시민과 함께하는 문화예술·스포츠 활성화 모색

경상북도 동해안에 위치한 포항은 1970년대 초 포항제철 조성 이후 급격한 도시화를 이루며 경상북도 최대의 도시로 성장했다. 이른바 ‘영일만의 기적’이라 불리며 철강산업의 메카로 거듭났던 포항시는 이제 산업다변화와 함께 신성장동력을 마련하는 데 주력하고 있다.

지역경제 부흥의 기틀을 잡다
지난 6월 26일, 민선 6기 취임 1주년을 맞은 이강덕 포항시장은 기념사에서 “지난 1년간 지속되는 경기침체 등 여러 가지 어려운 여건 속에서도 시민들과 함께 쉼 없이 달려왔다. 여러 가지로 아쉬움이 남는 부분이 있는 것도 사실이지만 포항의 미래를 위해 준비하고 있는 사업들이 하나씩 구체화되어 가고 있는 만큼 초심을 잃지 않고 시정을 꼼꼼히 살피면서 풍요로운 미래 포항을 설계하는 자세로 시민들과 함께 한 걸음씩 실천하는 시장이 되겠다”고 밝혔다.

이강덕 시장은 지난 1년 동안 창조도시추진위원회 창립을 시작으로 포항창조경제혁신센터 개소, 17개의 강소기업 육성 대상기업 선정, 26개사 13,186억 원의 신규투자유치, 포스코와의 상생협력을 통해 창조도시의 기반을 마련하는데 온 행정력을 집중했다.

이와 함께 지역의 숙원사업이었던 KTX 개통과 영일만항 항로 개설을 통해 환동해 물류관광중심도시의 초석을 마련한데 이어 LH와의 구 포항역 복합랜드마크 개발과 형산강 프로젝트를 통한 경주시와의 상생협력, 창의적 행정 조직개편을 통해 도시재생과 상생발전, 현장중심의 ‘포항형 창조도시 건설’의 기반을 마련했다는 평가를 받고 있다.

문화예술·생활체육 정책에 주력
이강덕 시장은 이 같은 지난 1년의 성과를 바탕으로 ‘환동해 중심 창조도시 포항’ 건설을 위한 정책운영방향으로 ‘경제가 빛나는 포항(경제)’와 ‘매력 넘치는 포항(공간)’, ‘삶이 여유로운 포항(사람)’이라는 3대 전략과 함께 이를 실현하기 위한 9대 핵심과제를 제시했다. 특히 이강덕 시장이 강조하는 ‘’삶이 여유로운 포항‘ 건설은 수명 100세 시대를 앞두고 시정의 틀을 장기적인 관점에서 바뀌나간다는 측면에서 평생교육을 통한 자기계발 강화와 재능기부와 같은 자원봉사 활성화를 통한 사회참여를 확대할 방침이다. 

그 가운데서도 유독 관심을 모으는 것은 최근 지역경제에 활력을 불어넣기 위해 온 힘을 쏟고 있는 포항시가 문화예술활동의 중요성을 강조하고 하드웨어는 물론 소프트웨어 개발에 적극 나서고 있다는 점이다. 이강덕 시장은 “그 도시가 가진 창의력은 지역경쟁력을 넘어 도시의 미래를 결정하는 요소”라면서 “21세기, 문화의 세기를 맞아 세계가 지금 자국의 문화산업을 일으키는데 혈안이 되고 있는 가운데 우리 포항이 목표로 하는 ‘창조도시’도 우리 포항이 가진 문화 역량에 달렸다”고 강조했다.

우선 포항시는 포항국제불빛축제 등을 명품 축제브랜드로 육성해서 단순히 일회성 축제가 아니라 연간 사람들의 발길이 이어지는 문화예술의 한마당으로 적극 활용한다는 계획이다. 또한 올해로 4회째를 맞는 세계 유일의 스틸아트 축제인 ‘포항스틸아트페스티벌’도 일회성 전시축제를 지양하고 연중 국내·외 아티스트들 간의 다양한 방식의 교류 등을 통해 하나의 산업으로 발전시켜나간다는 방침이다.

또한 건강한 삶을 통한 행복한 도시 구현을 위해서는 시민 모두가 언제나 편리하게 체육활동에 참여할 수 있어야 한다는 판단아래 생활체육의 활성화에도 힘을 쏟고 있다. 이와 관련하여 포항시는 선진 스포츠도시를 위한 시스템 구축과 함께 시민의 행복지수를 높이기 위해, 보고 즐기는 스포츠에서 직접 체험하며 즐길 수 있는 생활스포츠로의 전환을 위해 생활체육시설 조성뿐 아니라, 다양한 생활체육 프로그램을 만들어 보급하고 있다. 포항시가 야심차게 추진하고 있는 문화예술과 체육정책이 ‘창조도시 포항’의 구현에 어떤 역할을 하게 될지 그 귀추가 주목된다.

Laying the groundwork for regional economic revival
On the occasion of his first inauguration anniversary, Lee Kang-duk, Mayor of Pohang City said "I and my fellow citizens have been working hard to boost regional economy for the last one year. Some we have achieved and some we are still working on but we can clearly see that our projects are getting realized and we will keep pushing forward our projects with passion and positive mind."
Lee established Creative City Promotion Committee, opened Creative Economy Innovation Center Pohang, appointed 17 SMEs for promotion, invited new investment worth $1.3M and laid the groundwork for regional economic revival in cooperation with POSCO during the last one year. 

Also, he is highly rated for laying the foundation for the 'Pan East Sea Distribution and Tourism' by opening KTX and the sea land of Yeongil Bay and for pushing forward 'Pohang Creative City Construction' by developing a complex landmark located in the site of former Pohang Station and Hyeongsan River project which he carried out in cooperation with Gyeongju City. Lee also reformed administrative organizations to support these projects. 

Activating culture, art and sports through effective policies
Based on his achievements of the last year, Lee introduced 9 core tasks and 3 strategies which are 'Economic Power House Pohang', 'Attractive Pohang' and 'Relaxing Pohang'. The last one especially is consisted of 'strengthening self-development' and 'encouraging talent donation and social service' supported by lifelong education. 

But more importantly, Lee is focusing on enrichment of culture and development of hardware & software. He said "the future of a city depends on creativity. Many countries are exerting their effort in promoting their own culture in this global age and we will also make our city rich in culture, art and sports based on our own cultural asset and uniqueness."For this, Lee introduced 'Pohang International Firework Festival which will be held yearly alongside a variety of cultural contents. The world's one of a kind 'Pohang Steel Art Festival' also was held the fourth time this year and Lee is planning to make it a global festival so that artists from the world can exchange different cultures in Pohang City. 

In addition, Lee is exerting his effort in activating 'sport for all' as the citizens' health is the very basic to make a healthy society. For this, he is providing sports facilities and making various programs for 'sport for all' while introducing a system that can help make Pohang City as an advanced sports city.
