중소기업 R&D 기술 혁신의 돌파구
기업-교수-대학의 삼박자가 일궈낸 값진 성과

대학은 기업이 산업화 할 수 있는 새로운 기술을 끊임없이 개발하고 산업현장에 바로 투입할 수 있는 인력양성 및 재교육의 기능을 수행하지 않고서 존립할 수 없는 시대가 되었다. 숭실대학교는 이러한 시대적 요구를 적극적으로 수용하고 선도하기 위해 2004년 산학협력단을 설립했다. 이후 벤처중소기업센터, 기술이전센터, 창업교육센터를 신설해 지속적인 산학협력 인프라를 구축했으며, IT기반 융합 분야의 연구 활성화를 위해 2010년 숭실융합기술원을 설립하는 등 산학협력 사업의 시너지 효과를 극대화하고 있다.      

산학협력의 First Mover, 숭실대학교
숭실대학교 산학협력단은 대학의 산학협력 활성화를 위해 다양한 사업을 펼치고 있다. 그 중에서도 ‘산학융합 연구마을 지원사업’을 주목해 볼 필요가 있다. 이 사업은 우수한 연구기반을 갖춘 대학 연구기관 내에 중소기업의 연구 기능을 집적화해 상시 기술협력 체계를 구축하고 사업화 연계기술의 개발을 위한 중소기업청 지원사업이다.

지난 2013년 처음으로 시작된 연구마을 지원사업은 전국 소재 중소기업의 기술 애로를 해소하고자 각 권역별로 참여기관을 선정했다. 현재까지 전국 11개의 연구마을이 조성되었으며, 특히 숭실대학교는 서울에서 유일하게 선정돼 인근 중소기업 R&D육성을 바탕으로 직접적인 중소기업 활성화를 지원하고 있다.

최근 숭실대학교의 산학융합 연구마을 지원사업의 우수성과가 잇따라 나타나면서 많은 이목이 집중되고 있다. 이를 가능케 했던 것은 다름 아닌 효과적인 사업운영에 있다. 신요안 산학협력단장은 “숭실대의 연구마을 지원 사업은 현재 5개 분야(정보통신, 전기전자, 바이오, 기계, 화학), 15개 과제로 운영되고 있으며, 특별히 연구마을 운영위원회를 조직해 분야별 대표 각 1인을 포함한 자치기구를 활성화하고 있습니다”라고 설명했다. 동시에 산학협력단의 담당 매니저와 팀장이 운영위원회 간사로 참여해 산학협력단과 위원회의 요구를 조정하고 필요시 입주기업의 연구원도 참석하는 등 상호 의견을 개진하는데 힘쓰고 있다고 답했다.

이로써 1년차 사업기간인 2013년 7월부터 2014년 6월까지는 총 19건의 과제를 수행해 25건의 특허출원·등록, 19건의 소프트웨어 등록, 5건의 상표등록, 24편의 논문, 10건의 신규채용 성과를 냈고, 2년차 사업기간인 2014년 9월부터 올해 10월까지는 15건의 과제를 수행하면서 1년차 이상의 성과를 낼 수 있도록 산학협력단, 교수, 입주업체가 공동으로 노력하고 있다.   

사업 실효성의 극대화를 위한 환경 구축 
중소기업은 좋은 아이디어와 기술력을 보유하고 있음에도 불구하고 고가의 연구 장비, 연구 인력의 부족으로 기술적 한계를 극복하는데 어려움을 겪게 되는 상황이 발생한다. 숭실대학교는 연구마을 지원사업을 통해 중소기업이 필요로 하는 연구 인력 지원과 장비를 무상으로 사용하게 하는 등 대학에서 제공 가능한 모든 인프라를 제공하고 있다. 또한 대학의 각종 편의시설도 교직원과 함께 사용하게 함으로써 연구 이외의 생활에서도 불편함이 없도록 지원하고 있다. 

무엇보다 숭실대학교는 숭실대학교만의 자랑인 지속적인 IT 특성화 정책으로 해당 전문 인력을 다수(IT교수진 100여명, 연구원 500여명) 보유하고 있고, 각 학과에도 연구 성과의 제고를 위한 다양한 연구 기자재를 확보하고 있다. 숭실대학교는 연구마을 사업에 이러한 자원을 적극적으로 활용하기 위하여 입주기업 공간을 IT대학 건물의 옆 건물(창의관)로 배정하였으며, 이러한 배치로 인접학문의 인력도 접근성이 높도록 하여 입주기업의 불편을 최소화하는데 노력하는 등 중소기업의 애로기술 연구 환경을 최적화하는데 지원을 아끼지 않고 있다.

이러한 지원정책은 입주기업들의 우수한 성과로 귀결되어 연구마을 지원사업의 성공적인 사례로 거듭나고 있다. IT대학 컴퓨터학부 전문석 교수팀과 공동으로 ‘시큐어코딩 점검 시스템 고도화’ 사업을 진행하고 있는 ㈜이븐스타(대표 이상권)는 소프트웨어 보안약점 진단 솔루션인 'BigLook'을 고도화해 2014년 12월 한국인터넷진흥원의 CC(국내공통평가기준) 인증을 취득하는 등 우수한 성과를 보였다. 이밖에도 산업용 감속기를 만드는 ㈜해성굿쓰리(대표 이현국)는 1년차에 출력축 충격흡수가 가능한 2단 사이클로이드 감속기를 개발한데 이어 2년차에는 추가지원사업을 통해 감속기의 안정적인 성능을 보장하는 최적설계 및 제작기법을 완성했다. 이로써 완성차 부품업체에 지난해에만 총 120대의 개발품을 납품해 약 2억 원의 매출 성과를 올렸다. 

상호 WIN-WIN하는 소통의 장
숭실대학교와 입주기업은 연구마을 운영위원회, 수요조사, 워크숍 등의 상호협력을 전제로 한 소통을 통해 상생의 길을 모색하고 있다. 신요안 단장은 “결국 연구마을 사업의 상생은 대학과 기업이 각각의 입장에서 부족한 부분을 서로가 보완해 주는데 있다고 봅니다”라고 언급하며 대학의 입장에서 볼 때 기업과의 공동 연구를 활용해 대학 연구 인력의 질적 향상과 취업지원, 연구 결과의 사업화를 도모할 수 있다고 조언했다. 

한편 기업은 대학에 연구시설을 집적화해 부족한 연구 인력과 장비를 지원받고 필요시 함께 연구한 우수 인력을 채용해 연구인력 수급을 원활하게 할 수 있다고 덧붙였다. 신 단장은 앞으로 기업 아이디어의 상품화, 관련 기술을 고도화 및 제품화를 통해 매출 증대로 연결될 수 있도록 노력할 것이라 답했다.

산학융합 연구마을 지원사업은 연구개발 및 사업화 과제를 기업과 대학교수들이 공동으로 수행하는 사업으로 이제 운영 2년차의 반환점을 돌고 있다. 그동안 국내 IT 및 IT융합을 선도해 온 숭실대학교의 이번 사업이 중소기업 R&D 육성의 성공적인 산학협력 아이콘으로 자리매김 할 수 있길 희망한다.

Soongsil University, as the first mover of industry-academic cooperation
Industry-academic Cooperation Group at Soongsil University is carrying out various projects. Among the projects, 'Industry-academic Research Town Support Project' is in the spotlight. The project combined SME's research ability with university research institutes to build a technical cooperation and development. 
The project started in 2013. Currently, eleven research towns nationwide have opened their doors and Soongsil University has been chosen as the only university in Seoul for the project. 

Recently, the university has produced substantial results through their effective management skills. Shin says "the project is running in five fields which are information & communications, electricity & electronics, bio, machinery and chemicals. We especially established a Management Committee for each field to encourage their independence. In addition, the manager and team leader of Industry-academic Cooperation Group are participating in the committees as an assistant administrator to effectively connect the committees to the related enterprises."

The group carried out nineteen tasks, applied and registered twenty five patents, registered nineteen software and five brands, wrote twenty four papers, and ten new employments in the first period of the project between July 2013 and June 2014. And in the second period between September 2014 and October 2015, the group is working on fifteen tasks and has a goal to achieve a number of results more than planned. 

Building an ideal environment to maximize practicality
Most SMEs usually have difficulty to secure research facilities and manpower due to the lack of capital despite the fact that they posses innovative ideas and technology. For this, Industry-academic Cooperation Group at Soongsil University is not only providing free facilities and manpower to SMEs but also the amenities in the university. 

With its continuous IT policy, Soongsil University boasts one hundred IT professors and five hundred researchers as well as various research facilities in each department. To put these policy and manpower into practice, the university alloted research space for SMEs right next to the IT building.

This led the SMEs to produce substantial results and the university is being recognized as a successful case in the project. Evenstar (CEO Lee Sang-gwon) is currently carrying out a project called 'Elevation of Securing Coding Checking System' in cooperation with the Jeon Mun-suk Team (professor of Computer/IT at Soongsil University). As a result, they elevated 'BigLook', which is an analysis solution to security malfunction of software, and obtained CC Certificate from Korea Internet & Security Agency on December 2014. Also, an industrial decelerator production company 'Haisung Good 3' developed a Double Reduction Gear in the first year and completed its optimized design and manufacturing method in the second year. As a result, Haisung Good 3 earned $200,000 sales by selling 120 of their products last year. 

Drawing a win-win situation
Soongsil University and the SMEs are working together through committees, research on market demand and workshops. Shin says "we can achieve a win-win situation by supporting each other's weak points. Through this, we can promote research power, its commercialization and job creation." Like Shin said, realizing ideas, heightening related technologies and commercializing the products are important elements of industry-academic cooperation. As the leader of IT and IT convergence in Korea, Soongsil University will grow into the icon of R&D and industry-academic cooperation for SMEs.
