인구 108만 명, 면적 747.67㎢의 통합창원시가 출범 6주년을 맞이했다. 통합 초기, 하나로 융화되지 못한 채 혼란을 거듭하던 마산, 창원, 진해 3개시 간의 갈등은 지난 2014년 안상수 창원시장의 취임 이후 안정을 되찾았으며, 야구장 입지, 도시철도, 시립예술단 등의 굵직한 난제들도 지난 임기 2년간 모두 해결됐다. 비로소 하나 된 창원은 이제 진정한 ‘도약’의 시기를 맞이할 준비를 마쳤다.

Q. 취임 2주년을 맞이하셨습니다. 그 간의 주요 성과라면 무엇을 꼽을 수 있을까요.
지난 2년간 창원은 안팎으로 많은 변화를 겪었습니다. 외적으로는 도시 규모에 걸맞은 자치권 확보를 위해 광역시 승격 운동을 본격적으로 시작했고, 내적으로는 기계공업 중심의 산업구조를 첨단산업과 관광산업으로 바꾸는 재편 작업에 착수했습니다. 또한 10개 중국지방정부와의 컨퍼런스를 계기로 국제도시로 발돋움하기 위한 보폭을 상당히 넓혔으며, 창원발전의 비전을 제시할 시정연구원 등 5대 핵심기구를 완성했습니다. 통합갈등의 마지막 잔재로 남아있던 시립예술단 문제도 매듭 지으면서 시정기반은 그 어느 때보다 안정되고 단단해졌습니다.

Q. 주요 시정 과제 중 하나로 ‘첨단산업과 관광산업의 투트랙 육성’을 꼽으셨는데요. 현재까지의 성과와 앞으로의 전개에 대한 설명 바랍니다.
기계공업 중심인 산업구조의 한계를 극복하기 위해 그간 ‘첨단산업’과 ‘관광산업’으로의 산업 재편에 집중해왔습니다. 우선 기계공업과 IT산업의 융복합을 통한 첨단산업 중심의 구조 재편에 착수했습니다. 창원국가산단은 2023년까지 8,529억 원을 투입하는 구조고도화가 진행되고 있으며, 진해 옛 육군대학부지는 세계적인 첨단산업기술 연구자유지역 조성이 계획되어 있습니다. 올해 초에는 ‘창원 2030 미래전략’의 1단계인 ‘INBEC20 전략산업 육성 실행계획’을 마련했고, 지난해 3D프린팅 제조혁신지원센터 공모사업에 이어 수소차·충전소 중점보급도시로 선정되면서 미래 산업 선점에도 나섰습니다. 또한 마산자유지역 고도화사업을 연내 마무리하고, 로봇비즈니스벨트 등 대규모 첨단산업 기반마련에도 속도를 높일 계획입니다. 아울러 창원시 주요 산업거점들은 정부의 규제프리존에 선정해서 국제수준의 규제 특례를 부여하고, 관련 산업 및 기업을 집중 지원해 나갈 계획입니다. 관광산업의 핵심키워드는 ‘바다’와 ‘문화’입니다. 문화, 비즈니스, 관광, 해양레저가 어우러진 세계적인 문화관광중심지 조성을 목표로 하는 마산해양신도시를 필두로 명동 마리나 항만, 웅동 복합관광레저단지, 마산로봇랜드, 구산해양관광단지를 해양관광벨트로 연결할 계획입니다. 아울러 창원에 발자취를 남긴 예술가들의 유적과 작품에 테마를 입히는 문화관광도 시도하고 있습니다.

Q. 오는 7월 ‘문화예술특별시’ 선포를 준비하고 계십니다. 앞으로의 추진 방향은?
도시의 경쟁력을 높여주는 요소에는 여러 가지가 있겠지만, 그 도시가 가지고 있는 특유한 문화예술자원이야말로 가장 기본적이고 중요한 요인이라고 생각합니다. 이에 우리시의 문화자산들을 바탕으로 지속적이고 일관된 정책을 통해 시민들이 행복한 도시, 일상에서 문화를 향유할 수 있는 품격 높은 도시를 만들고자 합니다. 이에 7월 1일 ‘문화예술특별시’ 선포와 함께 ‘창원문화예술 헌장’을 제정하고, 7월 한 달간을 문화예술 특별 기간으로 정해 시민들의 공감대도 형성할 계획입니다. 아울러 ‘문화예술진흥 5개년 계획’을 올 연말까지 수립할 예정이며, 서항지구 친수공간에 문화예술테마파크 조성, 이순신 리더십 교육센터, 김종영 조각공원, 마산문화원 등 문화 인프라도 확충할 생각입니다. 또한 창원문화재단을 중심으로 문화예술 공연도 대폭 확대하는 등 일상에서 문화를 향유할 수 있는 도시로 만들어 나갈 것입니다.

Q. 최근 ‘창원광역시 승격’을 위한 기반 작업에 더욱 박차를 가하고 계신 것으로 알고 있습니다. 광역시 승격을 위해 우선되어야 하는 현안 과제는 무엇이라고 생각하십니까.
창원은 이미 당장 광역시가 되어도 충분한 역량을 가지고 있습니다. 면적은 서울보다 넓고 지역내총생산은 대전, 광주보다도 크며, 인구는 107만에 달합니다. 그러나 이 같은 도시규모와는 상반되는 제한적인 재정과 권한 탓에 한계를 느끼고 있는 것이 사실입니다. 지금 창원의 기업들은 어려운 시기를 보내고 있으며, 창원은 세계도시와의 경쟁에서도 살아남아야 하는 상황입니다. 반강제적인 통합에 의한 잠재적인 지역갈등도 아직 남아있으며, 지역경제의 회복과 일자리 창출의 과제도 시급히 달성해야 합니다. 이를 해결하기 위해선 행정구조를 선진국처럼 2단계로 줄이고, 전국을 40~50개의 광역시로 만들어 진정한 지방자치를 실현해야 합니다. 그리고 당연히 창원의 광역시 승격이 이뤄져야 한다고 생각합니다. 이미 70만 명이 넘는 창원시민이 서명운동에 동참하며 당위성도 확보했습니다. 올해 20대 국회 원구성이 완료되고 나면 광역시 승격 법률안이 발의될 수 있도록 적극 추진할 계획입니다. 또한 제2차 국회토론회를 개최해 중앙정치권에 창원광역시 승격의 필요성을 지속적으로 알리고, 필요하다면 시민 총결의대회도 계획하고 있습니다. 창원이 광역시로 승격하기 위해서는 시민의 염원과 대통령의 결단이 필요합니다. 이에 시민들의 이해와 공감대를 확산하는 데 열중하고 있으며, 이러한 염원이 2017년 대선 공약사항에 포함될 수 있도록 최선을 다할 생각입니다.

Q. 지난 5월, 창원시민들의 오랜 숙원이었던 ‘창원마산야구장’이 첫 삽을 떴습니다. 새 야구장 건립이 가지는 의미는 무엇인가요.
2013년 프로야구 리그에 뛰어든 NC다이노스는 단기간에 창원을 대표하는 스포츠브랜드로 자리 잡으며 창원을 하나로 묶는 구심점 역할을 하고 있습니다. 이에 시에서도 대대적인 응원으로 화답하고 있습니다. 작년 플레이오프 때에는 시내 전역을 축제의 장으로 만들었고, 지난 2월에는 NC 홈경기 관중 증가를 위해 경제·언론·노동계가 함께 연간 시즌티켓도 구입했습니다. NC가 올해 한국시리즈에 우승하면 국내 최초로 ‘시내 카퍼레이드’ 개최도 약속했습니다. 무엇보다 올해부터 본격적인 공사에 들어간 창원마산야구장이 NC가 명문구단으로 발돋움 하는 데에 큰 힘이 될 것이라 생각됩니다. 사업비 1240억 원, 관람석 2만 2천석의 규모로 2018년 12월에 공사를 완료하고, 2019년 정규시즌부터는 새로운 구장에서 새로운 역사를 써내려가게 될 것입니다.

Q. ‘도약의 시대, 큰 창원’ 달성을 위해 시민들에게 당부하고 싶은 말씀이 있으시다면?
태어나고 자란 고향에서 시장으로 일할 수 있게 된 것은 참으로 영광스러운 일입니다. 또한 제가 하는 일의 성과가 고향의 발전에 보탬이 되기에 보람도 느끼고 있습니다. 지난 16년 동안 국회의원과 집권당 원내대표, 당대표를 거치며 중앙정치에 몸 담았던 제가 행정에 뛰어들게 된 것은 고향을 위해서 봉사하겠다는 마음에서였습니다. 그리고 그 가장 큰 숙제로 ‘창원광역시 승격’을 달성해내고자 합니다. 광역시 승격을 통해 고향 창원을 발전시키고, 첨단산업과 관광산업을 육성해 더 많은 양질의 일자리를 만들 것입니다. 또한 창원과 부산, 울산을 잇는 동남권광역벨트를 형성하고, 수도권에 대응하는 강력한 ‘경제수도권’을 구축해서 국가 균형발전에 기여할 것입니다. 제가 가진 모든 경험과 경륜을 창원의 발전과 도약을 위해 온전히 쏟아 부을 것이니 창원시민 여러분들도 함께 노력하며 지켜봐주시기 바랍니다.

The way to a metropolitan city through industrial and structural reforms

Q. It’s been 2 years since you took the office. What are your achievements?
The city has gone through many changes for the last 2 years. We’ve started the campaign to upgrade the city to a metropolitan city in earnest while trying to turn our machinery-based industries to high tech and tourism. Also, thanks to our effort in organizing numerous conferences with China’s 10 local governments, the city has expanded the foundation necessary for us to go global and established 5 core related organizations including an administrative policy research center. The pending issue of the Municipal Art Group also has been nicely settled down.

Q. Tell us more about the high tech industry and tourism you are promoting?
We are trying to combine the city’s traditional machine industry with IT. Changwon Industrial Complex, for example, is investing KRW 852.9 billion until 2023 to bring structural advancement and the site in Jinhae where the old army staff college stood is planned to be used for a global high tech research free zone. As part of Changwon 2030 Future Strategies’, we’ve brought up ‘INBEC20 Strategic Industries Promotion Plan’ early this year and the city was appointed for 3D Printing Manufacturing Innovation Support Center Project last year as well asHydrogen Vehicle Energy Station City. We are also expecting to complete the upgrading project of Masan Free Trade Zone within the year and are pushing forward the Robot Business Belt. In addition,most industrial hubs in the city will be out of the central government regulation but applied with international level standard instead. In terms of tourism, we are aiming to create a city where people can benefit from culture, business, tourism and marine leisureactivities by connecting Myeong-dong Marina Harbor, Ung-dong Tourists and Leisure Complex, Masan Robot Land and Gusan Marine Tourist Complex. We also are planning to introduce an art and cultural tour package.

Q. You are about to declare the slogan ‘Culture and Art Special City’this month?
Cultural asset is one of the most important elements of raising city’s images. We aim to make a city where the residents can enjoy culture and art in their daily lives. In accordance with the declaration (1 July), we are establishing ‘ChangwonCharter of Culture and Art’and various cultural events will be taken place during this special month. We will also introduce ‘5 Year Promotional Plan for Culture and Art’within the year and are planning to create a Culture and Art Theme Park around the west harbor, Admiral Yi Sun-shin Leadership Training Center, Kim JeongYoung Sculpture Park and Masan Cultural Center.

Q. How do you upgrade the city to a metropolitan city?
I think the city already has everything to be a metropolitan city: larger land than Seoul, bigger GDP than Daejeon and Gwangju and the population of1 million and 70,000. The only problems are limited budget and autonomous rights. The local companies are struggling to survive the global competition at the moment and regional conflicts and job creation are still remaining to be solved. In a broad term, Korea needs to introduce 2-level administrative system like advanced countries and create 40 to 50 metropolitan cities by combining smaller cities and areas. In this way, we can realize a true sense of effective local self-governing system. More than 700,000 citizens already have signed the petition and we will push it forward in full strength by pursuing every avenue to achieve it.

Q. The citizens’ long-cherished desire for building Changwon Masan Baseball Stadium has eventually been in full swing from last May. What’s the meaning of it?
Launched in 2013, NC Dinos has become to represent the city and it plays a pivotal role to unite the citizens. The playoff last year, for example, brought a festive mood to the whole city and the home game last February encouraged regional media and economic circles to buy season tickets in bulk. We promised the citizen a car parade if NC wins the Korean Series this year. This might be reason enough to have our own baseball stadium that will boast 22,000 seats. We are pouring KRW 124 billion with the aim to complete it by the end of 2018 and we will write a new history in Korean baseball with the stadium.

Q. What would you like to say to the citizens to achieve‘Great Leap Forward, Bigger Changwon’ together?
I was born and raised in Changwon and it is an honor to work for my home city.I worked as lawmaker, floor leader and party leader for the last 16 years but I’ve never felt myself this much proud. I will do my very best to achieve all I mentioned above especially the metropolitan project. Furthermore, I will build the southeast regional belt that connects Changwon toBusan to Ulsan and contribute to development of balanced national economy. All I ask our fellow citizens is to give support and participation.
