산학협력의 새로운 방향 제시하는 선도적 LINC사업단
“기업·대학·지역사회의 동반성장을 꿈꾸다”

과거 대학교육은 산업 현장과는 괴리되어 있다는 평가를 받아왔다. 우수한 성적으로 대학을 졸업해도 막상 실무능력을 갖추지 못해 적응에 시간이 걸리는 경우가 많았고, 기업은 이에 소요되는 시간과 비용을 고스란히 떠안게 되는 이중적인 손실이 발생해왔다. 이에 교육부에서는 ‘산학협력 선도대학(LINC) 육성사업’을 통해 현장 맞춤형 인재육성을 유도하는 한편, 기술개발 및 이전, 공용장비 지원 등을 통한 대학과 기업의 동반성장을 위한 노력을 펼쳐왔다.

산학협력 Cell 통한 밀착연계협력
1946년 강릉사범대학교로 개교해 2007년 원주대학과의 통합 이후 강릉원주대학교는 지난 69년간 수많은 인재들을 배출하며 명실상부한 중부권의 핵심 국립대학으로 자리 잡아왔다. 특히 2008년 우수인력양성대학 선정, 2009년 아시아대학평가 ‘논문당 인용 수’ 국내 1위, 아시아 6위 달성, 2010년 중소규모 대학 중 국내 4위, 아시아 22위 달성 등 우수한 창의융합인재의 산실이자 탁월한 연구·교육역량을 지닌 대학으로 평가받아왔다.

그중에서도 지난 2009년 산학협력중심대학 육성사업부터 시작하여 현재의 LINC사업에 이르기까지 6년간 산학협력 국책사업을 추진하고 있는 강릉원주대학교 LINC사업단은 강원도 산학협력의 허브로써 산학협력 기반을 구축하고 다양한 성과를 창출하며 3년 연속 ‘우수’ LINC사업단 평가를 받았다. 사업단을 이끌고 있는 왕보현 단장은 “저희 링크사업단은 ‘산학협력 생산성 최고 대학의 실현’이라는 비전으로 대학의 교육·연구 체제를 산학협력 친화형으로 전환하고, 지역 내 산학협력의 거점 역할을 다하기 위해 다양한 사업을 추진하고 있습니다. 특히 ‘산학협력 Cell’을 중심으로 한 산학협력 선도모델 구축과 Open Tech 프로그램과 같은 차별화된 전략을 바탕으로 신소재 분야와 해양바이오 분야를 집중 육성하는 데에 힘을 모으고 있습니다”라고 전했다.

강원권 산학협력의 허브로서 대학과 기업, 지자체 간의 지속적인 동반관계를 구축하는 데 매진하고 있는 사업단은 교수-학생-기업 간 밀착연계협력이 가능한 최소 단위를 뜻하는 ‘산학협력 Cell’을 중심으로 사업을 펼치고 있다. LINC 사업의 축소판인 산학협력 Cell을 통해 사업단은 산업현장의 산학협력 수요 발굴 및 인적·물적 교류와 재학생 현장실습, 캡스톤디자인, 맞춤형 교육과정 개발 등의 인력양성 프로그램, 기업 애로기술 자문 및 R&D기획, 재직자교육, 인프라 공동 활용 등의 기업지원 활동 등을 유기적으로 수행하고 있다. 왕 단장은 “지난해 총 73개 산학협력 Cell의 참여를 통해 학생취업(69명), 현장실습(참여율 56.0%), 캡스톤디자인(참여율 74.7%), 현장기술지도(330건), 기술개발(40건), 기술이전(16건), R&D기획지원 외부과제 수주(28억) 등 활발한 산학협력 성과를 달성해냈습니다”라고 설명했다. 특히 ‘산학협력 Cell’은 2013년도 산학협력 선도모델로 인정받아 가족회사인 티에스 주식회사와 함께 각각 산업통상자원부장관상과 교육부장관상을 수상하는 영예를 안기도 했다.

전략적 기업지원으로 강소기업 육성에 앞장서
사업단은 체계적인 기업진단을 기반으로 한 전략적인 All-Set 맞춤형 기업지원과 자유롭게 아이디어를 발현하는 창의 아이디어 발전소를 통해 강소기업 육성과 창조경제 프론티어 양성에 앞장서고 있다. 먼저 전문 컨설턴트의 심화기업분석을 통해 기업성장의 로드맵을 제공하는 ‘All-Set 맞춤형 기업지원 서비스’는 참여 가족기업 12개사의 전체매출 28% 향상(203억→260억)과 고용창출 39% 향상(115명→160명)이라는 성과를 달성해냈다. 그 가운데서도 티에스 주식회사는 적극적인 기술지원과 다양한 산학협력 프로그램을 바탕으로 배터리팩 및 BMS 시스템과 멀티와이어 모터 개발, 국내 최초 전기셔틀버스 개발 등의 성과를 이뤄냈다. 왕 단장은 “기업진단을 기반으로 한 전략적인 지원 사업은 가족회사의 매출 증대뿐만 아니라 학생 연계를 통한 고용창출, 부품관련 지역 협력업체의 동반성장으로 확장되고 있습니다”라고 밝혔다. 

창조경제 실현을 위한 창의 아이디어 발전소 사업 또한 참여 학생들의 고용창출과 창업, 기술이전 등 다양한 성과를 창출해내고 있다. ‘아르기닌 성분의 김치개발’이라는 아이템으로 올 초  학생창업에 성공한 ‘래미’의 강호길 대표는 “캡스톤디자인 과제 수행으로 출발해 창업까지 오게 될 줄은 상상하지 못했습니다. LINC사업단과 창업교육센터, 산학협력단의 아낌없는 지원이 성공창업에 대한 자신감을 준 것 같습니다”라며 소감을 밝혔다.

왕보현 단장은 “강릉과 원주 양 캠퍼스에서 사업을 추진함에 있어 초기 여러 가지 어려움이 있었습니다. 하지만 이러한 난관을 극복해나가면서 사업단의 효율적 운영과 지역별 협의체 운영 등의 노하우를 다년간 쌓아올 수 있었습니다. 저희 사업단은 ‘지속가능·극대화·효율성·성숙’을 4대 핵심가치로 설정하고, ‘STEM-Cell’ 전략을 바탕으로 강원지역의 영동·영서를 아우르는 산학협력의 허브로서의 역할을 다하기 위해 노력해 나가겠습니다”라고 말했다. 

산학협력 생산성 최고 대학을 향한 강릉원주대 LINC사업단의 도전은 끝이 없다. 지난 해 ‘강릉 커피축제’에서는 대학 구성원의 아이디어에서 출발한 기능성 더치커피, 천연 블루베리 잼, 웰빙 머핀, 공예 머그컵 등이 시민들의 뜨거운 호응 속에 많은 관심을 받기도 했다. 새로운 방향으로의 산학협력 시도와 구성원에게 실제 도움이 되는 성과 창출, 그리고 대학과 기업 간의 신뢰에 기반 한 유기적이고 지속적인 협력관계 확립은 향후 대한민국 경제발전에 기틀이 될 모범적인 산학협력의 모델이 되리라 믿어 의심치 않는다.

Strong industry-academic cooperation
Gangneung-Wonju National University opened its first door in 1946 as Gangneung College of Education and was merged with Wonju University in 2007 to be the current university. As a renowned national university in the central area of Korea, it has fostered talented students for the last 69 years. It was chosen for 2008 Excellent Manpower Promotion University, ranked No.1 in 'the number of quotation per paper' and the 6th university at 2009 Top Asian Universities, and No.4 in Korea and No.22 in Asia at 2010 Small and Medium Size Universities. 

In addition, Gangneung-Wonju National University LINC has been carrying out national industry-academic project for the last 6 years since 2009 and is functioning as the hub in the province with excellent results. Wang said "with our vision 'The Best University in Industry-Academic Cooperation', we are carrying out various related projects. Based on 'Industry-Academic Cooperation Cell', we are focusing on the new material and ocean bio fields through building industry-academy models and introducing Open Tech Program."

Industry-Academic Cooperation Cell is a microcosm of LINC's projects and functions as the foundation to strengthen the cooperation between professors, students and industries. Through this, LINC is developing human resource programs, customized curriculum, capstone design and promoting personal & material exchanges and field training, providing technical advise & R&D plan, staff training and industries support. Wang said "through the participation of 73 industry-academic cooperation cells last year, LINC achieved 69 employment, field training (56.0% participation rate), capstone design (74.7% participation rate), field technique training (330 cases), development of technology (40 cases), transfer of technology (16 cases) and taking orders in R&D support plan ($2.8M)." Meanwhile, Industry-Academic Cooperation Cell was recognized as an industry-academic model in 2013 and won, with a family company TS Corporation, Ministerial Prizes from Ministry of Trade, Industry & Energy and Ministry of Education. 

Taking initiative in promoting SMEs with strategic industry support
LINC is taking initiative in promoting SMEs through All-Set Customized Industry Support which analyses each company thoroughly and Idea Power Plant Project which promotes exchange of ideas. All-Set Customized Industry Support provides a road map for growing business and 12 participated companies increased the sales by 28% ($20M to $26M) and created more jobs by 39% (115 to 160 employees). TS Corporation developed battery package, BMS System, multi-wire motor and Korea's first electric shuttle bus based on various industry-academic programs and technical support. Wang said "the strategic industry support project is not only increasing family company's sales but also creating jobs and co-growth of regional companies relating to parts." Idea Power Plant Project also is bearing good results such as job creation, start-ups and technology transfer. Student CEO Kang Ho-kil of Rami who developed Arginine Kimchi said "I started to develop the idea through Capstone Design but I never knew I could get this result. I really appreciate the support of LINC, Start-up Training Center and Industry-academic Cooperation Team. 

Wang said "we had many problems when we first launched the project in both Gangneung and Wonju campuses. But as a result, we could build know how of effective management skills in running the cooperation team and regional associations. We introduced 4 core values of the project which are 'Sustainability', 'Maximization', 'Effectiveness' and 'Maturity'. With these core values and our STEM-Cell Strategy, we will do our best to paly the leading role in  industry-academic cooperation in the region."

Gangneung-Wonju National University LINC's challenge to be the top productive university in the field is limitless. The university's new ideas on dutch coffee, natural blueberry jam, wellbeing muffin and handcrafted mug drew a great attention at Gangneung Coffee Festival last year. LINC's new direction for industry-academic cooperation, drawing substantial results and organic cooperation will contribute to the development of Korea.
