Minority monopoly causing the crisis of minority recycling industry

"Categorizing recyclable waste resources as 'waste' is wrong"
President Park pledged that she would recycle waste materials but we still have a long way to go. The government introduced Extended Product Responsibility which forces producers to pay part of recycling expenses. But in the case of home appliances waste, 8 out of 50 cooperatives including major companies are monopolizing 3/4 of the recycling project. Those cooperatives distribute the recycling expenses to recycling companies but the problem is that they are being bossy. According to Choi, Wastes Control Act categorizes the by-products and waste made during the manufacturing process as 'waste' to actually prevent recycling in reality. The Act increases trading & administrative costs and hinders the activation of the industry. For example, Choi developed the technology to separate rubber from metal pin but she could not register to a tire cooperative because her company is not a recycling company which means that she could not receive tires for recycling. This means that the Act needs to be revised so that it can function according to its original purpose. Currently, 4 of Resource Recycling Society Acts have been proposed to reduce the role of Wastes Control Act. The problem is that the Ministry of Environment has proposed Resource Recycling Society Promotion Act against the forementioned Acts to introduce more rigid regulations which is an irony.

Government bills that prevent recycling of resource
According to Choi, the Ministry of Environment's Resource Recycling Society Promotion Act is rather swimming against the stream of change by supporting irrational government-centered control. For example, the article 9 (admittance of recycling resource) contradicts with the article 8 (building cultural base for change to recourse recycling society). The paragraph 2 of the article 16 (result management & support of resource recycling) and the article 7 (publicity of defaulter list) are also the same. Pursuing a short term administrative goal does not lead to a long term results. In addition, the government bills separate liabilities from responsibilities. For example, the paragraph 1 of the article 21 (liability amount for change to resource recycling society) appoints mayors and governors to charge and collect the liability amount but the paragraph 4 states that they charge additional fee to defaulters. This means that it allows penalty between the administrative agency. The article 14 (disposal of household waste) appoints the heads of public institutions to dispose the waste in their jurisdiction but household waste is waste producer's liability and therefore it should be categorized as 'responsibility'. Also, the coerciveness of authentication system and Recycled Resources Exchange fundamentally hinders the market resource cycling. The paragraph 3 of the article 24 (installation & management of Recycled Resources Exchange) forces local governments to use the Exchange and this is against its original purpose. Choi says "we have to separate resource cycling concept from control-type systems and this can increase the recycling rate in our society. Bottle Depo or large supermarket chains in the advanced countries buy cans and bottles for people and we need to learn from them to effectively save recyclable materials."
