“글로벌 의료기기 시장 진출의 가이드라인 제시할 것”
국내 의료기기산업의 국제기준 대응역량 강화 지원

전 세계적인 인구 고령화 추세 속, 삶의 질 등 건강에 대한 관심이 높아지면서 의료기기산업의 중요성이 부각되고 있다. 의료기기산업은 2018년 세계 시장규모 510조 원으로 전망되는 고부가가치 유망산업이다. 세계 의료기기 시장의 85%를 차지하는 미국·유럽·일본은 평균수명의 증가로 인구 고령화와 관련된 산업이 확대되고 있으며, 국내 또한 연평균 11.5% 이상의 높은 성장세를 기록하고 있다. 

국제규격 준수로 글로벌 경쟁력 강화
의료기기산업은 국가경제를 이끄는 신성장 동력산업일 뿐만 아니라 국민건강과 행복을 책임지는 핵심산업으로 주목받고 있다. 글로벌 의료기기 시장의 성장에 따라 우리 정부도 2020년까지 세계 7대 의료기기 강국 도약을 목표로 의료기기산업을 미래 전략산업으로 집중 육성하고 있다. 이에 일환으로 지난 2012년 5월 설립된 의료기기정보기술지원센터는 국내·외 신개발 의료기기의 동향 및 임상정보 등에 관한 종합적인 정보·기술지원을 통해 의료기기산업을 육성하고, 글로벌 경쟁력 강화를 도모하는데 매진하고 있다.
센터는 저위험 의료기기 공공기관 위탁인증제, 기술문서 심사, 개방형시험실 운영, 국제규격 연구 및 교육·홍보, 품질관리(GMP)교육, 현장맞춤 기술지원, 신개발의료기기 신속제품화 지원, 부작용 등의 안전성 정보수집·분석, RA전문인력 양성 등을 주요사업으로 하고 있다. 

그 가운데 올해 중점을 두고 추진하는 것은 RA전문가 양성(RA전문교육과정 운영)사업이다. 권종연 센터장은 “RA전문가란  제품개발 및 생산, 품질관리 등 의료기기 전(全)주기에 필요한 법적·과학적 규제기준의 전반적인 지식을 갖춘 ‘규제과학 전문가’를 말합니다. 국내 의료기기 산업이 내수시장을 넘어 해외로 진출하기 위해서는 반드시 필요한 부분입니다”라고 설명했다. 센터에서는 RA전문가 양성교육을 무료강의로 진행하고 있으며, 지금까지 500여 명의 수료생을 배출했다. 또한 각 의료기기 업체와의 협력관계를 통해 양성된 RA전문가들이 관련 업체로 취업해 활동할 수 있도록 돕고 있다. 이들은 주로 의료기기업체의 인·허가 및 생산·품질관리 관련 업무의 총괄과 규제 당국과의 의사소통 창구 역할을 하게 된다.

의료기기산업 발전을 위한 전방위적 지원체계
권종연 센터장은 급변하는 의료기기 시장에서 국내 의료기기산업의 고도화와 의료기기 중소기업의 성장을 돕기 위한 다양한 지원 사업을 시행하고 있다고 밝혔다. 먼저 센터는 급변하는 의료기기 국제규격 동향에 신속히 대처하고 세계시장의 높은 벽을 극복하기 위한 다양한 정보 동향을 홈페이지를 통해 열람·활용할 수 있도록 구축했다. 

또한 전문가 협의체 운영과 정보지 발간, 세미나 개최를 통해 정보의 공유와 활용에 최선을 다하고 있다. 두 번째로 중소 의료기기업체의 부담이 큰 임상시험에 대한 단계별 지원을 펼치고 있다. 이 사업은 그간 막대한 임상시험비용에 시달렸던 업체들로부터 큰 호응을 얻고 있다. 

이와 더불어 신규 및 중소규모 의료기기 업체를 대상으로 한 전문 인력의 ‘맞춤형 기술지원’을 전액 국고지원으로 시행하며, 이를 통해 의료기기사업 전반에 대한 애로사항을 지원하고 있다. 의료기기산업의 중장기적인 발전을 위해서는 무엇보다 안정성과 유효성에 대한 품질관리 시스템이 확립되어야 한다. 이를 위해 각국에서는 GMP 심사를 통한 안정성 높은 고품질의 의약품 제조에 심혈을 기울이고 있다. 

하지만 국내 의료기기업체의 대다수는 자력으로 GMP 준비를 하기엔 취약한 실정이다. 권 센터장은 “센터에서는 업체 스스로 GMP 심사준비 및 품질관리 운영 능력을 강화하고, 나아가 품질관리시스템의 안전관리 수준향상을 이룰 수 있도록 돕고자 GMP교육을 실시하고 있습니다. MP 기준의 영역별 이해 및 활용을 위한 교육을 시행하고 있으며 특히 올해에는 실무교육에 중점을 둬 업체의 실무능력을 제고하고자 노력하고 있습니다”라고 설명했다.

업체와 소통하는 ‘의료기기 인증’ 수행처 될 것
식품의약품안전처에서는 지난 1월 의료기기법 개정을 통해 ‘1·2등급 공공기관 위탁 인증·신고제’를 도입하겠다고 밝혔다. 이에 따라 의료기기정보기술지원센터는 오는 7월부터 위해도가 낮은 1·2등급 의료기기의 신고 및 인증 업무를 수행하게 됐다. 

권 센터장은 “의료기기 인증이란 등급 지정뿐만 아니라 해당 제품이 국가 표준을 획득했다는 중요한 의미를 가집니다. 센터에서는 인증기간을 기존 10일에서 5일로 단축해 업체들의 만족도를 중요시했습니다. 또한 인·허가 심사과정 여부를 업체에 상세하게 설명하고, 올바른 방향성을 조언하는 등 소통을 위해 다가가는 센터가 되겠습니다”라고 밝혔다. 
센터는 현재 의료기기 인증심사원을 포함한 행정직원을 모두 채용한 상태이며, 인증본부장 채용만을 남겨놓은 상태이다. 의료기기 인증본부장은 위탁인증제가 시행되면 의료기기 1·2등급 여부를 최종 결정할 수도 있는 중요한 자리다. 업무에 대한 전문성과 함께 높은 도덕성과 청렴도가 요구되는 위치이기 때문에 선발에 더욱 고심을 거듭하고 있다고 한다. 권 센터장은 “다방면의 까다로운 심사기준을 통해 적임자를 물색하고 있는 상황입니다. 공공기관에서의 풍부한 행정업무 경험과 인허가 관련 전문성은 물론 도덕성까지 고려해야 하기 때문에 선택이 쉽지 않은 것은 사실이나, 7월 위탁인증제 시행에 차질이 생기지 않도록 만전을 기하고 있습니다”라고 말했다.

그동안 국내 의료기기 산업은 지속적인 성장을 거듭해왔다. 그러나 몇몇 전문가들은 시장 규모의 한계로 인해 점차 레드오션으로 접어들고 있다고 분석하기도 한다. 권 센터장은 의료기기업체들이 해외시장으로 시야를 확장해야 한다고 조언했다. 또한 해외시장 진출에 앞서 내실 다지기에도 힘써야한다고 덧붙였다. 그는 “센터의 축적된 노하우와 방대하고 체계적인 정보, 전폭적인 지원시스템을 잘 활용한다면 업체들의 경쟁력을 강화할 수 있습니다. 저희는 적극적인 노력과 맞춤형 지원체계를 통해 의료기기 업체들과의 유대감 형성 및 자생력 확보에 주력할 계획입니다”라며 공공기관의 특수성을 통해 더 가까이 다가가는 센터로 거듭나겠다고 밝혔다. 국내 의료기기 산업이 세계로 나아가기 위한 길에 든든한 디딤돌이 되겠다는 의료기기정보기술지원센터가 앞으로 펼쳐나갈 눈부신 성과들을 기대해보자.

Strengthening global competitiveness through international standard

The medical equipment industry is a new growth engine and the core industry to improve people’s health. The government currently is intensively fostering the industry as a new growth engine in the hope of promoting Korea to be one of the world’s 7 powerhouses of the medical equipment industry by 2020. Medical Device Information & Technology Assistance Center was established in May 2012 as part of this effort to gather information on medical equipment and trend, provide technical support, promote key medical industries and strengthen global competitiveness. The center’s programs include ‘public institution entrusted authentication system for low risky medical equipments’, ‘technical document assessment’, ‘running open laboratory’, ‘research, training & advertisement of international standard’, ‘GMP training’, ‘field technology support’, ‘commercialization of the new medical equipment support’, ‘gathering & analysing information on safety and side effect’ and ‘fostering RA specialists. The center is particularly focusing on fostering RA specialists this year. Kwon says “RA specialists are regulatory science specialists who have scientific and legal knowledges on medical equipments and its development, produce and management. They are much needed in order for the domestic medical equipment companies to enter global market. The center provides a free RA specialists course and 500 people so far have finished the course. The center also helps the people get a job in the related industry. 

Total directional support for development of the domestic medical equipment industry

The center is carrying out various support projects to help development of the domestic medical equipment industry including SMEs. They built a homepage so that the related people can see the various information to cope with ever changing global medical market and its standard. The center also is working with the related organizations, publish papers and hold seminars to share information and its applications. In addition, they support clinical test of SMEs stage by stage as SMEs are always short of budget in clinical test. The center is also carrying out ‘customized technical support’ for SMEs by using state budget. It is important to build quality control system regarding safety and usability in order to promote the mid and long term development in the field. Many countries are exerting their effort to make safe and high quality medicines through GMP assessment but most Korean companies are still weak in preparing it. Kwon says “we will strengthen our companies’ capability in preparing GMP assessment and management ability through our GMP training on ‘understanding and application of each section of MP’ and we are focusing on providing practical training this year.” 

A medical equipment certificate issuing authority that communicates with the industry

The Ministry of Food & Drug Safety announced that thay will introduce ‘1,2 Rate Public Institution Entrustment Certification and Reporting System’ based on revision of Medical Appliances Act last January. For this, the center is carrying out reporting and certification of the first and second rate medical equipments from July this year. Kwon says “certification means that the medical equipment passed the national standard. The center will reduce the certification period from 10 days to 5 days for a quick process and will explain the whole procedure in detail to the companies so that they are in the right direction.” 

The center finished hiring examiners and administrative staff except the head examiner who will give a final approval. Therefore, ethics and integrity are very important for that position. Kwon says “we are looking for someone who has enough experience in licensing as well as ethics and integrity for the position. We are very strict in that terms but we must decide before July.” As Korea’s medical equipment industry is growing, pioneering overseas market is also becoming important. Kwon added “domestic companies can strengthen their competitiveness if they use our accumulated know-how, vast & systematic information and unsparing support. For this, we will be more focusing on communication between the center and the companies to build a strong bond.”
