한국기계전기전자시험연구원(KTC, 원장 최갑홍)은 전기, 전자, 계량, 계측, 에너지, 기계, 물류, 석유화학, 녹색산업 등에 대한 시험, 평가, 인증과 연구개발 등을 효율적으로 수행하고, 국내 산업의 기술고도화 및 대외성과 유지향상을 도모하여 수출 진흥과 소비자를 보호하고, 산업발전 및 국가경쟁력 제고에 기여하는 기관이다. KTC는 시험분석, 검사, 인증, 평가, 감정, 형식승인, 교정 등의 적합성 업무를 수행하며, 기술․연구개발 및 표준화 사업을 수행하고 있다.

KTC는 기술규제의 대응 및 기술․경영요소에 대한 진단, 조사, 심사, 평가업무, 녹색산업․융합산업 촉진을 위한 적합성평가 지원 사업, 기술혁신지원, 기술정보제공, 교육훈련, 인재양성 및 홍보 등 지원 사업, 시험평가인증 등 적합성평가 관련 장비의 개발보급․유지․보수 작업, 정부관련부처, 지방자치단체 및 공공기관에서 위임․위탁․지정․인정․등록․측정 등 대행사업, 사업과 관련된 국제협력사업 및 상호인정 등을 수행하는 국내 유일 기관이다.

1969년 4월 창립된 한국기기유화시험연구원, 1970년 창립된 한국전기전자시험연구원을 전신으로 2010년 창립된 KTC는 1999년 IECEE NCB/CBTL 지정, 2000년 전기용품 안전인증기관 지정, 2002년 국제공인시험 및 교정기관 인정, 2003년 공인 검사기관 인정, 2005년 국제공인제품인증기관(KAS) 지정, 2008년 어린이놀이시설 안전검사기관 지정, 2009년 표준개발협력기관과 AMCA 독립시험소 인증, 2011년 환경부 위생안전기준 검사기관 지정, 2013년 환경유해인자 시험․검사기관 지정, 2013년 어린이용품(완구 등) 시험․검사기관지정, 2014년 문화체육관광부 유기시설·기구 안전성검사기관 지정, 2015년 고용노동부 석면조사기관 지정 등 거의 모든 산업 분야를 망라하는 광범위한 시험인증 체계를 갖췄다.

KTC 글로벌 8대 세부전략 통해 글로벌 시험연구기관으로 발돋움할 것
KTC는 최근 신청사 수립계획을 세우고 지난 9월 2일 충청북도 음성군에서 10만평 부지의 에너지저장장치시험센터(ESS) 기공식을 진행한 바 있다. 이날 기공식에는 이시종 충청북도지사, 산업자원부 노영민 국회의원, 이필용 음성군수 등이 참석하였으며, 내년 말까지 완공되어 KTC의 새로운 비전을 이끄는 주요한 업무를 수행하게 될 것이다. 또한 금정역 인근 15,000여 평 신축부지에 신청사 건설을 계획하고 있으며, 금년 예산 확정 여부에 따라 광주, 부산, 대구 지역 등에도 각 분야별 센터 건립에 대한 계획을 갖고 있다.

이를 위해 KTC 최갑홍 원장은 ‘KTC 글로벌 8대 세부전략’을 세우고 글로벌 시험인증 기관이 되자는 목표를 향해 전 직원과 함께 최선의 노력을 다하고 있다. 첫째는 연구 인력의 글로벌화다. KTC는 인력의 전문성 확보를 위해 모든 센터가 주1회 세미나를 가지며, 월1회 외부강사를 초청하여 직원들의 의식을 넓히고 있다. 둘째는 연구 설비의 글로벌화다. 2016년부터 2018년까지 연구공간 확충 계획에 따라 KTC는 가장 효율적이며 친환경적이고 에너지절약적인 공간을 만들고 있다.

셋째는 연구공간의 글로벌화다. KTC는 20년 넘게 유지되어 오던 청사를 전면 리모델링하며 공간과 설비를 최적화시킨 바 있다. 넷째는 조직운영의 글로벌화다. 업무시스템의 혁신과 전문성 강화를 통해 IT경영을 이뤄내자는 것이다. 그 밖에도 네트워크의 글로벌화, 업무영역의 글로벌화, 관리제도의 글로벌화, 조직문화의 글로벌화 등 8대 세부전략을 통해 경쟁력 있고 능력 있는 글로벌 시험연구기관을 만들자는 일념으로 KTC의 전 직원은 협력을 이어가고 있다.

한편 지난달 6일 KTC 본사에서는 한국인테리어산업협동조합(KOIC) 신현숙 이사장과 박귀인 경영이사가 방문해 KTC 최갑홍 원장에게 감사패와 감사장을 수여하는 행사를 가졌다. KOIC은 2005년 발기인대회를 시작으로 2007년 건설교통부 인가를 얻고 중소기업중앙회에 가입한 협동조합이다. KOIC은 유해한 인테리어 자재의 유통 및 사용이 불가능하도록 함은 물론 친환경 소재의 벽지, 바닥재 등 공동구매를 통해 조합원에게 공급하고 시공하게 한다. 이를 통한 품질 좋은 실내건축 시공의 활성화로 건설시장의 확대를 꾀하여 국가 경제에 기여하는 것이 목적이다.

KOIC 박귀인 경영이사는 "우리는 외국계 노동자들에게 인테리어 교육 사업을 진행하며, 열정과 자부심으로 7차 산업을 만들어가고 있다"고 말했다. 또한 신현숙 이사장은 "한국인테리어산업협동조합을 위해 노력해주신 것에 감사드리며 최갑홍 원장님께 감사패와 감사장을 수여한다"고 밝혔다.

KTC strengthens competitiveness of Korean companies with extensive testing and certification equipment
KTC is Korea’s sole and the best industrial test and certification organization. It carries out diagnosis, inspection and assessment on technical barriers and management, suitability test support project, technology innovation support, technology information, training and promotion for green and fusion industries, test accreditation, development, maintenance and repair for test equipment, agency services on behalf of public institutions’ projects, international cooperation projects and mutual recognition. The Meter and Petrochemical Testing and Research Institute (established in April 1969) and the Korea Electric Testing Institute (1970) were the predecessors of KTC (2010) and it covers almost all the industries for testing and certification.

KTC was appointed as IECEE NCB/CBTL (1999), approved as International Electric Goods Safety Certification Agency (200), Official International Correction Agency (2002), Authorized Inspection Agency (2003), Korea Accreditation System Agency (2005), Children’s Playing Facilities Safety Inspection Agency (2008), Cooperation Organization for Standards Development, and AMCA Independent Testing Laboratory Certification Agency (2009), Ministry of Environment Food Hygiene & Safety Inspection Agency (2011), Hazardous Environment Factor Testing & Inspection Agency (2013), Children’s Goods Testing & Inspection Agency (2013), Ministry of Culture, Sports and Tourism Facilities Inspection Agency (2014), and Ministry of Employment and Labor Asbestos Inspection Agency (2015).

KTC’S 8 strategies to be a global testing and research institute
KTC held a groundbreaking ceremony of KTC Energy Storage System Testing Center on 2nd last September in Eumseong County, North Chungcheong Province. Governor Sijong Lee, lawmaker Youngmin Noh, Governor of Eumseong County Pilyong Lee attended the ceremony and the center is scheduled to be completed on a 333,000 square meter land by the end of next year to carry out KTC’s new vision. KTC also is planning to build a new office building on a 50,000 square meter land near Geumjeong Station as well as local centers in Gwangju, Busan and Daegu. For this, President Kaphong Choi of KTC set up ‘KTC 8 Global Strategies’ with the goal to be a global testing and research institute and is doing his best with his staff.

Choi, first of all, wants to globalize the researchers. For this, all the centers of KTC hold a seminar every week and give a special lecture in a month by inviting an industry specialist. Secondly, Choi wants to globalize research equipment. For this, KTC is creating the most efficient and eco-friendly energy saving space in accordance with the Research Space Expansion Plan which will be carried out between 2016 and 2018. Thirdly, Choi wants to globalize research space. For this, KTC remodeled current office building which has been used for the last 20 years and optimized its space and facilities. Fourthly, Choi wants to globalize management system to strengthen innovation, professionalism and IT management. Other strategies include globalization of the network, business scope and organizational culture.

KOIC to promote quality interior design
President Kaphong Choi of KTC received an appreciation plaque from KOIC (Korea Interior Industry Cooperative). Chairwoman Hyunsook Shin and Management Director Guiin Park visited KTC and delivered the plaque to Choi on 6th last month. KOIC was established in 2005, approved by Ministry of Land, Infrastructure and Transport in 2007 and joined Korea Federation of SMEs. KOIC encourages its members to use eco-friendly materials only as well as group purchase so that they can take part in promoting quality construction environment in Korea. Managing Director Guiin Park said “We provide interior training to foreign laborers and are creating the 7th industry with our passion and pride.” Chairwoman Hyunsook Shin said “We would like to show our gratitude to Choi for his support for KOIC.” KTC has exerted its effort in industrial testing and certification for the last 46 years. Power Korea hopes that KTC will be a global testing and research organization in the near future.
