17년간 표류하던 재건축사업, 과감한 개혁으로 성공을 일구다

강남 재건축 아파트 시장의 황금기가 열렸다. 장기화된 경제침체와 이로 인한 부동산 경기 악화 속에서 그동안 재건축·재개발 시장은 사업 중단 혹은 장기 정체 신세를 면치 못했던 것이 사실. 그러나 최근 강남 3구를 중심으로 한 재건축 시장의 분위기가 사뭇 달라졌다. 그리고 그 화제의 중심에 바로 강남의 새로운 랜드마크로 주목받는 ‘반포 아크로리버파크’가 있다. 이번호 <월간 파워코리아>에서는 재건축사업 역사상 가장 훌륭한 성공모델로 평가받는 신반포1차재건축주택조합의 주역, 한형기 조합장을 만나 그의 성공신화를 들어보았다.

‘대한민국 1등 아파트’의 비전을 향해
세계를 강타한 유례없는 경제위기는 국내 재개발·재건축 사업에도 커다란 혼란을 안겨줬다. 기나긴 불황으로 인해 부동산 경기가 침체되고, 분양 및 매매가격이 하락하면서 재건축사업의 추진 동력이 사라진 것이다. 이는 1994년 첫 삽을 뜬 신반포1차재건축주택조합의 경우에도 마찬가지였다. 지지부진한 사업 추진 속에 제자리걸음을 반복하던 조합은 조합원들 간의 얽히고설킨 이해관계 대립과 각종 소송 및 민원 등으로 무려 17년이라는 세월동안 표류하던 상태였다. 그러던 2011년 9월, 한형기 조합장이 새로이 조합을 이끌게 되면서부터 상황은 급변하기 시작했다. 한형기 조합장은 21년 간 대형건설회사에 재직했으며, 도곡동 타워펠리스 현장소장, 재개발·재건축 종합컨설팅회사의 임원으로서 다양한 전문지식과 풍부한 현장경험을 축적해온 전문가이다. 신반포1차조합에서 그를 조합장으로 추대한 것은 이러한 경험과 노하우가 궤도를 이탈한 채 표류하던 사업에 실마리를 제시할 수 있으리라 기대했기 때문이었다. 그리고 이러한 기대 속에 부임한 한 조합장은 즉시 과감한 개혁을 단행했다.
한 조합장은 “당시 조합장을 맡고 나서 6개월 정도는 정상적인 업무가 불가능할 정도로 조합의 상태가 엉망이었습니다. 각종 소송과 민원 그리고 장기간 재건축의 발목을 잡아온 비대위 등으로 조합의 단결력 자체가 무너져 있었고, 대위원회를 열어도 대의원들이 모이질 않아 진행이 불가능할 정도로 사업 추진에 대한 의견대립이 팽팽한 상태였습니다”라고 말했다. 상처 나고 곪은 부분을 치료하기 위해 그가 선택한 방법은 과감히 환부를 도려내는 것이었다. 그는 먼저 설계회사와 정비업체를 교체하며 재건축사업의 토대가 될 설계부터 다시 세워나가기 시작했다. 그의 목표는 오랜 사업중단에 따른 조합원들의 간절한 소망인 조속한 이주와 입주 등 중단없는 빠른 사업추진과 다른 아파트와는 차별화 된, 대한민국 1등이 될 수 있는 최고 명품아파트 단지를 만드는 것이었다. 한 조합장은 “대부분의 재건축조합이 어려움을 겪는 까닭은 조합원들의 이해관계가 서로 상충하기 때문입니다. 게다가 부동산 경기가 날로 악화되면서 수익성은 저하되고, 손실에 대한 우려가 커져 대립이 더욱 격화되는 것이 당시의 상황이었습니다. 하지만 한 발 물러서서 바라보면 모두의 바람은 같은 방향을 향하고 있습니다. 하루라도 빨리 지금의 좋지 않은 환경에서 벗어나 새롭게 들어설 아파트로 입주하고 싶다는 것, 그리고 오랫동안 시달렸던 경제적 어려움에서 벗어나 높은 수익을 거두고 싶다는 소망입니다. 나무가 아닌 숲을 보는 것이 문제 해결의 첫 걸음이었습니다”라고 설명했다. 

최단기 완판, 최고가 분양… 재건축사업의 새 역사를 쓰다
한 조합장이 바랐던 것은 재건축은 시간과의 싸움이므로 조속한 사업추진과 대한민국 최고의 아파트를 만들겠다는 비전을 조합원 모두가 공감하고 공유하는 일이었다. 제각각 흩어져 있는 마음을 한 데 모으고, 역량을 집중시키는 것이 재건축사업 성공에 가장 우선되는 선결과제라 여겼기 때문이다. 그는 재건축의 발목을 잡아온 대의원들을 과감히 해임시킴으로써 조합의 역량이 조합집행부에 집중될 수 있도록 했으며, 2개월에 한 번씩 설명회를 열어 사업내용을 조합원들에게 설명하고 설득시키는 데 힘썼다. 그의 결단력 있는 행보와 과감한 추진력, 열정적인 모습은 이내 조합원들을 한 데 뭉치게 하는 데에 성공한다. 신반포1차 조합은 업계에서 ‘공산당’이라는 별칭이 생길 정도로 강한 단결력을 자랑하게 되었으며, 무려 95~98%에 달하는 총회 참석률을 뽐내며 한 조합장의 리더십에 힘을 실어주게 된다.

이후 한 조합장은 취임 2년 반만에 도시계획 심의와 건축심의 통과, 사업시행변경인가, 관리처분변경인가를 각각 두 차례나 얻어내며 재건축사에 전무후무한 최단기간 인허가 기록을 세웠고, 이주에서 철거까지 일사천리로 해결해냈다. 그 과정에서 그는 서울시의 건축심의 촉구를 위해 박원순 시장에게 직접 호소문을 전달하는가 하면, 덕수궁 앞에서 1,500명이 참석한 대규모 촉구대회를 개최하며 삭발 투혼을 보이기도 했다. 이러한 노력으로 그는 준공과 입주일을 2년 이상 단축시키고 약 200억 원을 절감했으며, 기존에 책정했던 가구당 환급금을 1억 원 이상 추가로 늘리기도 했다.

토대를 든든히 한 뒤, 과감한 결단력과 추진력으로 재건축사업을 주도해 온 그의 노력은 지난 2013년과 2014년 1, 2차 분양에서 그 성과를 여실히 드러냈다. ‘반포 아크로리버파크’는 1차 분양 완판으로 도약의 첫 신호탄을 쏘아 올린데 이어, 2차 분양까지 3일 반나절 만에 완판을 달성하며 재건축 아파트 분양의 새로운 역사를 썼다. 당시에는 세계금융위기로 정부에서 양도세를 한시적으로 면제해줄 정도로 부동산경기가 최악의 상황이었고, 모두가 무모할 정도로 높은 분양가라며 미분양을 우려하던 상황에서 평당 5,008만 원이라는 고분양가로 대한민국 최고 분양가를 경신했으며, 대한민국 재건축 사상 조합원 수익률이 가장 높고, 사업기간이 빨랐던 성공적인 사례로 기록되며 침체되어 있던 강남 재건축 시장에 활기를 불어넣어준 모델로 평가받고 있다. 한 조합장은 이처럼 눈부신 성공을 거둘 수 있었던 것은 10년 뒤까지도 대한민국 1등을 지킬 수 있는 최고의 아파트를 만들겠다는 청사진이 있었기 때문이라고 강조한다. 반포동은 이미 강남 최고의 학군과 3·7·9호선이 지나는 교통 요지, 병원 및 백화점, 문화시설 등이 집중된 최고의 인프라를 가진 프리미엄 주거단지로 이름이 높았다. 그는 “이처럼 좋은 조건 속에서 남들하고 똑같은 아파트, 한강이 보이는 아파트 정도로는 경쟁할 수 없다는 것이 제 생각이었습니다. 대한민국 1등다운 압도적인 퀄리티의 프리미엄 아파트를 만들겠다는 것이 저의 목표였습니다”라고 밝혔다. 

최고급·최첨단의 프리미엄 아파트, 강남의 새로운 랜드마크가 되다

입주를 4개월여 남겨둔 현재 아크로리버파크 분양권 매매가가 인근 래미안퍼스티지를 추월하며 강남의 새 랜드마크임을 입증되면서 수요자들의 관심과 주목을 받고 있다. 

표류하던 재건축조합을 맡아 4년 8개월이라는 단기간에 성공적인 입주를 앞두고 있는 한형기 조합장. 13년간 조합설립을 못하고 표류하던 옆 단지인 신반포3차를 6개월 만에 조합설립인가를 받아냈고, 다시 6개월 만에 반포경남, 신반포23차, 우정에쉐르1,2차를 통합하여 통합조합설립인가를 받아낸 것은 국내 재건축사에 길이 남을 획기적인 사건으로 언론과 재건축업계에서 그를 왜 ‘강남 재건축 황제’, ‘재건축의 신’이라고 칭하는지 알 수 있는 대목이다.

그의 손길을 바라는 강남의 재건축조합이 줄을 잇는 것은 당연지사다. 하지만 한 조합장은 조금 더 넓은 시야를 가지고 있었다. 그는 향후 재개발·재건축 토털컨설팅업체의 설립을 계획하고 있다. 많은 문제점과 모순점을 가진 재건축조합 시스템을 근본적으로 개혁하고, 보다 많은 이들에게 도움의 손길을 주기 위해서다. 또한 그는 “당장의 작은 이익보다는 미래의 큰 이익을 위해 과감히 투자하라”는 조언의 말을 남겼다. 성공에는 분명 이유가 있다. 끊임없이 공부하고 노력하며, 인내하는 이야말로 성공의 달콤함을 맛볼 수 있다는 것. 대한민국 재개발·재건축 사업의 지형도를 바꿔가고 있는 한형기 조합장의 모습에서 그 훌륭한 롤 모델을 찾아볼 수 있었다.

Vision to grow as Korea’s No.1 apartment
The recent global economic downturn has brought a big turmoil to numerous redevelopment and reconstruction projects in Korea due in particular to prolonged recession and drop in real estate price. Launched in 1994, Sinbanpo 1st Housing Reconstruction Project was not an exception of this global economic downturn and the association had to go through various conflicts and lawsuit between the members which lasted for the past 17 years. But the situation met a turning point when Han Hyeong-ki took the president’s position of the association in September 2011. Han worked for a large construction company for 21 years, served as a field director of building Tower Palace in Dogok-dong, Gangnam Seoul and as a board member of a total redevelopment and construction consulting firm. Eventually, this experience and knowhow in the field made Han being appointed as the president of the association with the expected mission to settle down the conflicts. As soon as he started his office, he boldly carried out a reform. Han explains “The chaos lasted 6 months more after I took the office. There was no harmony and consolidation between the members but only suing and blaming and representatives did not even turn up for meetings. So I decided to bring bold measures to settle down the issues.” Han changed designing firm and maintenance firm as the first stage of the reform and boosted up relocation of the residents and attracting new occupants which were the central issues among the discorded members. He continues “Most reconstruction associations experience conflict due to different interest of members and market situation. But they all have the same goal; moving into the new apartment as soon as possible or making profits.” 

Making a new history of reconstruction market by parceling out in the shortest period at the highest price 
Faster process of the project and the vision of building the best apartment in Korea are the two key areas Han wanted to persuade members with. For this, Han dismissed the representatives who were not cooperative and shifted the power to the executive committee from them. He also held a briefing once in every two months to explain the projects and draw agreement from the members of the association. As a result, around 98% of the members participated in general meeting and within two and a half years, the association passed architectural review, project execution changes approval and management disposal changes approval which soon followed by demolish of the buildings, smooth relocation of the residents and moving in of new occupants flawlessly in speed. During this process, Han delivered a letter of pleas to Seoul Mayor Park Won-soon and led a demonstration with 1,500 participants in front of Deoksu Palace. Thanks to these efforts, the association shortened the period of construction and moving in by 2 years and saved KRW 20 billion and increased per-house refund more than KRW 100,000.

In addition, the 1st parceling out of Banpo Acroriver Park in 2013 was sold out and the 2nd parceling out in 2014 was also sold out within three and a half days with record price per 3m2 at KRW 50.8 million. It brought the highest profits to members in the shortest period of time, and considering the stagnated real estate market around that time, it actually wrote a new history in reconstructed apartment history and boosted revitalization of real estate market in Gangnam Distrcit, Seoul. Babpo-dong boasts the best educational facilities and good accessibility (subway line No. 3, 7 and 9) and amenities. Han says “It was possible thanks to our vision of making the best apartment in Korea.”

Banpo Acroriver Park to be a new landmark of Gangnam District 
Banpo Acroriver Park is 38 storey apartments which are the tallest buildings around the Han Riverside in Banpo area. The area was appointed as the sole special construction zone and the balconies, also appointed as the first excellent design, are 9m2 to 23m2 wider than other apartment complexes. The apartments are applied with 4-BAY design, 30cm higher ceilings, better ventilation and openness and luxury materials. The apartment block also boasts sky lounge, sky library, baby pool, swimming pool with bathe pool, fitness club, sauna, golf driving range, table tennis room, music practice room, karaoke, nursery facilities and kids cafes, study rooms, personal studios, resident lounge, guest house, tea house and meeting rooms, one-pass resident security card, low-energy consumption system, basement trash collecting point, auto food waste transport, carless park, double sound proof, manless delivery system and electric car charging point. Han says “Currently, the construction process of Acroriver Park is about 90% and the first 1,621 households will start to move in from September this year. The apartment is different from any other premium apartments and we are confident to say that it will keep the No.1 status in Korean apartment for over 10 years.”

The ownership price of Acroriver Park is higher than the nearby Raemian Firstige and is rising as a new landmark in Gangnam District. Han is now called by many as ‘Emperor of Gangnam reconstruction’ and ‘God of Reconstruction’. This is well proved by his numerous achievements; successfully parceling out of Acroriver Park in 4 years and 8 months, obtained a certificate of incorporation for Sinbanpo 3rd association within 6 months, Banpo Gyeongnam within 6 months and combining Sinbanpo 23rd and Woojung Esher to obtain a certificate of incorporation for the association. Han is constantly receiving love calls from many reconstruction associations these days and he is, therefore, planning to establish a total consulting firm for redevelopment and reconstruction in order to provide comprehensive services for more associations. Han gives a valuable advice “Invest boldly in future over short term profits in front of your eyes.” There must be a reason in every success; study hard, work hard and be patient. Power Korea believes that Han will no doubt is a role model for Korea’s redevelopment and reconstruction industries and he will write yet another history in the near future.
