현직 경기도 최연소 초선의원이 제시하는 ‘약속’의 무게와 가치

한때 성남 분당은 전통적으로 보수적인 성향, 늘 표를 받는 정치인이 또다시 중용되는 곳으로 여겨졌다. 그럼에도 아파트 개발과 교육특구 환경으로 바뀌어 가면서 표심이 달라지고 지역현안을 소중히 여기는 인물이 차례로 선택받는 것이 최근 추세다. 이러한 움직임에 따라 이번 지방선거 경기도 광역의원으로서 최연소로 당선된 김지환 의원의 활약상, 열정적인 지역사랑 정책과 실행 과정을 점검하는 시간을 가졌다.

새 술이기도 한 좋은 술을 새 부대에 담는 마음가짐
김지환 의원은 지난 6.4 지방선거에서 새로움(New), 에너제틱(Energetic), 가치(Worth)의 머리글자를 각각 딴 NEW정책으로 활기찬 분당구를 실현하자는 포부로 도의회에 입성했다. 최연소로 초선에 입성한 것에 우려하는 시각도 많았으나, 2014년도 매니페스토 약속대상 지방선거 부문에서 광역의원 843명과 기초의원 3,713명을 대상으로 공약의 우수성을 심사받아 최우수상을 수상하며 그 저력을 입증했다. 교육, 건설 부문에 특화된 정책을 체계화한 김 의원은 2015년 성남시로 소유권이 이전되는 국내 최대 경기도립 영유아보육시설 구축건으로 도민들의 비상한 관심을 끌고 있다. 김 의원은 “분당구민들을 위한 정책이 최선이다. 만약 경기도지사, 성남시장 정책과 부딪칠 경우에는 무조건 따르지 않고 주민의견을 최우선으로 반영하고자 한다”는 과감성을 보인다. 그리고 지역에 가장 필요한 시설확충과 세금이 새어나가는 문제를 동시에 해결하는 탄천 내 구미동 하수처리장에 대한 해결책을 실행해가고 있다. “150억이나 들여 만들었지만 16년에 걸쳐 관리비로 20억에 달하는 세금만 나갔다. 그래서 사업제안서를 쓰고 국민건강을 위한 생활스포츠 공간인 종합실내스포츠체육공원으로 바꾸려 한다” 문제를 찾아내고 원인을 분석하며 대책을 실행하는 것으로 유명한 김 의원의 정책발상은 판교 환풍기붕괴사고로 지적된 주민안전대책으로도 이어진다. 교체, 관리, 보수 필요지역에 대한 정보를 받고 해결책을 제시하는 것이 공직자로서의 기본 도리라고 믿기 때문이다. “지역의 노후한 장소는 개선하고, 좋은 부분은 강화하며, 바람직한 아이디어를 수집하는데 젊음의 패기와 활동력을 최대한 활용하겠다”는 것은 김 의원의 영민함을 엿볼 수 있는 부분이다.

의원입성 후 어린 시절부터 공감한 지역현안을 본격 실행
김 의원은 직장인 9년차로서 토목 관련 회사를 다니다 4대강의 문제점을 인식하며, 안철수 의원 측을 서포트하는 등 실행위원들과 함께 활동하다 본격적으로 정계에 진출했다. 그는 세월호, 4대강 문제를 통해 합리적인 보수로서 진정한 포지션을 고민했다고 한다. 분당의 여권성향으로 도/광역의원 중 새정연을 향한 표심이 적었음에도, 분당에서 중고등 학창시절을 보내 정보에 밝은데다 고인 물을 빼내고 참신한 새 얼굴을 기대하는 도민들의 바람이 그를 선택한 것이다. “현재 지역현안으로 탄천이 수해상습지역이다. 토목관련자로서 5년 전 인사사고가 발생한 동막천 문제를 개선하고자 예산을 지원받아 하천개선 정책을 진행하고 있다. 안전사회건설 특위 대표발의자로서 사상자가 발생하는 사고에 대한 근본적인 ‘예방’ 방안을 제시하는 것이다” 이러한 정책현안을 수집하기 위해, 김 의원은 ‘참여를 통한 긍정적 지역사회 변화’를 실행하고 있다. 어떠한 조례를 만들기 위한 정보에 많은 이들의 경험과 지식을 활용하고, 참여율을 높여 공공의 이익을 최대화하는 것이다. “새정치의 모델로서 사무실을 개방하고 있다. 도의원이든 시의원이든 사무실이 도시에 있고 문턱이 높아 지역주민들이 찾아와 이야기하기 힘들다”며 “정책을 시행하기 위한 인지도도 중요하다”고 전했다. “국회의원은 언론으로 잘 알려지지만 광역의원의 인지도는 애매하다. 그래서 지난 1년간은 정당정치 생활로 의회운영과 시스템을 숙지하고, 앞으로는 최대한 지역행사 일정을 소화하며 얼굴을 알리려고 한다” 또한 그는 경기도 새정연의 부대표, 경기도당의 청년위원장으로서 경기 지역 청년들을 리드해 정치참여를 독려하는 모델을 제시하고 있다. 당 특위 위원의 간사 및 공천심사위원으로서의 업무도 중요하다고 김 의원은 덧붙였다. 

경기도의 고질적인 교통문제를 해결하는 정책에 앞장서다
수많은 초선의원 지망생들을 위해 김 의원은 “성남 분당의 유권자 표심을 잡으려면 교육위원회 활동을 하라”고 조언한다. 실제로 이재명 성남시장의 표심 8할이 교육 분야였던 것만큼, 김 의원은 4년간의 임기 동안 교통, 안전에 집중하며 건설교통위원회 의원으로서 체계를 닦고, 재선을 하게 되면 교육위원회에 가서 수많은 정책 실무경험을 살리고 싶다고 전한다. 그런 김 의원의 현재 최대 과제는 바로 광역버스 입석금지조치로 국민적인 분노를 야기한 졸속행정의 개선, 특히 도내 버스서비스 향상과 안전운행의 선결조건인 운수종사자의 근무여건개선을 필두로 한 ‘경기도 대중교통 서비스 향상에 관한 조례안’이다. 지난 5월 7일 발표에 다르면, 이 조례안에는 서비스 질 향상과 관련해서는 좌석형 광역버스에 USB충전포트를 설치, 상업방송과 라디오 소음공해를 줄이고, 노약자 급정거시 충격완화를 위한 목받이 좌석, 자동온도조절장치, 바이러스나 환경위생을 위한 청소나 소독 시행여부 표지판 설치, 경기도민의 안전을 위해 운수종사자의 표운안전운행시간 산출로 권고지시, 운행전 음주측정 및 과도한 운행시간을 강요받으면 거부할 수 있는 운수종사자의 권리보장 등을 도지사 차원에서 점검할 수 있도록 하는 실무위주 정책조례로 가득하다. 또한 6월 회기중에 다루어질 예정이며, 2016년부터 정식 시행될 수 있다고 한다. “그동안 교통관련법규는 서울에서 시작돼 전국으로 퍼져나가지만, 광역버스 문제가 큰 경기 지역 자체의 조례를 통해 도민들의 요청을 반영하는 선례가 필요했다” 이러한 정책을 시행하면서 김 의원은 공직자의 품격과 긍지에 대해서도 이야기한다. “매니페스토 선거공약에서 비리를 저지르면 불명예 퇴직과 월급 사회 환원을 실행하는 ‘광역의원 원스트라이크아웃제’에 참여했다. 앞으로도 새정치 아카데미 지방자치 1기로서 중앙당의 눈치를 보지 않고 소신과 젊음으로 봉사하는 공직자의 길을 걷겠다” 이렇듯 앞으로도 합리적이되 젊은 보수관을 지닌 김 의원의 투철한 지역현안 해결을 통해, 지역의 일꾼으로 인정받는 멋진 행보를 기대해 본다.

New liquor for new sack
Kim became the youngest member of Gyeonggi Provincial Assembly by winning at 6.4 Local Elections. He created a sensation through his pledge called 'New Policy' which is the initials of New, Energetic and Worth. The pledge won the grand prize at a pledge evaluation carried out for 843 provincial councilors and 3,713 municipal councilors in 2014. Kim systematized policies in education and construction and promoted building the Korea's largest 'Gyeonggi Provincial Child Care Center. Kim said "building policies for the residents of Bundang is my top priority and I will achieve it through communication with Gyeonggi Province and Seongnam City." Kim is also implementing the plans regarding Gumi-dong Sewage Disposal Plant in Tan Stream which is the key to secure tax and facilities in the region. Kim continued "it took $15M to built the plant but it costed us $2M of maintenance fee and tax for the last 16 years. That's why I want to turn the plant to an indoor sports park complex for the residents." Kim is famous for his skills in analysis and bringing up measures. He gathers information about the regions that needs a maintenance and improvement and bring up measures after a thoroughly analysis. Kim said "I improve worn-out areas, make developed areas even better and gathers ideas to introduce new plans and policies." 

Solving regional pending issues
Kim worked in a civil engineering related company for 9 years. He was getting aware of the problems of the former government's four rivers development project and started to support Ahn Chul-soo and eventually became a politician himself. He said he wanted to make his identity as a rational conservative since he has witnessed the problems of the four rivers project and relatively recent Sewon ferry disaster. He knows very well about Bundang as he spent his school years in the district and this played advantageously for Kim to win the election. Kim says "Currently, Tan Stream is a common flood area. For this, I'm carrying out stream improvement project with the support fund secured from the government. I'm good at this as I have many experiences working in civil engineering." Kim is drawing resident's participation in developing the region and gathering the information about the pending issues because he wants to use as many knowledge and experience as he can so that he can introduce practical ordinance and maximize public interest. Kim added "my office is open to everyone. I welcome the visit from provincial residents and citizens and like to listen to their opinions so that it can be reflected in the future policies. I was rather focused on party politics and parliamentary procedure for the last one year. However, I'm planning to actively involve in as many regional events as possible this year because the popularity of provincial councilors are relatively low when compared to members of the National Assembly." Meanwhile, Kim is playing other roles such as Deputy President of NPAD Gyeonggi and Chairman of Youth Committee of Gyeonggi Party in order to encourage region's young people to get involved in politics. Kim added that the roles of assistant administrator of the party and a member of nomination screening committee are also important.

Kim said "if you want to attract voters in Bundang, get involved in the Board of Education." In fact, 80% of votes to Kim came from education sector. Kim wants to focus on transportation and safety, harden foundation as a member of Construction and Transportation Committee and if he gets reelected, he wants to make use of his experience at the Board of Education. Kim's biggest tasks at the moment are 'improving administration' which caused a national level rage by banning standing on the bus, 'improving drivers work conditions & services' which is prerequisite for safe drive, and 'ordinance for improving Gyeonggi public transportation services'. According to the announcement made on May 7, the ordinance points out to install USB charger port on the express city bus, to reduce commercials, radio playing and noise, to install neck-holder for elderly passengers, to install auto-temperature control, to put up bus cleaning records, to keep the running time, to check drink-drive before driving, and to guarantee driver's rights. The ordinance will be assessed during June and put into practice by 2016. Kim said "traffic related laws were normally started from Seoul and spread nationwide but Gyeonggi needed to bring up its own ordinance as problems related to bus services were urgent matters." Kim added "regarding integrity as public servants, we participated in 'provincial councilor one strike out system' which is that if a councilor commits an irregularity, he/she gets dishonorable resign and has to return the monthly payment to society. As a primary member of new politics academy of local government, I will work based on my belief without reading central party's countenance."
