최 부총리, 추석 민생대책 및 노동개혁 입법 계획 밝혀
최경환 경제부총리 겸 기획재정부 장관은 “노동개혁과 관련 노·사·정 간의 가시적인 성과가 없는 경우에는 정부 주도로 입법 및 행정지침을 마련할 수밖에 없다”고 밝혔다. 최경환 부총리는 지난 달 9일 정부 서울청사에서 ‘제17차 경제관계장관회의’를 주재하고 “노동개혁을 위한 시간이 얼마 남지 않았음에도 노동계가 결단을 내리지 못하고 있는 점에 대해 매우 안타깝게 생각한다”며 정부안 입법 추진 계획을 밝혔다. 최 부총리는 “정부는 노동시장 유연성과 안정성을 확보할 수 있는 과제를 중심으로 다음 주 노동개혁 관련 법안을 제시할 예정”이라며 “법안 발의 전 노사정 대타협이 이뤄져야만 합의안 내용을 발의법안에 반영할 수 있을 것”이라고 강조했다. 최 부총리는 이에 앞서 외래 관광시장 관련, “일본의 실버위크나 중국의 국경절처럼 외래 관광시장을 조기에 정상 성장궤도로 올려놔야 한다”며 “메르스 이후 한국이 확 달라졌다는 인식을 줄 수 있도록 쇼핑·교통 등 불편·불만 요인을 우선적으로 해소해야 한다”고 밝혔다. 한편 최경환 부총리는 이날 “따뜻하고 활기찬 추석이 돼야 한다”며 추석 민생 대책도 내놨다. 정부는 침체된 경기를 살리기 위해 민족 최대 명절인 추석을 계기로 대대적인 통합세일 행사를 마련하는 한편 서민층을 대상으로 한 세제지원금인 근로장려세제(EITC)와 자녀장려세제(CTC) 1조7천억 원을 추석 전 조기에 집행하기로 했다. 

최 부총리는 “공공부문이 선도해 각종 공사 대금을 추석 전에 최대한 일찍 현금으로 지급하고 10만 개 업체에 대한 실태조사를 토대로 하도급 대금이 추석 전에 지급될 수 있도록 할 것“이라며 “소상공인 전환대출 금리도 내리고 중소기업 추석자금 지원도 지난해보다 1조 원 가량 늘리는 등 취약계층에 온기가 돌 수 있도록 최대한 지원할 것”이라고 밝혔다. 

기획재정부 최경환 부총리, 업무효율화 타운홀 미팅 가져
최경환 부총리 및 기획재정부 장관이 지난 달 17일 기획재정부 전 직원이 참석한 가운데 ‘업무 효율화 타운홀 미팅’을 가졌다. 기획재정부는 이날 오후 정부 세종청사 6동 대강당에서 지난 1년간의 업무 효율화 성과와 향후 과제를 논의했다고 밝혔다. 최 부총리는 이 자리에서 “상전벽해(桑田碧海)라는 말처럼 허허벌판이었던 세종시가 이제 어엿한 도시의 모습을 갖춰나가고 있지만 세종과 서울의 이원구조는 여전히 도전적인 상황”이라며 “서울 출장과 주말·휴일 근무는 최소화하고 특히 과장급들은 ‘세종 사수’를 지켜 직원들의 업무 효율성을 높여나가자”고 밝혔다. 타운홀 미팅은 정책 결정권자 또는 선거입후보자가 지역 주민들을 초대하여 정책 또는 주요 이슈에 대하여 설명하고, 의견을 듣는 비공식적 공개회의로 미국 참여민주주의의 토대를 이뤘다고 평가된다. 이날 행사에서는 업무효율화 직원 인식 조사결과 발표와 함께 기재부 직원들이 직접 참여한 업무과정 상황극이 무대에 올랐고, ‘부총리와의 대화’ 시간이 이어졌다.

최 부총리는 "오늘 이 시간을 통해 우리 기재부 식구들의 어려움과 제안들을 잘 들었다”며 “주말이나 휴일 보고는 자제, 서울 출장 최소화, 서먼이나 영상 보고 활용, 주무관 역량 강화 등 모두 수용하며 심도 있게 논의하기 위한 T/F등을 꾸려 실행할 수 있도록 하겠다”고 밝혔다. 이어 이어 "업무 효율화의 진정한 목적은 불필요한 일을 줄이고 효율적으로 일하면서 가정을 챙길 시간을 확보하고, 개인과 조직의 역량을 높여 양질의 정책을 국민들에게 제공하는 데 있다"며 ”무엇보다도 우리 기재부 간부들의 실천에 대한 의지와 노력이 필요한 만큼 잘 실행해 달라“고 당부했다. 

Choi stabilizes the livelihoods of the public and announces legislation of labor reform
Minister of Strategy and Finance Gyeonghwan Choi said that the government would legislate the law if labor, management and government could not agree on labor reform. Choi held 'The 17th Economic Ministers Meeting' on 9 last month at the Government Complex Seoul and showed his concern that the labor was still hesitating on its decision. Choi said "The government will legislate the labor reform law that can secure flexibility and stability of labor market by next week if the Tripartite Commission cannot reach an agreement." Choi continued "Like Japan's Silver Week and China's National Day, we should put back our tourism market on  track as early as possible. We need to improve foreign tourists' recognition about Korea after the outbreak of MERS." Choi also mentioned about the Korean Thanksgiving Day that the government planned a national level big sale and gave out 1.7 trillion won ($1.7B) of Earned Income Tax Credit and Child Tax Credit before the holiday. Choi added "We will give out project settlement in cash before the holiday and make sure that 100,000 SMEs should benefit from the cash. We will also reduce the interest rate of SMEs convertible loan and release 1 trillion won support fund for them."

Choi holds town hall meeting for work efficiency 
Minister of Strategy and Finance Gyeonghwan Choi held a town hall meeting for work efficiency on 17 last month. The participants checked on the results of work efficiency for the last one year and discussed on future plan. Choi said "Sejong City is now almost shaping its form but there are still administrative problems between Seoul and Sejong. The staff at Sejong City should minimize weekend and holiday work and increase work efficiency." Town hall meeting invites residents and explain them major policies and issues as well as gathers opinions of residents. The meeting included a presentation of work efficiency, a poll on employee recognition, a theater of situation and a dialogue with Choi. Choi said "I heard about the difficulty and suggestions of our staff. I will give my utmost support to minimize week and holiday work, business trip to Seoul, and promote paper and video image presentation and capacities of action officers. The meaning of work efficiency is to minimize unnecessary works while increase efficiency so that we can keep the balance between work and home as well as provide quality services for the public. Therefore, the practice of the executives and their active support for the staff is a must."
