중소기업은 고용과 성장을 견인하는 국가경제의 근간이다. 더욱이 제4차 산업혁명시대를 맞이하며 보다 유연한 시장 대응력과 창의적이고 차별화된 기술력, 다각화된 경영구조를 갖춘 중소기업은 치열한 생존경쟁 환경의 글로벌 시장에서 국가 경쟁력을 판가름하는 중요한 잣대로 평가받고 있다. 이에 산업통상자원부 산하 한국산업단지공단에서는 중소기업 성장과 글로벌 경쟁력 강화를 돕고자 기업성장지원센터 사업을 시행하고 있다. 

전방위적 기업성장 지원 프로그램 운영
광주첨단산업단지 내 한국산업단지공단 광주전남지역본부에 위치한 호남권 기업성장지원센터(이하 센터)는 지난 2011년 설립된 이래 ‘기업성장의 동반자’로서의 역할을 다해왔다. 특히 「Biz Hub Center」의 비전을 제시하며 지역 내 유망기업을 발굴해 글로벌 강소기업으로 육성하고자 분야별 전문가에 의한 현장밀착형 경영컨설팅을 제공하는 한편 R&D·생산기술·마케팅·금융 등 경영 전반에 걸친 애로사항 해결, 연구소·학교·타기업 등과의 협업을 통한 우수기술 이전 및 사업화 지원, 기업의 인적역량강화를 위한 현장맞춤형 교육지원 등의 사업을 펼쳐왔다. 
현재 총 10명의 기술·경영·수출·금융 전문가가 센터 내에 상주하고 있으며, 직접 방문 및 유선을 통해 언제든 필요한 상담을 제공받을 수 있다는 것이 특징이다. 전태웅 센터장은 “저희 센터는 지난 6년여 동안 총 27개 기업의 성장을 집중 지원해왔습니다. 그 중 7개 기업은 중소기업청 글로벌 강소기업으로 선정되기도 했으며, 다른 기업들도 모두 지역경제를 선도하는 주요 기업으로 성장하고 있습니다”라고 밝혔다. 이 같은 성과는 실제 지표상으로도 확인할 수 있다. 센터 지원 기업의 2016년도 평균 매출성장은 약 17% 증가했으며, 고용성장 16%, 수출 35% 증가로 지역 내 중소기업의 평균 성장률보다 월등히 높은 성과를 보이고 있다. 
센터는 광주·전남의 광산업·스마트전자·자동차부품·석유화학 등 12개 미니클러스터(산학연협의체), 전북지역의 그린부품·기계조선·융복합첨단소재 등 7개 미니클러스터의 회원사를 대상으로 집중적인 지원을 제공하고 있다. 센터의 신청·평가·심사 등을 거쳐 선정된 중점육성기업은 매년 진행되는 심사 등을 통해 최대 3년간의 컨설팅 지원을 받게 된다. 센터는 성장기업에 대한 경영진단 및 중장기 성장로드맵 수립을 지원하며, 기업은 육성과제 도출·전개 및 컨설팅, 직급·직무별 역량강화 교육 전개, 기술이전 및 사업화 지원, 특허전략 수립 등의 집중적인 지원을 제공받게 된다. 현재 호남권내 강소육성기업으로 선정된 업체는 ㈜라도, ㈜한국그린피아 등 총 10개 기업이며, 2017년도 총 50여개의 육성과제를 추진하고 있다. 또한 3년 지원이 종료된 육성기업은 ‘졸업기업’으로 분류해 사후관리차원에서의 지속적인 컨설팅 지원을 받게 되며, ㈜현성오토텍, ㈜성일이노텍, ㈜대경보스텍, ㈜지오씨 등이 이에 해당된다. 2017년도 중소기업청이 선정한 ‘월드클래스 300’에 광주지역에서 2개사가 선정되었는데, 센터의 졸업기업인 ㈜성일이노텍, ㈜지오씨가 선정되었다. 그밖에도 센터에서는 육성기업 이외 산단 입주기업 클러스터 회원사를 대상으로 컨설팅을 수행하고 있으며, 매월 개최되는 미니클러스터 포럼 및 세미나에 참여하여 중소기업 과제기획과 실행력 강화를 위한 협력 지원을 아끼지 않고 있다.

“자생적 기업생태계 구축, 글로벌 경쟁력 확보의 기반 될 것”
센터에서는 각 기업들 간의 긴밀한 전·후방 연계체계와 협력 네트워크를 통한 유기적이고 자생적인 기업생태계를 구축하고자 ‘Cell-ON(Open Network) Program’을 운영하고 있다. ‘Cell-ON Program’이란 중점육성기업의 글로벌 강소기업 성장을 지원하고자 추진하는 개방형 혁신(Open Innovation) 프로그램으로서 R&D, 생산성향상, 해외수출 등 분야별 세부 지원 네크워크를 구축하는 것을 핵심으로 한다. 센터와 국공립 연구소, 대학, 기업지원기관 등이 기업 내부의 각 분야에 맞춤형으로 매칭 됨으로써 보다 집중적인 지원이 가능토록 하는 것이다.
아울러 센터는 지난해 8월 순천대학교 산학협력단과 중소기업 융합지원 모델 개발, 기술이전, 사업화 매칭 협력을 위한 업무협약을 체결했으며, 지난 4월에는 광주지식재산센터와 업무협약을 맺고 광주 산단 내 중소기업에게 경영활동과 기업에 대한 지식재산권 창출 및 이를 기반으로 한 경쟁력 강화 지원과 정보 및 인프라를 공동 활용할 것을 결의했다.
올해 센터에서는 기업지원의 방향을 해외수출지원 강화와 개방형 혁신에 맞출 방침이다. 전태웅 센터장은 “지난 1월 호남권내 기업 1200여 개를 대상으로 조사한 바에 따르면, 기업현장의 가장 큰 애로사항은 80%의 높은 비율로 ‘해외 판로개척’인 것으로 드러났습니다. 장기화된 경기 침체와 좁은 내수시장 한계로 기업 성장의 동력을 해외시장에서 찾으려는 노력이 필요함은 다들 느끼고 있으나, 이를 독자적으로 수행하기엔 많은 어려움이 있는 것이 사실이기 때문입니다. 이에 저희는 기업의 글로벌 마케팅 역량증진 및 기업맞춤형 글로벌 협력 네트워크 구축에 힘씀으로써 기업 스스로가 해외수출을 추진할 수 있도록 지원할 계획입니다”라고 밝혔다. 기존의 정부나 유관기관 주도 하의 단발성 해외진출이 아닌 외부의 우수자원을 연계함으로써 기업이 자력으로 글로벌 강소기업으로 발전할 수 있는 혁신적인 기반을 조성해 나가겠다는 것이 이들의 목표이다. 
기업의 성장 과정에는 필연적으로 여러 문제가 발생한다. 이를 효과적으로 극복하느냐, 하지 못하느냐가 기업이 글로벌 강소기업으로서 성장할 수 있느냐를 결정한다. Biz Hub Center의 비전 아래 세계 시장을 선도할 잠재력을 갖춘 유망 중소기업의 든든한 성장파트너의 역할을 다하고 있는 호남권 기업성장지원센터의 앞으로의 행보를 주목해보자.

Multi-directional business support programs
Located in the Gwangju High Tech Industrial Complex, the Honam Business Incubation Center opened its door in 2011 and has exerted its effort in supporting local businesses. The center brought up the 'Biz Hub Center' vision through which it finds promising local SMEs and grow them as strong and global companies. The support programs of the center are in the fields of R&D, production technology, marketing, problem solving, industry-academic cooperation, technology transfer and fostering manpower. 10 specialists in technology, management, export and finance are working permanently at the center and they provide support services either visiting or being visited. "The center has supported 27 companies to grow for the last 6 years of which 7 have been chosen as global small but strong enterprises by the Small and Medium Business Administration while the others are taking a leading role in each field" says the director Jeon Tae-woong of the Honam Business Incubation Center. The average sales growth of the in-house companies was reported to be 17% as of 2016 with job growth by 16% and the export by 35% which is far higher than the local companies not supported by the center. The center supports 12 industry-academic mini clusters covering the fields of optical electronics, smart electronics and petrochemicals, etc, and another 7 mini clusters covering green parts, machine, shipbuilding and convergence cutting edge materials. Also, the companies chosen for the support through the screening of the center will have a 3 year consulting support including business consultation, growth road map, training to improve work capability, technology transfer and its commercialization and patent strategy. 10 companies including Korea Greenpia and Rado are being supported by this at the moment and the center is pushing forward its 50 promotional tasks for the year 2017. Those who have received the 3 year support can still receive consulting support and some of the companies belong to this category are Hyunsung Autotech, Sungil Innotech, Daegyeong Bostech and GOC. Sungil Innotech and GOC in particular listed their name in 'The World Class 300' of the Small and Medium Business Administration. 

"Autonomous business ecology secures global competitiveness"
In order to strengthen support and cooperation networks between the businesses, the Honam Business Incubation Center is running the 'Cell-On (Open Network) Program'. It is an open innovation program and it builds networks for R&D, productivity and export by connecting public and private research centers, universities and business organizations as supporters to the companies. The center signed a business agreement with the Sunchon National University Industry-Academic Cooperation in August last year and another one with the Regional Intellectual Property Center Gwangju last month as part of this effort. The latter agreement provides the in-house companies the information and infrastructure on intellectual properties. "Difficulty in securing export channels topped the biggest problem (80%) among the local SMEs according to a survey carried out for 1,200 businesses in Jeolla Province. This is one of the reasons that why the support organizations like us must back that up with professional knowledge and knowhow and experience. We will be amplifying our scope of support through global marketing strategies and customized global cooperation networks" says Jeon. There are many factors that blocks the growth of SMEs. The success largely depends on how effectively they are dealing with the problems and how systematically the center provides the necessary support, according to Jeon. <Power Korea> hopes that the Honam Business Incubation Center, under the vision of its 'Biz Hub Center', will see more of the in-house companies growing as global companies in near future.
