미래도시 건설 선도할 글로벌 창의인재의 요람
체계화된 특성화 교육과정 플랫폼 운영

현대 사회는 놀라운 속도로 발전을 거듭하고 있다. 상상 속에서만 가능했던 각종 첨단 기술과 제품들이 속속 개발되고 있으며 그에 따라 도시의 모습도 점차 변화하고 있다. 우리가 생활하고 살아가는 터전인 ‘도시’는 우리들의 ‘삶의 질’을 결정할 뿐만 아니라 건강이나 육아, 교육 등에도 커다란 영향을 미친다. 인류가 앞으로 살아가게 될 미래도시의 모습을 연구하고, 구현하는 데 앞장서게 될 미래도시 전문가를 육성하고 있는 ‘미래도시의 탐색형 창의교육사업단’을 찾아가봤다.

삶의 질을 높여주는 미래도시 구현
‘미래도시의 탐색형 창의교육사업단’은 인천·경기 지역의 유일한 도시·과학 분야를 보유한 인천대학교의 특성이 반영된 사업단으로 ‘동북아 국제도시, 미래 지향적인 첨단도시’를 지향하는 인천의 도시 발전을 위한 창의적 도시과학 인재 육성을 목표로 하고 있다. 
사업단이 추구하는 미래도시란 ‘물 맑고, 공기 좋고, 교통이 편리한 지속 가능한 자연친화적인 환경도시’, ‘병원과 복지시설, U-City 기능을 갖춘 에너지 자급자족도시’, ‘이산화탄소 방출 제로, 쓰레기 방출 제로, 재난에 안전한 도시’, ‘도시민 삶의 질을 향상시켜 정주하고 싶은 매력적인 도시’를 말하는 것으로 사업단은 이를 선도할 핵심리더의 육성을 위해 2014년 7월부터 2019년 2월까지 연간 18억, 총 90억 원의 사업비를 투자하고 있다.
인천대학교가 이처럼 미래도시를 강조하는 것은 지역적인 배경도 작용한다. 인천대가 자리잡고 있는 송도국제도시는 녹색기후기금(GCF) 사무국과 세계은행 등 10여 개의 국제기구와 조지메이슨대, 유타대 등 글로벌 대학 캠퍼스, 국제학교, 외국기업들이 둥지를 틀고 있으며, 인천공항, 인천항 등 국제화로 나아가기 위한 교통 인프라도 갖춰져 있어 다른 어느 지역보다도 미래도시에 가까운 모습을 띄고 있기 때문이다.

사업단을 이끌고 있는 신은철 단장은 “인천대가 송도국제도시에서 구현할 미래도시는 향후 선도적인 모범도시의 사례가 될 것으로 전망됩니다. 또한 미래도시를 구현해 나갈 주역들은 저희 사업단에서 배출할 미래도시 전문가들이 될 것으로 믿고 있습니다”라고 밝혔다.

미래도시 전문가로서의 꿈을 키우다
사업단이 양성하고자 하는 인재상이 ‘미래도시 탐색형 창의 인재’인 것은 도시를 각기 개별적으로 작용하는 사물이 아닌 복잡성과 다양성이 공존하는 하나의 유기체로 보고 있기 때문이다. 학생 각자는 도시의 복잡 다양한 ‘유전정보’를 선택적으로 학습하고 자기 조직화함으로써 스스로 자신의 미래상을 추구해야 하며, 이런 인재가 바로 ‘미래도시 탐색형 창의 인재’라는 것이다. 사업단은 이를 위해 창의적, 실천적, 탐색적 교육과정을 개발·운영하고 있다. ‘지식캡슐(knowledge-capsule)’형 인재교육과 함께 유형별로 특화된 양성과정을 설계했다. 또한 글로벌 역량 함양을 위해 해외 주요 해양도시와의 연구 및 교육 네트워크를 구축했다. 내적·질적 향상을 위해 융합교육과정개발과 현장실무형교육을 추진하고 있으며, 인천 지역 특성을 고려한 핵심역량 교육을 강화하고 있다. 신 단장은 “사업단은 특성화 교육과정의 교과목을 개발하는 한편, 장학금과 해외교류활동을 통해 학생들의 역량 향상에 초점을 맞추고 있습니다. 취업률 향상을 위한 취업동아리와 캠프 및 특강도 시행하고 있으며 취업역량 지원 프로그램도 운영하고 있습니다. 도시전문가가 되겠다는 분명한 꿈을 가진 학생들에게 폭넓은 기회와 교육의 장을 제공하기 위해 최선을 다하겠습니다”라고 밝혔다.
‘미래도시 인천’의 꿈을 키워가는 이들. ‘미래도시의 탐색형 창의교육사업단’의 앞으로의 행보를 주목해보자.

Realizing a future city to enhance the quality of life
‘Exploratory and creative Education al Program for future city Design” is a education team reflecting on a characteristic of Incheon National University having the only city science and engineering department in Incheon and Gyeonggi areas and it has a goal of breeding up creative talented people for the city development in the city science of Incheon orienting an international city of Northeast Asia and advanced urban city. 

This education team is pursuing the future city, which is a city with clean water and air, an eco-friendly sustainable environmental and easy accessing transportation system city, hospitals and welfare facilities, a self-sufficiency city having U-City function, zero carbon dioxide release, zero garbage release, a safe city from disaster, a city makes the quality of people’s life and an attractive city that people want to stay and for that, the team has invested 1.8 billion KW per year that is 9 billion KW in total from 2014 July to 2019 February for nurturing core leaders who will lead this project afterwards. 

The reason why Incheon National University is emphasizing this futuristic city is because of its local background as well. Songdo international city where Incheon National University is located in has about 10 international organizations like GCF office and World Bank, global campuses like George Mason University, Utah University, international schools and foreign corporations and also, there are the Incheon international airport, Incheon harbor as a transportation infra for globalization, so this city has got lots of possibilities to be a future city. Head leader Shin, Eun Chul of Exploratory and creative Education al Program for future city Design team said, “The future city that Incheon University is realizing in Songdo international city has an expectation being a good example of leading city in the future. Also, the principal people from this education team for the future city will be experts, I believe.” 

Dreaming of an expert of future city 
The concept of talents that the business wants to train is talented students who are exploring and creative and this is because they are thinking of they are an organism exiting complexity and diversity at the same time. Each student has to chase after the future idea for oneself by planning the organization and knowing how to study and what to study genetic information selectively. The business team is developing and running a program that is creative, practical and exploring curriculum for that. They designed some specialized process learning system by type with education for the talented as for knowledge-capsule type. In addition, they set up the study and educational network with major international cities for raising their global capability.

For improving the quality of internal and external sides, they are promoting a convergence education program work and hands-on practical education and tightening core ability education considering characteristics of Incheon. Head leader Shin explained, “The education team is developing all the curriculum fitting specialized education programs and on the other hands, they are concentrating on each student’s improvement throughout scholarship and international exchange activities. To increase the rate of employment, we are having many job clubs, camps and special lectures and running the job ability supporting program too. We will do the best to provide wide chances and educational venue for students who have a clear dream in their minds to be a city expert.”
