Noh says "the importance of culture and art is ever increasing. I would like to say that to cherish and develop the value of culture and art is the competitiveness of regional prosperity. Many countries are investing a considerable amount of money in the culture & art industries in order to foster talented people. Korea is not an exception with Busan investing a huge amount of money in the related industries. However, it is regrettable to say that our culture and art have not yet fully permeated into the lives of Busan citizens and the western part of Busan in particular is much ignored in that terms. For this, we, Busan Culture & Art Forum, will exert our effort to promote culture and art in the region so that everybody can enjoy the benefit from our rich cultural and artistic assets." Busan has many talented people and the western area of the city also has a good infrastructure relating to the field. Busan Culture & Art Forum was established in pursuit of spreading a variety of culture and art by combining valuable human resources with the good infrastructure, and of balanced cultural development between the eastern and the western parts of Busan. Noh continues "we pursue harmonious cultural development between the eastern and western parts of the city. Although the city holds many cultural events throughout the year, there are still some gaps between the two areas. To solve this problem, we are researching and developing effective cultural projects to reduce these gaps. Like the saying 'culture comes from life', we will create and spread small but valuable cultural and artistic contents to share with the citizens. But in order for Busan Culture & Art Forum to be an effective organization, the active participation of the citizens is as important as the forum's management capability. It means that we can create a valuable culture by working together.

Contributing to enhancing national competitiveness in the global age
Administrative agents are certified specialists whose job is related to rights and duties of the public, fact-finding and administration services. Their job can be divided into three parts: general administration, foreign language translation and technical administration. Last February, the Korea's first official 'Certified Public Translators & Attorney Association of Korea' (No. 2014-31 approved by Ministry of Government Administration and Home Affairs) opened its door participated by the officials of Korea Association of Public Administration Lawyer, Korea Association of Technical Administration, and Association of Authorized Public Attorney. The goal of the association is to train administrative agents, translate related documents, assist foreign language related works, carry out foreign language training and international education projects, and promote rights and interests of administrative agents. The establishment of the association will spread its presence to numerous government departments, administrative, educational and business organizations home and abroad and will contribute to validating translations and its administrative process in various fields. Noh says "the association is the official government certified association consisted of the successful candidates who passed the first and the second 'Foreign Language Translator for Administration' test. The job of the association is to validate translated documents and verification certificate of translation done by the members of the association home and abroad, and to improve administrative services between countries." Although the related laws allow a company to execute translation and verification on behalf of public organizations, administrative process in reality had many problems due to the unorganized business handling. The laws also state that only certified translators can do public document translation and verification but it has been done in many different places owing to the lack of specialists. Thanks to the establishment of the association, translation and verification of official documents can now be done in more professional ways. Noh says "people don't yet fully understand the benefits of certified public translators but we will do our best to actively promote the importance of our role." Power Korea is looking forward to Noh's versatility and contribution in many areas.
