지역리더 금융기관으로서 선진 협동조합의 역할 수행해
14․15대 연임하며 더불어 행복한 하남 만들어가

1961년 8월 농업협동조합법에 의거하여 발족된 농업협동조합(이하 농협)은 농업인이 안정적으로 영농활동에 전념할 수 있도록 생산․유통․가공․소비에 이르기까지 다양한 경제 사업을 지원하고 있다. 뿐만 아니라 농협 본연의 활동에 필요한 자금과 수익을 확보하고, 차별화된 농업금융 서비스 제공을 목적으로 한 신용사업과 농업인의 권익을 대변하고 보다 풍요로운 삶을 위해 복지문화생활을 지원하며 경쟁력 있는 한국 농업의 틀을 세우기 위한 연구개발 및 나눔 경영을 실천하고 있다. 하남농협은 지난 14대 조합장에 이어 올해 15대까지 연임하는 임갑빈 조합장과 함께 지역리더 금융기관으로서의 역할을 강화하고 있다. 또한 농업인들의 고충을 반영한 농기계 견인 '셀프카 서비스'를 도입해 큰 호응을 얻었으며, 2억 원 규모의 농산물 가격하락 보전기금을 편성해 조합원들이 안정적인 생활을 영위할 수 있도록 했다. 이처럼 전방위적인 활동으로 국내 협동조합의 롤모델을 제시하고 있는 하남농협 임갑빈 조합장을 만나보았다.

14대 조합장에 이어 압도적인 표차로 재선 성공한 임갑빈 조합장

지난 3월 11일 제1회 전국동시조합장선거에 출마하여 압도적인 표차로 재선에 성공한 하남농협 임갑빈 조합장은 '농업인들에게 신뢰받는 하남농협'을 만들기 위한 활동을 이어갔다. 지난 재임기간 동안에도 임 조합장은 농기계 수리지원 셀프카 운영, 조합원자녀 대학입학 축하금 지급, 농민사랑장학재단 설립, 1% 저리자금 18억 지원 등 조합원들의 복리향상에 심혈을 기울여 왔다. 또한 하남농협 예수금을 당초 5천억에서 6천억, 7천억 규모까지 끌어올려 상호금융 예수금 3년 연속 1위를 수상한 바 있다.
2015년 새로이 임기를 시작하는 임 조합장은 1981년 하남농협에 공채로 입사한 후 상무와 지점장 등을 역임하며 30여년 농협에 투신한 현장능력을 인정받은 바 있어 지역 사회의 두터운 신임을 얻는 인물로 명망이 높다. 하남농협을 이끄는 임 조합장의 올해 목표는 '지역 리더금융기관으로서의 역할 강화'다. 이를 위해 그는 하남농협에서 다양한 복지 정책과 지역사회 공헌 활동 등에 박차를 가하는 중이다.

임 조합장이 목표하는 대표적인 사업은 미사지구 입주 시기에 맞춰 대형 농산물 판매 및 유통센터를 설립하여 수익망을 구축하고 로컬 푸드를 통한 농산물 유통 방식의 개선을 추구하기 위해 미사동에 대형 하나로마트를 신축 개점하는 것이다. 또한 복합쇼핑몰 유니온스퀘어의 개장 시기에 맞춰 신용점포를 개설해 저원가성 예금을 적극 유치하고, 농업인조합원 및 고객에게 1% 대의 낮은 금리로 대출이 가능하도록 하는 등 신용․복지 사업에 대해서도 명확한 비전을 갖고 있다.

농업인 고충 간파한 농기계 견인 '셀프카 서비스' 열띤 호응
2억 원 규모 농산물 가격하락 보전기금 편성 등 지원 아끼지 않아
30여년 평생을 농협에 몸담아온 임 조합장은 조합원과 직원들을 위한 복지 역시 놓치지 않는다. 하남농협은 조합원 자녀의 교육비 경감 및 우수한 인재 육성 발굴을 위해 적립금 7억 6천만 원을 이용해 2013년부터 1,000만 원 이상의 장학금을 수여하고 있으며, 매년 80여 명에게 대학입학 축하금을 지급하기도 했다. 14기 조합장 임기 때부터 진행하고 있는 농기계 견인 '셀프카 서비스' 역시 지역 농업인들로부터 좋은 반응을 얻고 있다. 농기계가 고장 나면 농업인들은 비싼 요금을 내고 견인차나 화물차를 직접 불러 기계를 서비스센터로 가져가고 수리에 드는 비용 역시 직접 부담해야 했지만 6,000여만 원의 예산을 들여 집행한 하남농협의 셀프카 서비스로 인해 조합원들의 경제적 부담을 한층 줄였다.

하남농협은 농업인들이 농작업 과정에서 흔히 겪을 수 있는 불의의 사고를 통한 피해를 줄이기 위한 안전보험료 무료지원과 함께 농산물 가격하락 보전기금을 2억 원 규모로 편성하였고 농산물 가격하락 경영 긴급지원 건수만 114건으로 여기에 들어간 예산만 해도 10억 5천만 원가량이다. 이처럼 임 조합장은 조합원과 농업인들에 대한 지원을 아끼지 않아 하남농협을 30년 간 이끌어온 지역의 리더로서의 역할을 빈틈없이 수행하고 있다.
"안정적 수익 창출 통해 더불어 행복한 하남 만들 것"

임 조합장이 이끄는 하남농협은 매년 농활기 조합원들을 대상으로 사회봉사 일손 돕기, 직원 일손 돕기 등 각종 농촌봉사와 1944년 이전 출생자이면서 1994년 이전에 조합원으로 가입한 원로조합원들에게 연 1회 효드림 물품지급과 복지사업 등 역시 지속적으로 진행해 오고 있다. 그 밖에도 효사랑 경로잔치, 사회봉사단과 농촌을 연결하는 사랑의 고리 역할도 수행하고 있다.

임 조합장은 "그 동안 조합원과 고객들을 위해 노력해온 만큼 리스크 관리를 더욱 철저히 해 하남농협의 안정적 수익 창출을 이루어 가도록 하겠다"는 포부를 전했다. 조합과 지역이 더불어 행복한 하남을 만들기 위한 임갑빈 조합장의 노력은 이제부터 새로운 시작을 맞이했다 해도 과언이 아닐 것이다.

Winning election twice for 14th and 15th union president in a row

Im won the reelection for the 15th union president of HanamNongHyup by a landslide on March 11 this year. Im has been exerting his effort in making a trustworthy HanamNonghyup. In the previous term, he ran 'Self Car Service' which provided towing and repair service for agricultural equipments, gave congratulatory money for the members of the union whose children had entered a university, established an agricultural scholarship foundation and promoted a $1.8M of 1% low interest rate fund. He also raised the deposits of $500M in HanamNongHyup to $700M and ranked No.1 in the mutual finance deposit sector three years in a row. 

Im started to work for HanamNongHyup in 1981 and devoted himself to the field for 30 years by taking different roles as director and branch manager before he became the union president. The goal of Im this year is to strengthen the role of HanamNongHyup as the leader of regional banking institution. For this, he is pushing forward his welfare policy and social contribution. 

Also, he is planning to establish a large sales and distribution center of agricultural products in accordance with the time to open business in the Misari District in order to build a profitable network and to improve distribution system. Through this, Im wants to open a large NongHyup Hanaro Mart. In addition, he will be actively inviting low cost savings by opening a credit store when the complex shopping mall 'Union Square' opens its door and providing around 1% of low interest rate loan to members of the union.

Raising fund of $200,000 against the fall in agricultural product price
To reduce the burden of educational cost and foster talented students, HanamNongHyup has been supporting more than $10,000 as scholarship since 2013 and $600 of congratulatory money for 80 new undergraduates every year by using the reserved fund of $760,000. Also, Self Car Service ($60,000 budget) which tows agricultural equipments is receiving a positive response from farmers. Farmers normally had to call an expensive tow truck and pay repair cost but the service reduced their financial burden significantly. In addition, HanamNongHyup supported safety insurance in case farmers have an unexpected accident and raised a fund of $200,000 in case the price of agricultural products fall and paid around $150,000 so far to 114 cases of farmers who were damaged by the fall of the price. 

Making a better Hanam City through steady income 
Im and HanamNongHyup have been carrying out various volunteer works to help members of the union and supporting those who were born before 1944 or became a member of the union before 1994. They are also throwing a party for the village elders and connecting community service organizations with farmers on a regular basis. Im said "I will do my best to make a steady income to farmers by HanamNongHyup's thorough risk management and to provide a better welfare service for members of the union as I always did so that we can create a better Hanam City."
