Building effective industrial relations policy
Making Gyeonggi a better province by promoting entrepreneurship and worker's rights and interests.
Kim Gil-Seob, member of Gyeonggi Provincial Assembly

Making laws for workers
Kim used to be a union leader. When asked why he changed his career, Kim said "I thought a lot about what we needed for good labor-management relations and I realized that there isn't many institutions that can reflect worker's rights and interests when making policies. There are many industrial complexes in the province but we don't have good systems for transport, culture and convenience facilities as well as welfare centers and places where labor groups gather together and share opinions. And I decided to do something." Kim has been exerting his efforts in promoting worker's rights and interests since he was elected as a member of Gyeonggi Provincial Assembly. He continued "I strongly felt the need to make laws and ordinances for labors and that is the reason why I changed my career from a union leader to a politician." Kim is also serving as the permanent vice chairman of Federation of Korean Trade Unions' Gyeonggi Headquarters and the vice union head & the chairman of Gyeonggi Headquarters of Korea Federation of Metal Workers. Kim added "compromise is as important as walk out. A statistic says that, among Korea's 19 million workers, only 2 millions belong to unions. This means that only 10% are currently member of unions while the ratio in the advanced countries shows 15%. In broad terms, self-employed and former workers are also categorized as workers."

Worker's rights and interests for raising national power
Kim said "those who built up the country after the independence were laborers. I think that they were the forerunners of Federation of Korean Trade Unions and they are the ones who achieved the Miracle on the Han River. They went to Germany as miners and nurses and went to the Middle East to work in the harsh environment. They built the country despite low wages and poor working conditions. And when the military rule was ended, unions started to form one by one as unfair distribution of the profits persisted. Korea still is the poorest country among OECD in terms of working conditions. While major corporations fill their belly thanks to export-oriented government policy, laborers were left ignored." For this, Kim suggests his solution by saying "the law relating to labor-management relations is very weak in Korea. We need policy that can protect labors through fair distribution systems." It is notable that drawing a compromise between labor, management and government failed. Kim continued "government blames unions and so does media. Blaming is not a solution but they should listen and communicate with laborers because they are the driving force of the nation."

Mutual growth of labor and management
Apart from protecting worker's rights and interests, Kim also is exerting his effort  to promote Korea's technology to the world through harmony between labor and management. Kim said "Korea is strong at technology and IT. We have to play to our strength and make up our weaknesses and this can be achieved through working together." It means that we need to support those who have ideas and patents and to invest in technology to compete with the world.  Kim continued "it's important to maintain equal relations between labor and management. We also need to strengthen SMEs to create jobs like Gernmy's Hidden Champion and the US's Silicon Valley. No matter what media and government say, if there is no change of policy things just don't improve but stay the same." Kim added "it is important to protect worker's rights and interests. But protecting and promoting SEMs and related R&D are equally important. I regard it my duty to support SMEs and I will do my best to make them grow." Kim also mentioned that to make a company that lasts more than 100 years must need the role of the union and the latter also has to do its social duties and contribution alongside the management.
