Packing moving is not petty labor but professional removal service
Removal services are changing rapidly from petty labor to professional removal service. Especially, considering the fact that high apartments are the most popular habitats in Korea, this change seems only natural. In addition, moving expensive home appliances, musical instruments and air-conditioners require high removal knowhow and techniques. To accommodate the market demand, Korea Packing Moving Association has been established. President of the association Park emphasizes on change of public recognition and management systems. “There are more than 15,000 service providers with 3,600 legal providers operating in the market but only 10% can make profits. Also, excessive commercials, lack of recognition about the association and brokers’ inappropriate activities play a part negatively in the industry in addition to its inefficient management skill.” There is another problem; the poor salary. Park continues “It was urgent for us to improve bad practices in the industry. Although the lawmaker Yoonsuk Lee has proposed to introduce ‘packing moving act’, there hasn’t been any related regulation yet and the industry doesn’t even have an appropriate manual. We cannot expect a positive public recognition with this and we need a proper system and training programs on the whole level.” 

Taking initiative in legalization of packing moving
Park said that the role of association is a must for the development of packing moving industry in Korea. It can contribute to reducing PR cost and material cost, promoting investment and training and raising public recognition. Park continued “We need to have customized skills of packing and moving according to each customer. The current franchise style is causing many problems such as poor customer services, bad and unfair management and broker’s interruption. Check up on implementation of the 4 national insurances for estimated 10,000 employees in the field also is a must. For this, the association is pushing forward its plans including transparent management, introducing qualification/certification and various training programs.” Regarding bad practices, Park said “Packing moving business is categorized in Trucking Transport Business Act but we will ask the authority to separate the business into a category of service industry, encourage all employees to take out an occupational health and safety insurance, introduce a regulation for the use of ladder trucks and a corporate responsibility & compensation system as well as issue the business license only for the service providers which satisfy the legally required number of fulltime workers.” Meanwhile, Park has put a transparent quotation service system into practice already for customers. Park says “Many professions such as beauty specialists and therapists were regarded as petty laborers in the past but they are not any more. Likewise, Korea Packing Moving Association will do its best to raise public recognition through practical and systematic changes.”
