박근혜대통령, 「사바」쿠웨이트 국왕과 정상회담 
박근혜 대통령은 지난 2일 바얀궁에서 ｢쉐이크 사바 알-아흐마드 알-자베르 알-사바｣(H.H.Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah) 쿠웨이트 국왕과 정상회담을 가졌다. 우리 대통령으로서는 2007년 3월 이후 8년만의 쿠웨이트 방문이며, 현 정부 들어 처음으로 갖는 쿠웨이트와의 정상회담이다. 박 대통령은 양국이 1979년 수교 이래 꾸준히 우호협력 관계를 강화해 왔고, 최근에는 양국간 협력 관계를 경제뿐만 아니라 정치·외교·문화 및 지역·글로벌 문제까지 포함하는 포괄적 파트너십으로 발전시켜 나가고 있음을 기쁘게 생각한다고 했다. 박 대통령은 특히, “쿠웨이트 비전 2035”와 우리의 “경제혁신 3개년 계획”은 모두 창의와 혁신을 통해 신성장 동력 창출 및 고부가가치 산업 육성을 추구한다는 점에서 일맥상통하며 양국간 상호 협력의 잠재력이 크다고 하면서, 기존의 에너지·건설 분야 중심의 협력에 더하여 ICT, 철도·교통, 보건의료, 서비스 등 고부가가치형 협력을 적극 발굴해 나가자고 했다. 사바 국왕은 쿠웨이트 정부와 국민은 한국과의 특별한 협력 관계를 더욱 공고히 해 나갈 준비가 되어있으며, 특히 쿠웨이트의 자랑스러운 기념물이 될 자베르 연육교와 무바라크항 건설에 한국기업이 참여한 것을 기쁘게 생각한다고 하면서, 금번 방문이 정부·국회 차원의 협력은 물론 한국기업과의 협력이 더욱 활발해지는 계기가 되기를 기대한다고 했다.

【에너지】 박 대통령은 기존 에너지 분야의 협력에 ICT를 결합하여 고부가가치를 창출해 나갈 필요가 있다고 하면서, 양국 석유공사가 추진 중인 자원개발 관련 공동기술연구를 통해 석유 탐사·개발·생산의 전과정에서 경제성을 높일 수 있을 것으로 기대한다고 했다. 또한, 전력시스템에 IT를 결합하여 에너지 효율을 최적화하는 스마트 그리드 등 분야에서 호혜적 방향으로 에너지 협력이 지속되기를 희망했다. 

【건설ㆍ플랜트】 박 대통령은 우리 기업들이 지난 40년간 쿠웨이트의 핵심 건설·플랜트 프로젝트에 다수 참여하면서 쿠웨이트 국가발전에 기여해왔다고 하고, 앞으로도 우리기업들이 신규 정유시설 프로젝트(NPR: New Refinery Project) 등에 참여해서 쿠웨이트 인프라 구축에 지속 공헌할 수 있도록「사바」국왕의 관심과 지원을 요청했다. 

【고부가가치 분야(보건의료·ICT·방산 등)】 박 대통령은 금번 양국 보건당국 간 「보건의료 협력 MOU」의 체결을 통해 환자 송출 및 의료진 연수, 병원 건설·운영 등 본격적인 보건의료 협력을 기대한다고 하는 한편, 우리 측이 쿠웨이트 측에 제안한 ICT 공무원 및 전문가 교육 지원 사업 등 분야에서도 양국간 긴밀히 협력해 나가자고 했다. 또한 방산 분야에서도 협력의 모멘텀이 이어질 수 있도록 관심과 협력을 당부했다.  

사바 국왕은 한국은 어떤 프로젝트를 맡더라도 훌륭하게 이를 완수하는 것으로 널리 알려져 있다고 하면서, 한국 기업들이 ICT 등을 포함, 쿠웨이트의 제반 프로젝트에 활발하게 참여하기를 기대한다고 했다. 또한 협정이나 MOU는 체결뿐만 아니라, 이행해 나가는 것이 중요함을 강조하고, 양측의 책임자를 지정하여 합의사항들을 성공적으로 이행해 나가자고 했다.

【영사】 박 대통령과 「사바」국왕은 양국관계 강화에 따른 인적교류의 중요성에 공감하면서 사증 수수료 면제 등 양국 국민들의 입국 및 체류시 불편사항들을 해소하고 편의를 증진하는 조치들을 환영했다. 박 대통령은 특히, 「운전면허 상호인정협정」의 조속한 체결이 이루어지도록 쿠웨이트 측의 협조를 당부하였으며, 사바 국왕은 이를 적극 검토, 필요한 조치를 취해 나가겠다고 답했다. 회담 직후 양국 외교장관은 양국 정상 임석하에 「외교관·관용/특별여권 사증면제협정」에 서명했다. 한편, 양국 정상은 국제무대에서의 양국간 협력, 다양한 글로벌 이슈 관련 협력 및 한반도·중동에서의 평화 구축문제 등에 대해서도 의견 교환을 가졌다. 

양 정상은 특히 유엔과 전문기구 등 국제기구에서의 협력을 강화해 나가기로 하였으며, 인도적 지원문제, 세계 물포럼 등 관련 양국간 협력방안에 대해서도 의견을 교환했다. 사바 국왕은 3월말 쿠웨이트에서 개최되는 3차 시리아 공여국 회의에 한국의 적극적인 참여와 지원 검토를 요청하였으며, 박 대통령은 사바 국왕의 지도하에 쿠웨이트가 적극적인 인도지원 활동을 수행하고 있는 것을 평가하면서, 우리 정부도 금번 시리아 공여국 회의에 적극 참여, 기여해 나가겠다고 답했다. 박 대통령은 4월중 우리나라에서 개최될 세계 물포럼에 쿠웨이트 측의 참여를 희망한 데 대해, 사바 국왕은 물은 쿠웨이트가 중시하고 있는 분야로서 물포럼주최를 통한 한국의 기여를 평가하면서, 쿠웨이트 지지와 참여 의사를 표명했다.

【한반도 및 중동의 평화와 안정】 박 대통령은 북한 비핵화와 한반도 평화통일 기반 구축을 위한 우리정부의 노력을 설명하는 한편, 쿠웨이트가 걸프지역 유일의 북한 대사관 상주국이고, 대북 인도적 지원 등 북한과 협력관계를 유지하고 있는 만큼, 북핵문제 해결과 분단 70년을 극복하려는 우리의 노력에 대한 쿠웨이트의 지지와 건설적인 역할을 당부했다. 이에 대해 사바 국왕은 북핵 문제 해결의 중요성에 공감하면서, 남북한과 외교관계를 다 갖고 있는 국가로서 한반도 통일 문제에 대해서도 큰 관심을 갖고 지지해 나가겠다고 했다.

금번 정상회담은 에너지 및 건설·플랜트 등 전통 분야에서의 협력을 강화함은 물론, 보건의료·ICT·방산 등 신성장동력 분야에서의 협력 확대를 통해 양국의 경제성장 및 일자리 창출을 견인하고, 영사 분야 개선 조치를 통해 양국 국민이 직접 경험하는 편익을 증진하는 의미 있는 계기가 된 것으로 평가된다. 특히 정상회담 직후 양국 정상 임석하에「교통 협력 MOU」를 체결, 쿠웨이트의 철도 및 메트로 건설 사업에 우리기업의 참여 기반을 마련하였으며, 「보건의료 협력 MOU」 체결로 고부가가치 산업인 보건의료 분야에서 향후 병원 건설·운영 시스템 송출 및 의료진 연수, 송출 환자 유치 확대의 제도적 기반을 구축한 것으로 평가된다.

박근혜 대통령, 제96주년 3.1절 기념식 참석
서울 세종문화회관에서 열린 ‘제96주년 3·1절 기념식’을 찾은 박근혜 대통령은 기념사를 통해 3.1절의 의미를 되새기고 앞으로 대한민국이 나아가야 할 방향을 제시했다. 
“광복 70주년을 맞는 뜻깊은 해에 조국의 독립을 위해 온몸을 바치신 순국선열들의 희생과 애국지사와 독립유공자께 경의와 감사를 드립니다.”라는 말로 기념사를 시작했다. 
박 대통령은 ‘민족 대 단결의 3.1운동 정신’이 반세기 만에 민주주의와 경제적 번영을 동시에 꽃피우는 ‘기적의 역사’를 일구어낸 밑거름이 되었다고 밝혔다. 이어 숱한 역경을 딛고 눈부신 성취를 이루어낸 선대들의 헌신 위에 우리가 자유와 번영을 누리고 있듯이, 다가올 미래 세대들이 희망과 꿈을 이룰 수 있도록 하는 것이 우리에게 주어진 책무라고 강조했다.

박근혜 대통령은 지금 대한민국은 미래로 도약하느냐, 이대로 정체하느냐의 갈림길에 서 있다고 강조했다.  ‘경제 활성화’를 통하여 국민의 창의력과 독창성을 발휘해 새로운 가치를 창출하고, 우리 사회의 ‘적폐 개혁’을 통해 근본적인 경쟁력과 성장잠재력을 확충해야 한다고 밝혔다. 박 대통령은 경제혁신과 구조개혁은 3.1운동 당시 우리 민족이 보여준 국민 모두의 일치된 마음과 단합된 힘을 필요로 하는 어렵고 힘든 과정이라며, 그럼에도 불구하고 우리 대한민국의 미래를 위해 국민적 노력과 합심이 필요하다고 강조했다.

Park holds summit talk with Sabah, the ruler of Kuwait
President Park held a summit talk with H.H.Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, the ruler of Kuwait, on 2 last month at Bayan Palace. It was Park's first summit talk with Kuwait after Korea's former president visited the country in March 2007. Park said that both countries have been strengthening friendly cooperation since tying the diplomatic relations in 1979 and it is now developing into partnership through not only economic cooperation but also political, culture, regional and global cooperations. Park added that Kuwait's 'Kuwait Vision 2035' and Korea's '3 Year Economic Innovation Project' are similar at the point of promoting new growth engine and higher value industries through creativity and innovation and therefore there are many potential to cooperate between the countries. She suggested to cooperate in ICT, railway, transport, health & medicine and service alongside energy and construction. Sabah in response said that they are ready to solidify cooperation, pleased with Korean company's participation in Jaber Bridge and Mubarak Harbor, and wishing the summit to be an momentum for boosting up cooperation between the governments, national assemblies and entrepreneurs. 

[Energy] Park said that we need to create higher value by combining existing energy sector with ICT and she expects that we can increase economic feasibility in oil hunt, development and produce through co-technical research from both countries' petroleum corporations. She also hoped that cooperation in smart grid field that can optimize energy efficiency would keep continuing in friendly terms. 

[Construction & Plant] Park said that Korean companies have contributed for the development of Kuwait by participating numerous construction and plant projects for 40 years and asked Sabah a support for Korean companies to keep contributing to building infrastructure such as New Refinery Project (NPR) in Kuwait. 

[Higher Value Business (health, ICT, defence)] Park expects cooperation in health & medicine on the occasion of MOU between health authorities and suggested also to cooperate in ICT, specialist training support project, and defence industry. Sabah said that Koreans are famous for excellently completing the projects they took and he expects Korean companies' active participation in over all projects in Kuwait. He also emphasized that it is more important to implement the agreements and suggested appointing responsible persons. 

[Consul] Both Park and Sabah sympathized the importance of manpower exchange and welcomed measures for visa fee exemption and improving the procedures of entering and staying in both countries. Park also asked 'mutual acceptance of driving licence' to be rapidly agreed and Sabah said he will do what he can for this. After the talk, both ministers of foreign affairs signed an agreement of visa exemption for diplomats. Park and Sabah also discussed on global issues and building peace in the Middle East and the Korean Peninsular. They agreed to cooperate in UN and other global organizations and exchanged opinions of cooperations relating to humanitarian assistance and world water forum. Sabah asked Korea's participation and support in The Third international Humanitarian Pledging Conference for Syria which will be held in Kuwait in March. Park praised Kuwait's support for Syria and Korea will participate and support and Sabah in response promised to participate in world water forum in Korea. 

[Peace & Security in the Middle East and the Korean Peninsular] Park explained about Korean government's effort for peaceful unification of Korea and denuclearization of North Korea and asked a support as Kuwait is the only country where North Korean Embassy operates in the Gulf region and as Kuwait has a good cooperative relationships with North Korea. Sabah sympathized the importance of solving nuclear problems and peaceful unification of Korea and he said that he will actively support for it. 

The summit talk is well received as it strengthened cooperation in construction and plant and also expanded cooperation to various fields including medicine, ICT, defence, consul. As the result of the summit, a MOU for cooperation in transport which will enable Korean companies to participate in building railway and metro, and a MOU for cooperation in health & medicine which will enable exchanges of doctors and patients and building and running hospitals in Kuwait. 
Park participates in The 96th Anniversary of March 1 Independence Movement Ceremony
Park participated in The 96th Anniversary of March 1 Independence Movement Ceremony held at Sejong Center and suggested Korea's future direction. She started her commemorative speech with "in the meaningful year of the 70th anniversary of independence, I would like to show my sincere respect and gratitude for those who fought for our independence." Park said that the spirit of March 1 Independence Movement was a foundation for us to achieve democracy and economic prosperity within a half century. She added that like our ancestors passed the spirit and foundation to us, it is our duty to deliver it to our future generation to come. Park continued that Korea at the moment is standing at a crossroads of either leaping forward or staying where we are and it is obvious that we have to choose the former and we have to create new value through economic activation and to secure competitiveness and growth potential through reformation of bad practices. Park also mentioned that economic innovation and structural reform are a difficult task to achieve but we nevertheless have to do our best to achieve it by national level cooperation for our future.
