중소기업의 경쟁력은 곧 국가 경쟁력의 근간이다. 강소형 중소기업들의 존재 없이는 지속가능한 국가발전이나 선진국으로의 도약도 요원해질 수밖에 없다. 이에 산업통상자원부에서는 ‘산업집적지 경쟁력 강화사업’의 일환으로 기업성장지원센터사업을 수행하고 있다. 기업성장지원센터는 산업단지 내 유망 중소기업이 강소, 중견기업으로 성장할 수 있도록 신제품 개발, 애로기술, 생산혁신, 품질혁신, 경영혁신 전반적인 부문에 대한 산업교육·컨설팅을 현장에서 밀착 지원하는 사업이다.

동반성장하는 기업 모델 제시
중소기업 성장 희망사다리 구축 과제의 일환으로 지난 2011년도부터 시행되고 있는 기업성장지원센터사업은 중소기업의 생산성 향상 및 고용확대 등의 가시적인 성과를 내왔다. 특히 산단 현장에서 중소기업에 밀착해 기업진단을 함으로써 해당 기업들의 신제품 개발, 특허출원, R&D 실적 등의 분야에서 전년 대비 10% 이상의 성장을 이끌어왔다. 기존에 운영되던 반월시화, 구미, 창원, 광주의 4개를 비롯해, 올해 4월에 추가 개소된 원주, 천안, 판교 등 총 7개 지역 센터는 각 지역산업단지의 중소기업의 매출액·수출액·고용 증가율이 전국 국가산단 평균을 크게 상회하는 데에 기여하고 있다.

그 가운데서도 창원기업성장지원센터(이하 센터)는 창원, 울산, 녹산, 사천, 양산 등 5개 거점단지 및 43개 연계단지의 육성기업 성장지원과 일반기업의 애로사항 해결, 미니클러스터 사업지원을 수행하고 있다. 민철홍 센터장은 “동남산업단지 중소기업을 World Best 중견기업으로 육성하는 우수 기업성장지원센터가 되는 것이 저희의 목표입니다”라고 밝혔다.

센터에서는 먼저 동남권 산단 내의 유망 중소기업을 ‘육성기업’으로 선정하고, 이를 경쟁력 있는 중견기업으로 성장시키기 위한 다양한 지원활동을 펼치고 있다. 먼저 산업통상자원부 지원사업, 한국산업단지공단 지원사업, 중기청·지방정부 및 정부출연기관의 지원사업 등 다양한 중소기업지원정보를 제공하는 한편 정책사업과의 연계를 지원하고 있다. 또한 지원선정 기업 중 우수기업의 경우 협력사와 공동으로 실행할 수 있는 상호협력·지원 실행안을 컨설팅하고 있다. 이는 기존의 지원기업 개별 과제해결에 중심을 둠으로써 협력사와 관련된 문제해결에 미흡했던 점을 보완하고, 선정 기업이 전·후방 연관기업과 동반성장을 위한 상호협력과 지원을 펼칠 수 있는 기회를 제공한다는 점에서 높이 평가되고 있다. 이는 대중소기업의 상생협력 지원프로그램으로 표면화된다. 대기업에서는 협력사의 역량강화와 통합생산 및 통합물류계획, 공동기술개발에 힘쓰게 되며, 협력사에는 품질개선·기술개발·인적역량강화를 지원한다. 센터는 시장 및 고객에 대한 시장정보수집 및 관리, 시장대응력강화를 제공함으로써 육성기업이 동반성장의 선도적 모델인 Cluster-Excellence 기업으로 성장할 수 있도록 하고 있다.

민 센터장은 “센터에서는 육성기업을 Cluster-Excellence 기업으로 성장시키기 위한 컨설팅 Framework을 활용하여 전후방 협력사들을 동반성장 시킬 수 있는 지원을 펼치고 있습니다. 기업 간 공동성장을 위한 핵심 사업 분야를 분석하고, CEO 협의체를 구성해 성장비전을 공유할 수 있도록 하고 있습니다. 또한 과제별 연계 컨설팅과 성과공유를 위한 역할 정립, 협의체의 정기적 운영 지원을 통해 각 기업 간 긴밀한 협력관계가 유지될 수 있도록 지원하고 있습니다”라고 설명했다.

객관적 기업진단 시스템으로 효과적인 성장 이끌 터
센터의 기업지원은 ‘기업 진단’과 ‘분야별 교육, 컨설팅, 애로해결 기업지원’, ‘사후 관리’의 크게 3단계로 구성된다. 특히 기업진단에 있어서는 중소기업 실정에 맞는 기존사업 경쟁력 강화 및 성장동력 발굴에 대한 진단 프로그램을 개발, 메뉴얼화하여 주관적 판단을 최대한 배제하고 분야별 전문가의 객관적인 진단을 수행하고 있다. 이 기업진단 Tool은 기업진단을 통한 문제점 도출만으로도 기업의 현수준을 정확하게 인식시키고 변화를 위한 공감대를 형성할 수 있다는 점에서 효과적인 방법으로 평가되고 있다. 기업진단은 ‘기업발굴 및 애로접수’, ‘대상기업정보 입수’, ‘진단 팀 구성’, ‘진단실시 및 보고’, ‘자료 DB화’의 절차에 따라 진행된다. 이를 통해 도출된 과제는 Mckinsey의 7S 모형을 기반으로 기업역량을 8가지 부문 생산, 품질, 구매, IT, 마케팅, Financing, R&D, HR 등의 유형으로 크게 분류되며 중요도와 난이도에 따라 해결방안을 구축하게 된다. 또한 기업이 성장함에 있어서 겪게 되는 성장통을 해결하기 위해 규모별 중점 지원 영역을 선정하여 집중적이고 효율적인 지원을 펼치고 있다.

지난 3월 신규 육성기업 선정 공고를 통해 4월 전문가의 심사 평가를 실시하여 5개 기업을 추가 선정한 센터는 종합 경영 진단 분석을 통해 ‘3년 중장기 성장 로드맵’을 수립하고, 이들 기업이 중견 기업으로 성장할 수 있는 체질 강화와 경쟁력 제고를 중점 지원하고 있다. 현재 센터에서 지원하고 있는 육성기업은 ㈜나재, 덕성금속공업㈜, ㈜대건테크, 부국정공㈜, ㈜삼우, ㈜샘코, ㈜애드테크, ㈜연암테크, ㈜위딘, ㈜정민기전, 태림산업㈜, 티아이씨㈜ 등 총 12개 기업이다.

민철홍 센터장은 “앞으로도 동남권 클러스트에 특화된 성장동력을 발굴하는 한편, 맞춤형 성장지원을 통해 동남권의 스타 기업, 중견 유망기업이 탄생할 수 있도록 최선을 다하겠습니다”라고 포부를 밝혔다. World Best 중견기업 육성과 국민경제 발전에 기여하게 될 창원기업지원센터의 활약을 기대해보자.

Playing a role model for cooperative enterprises
Business Promotion Support Center Project was started in 2011 as part of supporting SMEs. It has achieved improvement of SMEs' productivity and expansion of employment. The center provides analysis on each SME and has increased growth rate by %10 compared with the previous year in the fields of development of new products, application for patents and R&D. In addition to existing four centers in Banwol-Sihwa, Gumi, Changwon and Gwangju, three more centers have been opened this year in Wonju, Cheonan and Pangyo. The centers are contributing to increasing sales, exports, employment. The center in Changwon among them promotes SMEs in 5 base complexes (Changwon, Ulsan, Noksan, Sacheon, Yangsan) and 43 connected complexes. The center also solves the problems the companies have and carries out mini-cluster project support. The head of center Min Hong-chul said "it is our goal to promote SMEs in Dongnam Industrial Complex to world best companies." 

For this, the center appointed promising companies in the complex and is carrying out various supporting programs to make them highly competitive in the market. The center provides useful information about support programs of Korea Industrial Complex Corp, Small and Medium Business Administration, local governments and government funded institutes. They also provides business connection with them. For excellent SMEs, the center provides consulting services regarding mutual cooperation with affiliated companies. This is highly praised in terms that the appointed companies can have opportunities to work with related companies. Major companies give a support to strengthen affiliates' capabilities through joint production, distribution and development of technology. Affiliates on the other hand give a support for quality improvement, technology development and human resources. Meanwhile, the center gathers information about the market and consumers and provides marketing strategy so that the chosen companies can grow into Cluster-Excellent (mutual growth model) companies. 

Min said "we give a support for mutual growth of major, SMEs and affiliates so that they can grow into Cluster-Excellent companies through our consulting framework. We analyse core projects of mutual growth and make companies share their growth vision by establishing a CEO Association. We also provide consulting to each project, establish their role to share the results, and give regular management support."

Promoting effective growth through objective company analysis system
The center's company support is divided into three stages: 'Company Analysis', 'Sectional Training, Consulting and Problem Solving' and 'Post Management'. Company Analysis, for example, involves strengthening competitiveness, developing analysis program on growth engine, and making a data base. This method is an effective tool to make companies aware of their current status. The process of Company Analysis should go through 'finding companies and detecting problems' - 'gathering information about the company' - 'establishing an analysis team' - 'analysing and report' - 'making a date base'. The tasks from the process are divided into 8 parts (production, quality, purchasing, IT, marketing, financing, R&D and HR) based on Mackinsey's 7S model. And then the solutions are suggested according its own importance and level. 

The center chose additional 5 companies through putting up a notice last March and screening in April and is supporting them to build their competitiveness through '3 Year Mid & Long Term Growth Road Map'. Currently, there are 12 companies which received a support from the center and there are: Najae, Duksung Metal Industrial, Daeguntech, Bukuk Precision Industries, Samu, Samco, Add Tech, Widin, Jeongmin Electric, Tae-Rim and TIC Min says "we will keep finding growth engines in Dongnam area and promote them to be highly competitive companies through our customized growth support programs."
