부산 문화의 동서간의 균형적인 발전을 위해 최선을 다할 터 

지금 우리가 살고 있는 이 시대는 ‘콘텐츠가 힘’이라는 문화예술의 융성시대이다. 이는 문화와 예술의 중요성과 관심이 날로 커지고 있다는 것을 의미한다. 이러한 시대적 트렌드를 반영하듯 많은 문화예술 활동이 전국의 많은 지역에서 행해지고 있다. 그중에서도 부산의 동서의 균형적인 문화예술 발전을 위해 지난 1월, (사)부산문화예술포럼 창립 총회 및 창립기념식이 거헹되었다. 이에 초대회장으로 추대된 노승조 회장을 만나 (사)부산문화예술포럼에 대해 들어보았다. 

생활문화로 지역문화예술의 발전을 열어 나갈 터
“문화예술의 중요성이 날로 커지고 있습니다. 문화예술의 가치를 소중히 여기고 발전시키는 것이 곧 지역발전의 경쟁력이라고 해도 과언이 아닙니다. 또한 창의적 인재를 양성하기 위해 각 국가들은 경쟁적으로 문화예술 산업에 막대한 투자를 하고 있기도 합니다. 이에 대한민국 역시 예외는 아닙니다. 그중에서도 부산 또한 적지 않은 예산을 문화예술산업에 투자하고 있습니다. 그럼에도 불구하고 부산 시민들의 생활 저변에까지 문화예술이 확대되지 못하고 있으며 특히 서부산지역 주민들의 문화적 향유는 여전히 미흡한 것도 사실입니다. 이에 (사)부산문화예술포럼의 창립과 더불어 문화를 생활속에 정착시켜 누구나 문화예술의 혜택을 향유할 수 있도록 (사)부산문화예술포럼의 전 회원들과 힘을 합쳐 최선을 다하는 단체로 거듭 날 것입니다.”

현재 부산에는 다양한 문화예술을 발휘할 능력을 가진 인적자원이 있고, 서부산권에도 이를 발현할 물적 인프라가 있다. 이처럼 인적자원과 물적 인프라를 융합해 재능기부 등 시민의 자발적인 참여로 인적·물적자원을 연계하여 다양한 생활문화예술의 저변을 확대하고 동서 부산간 문화예술의 격차를 해소하여 균형적인 문화발전을 실현하기 위해 지난 1월, (사)부산문화예술포럼이 발족되게 되었다. 

“(사)부산문화예술포럼은 동서 부산 문화예술의 균형적인 발전을 지향하고자 합니다. 다양한 문화예술활동이 부산에서 행해지고 있지만, 부산의 동서간 문화적 향유는 격차가 있는 것이 사실입니다. 이에 정책 발굴 및 제안 등 서부산 지역에서의 문화적 발전을 위한 사업에 역점을 두어 동서부산의 문화적 격차를 해소하는데 최선을 다할 것이며 다양한 생활문화예술의 저변을 확대해 나갈 것입니다. ‘문화는 생활속에서 나온다’는 정신에 입각하여 부산 시민의 일상 생활속에서의 작지만 더없이 값진 문화예술을 발굴·소개함으로써 지역민과 함께 호흡하고 부산시민 삶에 생생한 활력을 불러 일으킬 것입니다. 또한 시민의 자발적 참여로 문화예술의 혜택을 공유 할 것입니다. 회원 및 지역주민의 재능과 기예를 기부 받고, 이를 발현할 수 있는 장을 마련하여 인적·물적자원을 네트워크화 하여 개별적 차원에 머물러 있던 생활속의 귀중한 문화예술을 지역민과 부산시민이 함께 즐길 수 있도록 할 것입니다. 이와 더불어 국내 및 국외와의 활발한 교류를 통해 문화부산 실현에 이바지 할 것입니다. 지역에서의 생활문화가 곧 국가적·국제적 문화로 되는 시대임을 깊이 인식하여 국내 및 국제적 차원의 문화예술 사업을 전개함으로써 문화부산을 만드는데 활성화 도모를 할 것입니다.”

이처럼 (사)부산문화예술포럼이 자리매김 하기 위해서는 집행부의 역할도 중요하지만 무엇보다도 지역민과 부산 시민의 적극적인 참여 의식이 가장 중요하다. 각자가 가진 재능과 이웃의 기예를 모아 스스로의 힘으로 문화를 만들어 나가고, 그 문화의 혜택을 자신 뿐 아니라 지역주민, 부산시민과 함께 누릴 때 진정으로 일상 생활에 정착되었다고 할 수 있다. 

국민의 편의 도모와 글로벌 시대 국가경쟁력 제고에 기여
행정사는 행정업무의 원활한 운영과 국민의 권리구제를 목적으로 국민의 권리의무, 사실조사 및 행정업무와 관련된 국민 편의를 도모하는 전문 자격사이다. 행정사에는 일반행정사, 외국어번역행정사, 기술행정사가 있다. 그중에서 지난 2월, 한국행정사협회장, 대한기술행정사협회, 공인행정사협회 등 행정사 관련 단체 인사가 참석한 가운데 최초의 국가 공인 외국어번역행정사 모임인 대한외국어번역행정사협회(행정자치부 제2014-31호)가 창립했다. 대한외국어번역행정사협회는 행정사 교육 및 행정기관과 관련한 서류의 번역 업무, 행정기관의 외국어 관련 업무의 조력, 외국어 교육 및 국제교육 사업, 행정사 권익향상과 품위유지에 관한 사업 등을 기본 업무를 목적으로 하고 있다. 대한외국어번역행정사협회의 창립으로 인해 앞으로 국내 뿐 아니라 외국의 무수한 정부 부처, 행정기관과 교육기관, 기업 등에 공식적으로 한국의 외국어번역행정사협회를 알릴 수 있게 되었고, 이를 통해 국민 여러분의 번역 인증 업무 및 행정 절차 업무에 큰 도움이 될 것으로 기대하고 있다. 

“대한외국어번역행정사협회는 외국어번역행정사의 권익향상과 글로벌 사회에서 외국 행정 서류의 전문적인 번역 및 행정 서비스의 증가에 부응키 위해 제 1회 및 제 2회 외국어번역행정사 합격자들이 주축이 되어 설립된 대한민국 최초의 정부 인가 외국어번역행정사의 모임으로 외국어번역행정사가 작성한 번역문 및 번역확인증명서의 국내 행정기관으로부터의 인정, 외국 재외공관 및 외국 행정기관에서 협회 소속 외국어번역행정사의 번역문과 번역확인증명서의 인정, 국가 간 행정 서비스 향상을 통한 국민편의 증진을 목적으로 두고 있습니다.” 

그동안 중구난방 식의 업무처리 때문에 행정법에 의해서 공공기관 관련 서류의 번역과 인증, 대행을 할 수 있다고는 되어 있었으나 실제 영업을 하는데 있어서 많은 애로사항이 있었던 것이 사실이다. 법에는 공공기관에 제출하는 번역 및 인증은 외국어번역행정사만 할 수 있도록 되어 있지만, 외국어번역행정사가 없던 이전에 이미 관행적으로 번역 및 인증 작업은 정식 자격이 없지만, 현실의 필요성에 의해 다른 곳에서 해 오는 일이 다반사였다. 하지만 이번 대한외국어번역행정사협회의 창립으로 인해 국내외 행정기관에 제출되는 문서의 번역문에 대해 자격 있는 전문 외국어번역행정사가 담당함으로써, 국민의 편익을 증진하고 글로벌 시대, 다문화 시대에 국가의 경쟁력을 더욱 높이는 사업을 전개할 수 있게 되었다. 

“제도 초기로 인해 외국어번역행정사에 대한 인식이 아직 부족하지만, 이를 적극 홍보하여 국내외에 협회를 널리 알리는 동시에 외국어번역행정사의 전문적인 능력을 향상하기 위해 부단히 업무역량을 강화하는 노력을 다 할것입니다”고 강조하는 노승조 회장. 그동안 지역경제 발전을 위해 일했던 풍부한 경험을 토대로 대한외국어번역행정사협회 뿐만 아니라 (사)부산문화예술포럼 등 노 회장이 맡고 있는 단체가 자리매김 할 수 있도록 그의 행보에 주목해본다. 

Seungjo Noh, the Chairman of Busan Culture & Art Forum / Certified Public Translators & Attorney Association of Korea

Leading the developments of regional culture and art
Noh says "the importance of culture and art is ever increasing. I would like to say that to cherish and develop the value of culture and art is the competitiveness of regional prosperity. Many countries are investing a considerable amount of money in the culture & art industries in order to foster talented people. Korea is not an exception with Busan investing a huge amount of money in the related industries. However, it is regrettable to say that our culture and art have not yet fully permeated into the lives of Busan citizens and the western part of Busan in particular is much ignored in that terms. For this, we, Busan Culture & Art Forum, will exert our effort to promote culture and art in the region so that everybody can enjoy the benefit from our rich cultural and artistic assets." Busan has many talented people and the western area of the city also has a good infrastructure relating to the field. Busan Culture & Art Forum was established in pursuit of spreading a variety of culture and art by combining valuable human resources with the good infrastructure, and of balanced cultural development between the eastern and the western parts of Busan. Noh continues "we pursue harmonious cultural development between the eastern and western parts of the city. Although the city holds many cultural events throughout the year, there are still some gaps between the two areas. To solve this problem, we are researching and developing effective cultural projects to reduce these gaps. Like the saying 'culture comes from life', we will create and spread small but valuable cultural and artistic contents to share with the citizens. We will build a network of human and material resources to promote individual level entertainment to municipal level through donation of our talents. We will also contribute to building a cultural city through active exchanges between Korea and the world. We are well aware of the fact that local culture can develop into national and global culture and for this, we will carry out various national and global level cultural projects." But in order for Busan Culture & Art Forum to be an effective organization, the active participation of the citizens is as important as the forum's management capability. It means that we can create a valuable culture by working together.

Contributing to enhancing national competitiveness in the global age
Administrative agents are certified specialists whose job is related to rights and duties of the public, fact-finding and administration services. Their job can be divided into three parts: general administration, foreign language translation and technical administration. Last February, the Korea's first official 'Certified Public Translators & Attorney Association of Korea' (No. 2014-31 approved by Ministry of Government Administration and Home Affairs) opened its door participated by the officials of Korea Association of Public Administration Lawyer, Korea Association of Technical Administration, and Association of Authorized Public Attorney. The goal of the association is to train administrative agents, translate related documents, assist foreign language related works, carry out foreign language training and international education projects, and promote rights and interests of administrative agents. The establishment of the association will spread its presence to numerous government departments, administrative, educational and business organizations home and abroad and will contribute to validating translations and its administrative process in various fields. Noh says "the association is the official government certified association consisted of the successful candidates who passed the first and the second 'Foreign Language Translator for Administration' test. The job of the association is to validate translated documents and verification certificate of translation done by the members of the association home and abroad, and to improve administrative services between countries." Although the related laws allow a company to execute translation and verification on behalf of public organizations, administrative process in reality had many problems due to the unorganized business handling. The laws also state that only certified translators can do public document translation and verification but it has been done in many different places owing to the lack of specialists. Thanks to the establishment of the association, translation and verification of official documents can now be done in more professional ways. Noh says "people don't yet fully understand the benefits of certified public translators but we will do our best to actively promote the importance of our role." Power Korea is looking forward to Noh's versatility and contribution in many areas.
