“항공우주산업이 대한민국의 新 성장동력 될 것”

세계 최고의 도시 중 하나인 ‘뉴욕(New York)’. 하루에도 수십만 명의 관광객이 오가는 뉴욕을 방문한 이들이 하나같이 손에 꼽는 명물은 바로 ‘뉴욕 헬기투어’다. 미국을 상징하는 자유의 여신상, 수많은 영화의 배경이 되었던 엠파이어스테이트 빌딩, 뉴욕의 스카이라인을 그려내는 맨해튼의 초고층 빌딩 등 거대하고도 아름다운 도시의 진면목을 보기에 헬기는 더없이 훌륭한 관광수단이다. 우리나라에서도 최근 서울 도심의 아름다운 풍광을 즐길 수 있는 헬기투어가 인기를 얻고 있다. 하늘에서 즐기는 색다른 관광의 묘미, 헬기 투어의 세계를 들여다보자. 

상공에서 바라보는 서울의 색다른 매력
지난 한 해, 우리나라를 방문한 외국인 관광객은 1,420만 명. 그 가운데 중국인 관광객을 뜻하는 ‘유커’는 약 612만 명으로 절반에 가까운 수치다. 국내 관광·쇼핑업계의 큰 손으로 떠오른 유커들은 종로, 명동 등의 도심지 쇼핑관광은 물론이고 전국 각지의 관광명소로 퍼져나가며 국내 관광산업 활성화에 커다란 영향을 끼치고 있다. 그 가운데서도 이색적이고 특별한 체험을 원하는 이들에게 서울 도심을 일주하는 ‘헬기투어’ 상품은 단연 인기다. 

잠실에서 출발해 코스별로 짧게는 2~3분, 길게는 30분가량 소요되는 헬기투어는 일반 관광 프로그램에 비해 비싸지만, 서울을 한눈에 내려다볼 수 있는 특별한 경험을 제공하기에 오히려 이용객이 증가하고 있는 상황이다. 서울 헬기투어 서비스를 제공하고 있는 ㈜블루에어의 최인규 대표는 “지난해부터 중국인 이용객이 증가하기 시작해 연말에는 한 달 500명 이상까지 늘었습니다. 이는 한 달 전체 이용객의 83%를 차지할 정도이며, 앞으로 더 증가할 것으로 보고 있습니다”라고 밝혔다.

획기적인 관광 아이템을 발굴하며 국내 관광산업에 한 획을 긋고 있는 최인규 대표가 블루에어를 설립하게 된 것은 지금으로부터 4년 전, ‘획일화된 국내 관광 시스템을 바꿔보자’는 생각에서였다. 이전까지 국내 관광수준은 주요 관광지를 중심으로 한 요식·숙박 등의 부차적인 소득에 그쳐있었다. 이처럼 일차원적인 관광 인프라는 ‘어딜 가든 유사한 느낌’을 줄 수밖에 없는 한계를 낳았고, 이는 외국인 관광객들이 재방문의 매력을 느끼지 못하게 되는 결과를 초래했다. 이에 최 대표는 국내에서 11번째 민간항공사 면허를 취득한 뒤, 포항-여수간 국내선 운항과 다도해 스카이투어, 제주 스카이투어 등을 성공적으로 취항하며 국내 항공관광의 새 역사를 써왔다. 지난 2013년 10월부터는 한강공원 잠실헬기장을 베이스로 헬기를 이용한 스카이투어를 진행하며 서울관광의 새로운 명물을 만들어냈다. 최 대표는 “이미 스카이투어 상품이 보편화되어 각광받고 있는 선진국의 사례를 보며 15년 전부터 헬기투어 상품의 필요성을 절감해왔습니다. 수도 서울의 아름다움과 한강의 기적을 외국인 관광객에게 알릴 수 있는 헬기투어를 통해 국내 관광산업이 고부가가치 산업으로 도약할 수 있으리라 기대하고 있습니다”라고 설명했다.

국가 미래산업의 주축이 될 항공우주분야 개척
블루에어를 운영하며 최인규 대표가 다른 무엇보다 중점을 두고 있는 것은 ‘가격 경쟁력’과 ‘안정성’이다. 선진국에 비해 저렴한 비용과 최고급 헬기를 이용한 안전한 운행, 3,000시간 이상의 조종 시간을 보유한 베테랑 조종사는 더 높은 곳으로의 도약을 꿈꾸는 블루에어의 자랑이다. 이를 바탕으로 일반인들의 항공관광에 대한 문턱을 낮추는 것이 곧 대중화에 직결된다는 생각이다. 최 대표는 “관광객 헬기탑승 비용을 정부에서 조금씩 지원하고, 전국 20개 이상의 헬기장을 확보한다면 더 빠르게 대중화를 이룰 수 있다고 생각합니다”라고 밝혔다.

최 대표는 “향후 국가발전의 원동력은 항공우주산업에 달려있습니다. 이미 많은 선진국들에서는 항공우주산업이 가진 고부가가치에 주목하고 천문학적인 자금을 투자하고 있습니다. 이에 뒤쳐지지 않고 세계 시장을 선도하기 위해서는 정부와 지자체의 지속적이고 계획적인 투자가 필요합니다”라고 강조했다. 그는 먼저 항공우주산업의 저변 확대를 위한 인프라 구축을 촉구했다. 국내 소재한 17개 공항 중 제주, 부산, 김포, 인천 외의 공항들은 모두 적자에 허덕이고 있는 상황. 이를 개선하기 위해서는 민간 항공사 및 개인의 지방공항 이용을 유도하고, 이에 대한 전폭적인 지원과 제도적 뒷받침이 마련되어야 한다고 조언했다. 최 대표는 “막대한 자금이 필요한 공항이나 카고 등의 시설은 정부 주도의 전략적 투자가 필요합니다. 그리고 이를 좀 더 적극적으로 활용할 수 있도록 세제 개편 등의 혜택과 함께 젊은 인력 양성에의 지원이 이뤄져야 합니다. 기반만 조성된다면 항공우주산업은 세계적인 흐름을 타고 폭발적으로 성장하게 되어있습니다”라고 말했다. 근시안적인 틀에서 벗어나 중장기적인 비전을 세우는 것이 필요하다는 생각이다.

또한 최 대표는 “항공기에는 부품이 20만개 정도 들어갑니다. 그만큼 파생되는 산업분야가 다양하다는 뜻입니다. 일례로 평택공항을 민간에 개방하면 5천개 이상의 일자리가 창출될 뿐더러, 관광객 유입 등을 통해 경기남부 지역의 경제도 활성화되리라 예상합니다”라고 설명했다. 

블루에어는 향후 울릉도, 제주도, 부산, 설악산, 흑산도 등지의 스카이투어를 개발해 나갈 계획이다. 또한 지난 10년간 대학교에 출강하며 후학양성에 힘써온 최 대표는 오는 9월부터 단국대 경영학과에 출강할 계획이다. ‘우주항공분야가 우리의 미래다’라는 신념으로 항공관광의 대중화에 힘써온 최인규 대표. 대한민국의 꿈과 미래를 개척하는 그의 노력이 빛나는 결실을 맺게 될 날을 기다려본다.

14.2 million foreigners, almost half of them Chinese, visited Korea last year. The Chinese tourists are often called 'youke' and they are contributing to Korean economy in a greater way nationwide. Among many of various tourist packages currently provided in the market, a helicopter tour in Seoul is becoming very popular for those who want to have an unusual experience. From 2 to 3 minute course to 30 minute course starting at Jamsil, the helicopter tour provides a unique experience for tourists to see the city by bird's eye. Despite its relatively expensive price, Blue Air is being flooded with inquiries. CEO Choi In-kyu of Blue Air, the service provider, said "the number of youkes using the tour has increased significantly and more than 500 tourists tried a ride around the end of last year. This takes up more than 83% of our total monthly tourists and we expect the number will keep increasing."

Choi established Blue Air four years ago in the hope of adding an exciting and unique item to the domestic tourist industry. The idea was a great success as people were fed up with normal tours that usually involve seeing around typical tourist attractions and the food. Normally, this does not encouraged them to come back again. Choi obtained a private pilot license as the 11th in Korea and worked for lines on Pohang-Yeosu, Dadohaehae Sky Tour and Jeju Sky Tour. He then used heliport in Jamsil for the base of his new business and started providing services from October 2013. Choi said "I felt a need to introduce the business to Korea as it was already popular in the advanced countries. I'm expecting that my business will contribute to the development of high value added tourist industry in Korea."

Choi takes priority in 'price competitiveness' and 'safety' in his business. Choi provides services at a relatively cheaper price than most advanced countries and his experience of flying more than 3,000 hours guarantees customers a safety. Choi said "with the government support for part of riding fee and securing about 20 heliports nationwide, we can together make a popularization of helicopter tour as an affordable leisure activity in Korea", adding that "the future driving force of Korea depends on aerospace industry. This is proved by many advanced countries through massive investment in the related R&D.

To catch up and even surpass them, Korea also need to take initiative in the related R&D." For this reason, Choi asked to build an infrastructure for aerospace industry. Among 17 airports in Korea, all other ariports except Jeju, Busan, Gimpo and Incheon are suffering from deficit. To improve this, the government needs to encourage private airlines and people to use the airports alongside a systematic support and regulations. Choi said "airports with massive funds need to be supported by government-led investments in addition to tax benefits and providing industry specialists. If we can build a good infrastructure, who knows whether we can lead the global aerospace industry." This means that we need a mid and longer plan and strategy rather than making a short term profit.

Choi added "one aeroplane needs around 200,000 parts. This means that we can promote many related industries. For example, if we open Pyeongtaek Airport to public, we can create more than 5,000 jobs and activate regional economy." 

Meanwhile, Choi is planning to open a line to Ulleung Island, Jeju Island, Busan, Seorak Mountain and Heuksan Islands. Also, as he has been teaching students at various universities for 10 years, Choi is starting to teach in the Department of Business Administration at Dankook University from September this year.
