변화하는 글로벌 시대, 기업은 이제 한 나라의 경쟁력을 좌우하는 주요 수단이다. 중소기업의 힘 없이는 지속가능한 국가발전이나 선진국으로의 도약은 요원해질 수밖에 없다. 문제는 그러한 중소기업의 성장이 녹록치 않다는 것에 있다. 기업 성장의 과정에서는 다양한 문제들이 발생하기 마련이며, 대기업과 같이 자체 역량이 부족한 중소기업의 경우 이러한 문제를 해결하는데 어려움을 겪을 수밖에 없기 때문이다. 

지속적인 기업성장 위한 솔루션 제시
기업을 경영하다보면 매출이 성장하는 시기를 맞이한다. 이러한 시기는 기업이 한 단계 도약할 수 있는 기회인 동시에 성장이 정체되고 예상치 못했던 여러 문제가 발생하는 위기의 시기이기도 하다. 중소기업이 강소·중견기업으로 성장하기 위해서는 이러한 위기를 잘 극복하고 대처하는 것이 무엇보다 중요하다. 이에 산업통상자원부 산하 한국산업단지공단에서는 기업성장지원센터 사업을 통해 중소기업의 성장을 돕기 위한 현장밀착형 지원서비스를 수행하고 있다. 2015년 6월 12일, 판교 테크노밸리에 개소하여 판교(성남)·서울의 수도권 중소기업을 대상으로 무료 컨설팅을 제공하고 있는 수도권기업성장지원센터가 바로 그 중 하나다.

수도권기업성장지원센터는 경영, 기술, 금융 각 분야에서 실무 및 컨설팅 경험을 보유한 전문위원들로 구성되어 있다. 센터의 각 전문위원들은 중소기업의 경영 현장에서 발생하는 갖가지 애로사항을 청취하고, 오랜 경험과 전문지식, 센터가 보유한 협력 네트워크를 통해 다양한 해결방안을 마련함으로써 중소기업에 실질적인 도움을 제공하기 위해 노력하고 있다. 그 가운데서도 박병수 금융전문위원은 32년 간 축적해온 금융인으로서의 경험과 노하우, 폭넓은 네트워크와 탁월한 전문성을 토대로 금융 분야에서 발생하는 기업 애로사항에 대한 자문과 효과적인 컨설팅을 제공하고 있다.

박병수 위원은 “선진국의 경우 경영컨설팅산업의 비중이 전체 산업의 2~3%에 달할 정도로 보편화·활성화되어 있으나, 우리나라의 경우 아직까지 세계 평균인 1%에도 미치지 못할 정도로 미비한 것이 사실입니다. 기업 활동의 영역이 지역이나 국가의 경계를 넘어서는 글로벌 시대 속에 기업 성장의 영속성을 유지하기 위해선 경영 체질의 변화와 경쟁력 강화가 무엇보다도 중요합니다”라고 강조했다. 

풍부한 금융 노하우로 경영 건전화에 조력
기업은행 여신기획부에서 중소기업에 대한 각종 지원과 여신업무를 총괄하는 기획업무를 수행했던 박병수 위원은 연수부에서 3년간 직원들에게 여신업무와 신용조사업무를 강의한 바 있으며, 창업·중소기업을 대상으로 한 강의도 펼친 경험을 갖고 있다. 또한 정책자금을 포함한 수백여 가지가 넘는 대출상품들을 체계화, 실무에 활용할 수 있는 시스템인 ‘FINE LOAN 114’를 개발하기도 했다. 뿐만 아니라 그는 현재까지도 기업은행이 매년 주최하고 있는 ‘기업인 명예의 전당’ 헌정제도를 최초로 기획했으며, 이후 여의도한국증권지점장, 본점 상품기획부장, 전략상품부장, 강남역지점장을 거치며 풍부한 경험을 쌓은 금융 전문가이기도 하다. 또한 그는 (사)한국재능기부협회의 감사로서 재능기부를 실천하는 한편, 범죄로 피해를 입은 사람들을 돕기 위한 한국범죄피해자지원 중앙센터의 운영위원으로도 활동하고 있다.

그의 이처럼 풍부한 경험은 현재 몸담고 있는 기업성장협력재단과 수도권기업성장지원센터에서의 활동을 통해 중소기업들이 어려움을 극복하고 다음 단계로 나아가는 데 더없이 훌륭한 촉매제로 작용하고 있다. 그는 “기업 경영에 있어 재무상태의 건전성은 향후 기업이 지속적인 성장을 일굴 잠재력을 갖췄는지를 판단하는 아주 중요한 잣대입니다. 기업의 내부구조를 명확히 판단하기 힘든 외부 투자자들은 재무제표 등의 자료를 통해 기업의 상태를 판단하게 되며, 이를 바탕으로 기업의 신뢰도와 투자여부를 결정하게 됩니다”라며, “이러한 재무진단과 분석의 경우 전문성 없이는 수행하기 어려우며, 자체적으로 전문 인력을 보유하거나 외부 회계법인을 고용할 여력이 없는 중소기업들의 경우 효과적으로 대처하기가 무척 힘든 것이 사실입니다. 이에 저는 기업현황을 객관적으로 진단하는 한편, 금융 관련 애로사항을 해결할 수 있는 실질적인 방안을 제공함으로써 중소기업이 건전성과 투명성을 갖추고 성장할 수 있도록 기여하고자 최선을 다하고 있습니다”라고 밝혔다. 또한 그는 단순히 금융경영컨설팅에서 그치는 것이 아니라, 한 걸음 더 나아가 컨설팅을 통해 자금지원이 필요할 경우 직접 투자와 대출을 연계지원할 수 있도록 P2P금융플랫폼인 ‘리얼펀딩’을 준비하고 있다.

“중소기업은 국가경제의 기반, 성장 돕기 위한 지원책 필요해”
이러한 노력의 일환으로 그가 최근 개발해낸 것이 바로 ‘FAD System’이다. ‘Financial Analysis & Doctoring’의 약자인 FAD 시스템은 고객의 회계정보를 이용하여 보다 객관적이고 분별력 있는 기업 가치판단 근거를 제시할 수 있는 기업 재무분석 솔루션이다. ‘㈜지담Lab’과의 MOU를 통해 개발한 이 시스템은 2개년치 이상의 원장정보를 전산프로그램으로 자동 분석·검토함으로써 기업회계정보 상에서의 이상거래, 부실의심자산 등을 찾아낼 수 있는 솔루션으로서 기업 평가의 신뢰도를 한 차원 높여줄 수 있다는 장점이 있다. 

솔루션 개발 뿐 아니라 경영에도 참여하고 있는 박병수 위원은 이러한 시스템의 활용이 기업의 경쟁력을 높여줄 수 있는 시발점이 되리라 확신하고 있다. 그는 “현재 작성되고 있는 재무제표의 경우 기업에 의해 고용된 ‘피고용인’ 입장인 회계세무법인에 의해 작성되기에 신뢰도가 상당히 떨어질 수밖에 없습니다. 실제로 기업에서 분식회계가 공공연히 이뤄지고 있음을 알면서도 눈 감게 되는 것이 현재의 회계관행이죠. 하지만 FAD 시스템을 활용하면 기존 확정재무제표가 가지고 있는 문제를 해소할 수 있을 뿐 아니라, 정부의 지원사업에서도 기업선정의 분별력을 제고할 수 있고, 데이터에 대한 금융 전문가들의 분석을 통해 보다 적합한 기업성장 모델을 제시할 수도 있게 됩니다”라고 강조했다. 이에 덧붙여 그는 “기업 회계의 투명성과 신뢰성을 확보해줄 수 있는 공인인증 플랫폼으로서 FAD 시스템을 보급, 활성화시키는 것이 저의 목표입니다”라고 말했다.

마지막으로 그는 “미국과 독일, 일본 등에는 세계적인 글로벌 기업뿐만 아니라 100년 이상 축적된 기술력과 저력을 가진 중소기업들이 국가 경제를 지탱하고 있습니다. 하지만 우리나라의 경우 중소기업의 수명이 너무 짧을 뿐 아니라, 각종 규제와 제약 속에 오히려 성장이 정체되고 있습니다. 국가경제가 한 단계 도약하기 위해선 기업의 경영혁신 뿐 아니라 정부의 정책 변화도 필요합니다. 지나친 규제로 기업의 성장을 가로막기 보다는, ‘사후적 규제’를 통해 기업들이 새로운 가치를 창출할 수 있도록 전폭적인 지원을 아끼지 않는 자세가 필요합니다”라고 강조했다. 학생들을 대상으로 한 취업 및 창업 특강과 중소기업 대표들의 고민을 해결해 줄 수 있는 ‘중소기업 CEO 특별과정’을 개설하여 운영해보고 싶다는 박병수 위원. 자신이 쌓아온 경험과 지식이 건강한 사회, 발전하는 국가를 일구는데 조금이나마 보탬이 되길 바란다는 그의 열정이 언제까지나 꺼지지 않고 미래를 밝혀주는 대한민국의 등대가 되어주기를 기대한다.

Promoting customized financial management consulting
and innovative business environment

In the age of fast changing world situation, a nation’s competitiveness often depends on companies especially SMEs without which the nation’s sustainable development and growth are not guaranteed. The problem is that the growth rate of SMEs is not that easy thing to achieve. Various obstacles are waiting for them and many of them experience hardships. <Power Korea> met Park Byung-soo, Consultant of Biz-Doctors Center for the capital region and heard about his opinions. 

Solutions to sustainable growth
If a company is on an upward trajectory in sales, this can mean either an opportunity to grow or facing unexpected hardships. SMEs, for this reason, need to prepare well and to bring up effective measures to get through the hardships. The Biz-Doctors Center, affiliated to the Korea Industrial Complex Corp of the Ministry of Trade, Industry and Energy, is promoting customized financial management consulting and innovative business environment. The Biz-Doctor Center for the capital region opened its door in Pangyo Techno Valley on 12 June 2015. The center boasts specialists in management, technology and finance and they listen carefully to the difficulties of SMEs in the capital area and provide customized yet substantial consulting and solutions based on their years long experience, expertise and network. A consultant Park among them has 32 years of experience in the financial sector and his vast amount of data and knowledge in the field has provided effective solutions to many problems. “The management consulting industry takes up 2% to 3% of the whole industry in advanced countries but Korea has not yet reached 1%. In the age of fast changing world situation where economic regions and borders disappearing, a change and innovation are a must for Korea’s sustainable growth and its competitiveness” said Park. 

Rich knowhow in finance boosts up healthy management
Park worked in the loan planning department of IBK and gave lectures on loan and credit check to staff for 3 years. He also gave lectures to startups and SMEs and developed ‘FINE LOAN 114’, a system which provides hundreds of loan products including policy fund. He introduced ‘Entrepreneurship Hall of Fame’ held yearly by IBK and worked as branch head of Korea Investment & Securities Yeouido and product planning head, head of strategic products and Gangman branch head of the same firm. He currently is an auditor of the Korea Talent Share-Management Association and a member of Steering Committee of the KCVC. These of his experience in various fields have become the foundation of supporting SMEs at the Biz-Doctor Center for the capital region. “A company’s financial health is the barometer for sustainable growth. Investors usually read financial statements of the company they wish to invest before putting their money in. But many SMEs lack in specialists in this field and they should seek a professional advice for a thorough analysis on their financial status. The Biz-Doctor Center for the capital region, in this respect, is providing an objective diagnosis and practical solutions so that SMEs can secure healthy and transparent finance to grow their businesses” explained Park. The center also is working on a P2P finance platform ‘Real Funding’ through which SMEs can directly secure investments and loans. 

SMEs are the foundation of national economy
and government support is much needed
Park recently developed ‘FAD System’. FAD stands for ‘Financial Analysis & Doctoring’ and it is a financial analysis solution built based on client’s accounting information. The Biz-Doctor Center signed a MOU with Jidam Lab to develop the system and it analyzes 2 years of information with computing programs to check any abnormal deal and suspicious asset. “The current financial statements are normally made by accounting firms. This means that its credibility is not guaranteed as they overlook malpractice such as accounting fraud. But using the FAD System can prevent this malpractice and secure transparent financial status of a company so that the government and investors can have accurate knowledge about the companies they support or invest. This is the reason why we are spreading the FAD System as an authorized approval platform” said Park. He added “Many advanced countries like the US, Germany and Japan have global companies and SMEs with more than 100 years of technology and knowhow. They are the foundation of the country. Korean SMEs, on the other hand, normally have a short lifespan suffering from various regulations and lack of support. This is the point where the government needs to bring up effective systems and support plans.” When asked about future plan, Park said that he wished to introduce a ‘Special Course for CEOs of SMEs’. <Power Korea> hopes that his passion and professionalism can take part in raising national competitiveness and creating a better society.
