육아에 대한 부담이 갈수록 커지고 있다. 아이들의 정서 및 재능 발달에 부모의 역할이 중요해지면서 ‘좋은 부모’가 되고자하는 이들이 많아졌지만, 인터넷과 TV 등 수많은 육아정보의 홍수 속에서 올바른 정보만을 선별하기란 무척이나 어려운 일이다. 이에 보건복지부와 각 지자체에서는 신속하고 정확한 육아정보와 맞춤형 교육 제공, 육아 지원을 위해 육아종합지원센터를 설립, 운영하고 있다.

보육·육아 위한 맞춤형 교육 지원

평택시 육아종합지원센터는 지난 2007년 개소한 이래 평택시 관내의 어린이집, 보육교직원, 영유아와 부모를 대상으로 전문적이고 포괄적인 육아서비스를 제공하며 선진보육서비스를 구현하는데 앞장서온 육아전문기관이다. 석윤희 센터장은 “저희는 아이들과 부모가 즐거운 도시, 교사들이 행복한 평택시를 만들고자 지역사회가 요구하는 교육프로그램 개발과 보육교직원의 역량 강화, 다양한 육아지원 컨텐츠를 제공하는데 주력하고 있습니다. 또한 평택지역의 육아만족도를 향상시키고, 소외된 가정 없이 모든 이들의 신뢰를 받을 수 있는 행복한 보육환경을 정착시키고자 노력하고 있습니다”라고 밝혔다.

센터에서는 먼저 어린이집의 원활한 운영을 돕기 위한 지원 사업을 펼치고 있다. 어린이집 운영과 보육에 필요한 정보 제공은 물론, 평가인증 컨설팅을 통해 보육시설의 질적 향상을 도모하고 있다. 매월 약 80명 정도의 보육교직원이 평가인증 지표교육을 수강하고 있으며, 약 10개소 정도의 어린이집에 컨설턴트가 방문, 보육환경 및 보육과정 개선을 위한 컨설팅을 제공하고 있다. 또한 센터는 교직원의 안전의식함양과 안전한 보육환경 조성을 위해 심폐소생술, 건강 영양교육 등을 진행하고 있으며, 병가나 휴가로 인한 공백기간에 대체교사를 파견하는 등 보육교직원에게 자기개발과 재충전의 기회를 제공하고 있다. 또한, 석윤희 센터장은 “센터에서는 어린이집에서 요구하는 교육의 내용을 수렴하여 그에 맞는 전문가를 지원하고 있습니다. 이를 통해 각 어린이집에는 수준 높은 맞춤형 교육을 제공받음으로써 높은 만족도를 나타내고 있습니다”라고 설명했다.

누구나 좋은 부모가 될 수 있는 사회를 위해

그밖에도 센터에서는 각 가정의 장난감 구입 부담을 줄이기 위한 장난감대여사업과 함께 양육과 육아에 대한 부모들의 관심을 높이고, 다양한 정보를 제공하기 위한 부모교육을 시행하고 있다. 석윤희 센터장은 “아이들이 자라는데 있어 ‘가정’의 역할은 더없이 중요합니다. 저희는 부모와 자녀 간의 애착관계 형성, 부모역할인지 제고를 위한 다양한 교육프로그램과 영유아 문제행동, 양육 및 가족문제 해결을 돕기 위한 부모상담 프로그램 등 건강한 양육문화 조성을 위한 다양한 사업을 전개하고 있습니다”라며, “또한 이러한 교육 및 상담내용을 분석하여 새로운 교육프로그램 개발에 반영하는 등 교육환경 개선을 위해 노력하고 있습니다”라고 밝혔다.

센터의 활동은 지역사회와의 다양한 연계사업으로도 이어지고 있다. 센터는 소방서, 급식관리지원센터, 보건소, 노인복지재단 등 관내 유관기관과의 긴밀한 네트워킹을 통해 협력체계를 구축하고, 다채로운 문화행사 및 체험교육을 시행하고 있다. 어린이날에는 평택시와 연계하여 다양한 기념행사와 체험부스를 운영했으며, 매년 ‘행복한 우리아이 사진 컨테스트’에 참여하여, 높은 호응을 받고 있다. 또한 다문화 및 취약계층 가정을 대상으로 한 교육 및 체험 프로그램을 기획해 가족 간 휴식과 소통의 장을 마련하고 있다. 석윤희 센터장은 “무엇보다 중요한 것은 교사, 부모, 영유아 간의 정서적 유대감을 형성하는 일이라 생각합니다. 저희는 교육현장에서 적용할 수 있는 실제적인 교육프로그램을 개발함으로써 교직원들의 역량을 강화하는 한편, 다양한 가족형태에 맞는 부모교육을 시행함으로써 어린이집과 학부모, 영유아가 행복한 성장을 함께할 수 있는 환경을 만들어나가고자 합니다”라고 강조했다. 함께 키우고, 함께 웃는 행복육아의 실현을 위한 이들의 노력에 응원의 박수를 보낸다.

Providing customized childcare
Established in 2007, Pyeongtaek Support Center for Childcare has provided comprehensive and advanced childcare services for nurseries, staff and parents in the city. Director Suk Yoon-hee says “We are developing customized education programs demanded by the local society focusing on strengthening capabilities of the staff and providing a varietyof childcare support contents. Our aim is to make sure that there is not a single household neglected by our services and to contribute to make a better and happier Pyeongtaek City.”The programs include providing necessary information, consulting,appraisal& appraisal certificate index training for 80 staff, CRP (cardiopulmonary resuscitation) training andhealth & nutrition education as well as personality & self-development training. The consultants also pay a visit to 10 nurseries on a regularbasis with the aim to improve environment and contents of the programs. Director Suk explains “We collect opinions of various people on educational contents and provide customized specialists. In this way, we can achieve the quality of education and high level of satisfaction.”

Building a societywhere everybody can be a good parent
Lending toys are another popular program of the center for it significantly reduces the financial burden of parents. Director Suk explains “The role of family is vital to rear children healthy and soundly. So we also provide a varietyof consulting programs such as forming attachment, role of parents, patterns of behavior and problem detecting & solving. We thoroughly analyze the result of these programs and reflect them into developing new programs.”Meanwhile, the center built a close cooperation with local fire stations, feeding centers, health centers and elderly welfare centers through cultural events and experience programs. On the Children’s Day, for example, the center runs an experience booth on the ceremonial event with the support of the city and participates in ‘Happy Children Photograph Contest’every year. It also organizes experience programs for the children from underprivileged families. Director Suk says “Creating strong bond between children, parents and teachers is most important.
