Convergence between environment and economics as a new agenda for national development 
Prof. Bae Jeong-hwan at Chonnam National Univ. dept of economics  

It is an industrial field that starts and activates the society. But University, a research and educational institution, gives the impetus to move the right path on for a competitive country under reasonable developmental strategy. Recently, the homegrown technology encouraged by the government unleashed research projects for each university, but some point out a need for balanced perspective and substantial support measurers. We met Prof. Bae Jeong-hwan at Chonnam National University to hear his opinions about the developmental direction of a university and his activities so far. 

Mid-to long-term perspective and extensive support in need 
Prof. Bae, Chonnam National Univ. economics, has been drawing attention with excellent research results in diverse fields. Including the best article award last year from Korea Environmental Economics Association, he was awarded the best article in 2012 from Korea Resource Economics Association. He also received the best article awards for graduate school twice from economics contest in 2011 and 2012 through his joint research with students. His research theme varies – Eco-friendly cars’ market demand, Savings bank bankruptcy factors , Gwangju mining development factors, mixed-policy effects of climate change on reduction of greenhouse gas, long-distance public transportation market share following KTX Honam-line’s full opening, supply portfolio of bio-ethanol – covering climate change, environment, energy, transport, finance, and industry. Despite many performances of result he had made, he expressed regrets about our country’s research environment. He said, “For excellent research results, it should be preceded by the environment in which researchers and students can make research and study freely.” Actually, as universities participated in the government’s BK21 and BK21 plus projects competitively, pressure about short-term and immediate results has kept them from research really wanted. Prof. Bae declared, “Pressure about research results can lead to its wrong direction or poor results. There should be an atmosphere for a little more leisure and broad perspective in research.” 

Prof. Bae also indicated that there is a need for humanities research system to be prepared. He emphasized, “Since there is no separate space needed for humanities, it is difficult to share the system. If joint research space with related professional software is secured, it could produce much more excellent researches.” In fact, the imbalance and gap between science/engineering and humanities also comes from the government’s policy which is much too partial. Prof. Bae voiced his opinion that for national competitiveness and creative economy, both parts should go hand in hand keeping proper balance. In convergence, which is rising up recently as the core of creative economy, too, he expected that convergence between IT-based technology and humanities could create an amazing synergy effect and hoped that the government expand the breadth of support in policy with a keen interest. 

‘Energy’ is the biggest research topic for the 21st century
Prof. Bae directing energies toward diverse fields received the best article award with ‘a prediction about eco-friendly cars’ market share” in 2014 from Korea Environment Economics Association. In this research, Prof. Bae’s team assumed preference toward eco-friendly cars, such as hybrid and battery cars, and predicted about the future market share using choice experiments. Results of the team’s survey showed that enhanced regulation on greenhouse gas emission and increased reliability on technology is bound to increase the ordinary consumers’ preference toward hybrid and battery cars.

Especially, the researched indicated that air pollution reduction, mileage improvement and distance between charging stations have a significant effect on the choice of battery cars. Also, the higher in age and education and male persons prefer battery cars the more. Prof. Bae declared from a mid-to long-term view that hybrid cars will become higher in market share up to 67% and battery cars up to 14%. He indicated that failure of eco-friendly cars to settle in the nation is because there is lack of mileage regulation policy or incentives for use of battery cars compared to Europe or North America. In the US, you can see charging stations for battery cars everywhere, but we have no such infrastructure in preparation. However, he added that there is positive change recently. In case of Jeju-do, they give full support for funds and expanding infrastructure with an aim to transfer to battery cars, while the government is also increasing attention to ‘Plug-in hybrid.’ Prof. Bae declared that he would specialize in policies about energy and climate change and research in this relation.

He is conceiving joint research with energy-related enterprises, such as Korea Electric Power Corporation (KEPCO), Korea Power Exchange, and KEPCO’s subsidiaries, adding that he is keeping in mind the future main themes of research on mid-to long-term problems, such as the effect of post-Kyoto mechanism on domestic economy and industries, activity of new renewable energy market, mid-to long-term effect of “cap-and-trade” system. The essence of university lies in creating excellent research results and rearing superior talents. Prof, Bae emphasized that many limitations existing in support projects made in the university should not be an obstacle to proceeding with important research. He asked that social structure, in which excellent talents neglect research for trouble about employment, be improved and the government carry out support projects in mid-to long-tem perspective.

Let’s wait and see what the movements of Prof. Bae will be like, who is devoted to research in pure enthusiasm and challenging spirit.
