±×·¡¼­ ´ÜÁö ‘¸ô¶ó¼­’¶ó´Â ÀÌÀ¯·Î ÇàÁ¤Àû ºÒÀÌÀÍÀ» °í½º¶õÈ÷ ¶°¾ÈÀº óÁö°¡ µÈ »ç¶÷µéÀ» ¿­½ÉÈ÷ ±¸Á¦ÇØ ¿Â ¹ÎÁ¾±â ¿øÀåÀÇ Ãë¹Ì´Â °í»óÇÔ, ±× ÀÌ»óÀÇ ¿µ¿ª¿¡ ÀÖ¾ú´Ù.

Helping innocent victims and finding the value of antiques
There are two ways to see art works: to see it as a means of making profits and to appreciate and pass it down to next generation. Director Jeongki Min of Administrative Justice Research Institute is the latter case. When he heard that there were not many relics to display in a new public museum, he donated seven of his Chinese Imperial relics and 72 books of diaries written in Japanese Invasion of Korea in 1592. The collections he donated were national treasure level highly sought after relics.

Min worked as Head of Social Welfare Department at South Jeolla municipal government and in the South Jeolla Administrative Appeals Commission of South Jeolla Provincial Assembly and built his knowledge and experience relating to urban development and cultural assets during those period. In order to share his know-how, Min eventually opened Administrative Justice Research Institute in front of Gwangju Court House. According to Min, around 40% people were eligible to have benefit from legal protection or remedy. 

For example, Min provided an effective solution to a person who could otherwise have paid a large sum of penalty through a sharp and thorough analysis. Like Min finds many effective solutions from just one case, he finds the value from even a petty relic. If a relic collector is greedy for money, he becomes just a mere collector but if a relic collector cherishes the value of a relic, he can become like Gaius Maecenas and Medici family who passed down great legacy to humankind. In this respect, Min is now starting to turn his eye to find a value of overseas relics. 

Building museum and promoting equivalent exchange of domestic and overseas relics
Min currently has more than 4,000 Korean relics and 6,000 Chinese Imperial relics which include ancient Chinese porcelain, black jade, lacquer ware from the Warring States period in ancient China, ancient imperial ink stick, tea bowl and ancient paintings. These collections make appreciators to be lost in ecstasy. 

Min fell in love with relics and each era when he met Heeyong Kim (deceased) who pointed out the location of the 10,000 year old Chinese black jade and became one of Ten Grand Master of Culture. Min then ardently collected black jade, sealed ceramics for keeping liquor and tea, and lacquer ware. There are many relics among Min's collections which can be materials for reviewing the history of ancient China.

For example, Min's 'Buddha Head Porcelain' from Song Dynasty was mentioned by an appraiser of Korea-China Ancient Art Association that it should be designated as a national treasure which can represent the Chinese Buddhism. Also, 'Donglimyeonsa' ink stick & stone was diagnosed to be made in the same time and place with the ink stick & stone the calligrapher Heekang Yoo used. From this time on, Min started to receive written appraisals from professionals. 

Min strongly believes that the relics that contain the soul of master craftsman have to be protected by not only government but by every one of us. For this reason, Min is as diligent to pass down his collections to next generation as he shares his administrative knowledge with people.

It is estimated that the Korean relics flowed out of the country reached to 500,000. More regretfully, Bronze Standing Buddha of Silla Kingdom with damaged finger part has recently been decided by Supreme Prosecutors' Office to go to Japan. Min showed a strong regret and said "a $25M worth relic estimated in an auction in the US and obtaining a relic of the same age with the same value means that equivalent exchange is possible. I hope many of our valuable relics are effectively returned to Korea through this exchange and continuous R&D."
