지역 발전과 어려운 이웃을 위해 발로 뛰는 변호사

일반인들에게 ‘법’이란 무섭고 어려워 다가가기 힘들다. 특히 복잡하고 까다로운 행정절차를 제대로 이해하지 못해 억울한 일을 당해도 제대로 자신의 권리를 찾지 못하는 사람들이 부지기수다. 17년 동안 법 때문에 고민하는 사람들에게 무료법률상담 봉사를 하고 있는 법무법인 가인 박세웅 대표변호사를 만나 그동안의 이야기를 들어보았다.

초심을 잃지 않고 약자를 위해 봉사
박 변호사는 학생 때부터 약자를 위해 노력을 해왔다. 그 때문에 1990년 노동운동을 하다 3개월 동안 복역을 했다.
“더 실질적이고 구체적으로 약자를 도울 수 있는 일이 무엇인가 고민을 했습니다. 고민 끝에 사법고시 공부를 시작해 1995년 합격을 했습니다. 봉사활동을 꾸준히 하면서 그 때의 초심을 잃지 않으려 노력하고 있습니다.”

1998년 결혼과 함께 고양시 일산으로 터를 잡은 박 변호사는 변호사로서 봉사할 수 있는 게 무엇인지 고민을 하다 무료법률상담을 시작했다. 고양YMCA, 고양YWCA, 구청, 주민센터 및 각종 사회단체에서 무료법률상담을 하고 있다.
“무료법률상담은 특별한 게 아닙니다. 요즘 변호사 대부분이 무료법률상담을 하고 있습니다.” 라며 겸손을 표하지만 박 변호사처럼 꾸준히 열성적으로 활동하는 변호사는 손에 꼽을 만하다. 특히 주민들에게 더 쉽게 다가가기 위해 먼저 주민센터를 찾아 무료법률상담을 제안 할 정도이다.

수임한 사건과 무료법률상담만으로도 눈코 뜰 새 없이 바쁜 박 변호사지만 여기에 그치지 않는다. 지역발전과 어려움에 처한 시민들을 위해 ‘고양범죄피해자지원센터’에서 10년 넘게 봉사를 하고 있다. 국가, 지자체, 민간의 도움으로 기금을 조성해서 범죄피해자의 생활안정자금지원, 치료비지원, 심리치료지원, 법률 자문 등 범죄피해자를 돕는 활동이다.
“구체적이고 실질적인 활동을 할 수 있어서 요즘 가장 보람을 느끼고 있습니다. 특히 아동이나 성폭력피해자를 위해 꼭 필요한 활동입니다.” 박 변호사는 범죄피해자지원센터 봉사활동으로 인해 법무부에서 표창을 받았다. 또한 여성인력개발센터에서 자문 활동도 새롭게 시작하는 등 그야말로 몸이 두 개라도 모자랄 지경이다.

신분상승을 할 수 있는 희망의 사다리 필요
‘개천에서 용난다’는 속담이 지금 우리 사회에서는 이룰 수 없는 꿈이 되어버렸다. 타고날 때부터 금수저가 아니면 신분상승은 불가능하다고 한다. 그래서 박 변호사가 가장 관심을 갖고 있는 큰 이슈를 바로 사법고시 폐지이다. 신분상승의 꿈을 이룰 수 있는 ‘희망의 사다리’가 필요한데 사법고시가 바로 그 사다리 역할을 한다고 힘주어 말한다.
“사법고시의 개혁은 당연히 필요한 일입니다. 하지만 대학4년과 로스쿨3년 총 7년간의 학비를 감당할 수 있는 서민은 없습니다. 그렇기 때문에 사법고시를 존치시켜서 법조인의 10% 정도 배출해야 합니다.”
현재 대한변호사협회 경기북부지방변호사회 고양지회장을 맡고 있으면서 올바른 사법고시 개혁을 위해 노력을 하고 있다.
평소 스트레스를 어떻게 푸는지 묻는 기자에게 박 변호사는 후배들에게 술 사주는 게 즐거움이라고 말한다. 변호사라면 차가운 이미지를 떠올리지만 소탈하고 호탕하게 웃는 박 변호사에게선 사람냄새가 난다. 사회의 약자들을 위해 억울한 사건이면 언제든 도맡아 변호하는 박세웅 변호사에게 대한민국의 밝은 앞날을 기대해 본다.

Helping people in need
Park's ardent activities to help people in need started when he was a student. He once even spent 3 months in prison in 1990 for his involvement in labor movement. 
Park says "I troubled myself with practical methods to help vulnerable members of society. I found a way in law and passed the bar exam eventually in 1995. From then on and until now, I've never lost my original good intention as a lawyer." 
Parked married in 1998, settled down in Ilsan, Goyang City and started to give free legal consultation at Goyang YMCA, Goyang YWCA, district offices, community centers and social service centers. 

Although Park says that giving a free legal advice is not a special thing as many lawyers nowadays also do it, not many of them are as passionate as Park. He actually visits community centers first to give free legal advice services before they call him to help them despite the numerous legal cases he has to solve. He also has been providing his services at Goyang Victim Support Center for 10 years. The center was organized with the fund from central & local governments and individuals to provide financial, medical and legal support. 

Park says "I feel proud that I can help people in need with my talent in law. Children victims and victims of sexual violence in particular need these kinds of help." For his contribution, Park received a citation from the Ministry of Justice. He recently has started his service at Vocational Training Center for Women as an advisor. 

Equal opportunity for everyone
The Korean proverb 'dragon from a stream' (rise from humble family) is no longer valid now. If you are not born with a sliver spoon in your mouth, you have almost no chance to upgrade your social status. Park is one of the bitterest against this and he is working on improving or demolishing the bar exam. 
Park says "revision of the bar exam is much needed because not many students can afford 7 years of university and law school fees."
Park currently is Chairman of Goyang Branch of Northern Gyeonggi Bar Association of Korean Bar Association. 
When asked how he de-stress, Park said he does it over a drink with his juniors (Park pays). The word 'lawyer' can remind of us a cold impression but it is not the case when it comes to Park.
