Arbitration comes before a legal action
Arbitration is a method to solve personal conflicts autonomously, arbitrated by the arbitrator mutually appointed by both parties of the conflict who are bound to the decision. The need and status of arbitrator is ever increasing thanks to ongoing FTA. Like the saying 'arbitration is a prerequisite for law', it is not easy for an arbitrator to see through the conflict objectively before giving a solution. Korea, as one of 7 trade powerhouses, must happen to have various conflicts relating to import and export. Especially the conflict with a foreign company is out of legal boundary in Korea but to be arbitrated according to New York Convention.

Kim says "a person can arbitrate but most of arbitration is done by the Korea Commercial Arbitration Board. The Board has approximately 1,100 arbitrators and they are all professionals. 1/3 of them are head judges and chief prosecutors, another 1/3 professors at law school or civil engineering and construction, 300 members having worked as board members of major corporations for more than 30 years, and the rest 200 members are consisted of foreign lawyers or arbitrators." Korea actually experienced lack of specialists who can deal with the international conflicts with fluent English after IMF in 1997 but it served as a momentum for the country to introduce current law schools. In this context, arbitrators are a specialist group which deals with the conflicts. Arbitral award is done by only one trial unlike the 3 trial system of the court. Arbitration makes approval and implementation easier in the international conflicts, can be done in a friendly term, and the result is rational and agreeable to both parties. 

Arbitration system as the best system for private and the state
The biggest advantages of arbitration is at lower cost, shorter time and lesser stress than legal battle. As a civil law professor, Kim is an expert at civil cases. He says "a judge is a person who solve numerous legal cases at once but an arbitrator only takes one case at a time and therefore can solve the case more efficiently. I arbitrated the case and solve the case smoothly when Korea Red Cross had a vaccine problem which caused an increase of exchange rate and distribution issues. I drew a satisfactory result for both parties." Kim, as a member of a Mediation Committee at Seoul Central District Court, is also famous for the expertise in solving the conflict between plaintiff and defendant. Kim started to serve as an arbitrator at the Korean Commercial Arbitration Board from 2004, is serving as a Steering Committee member & the representative of Knowledge Culture Arbitration Forum which boast 1,300 members, and as the executive director of the Korean Association of Arbitration Studies which has 300 members. As the Head of Compilation Committee, Kim also published '15 Year History of the Korean Commercial Arbitration Board'. He then let the arbitration organizations in the world know about the Korean Commercial Arbitration Board and the compilation, and he received the prize from the Minister of Trade, Industry & Energy(MOTIE) in 2014 for his contribution. Kim is currently focusing on the Chinese market. Kim says "we opened Korea-China Law Institute at Wonkwang University to solve the conflicts of the businessmen between the two countries" Kim was also appointed as a member of Nation Assembly Legislative Assistance Committee which is consisted of specialists who can assist a thorough screening of proposed law and provide advice on whether the proposed law is against constitutional law or society.

Being an arbitrator between those who serve and served 
Alongside his various roles, Kim is also working as the Chief Director of Korea Volunteer Service Development Institute (KVSDI). Kim says "I obtained a Management Consultant Certificate from MOTIE in 1984 and provided free services on human resource, labor, management and laws. I also obtained a Volunteer Service Management Certificate from Volunteering Korea Academy in 2012." Kim emphasized on the importance of communication between the 240 social contribution organizations nationwide to build effective implementation methods. Kim received the prize of the Minister of Government Administration & Home Affairs in December 2014. Kim says "parents tend to raise their children according to their wants without autonomy of the children. We tried to build a healthy mentoring system in which university students can assist middle and high school students." Kim is planning to provide 900 career experience to students in cooperation with schools and industries as well as opening 100 branches of KVSDI nationwide. One branch covers 10 centers to carry out systematic activities. Kim also hopes to apply our ancient laws to our society in modern terms by working together with history professors.
