The more the enterprise earns the more the returns to society
Unlike many other companies, social enterprises bring the society more returns when they earn more. Started as a nonprofit private organization of the Citizens for Decent Housing in 2001, Heemang Housing obtained a Preparatory Social Enterprise Certificate in February 2010 and officially started the business in April the same year. CEO Gang of Heemang Housing has built a network that connects 64 partner companies and is currently carrying out 13 procedures relating to housing such as repair work for disadvantaged class in our society. The enterprise receives KRW 1 million support fund per repair work from the government. But the fund is too little when considering VAT and material and labor costs. Yet, Gang makes it possible. She explains "A policy of the city (Seoul) makes the business purchase materials cheaper than the market price and the business turns the difference into its net profit. But we return the difference to society which means that we can run the business at 15% reduced operating cost. In other words, we purchase quality materials at a rational price and also give a perfect repair work." In broad terms, a social enterprise contributes to creating jobs and providing services for regional society. In fact, CEO Gang had nothing to do with the current business as she used to be a Korean paper art instructor. But she came to know about social enterprise when she was teaching children who lived in a national rental apartment managed by the Citizens for Decent Housing in 2006. Gang studied paperhanging and architecture and obtained certificates of waterpoof and housing energy diagnosis. She then started the business with KRW 10 million and it now has grown to be creating 1.5 times more sales on last year.

Policy improvement is needed for promoting constructive social enterprises 
Gang became CEO of Heemang Housing in 2014. She carries out about 700 house repairs every year and returns a 10% net profit to society. KRW 300,000 is given to each student from lower income families and 2 to 3 members of Heemang Housing are supported the whole tuition fee until they graduate from Open University. Rice and paperhanging services are also provided to underprivileged people living in permanent rental apartments in Yeongdeungpo and Daebang-dong. In addition, Heemang Housing has been building a house for a family who lives in a tent in Myanmar every year and the house is marked with company plaque. This means that the project not only encourages other companies for participation but also plays a role to raise a global image of Korea. Heemang Housing was reborn as an official social enterprise in September 2012 but Gang had to go through a hard situation as the guaranteed 85% of salary support for the staff for 3 years from the Ministry of Employment and Labor was not paid due to cash-strapped government. Nevertheless, Gang made it possible by eating, sleeping and working in her office half the week. Gang said "there were only 3 social enterprises in Seoul in 2014 but increased to 23 because they heard about us having a gain every year. The more social enterprises mean the more jobs for elderly and disabled people and the more returns to our society." Power Korea sends a message of support to Gang and Heemang Housing.
