as it not only boosts regional economy but also stabilizes their mental and psychological health that they are important part of the society and that they are worthy of praise. 

So far, the city has created 1,392 jobs for senior citizens and we will keep exerting our effort in creating more jobs and effective welfare programs.
