영일만항 환동해 중심항만 육성, 국가차원 지원 요청
이강덕 포항시장은 지난 달 26일, ‘환동해 국제심포지엄’ 참석차 포항을 방문한 윤학배 해양수산부 차관을 만나, 지역현안 사업을 설명하고 중앙정부 차원에서의 적극적인 지원을 요청했다. 이강덕 시장은 “영일만항은 530만 대구·경북의 유일한 해양진출 관문이자 동해안 유일의 국제종합항만”이라고 소개하고 “통일시대를 대비한 북방진출의 전진기지로 성장할 수 있도록 영일만항과 국제여객부두 조기건설과 함께 북방파제와 배후산업단지와 같은 기반시설 조성을 국가적인 차원에서 적극 지원해 달라.”고 건의했다. 특히, 이강덕 시장은 “극동러시아와 중국 동북3성의 대규모 개발정책과 연계한 환동해권의 크루즈와 페리선 이용 관광객이 크게 늘어날 것”이라고 전망하고 “포항은 지정학적으로 이들 시장을 흡수할 수 있는 최적의 조건을 갖추고 있는 만큼 영일만항을 국가적인 차원에서 환동해권은 물론 북방교역의 중심항만으로 육성하는 것이 시급하다.”고 강조했다. 이와 함께 이강덕 시장은 해양수산부의 핵심 국정과제로 추진 중인 ‘두호마리나 복합리조트 개발사업’의 조기 착공을 위해 실무협상의 조기 완료와 공유수면 매립과 관련한 기본계획 반영 등 행정지원을 요청했다.

윤학배 차관은 “포항시의 현안을 충분히 이해한 만큼 이들 사업이 제대로 추진될 수 있도록 적극 검토할 것”이라고 약속했다. 윤 차관은 이날 환동해 국제심포지엄에 참석한 이후, 죽도시장 등 지역경제 현장을 둘려보고 상인들의 애로 사항을 청취했다.

외투기업 체감만족도 1위 포항, KOTRA가 전국 공유 나서
지난해 말, 대한상공회의소가 외국인투자기업 체감만족도 1위로 선정한 포항시의 투자유치 및 기업 활동 지원 사례를 전국의 지자체가 모범 사례로 공유하게 된다. 시는 지난 달 14일 KOTRA(대한무역투자진흥공사)가 안성일 종합행정지원센터장과 김의중 투자종합상담실장, 전문위원, 전국 지자체 파견관으로 구성된 대표단을 구성해 지난해 외국인투자기업 만족도 1위를 차지한 포항시의 투자유치 우수사례와 정책을 벤치마킹하기 위해 포항시를 방문해 투자유치 간담회를 개최했다고 밝혔다. 시는 이날 간담회에서 국내외 투자유치를 위해 포항시가 추진해 온 다양한 우수정책인 투자유치담당관실 신설 및 경제부서 확대, 기업애로지원단을 설치해 외투기업마다 전담공무원을 1대1로 둬 각종 행정처리 지원, 법률·세무·관세·노무 등의 분야에 민간전문가를 ‘애로상담관’으로 위촉해 외투기업 전문상담, 시청과 시의회, 기업인이 함께 참여하는 ‘제도개선추진단’을 운영해 외투기업 투자애로를 ‘원샷’에 해결해 주는 시스템 등을 소개했다.

이에 안성일 센터장은 “간담회를 통해 포항시가 추진하고 있는 꼼꼼한 현장행정과 기업 애로사항 해결 노력을 엿볼 수 있는 좋은 기회였고, 포항시의 우수사례를 전국의 지자체뿐만 아니라 기업들이 공유할 수 있도록 할 예정”이라며 “투자유치와 지역경제 살리기를 위한 이강덕 시장을 비롯한 관계 공무원들의 강한 의지를 새삼 피부로 느낄 수 있었다”고 말했다. 이강덕 포항시장은 “경제 관련 투자 유치나 일자리 창출 등 기업 지원을 할 수 있는 조직을 강화했다”며 “기존 입주 기업이 좀 더 투자해서 일자리를 늘리거나, 기업이 활동 하는데 문제를 해소해 지금 기업들 추가로 투자 할 수 있는 여건을 만들어 활기를 잃은 지역에서 새 먹거리를 찾은 지자체의 본보기가 될 수 있도록 모든 행정력을 집중하겠다”고 말했다. 앞서 대한상공회의소는 전국 1천 578개 외투기업이 평가한 87개 기초지방자치단체 행정에 대한 기업체감도 조사결과와 228개 기초지자체 조례에 대한 ‘외투기업친화성’ 분석결과를 토대로 ‘전국 외국인투자환경 지도’를 제작·공개하고 규제행정에 대한 외투기업의 주관적 만족도를 보여주는 기업만족도에서 포항시를 최고점수의 1위로 선정한 바가 있다.

이강덕 시장, 창조경제혁신센터 방문, 관련기업 육성 방안 논의
이강덕 포항시장이 미래 성장동력 기업 육성․지원을 위해 지난 달 27일 포항창조경제혁신센터를 방문해 유망벤처 기업과 센터 입주기업, 관내 중소기업체 대표자들과 간담회를 가졌다. 기업 운영에 따른 애로사항과 기업의 성장전략에 대해 의견을 공유하고, 이들 기업을 포항의 미래 성장동력 기업으로 육성․지원하기 위한 방안에 대해 상호 논의하는 시간을 가졌다. 포항창조경제혁신센터(센터장 우종수)는 사업화 연계 가능한 실용화 기술개발을 통한 미래 성장동력 기업 육성을 위해 우수한 기술을 보유하고 있는 예비창업자와 입주기업, 중소기업에 대한 R&D(기술개발) 자금을 지원하고 있다. 지난해 예비창업자와 입주기업 11개사에 대해 67억 원, 중소기업 9개사 대해 32.8억 원의 R&D(기술개발) 자금을 지원한 창조경제혁신센터는 이들 기업의 기술개발뿐만 아니라 비즈니스 모델 진단, 시제품 제작, 판로개척까지 지원함으로써 창조경제의 성공모델을 만들어 갈 계획이다. 이강덕 포항시장은 “포항창조경제혁신센터는 국내 최초의 순수 민간 자율형 창조경제혁신센터로서 미래성장동력 발굴을 통한 산업구조 다변화 및 지역경제 활성화라는 중요한 역할을 하고 있다”며, “포항시는 지역 우수벤처 기업과 중소기업을 포항의 미래 성장동력 기업으로 육성함으로써 새로운 부가가치와 일자리를 창출할 수 있도록 적극 지원할 것”이라고 말했다.

Promoting Yeongil Bay harbor as the central harbor in the Pan East Sea
Lee Kang-deok, Mayor of Pohang met Yoon Hak-bae, Vice Minister of Ocean and Fisheries, who attended 'The Pan East Sea International Symposium' on 26 last month, and asked the government level support after explaining local pending issues. Lee said "Yeongil Bay harbor is the only gate to the sea for 5.3 million residents in Daegu and North Gyeongsang Province as well as the sole international harbor in the East Sea. For this reason, we need a central government level support to rebuild the harbor, including the north breakwater and industrial complex, to be the central international harbor in the Pan East Sea. If we connect the cruise and ferry business to Russia and the 3 northeast areas of China, we will certainly increase the volume of trade and invite more tourists to Pohang and its surrounded regions. For this, the government support for early start of 'Duho Marina Complex Resort Development Project' through rapid approval of basic plans relating to landfill of public waters is much needed." Yoon in response said "We will check on the pending issues in speed." After the meeting, Yoon had a look around the Jukdo Market and listened to the market traders about the difficulties of their business. 

Pohang as No.1 city for foreign-invested companies
The Korea Chamber of Commerce and Industry (KCCI) appointed Pohang as No.1 city for foreign-invested companies late last year. The successful cases of the city will therefor be shared with local governments nationwide. For this, KOTRA formed a  team including Ahn Sung-il, Head of Administrative Support Center, Kim Ui-joong, Head of Investment Consulting Service, expert advisors, and official of local governments on 14 last month and held a meeting in Pohang to benchmark the successful cases and policies. The city presented that it provided 1:1 consulting in administration, legal issues, tax, tariff and labor and ran investment invitation department, problem support team, and deregulation team to give comprehensive and faster services. Ahn said "We learned how the city created successful cases and we will share this with local governments and companies nationwide. I'm pleased to feel the strong will and initiative of Mayor Lee and the related officials." Lee in response said "We actively invited economy-related investment and supported companies that can create more jobs. We will keep improving the system and providing the best business environment so that the foreign-invested companies can more easily and efficiently do the business." Meanwhile, KCCI made and opened to the public 'Korea Foreign Investment Environment Map' based on the research on 'Administration Services of 87 Local Government' targeting 1,578 foreign-invested companies, and on 'Analysis on Foreign-invested Company-friendliness of 228 Local Government's Ordinance'. 

Lee visits Creative Economy Innovation Center to discuss promotion strategy
Lee Kang-deok, Mayor of Pohang visited Creative Economy Innovation Center (CEIC) on 27 last month to promote and support future growth engine industries and had a meeting with the in-house companies and regional SMEs. Pohang CEIC (Head Woo Jeong-soo) supports R&D fund for prep entrepreneurs, in-house companies and SMEs which possess excellent technologies. The center supported KRW 6.7 billion for 11 in-house companies and KRW 3.28 billion for 9 SMEs last year in addition to the support on business model consulting, test products and markets. Lee said "The center is Korea's first privately autonomous center in Korea and promotes regional economy and future growth engine industries in many fields. Through this, we can create more jobs and we will keep providing unsparing effort."
