선진국의 문턱에서 진퇴양난(進退兩難) 인 안타까운 대한민국을 바라보며....
자신부터 스스로 한번 뒤돌아 볼 때가 되었다

1인당 국민소득이 87달러였던 1961년 당시 박정희 대통령은 오천년의 역사를 내려오면서 일제탄압과 전쟁을 겪으면서 뿌리내린 빈곤의 역사를 끝내기 위해 경제개발계획을 수립하고 추진하여 오늘날의 대한민국의 초석을 다진 분이다.

1979년 박정희 대통령님만 서거하지 않고 추진 중이던 경제개발계획이 잘 마무리 되고, 새마을 정신이 제대로 자리 잡았더라면 대한민국은 경제적 발전 뿐 만아니라 정신문화의 기틀을 확립, 명실상부 아마 세계를 리드하는 선진국이 되었을 것이다. 

전두환 정권이 들어서는 사회기강 확립으로 안정 속에 국가발전을 이룩한 측면이 있고, 그 이후 민주화라는 미명아래 성숙되지 않은 상황에서 사회전반의 획일적인 수평화만이 민주와 자유라는 잘못된 관념으로 모든 질서는 한순간에 무너지고 사회 혼란만 더욱 가중시키는 결과를 초래하고 있다. 특히 김대중 정권 출범 이후에는 남북평화를 위해 햇볕정책의 추진으로 북한을 지원했던 결과 북한은 오히려 무기 수출과 핵무기 개발, 천안함 폭침, 연평도 도발과 같은 전쟁분위기를 끊임없이 조성하고 남한을 위협하는 결과만 초래했고, 노무현 정권 들어서는 좌파가 더욱 더 활개 치는 세상이 되었다.

당시 박근혜 대통령께서 한나라당의 대표로 있으며 국가보안법 폐지를 막지 않았다면 오늘날 대한민국은 상상할 수 없는 소용돌이 속으로 빠져들었을 것이라 생각한다. 이후 국민들은 경제 살리기와 좌파척결을 위해 이명박 정권을 탄생시켰지만 이명박 정권은 좌파척결을 제대로 하지 못해 통진당 이석기 등 사회 전반에 좌파가 활개 치게 한 책임이 있고, 사심 없이 오직 국민만 바라보고 국민행복시대를 열겠다며 굳은 의지로 출범한 박근혜 정부는 출범초기 부터 야당의 명분 없는 국정원 댓글로 선거 무효를 주장하며 광화문에 천막을 치고 농성을 시작 하면서 발목을 잡기 시작을 했다. 이로 인해 박근혜정부는 하루도 조용할 날 없이 연이은 악재 속에 3년 차를 맞이하고 있다. 

일본 후쿠시마 원전사고, 중국 쓰촨성 대지진, 중국의 배 침몰사고 등 대형사고가 발생해도 자국의 국가위상 추락을 우려하며 언론보도를 자제하는 반면 우리나라는 나라의 격을 떨어뜨리는 보도가 나오면 기다렸다는 듯이 생방송 중계를 하고 있다. 그리고 해방이후 300여개가 넘는 정당이 창당되고 해산을 반복을 거듭하여 오는 동안  대한민국 정치에 역할을 한 부분도 있는 것이 사실이지만 국민에 기대에 부응하지 못한 때도 많았고 지금의 기존 정당들 역시 예외라고 볼 수 없다. 

야당은 정부 여당을 견제하고 건강한 의회 문화를 만들어 가야할 국정의 한축이지만 정권에 대한 발목 잡기에만 혈안이 되어 있고, 야당으로서의 제 역할을 하지 못하고 있는 것이 사실이고, 여당은 대통령의 안정적 국정운영을 위한 뒷받침을 해야 하고 야당을 리드해야 할 여당이 말 한마디 못하고 야당을 리드는커녕 집안싸움으로 온 당이 진흙탕이니 한심하기 짝이 없다. 원내 대표라는 사람은 대통령 의견을 무시하고 대통령과 맞장 뜨고 승리한 것처럼 개선장군이 된 것으로 착각을 하고 또한 중진의원이라는 사람은 정국이 이렇게 시끄러운데 대통령과 힘을 모을 생각은 하지 않고 밤인지 낮인지 구별도 못하고 개헌 추진 한다고 전국을 다니면서 집회나 하고 있고 대선 경선 기간도 아니고 더구나 대통령이 새누리당 소속인데 지금도 당내에서는 친박과 비박을 나누며 계파 싸움에 혈안이 되어있는데 도무지 이해하기가 어려운 것 또한 사실이다. 집안싸움에 혈안이 되어 있는 사이 국정은 흔들리고 대통령 홀로 정국을 이끌어 나가는 형국이 되면서 여러 가지 애로사항이 많이 있다. 그 피해는 고스란히 국민들의 몫이기에 너무나 안타깝다.

특히 정치는 대화와 협상이 중요하고 상대를 존중하고 이해하는 자세가 매우 중요한 분야임에도 지금까지 서울대 출신 법조인, 사회 부유층 위주의 집행부 구성으로 자기중심의 이기적 정치행위로 인해 대화와 협상이 결렬되고 국민의 불신만 초래하고 있다. 

민족 대화합 시대를 열어야 한반도 통일을 앞당길 수 있다. 또한 지구상의 유일한 분단된 우리나라의 민족적 숙명이 통일과 경제발전이다. 통일을 앞당기기 위해서는 우리 사회 전반에 깊숙이 뿌리내린 불신을 해소하고 신뢰회복을 통해 함께 화합해야 한다.

그러기 위해서는 지역, 노사, 세대, 계층, 여야, 당내 화합을 이룩해야 가능한데 이를 위해서는 남을 헐뜯고 비방하고 근거도 없이 중상모략하고 무조건 폭로하는 무분별한 행위를 지양해야 한다. 우선 상대를 배려하고 존중하는 문화를 조성, 사회전반에 걸쳐 인간성회복운동의 확산이 절실하다. 이러한 때 인성교육의 활성화를 위한 움직임이 있는 것은 반가운 일이다. 인성교육의 활성화를 통해 농경시대에서 산업화 과정을 겪으며 피폐하게 변화된 인간성을 회복해야 한다. 

농경시대는 먹고 살기는 힘들긴 했지만 훈훈한 정과 이웃과 배려하며 함께하는 아름다운 우리 문화가 있었다. 우리 모두가 허리띠를 졸라매고 겸손하고 검소한 우리의 문화를 되살리고 상대를 배려하는 문화를 만든다면 다시 한 번 대한민국을 선진국으로 도약시키고 민족 대화합과 통일의 새 시대를 열 수 있을 것이다. 

지금 부터라도 우리는 나 자신을 한번 뒤돌아보고 우리 다음세대들을 생각하면서 과연 나의 행동과 생각들이 나라에 도움이 되는가? 
나의 처신이 옳은가? 
나는 남을 위해서 얼마나 이해하고 배려하는가? 
스스로 한번 생각 해 볼 때라고 생각한다.

Realizing Korea’s dilemma between powerful nations
“It is time we looked back and reflected upon ourselves”
Korea’s per capita income was only $87 in 1961. Former President Park Chung-hee was the one who took the initiative in laying the foundations to end the poverty of the nation through his economic development plan and New Village Movement. If he was not assassinated in 1979 and completed the plan and the movement, Korea might have become one of the most advanced countries in the world. Chun Doo-hwan then contributed to establishing social discipline. However, democratic movement soon followed and it has been causing social instability and chaos until now with its horizontalized ideas. Especially, the Kim Dae-jung Regime’s support for the North encouraged them to develop nuclear weapons, the Cheonan ship attack and the Yeonpyeongdo attack and they constantly are creating a war atmosphere. When Roh Moo-Hyun took over the Blue House, the lefties walked on the streets in triumph. If President Park Geun-hye (then was GNP Chairwoman) did not prevent the National Security Law from being abolished, South Korea might have fallen into a complete chaos now. Although Lee Myung-bak took the Blue House thereafter and attempted to crack down left-wingers, it was not enough to prevent the Unified Progressive Party from being politically active. When Park Geun-hye won the Presidential Election, the opposition party claimed the result was invalid for the reason of National Intelligence Service’s involvement, which is unjustifiable, and started to protest in Gwanghwamun.

It has been three years since Park became President but there have not been a sing day without a noise. While Japan and China refrain from broadcasting major accidents in order not to disgrace national image, Korea seems to let the world know what is happening in the country even if it is disgraceful news. More than 300 political parties have appeared and disappeared in Korea since 1945 but most of them did not make an outstanding contribution to national development. The role of opposition party is to check on the ruling party but it seems more interested in dragging the ruling party down. Likewise, it is the ruling party’s role to support President and to lead the opposition party but it seems to be busy with domestic quarrel. The party leader ignores President’s opinion and a long-term lawmaker is travelling around the nation campaigning with his own task of constitutional amendment while the party is getting divided into the pro-Park group and the anti-Park group. I feel really sorry and regretful to see President Park walking a thorny path alone and the public who will have to suffer from the result of this chaos. Good politics values high a dialogue, negotiation, respect and understanding but the Korean political leaders are mostly consisted of elites and riches rather than open for equal opportunity. 

“Without reconciliation and harmony, there is no unification”
As the last divided nation on earth, it is our duty to achieve unification. Removing social and political distrust and promoting harmony therefore must be done in the preparation stage. We have to stop slandering without foundation but respect each other first and spread recovery of humanity movement. In terms of education, we have to activate personality education. We once had a better humanity in agricultural society but we seem to have lost it in this day and age of highly developed society. But if we try to be simple, humble and respectable, we can surely accomplish unification and make Korea one of the most advanced countries in the world. Let us ask questions to ourselves.
