서울특별시의회 박래학 의장

민선 6기 제 9대 서울시의회가 지난 7월 16일 오후 2시 개원했다.

서울시의회는 이날 의장단과 운영위원회를 선출해 집행부 구성을 마쳤다. 서울시의회 의장에는 박래학(새정치민주연합ㆍ광진4) 의원이, 부의장에는 김인호(새정치민주연합ㆍ동대문3)ㆍ강감창(새누리당ㆍ송파4) 의원이 각각 선출됐다. 천만 서울시민의 성원에 힘입어 개원하게 된 제9대 서울특별시의회는 그 성원에 보답하고자 오직 시민의 뜻을 대변하는 일꾼으로서 안전한 서울, 따뜻한 서울, 행복한 서울을 만들기 위해 최선의 노력을 다할 것을 약속하였다. 박래학 의장은 “ 9대가 출범하는 2014년을 새로운 변화와 청렴 그리고 혁신의 원년으로 삼으려고 한다. 그 중심은 '기본'과 '원칙'이 될 것이다. 우리는 세월호 사건을 통해 '기본'과 '원칙'이 얼마나 중요한지를 깨달았기 때문이다. 이는 청렴한 의회로 거듭나기 위한 서울시의회의 첫 발걸음이 될 것이다”고 강조했다. 시민의 눈높이에 맞는 소통의 창구로서 대화를 통해 잘못된 정책은 바로 잡고, 시민의 편의를 제일의 가치로 삼는 시민 최우선의 의회를 만들겠다는 박래학 의장을 이달의 탑-이슈로 선정하고 제9대 의회의 당면과제, 역대 지방의회의 숙원이었던 정책보좌관제 도입과 의회 사무처 인사권 독립 등에 대해 들어 보았다. 

1. 민선 6기와 제9대 서울시의회가 출범한 지도 100일이 다 되어 갑니다. 시의회 의장으로 100일을 맞은 소감은

의장으로 활동한 지 벌써 100일이 됐습니다. 세월이 유수와 같은 것인지, 아니면 너무 쉴 새 없이 달려와서 그런지 시간이 화살처럼 빨리 지나갑니다. 시간이 흐를수록 의장으로서 느끼는 무게감이 더 커집니다. 시민들로부터 신뢰받는 의회, 사랑받는 의회를 만들어야 하는 사명감 때문입니다. 서울시의회는 시민들의 기대와 바람을 담아 제9대 의회 출범과 함께 ‘바꾸고, 지키고, 뛰겠습니다’는 슬로건을 개혁의 기치로 내걸었습니다. 세 가지를 바꾸고(특권·관행·제도), 세 가지를 지키고(안전·복지·민생), 세 가지를 위해 뛰겠다(매니페스토·감시 견제·지방의회 역량강화)는 3·3·3 의정비전을 제시하고 106명 서울시의원 모두 열심히 뛰고 있습니다. 

2. 서울시의회는 '바꾸고, 지키고, 뛰겠습니다.'를 슬로건으로 내세우면서 잘못된 관행을개혁하겠다는 의지를 표명했다. 특권, 관행, 제도를 바꾸겠다고 했는데 지금까지의 성과는.

잘못된 특권, 관행, 제도를 바꾸기 위해 새로운 틀을 만들고 있습니다. 먼저, 서울시의회 의원 해외연수제도에 대한 정확한 틀을 마련하였습니다. 해외연수제도는 외유성, 관광성이라는 비판을 받고 있어 최우선적으로 개선방안이 시급하다고 판단돼 기존의 형식적이고 관광적인 성격의 해외연수제도를 완전히 탈피하겠다는 의지를 담았습니다. 그래서 제9대 의원들은 공무로 국외 출장을 갈 때는 반드시 사전에 보도자료 등을 통해 연수계획을 시민들에게 완전 공개한다는 원칙을 세웠습니다. 연수의 계획단계부터 종료시점까지 3단계의 보도자료를 내야 합니다. 따라서 의원들은 이제 해외연수를 가게 되면, 연수의 계획단계부터 연수결과와 성과에 대해 보도자료를 내야 합니다. 이러한 자료는 서울시의회 홈페이지에도 함께 게재될 것입니다. 또한 예산의 투명성을 위해 업무추진비를 공개하기 시작하였습니다. 

3. 서울시의회는 7대, 제8대 의회 의장들이 수사를 받으면서 신뢰도가 추락했다. 청렴한 의회를 만들기 위한 방안은 무엇이며 어떻게 추진되고 있나

제8대 서울시의회가 보편적 복지의 실현 등 지방의회사에 남을 만한 업적을 남겼음에도 불구하고 신뢰도가 추락했습니다. 그래서 보다 투명하고 청렴한 의회의 모습을 갖추기 위해 제9대 시의회가 개원하자마자 의회개혁특별위원회를 구성했습니다. 의회개혁특별위원회는 제가 대표 발의한‘서울시의회 의원 행동강령 조례안’을 비롯하여 지금 당장 고쳐나갈 수 있는 현안과 앞으로의 발전 방향 등을 열린 마음으로 폭넓게 다루고 있습니다. 활동의 가장 큰 목표는 우리 서울시의회의 청렴도와 의정 성과의 수준을 대폭 올려서, 시민의 안전·복지·민생을 지킬 수 있도록 의회 역량을 강화하는 것입니다.

의회개혁특위는 용광로처럼 모든 의견을 취합하여 활발하게 토론하고 합의해 나가고 있습니다. 검토되고 있는 내용들을 보면, 업무추진비와 해외연수활동, 의정운영공통경비 등을 모두 공개하여 청렴성과 투명성을 확보하고자 하고 있습니다.

4. 세월호 참사에 이어 서울에서는 싱크홀이 다수 발견되면서 시민 불안이 커졌다.

   시의회는 '싱크홀 발생 원인조사 및 안전대책 특별위원회'를 구성해 대응하고 있는데 지금까지의 성과는?

 최근 제2롯데월드 인근에서 발생한 싱크홀은 지하철 9호선으로 인한 동공과 노후하수관으로 인한 도로함몰로 밝혀졌습니다. 하지만 시민들께서 여전히 불안해하고 있는 것이 사실입니다. 이 문제는 「서울특별시의회 싱크홀 발생 원인조사 및 안전대책 특별위원회」에서 주관하고 있는데, 도시안전실, 도시기반시설본부, 상수도사업본부 등 3개 기관으로부터 업무보고를 받았고 위원회에서는 도로함몰과 동공발생의 대책 측면에서 땅 속에 방치된 각종 폐관들을 잠재적인 동공으로 보고 이에 대한 대책마련 등을 주문한 상태입니다. 

그런데 서울시 전역에는 낡은 관들이 많습니다. 노후하수관로 비율이 48%에 달하고 있습니다. 물론 시의회가 서울시에 대책마련을 주문했지만 서울시가 감당하기에는 재정적인 부담이 큽니다. 그래서 도로함몰의 주된 원인인 노후하수관 정비 필요한 예산의 50%를 국비에서 지원할 것과 대형굴착이 수반되는 공사에 대해서는 지하수영향조사를 의무화하는 「지하수법」개정 건의안 등 2건의 대정부 건의안을 발의했습니다. 

5. 천만 인구가 사는 서울시는 지반침하뿐만 아니라 풍수해, 지진, 대형화재, 교통사고, 산사태 등 다양한 위험을 관리해야 한다. 골든타임제 등 서울시의 안전 정책을 어떻게 생각하는지, 지자체가 안전 문제를 어떻게 관리해야 한다고 생각하는지?

최근 급변하는 재난환경으로 인해 대형재난의 발생빈도는 증가하는 추세입니다. 그런데 과거의 재난과 비교하여 단일적이지 않고 복합적인 피해가 발생하는 특징을 나타내고 있어서 이에 대한 정확한 예측과 신속한 대응에도 상당한 어려움을 겪고 있는 실정입니다. 기존의 서울시 및 지자체의 주요 안전정책을 살펴보면 재난 발생 이후에 피해의 복구에만 중점을 두고 있는 경향이 두드러집니다. 따라서 각 재난의 특성, 재난별 골든타임을 고려한 적극적이고 효율적인 예방과 대응을 통하여 피해를 최소화하는 방안이 강구되어야 할 것입니다. 

또한 예산을 살펴보면 서울시는 빗물저류조 사업 등의 시설물과 관련된 사업에만 편중을 하고 있는데, 이러한 하드웨어적인 부분에 대한 투자와 더불어 대응체계의 개선, 재난전문가의 활용, 시민안전의식 향상과 같은 소프트웨어적인 부분에 대한 적극적인 투자도 반드시 동반되어야 한다고 판단됩니다. 이처럼 앞으로 서울시와 지자체는 재난에 대한 균형적인 투자를 통하여 서울시민의 생명과 재산을 지키는데 집중하고자 합니다. 

6. 지방자치의 발전을 위해서는 의회와 자치단체의 협력과 감시가 중요하다. 민선 6기 서울시와 협력은 잘되고 있는지, 갈등은 없는지. 서울시에 제언하고 싶은 점은.

아직까지는 발전적으로 잘되고 있다고 생각합니다. 서울시에는 딱 한 가지 제언을 하고 싶습니다. 시민의 안전과 생명을 지켜야 하는 사안이 중대한 제2롯데월드 임시 개장 등과 같은 일은 서울시의회가 책임을 함께 할 수 있도록 해야 합니다. 

7. 제2롯데월드 저층부 임기 개장에 대한 관심이 높다. 시는  '기술적으로는 문제가 없다'고 보고 있으나, 석촌 호수 주변 싱크홀과 고층 공사장 안전 문제, 교통 혼잡 등을 바라보는 시민의 심경은 복잡하다. 서울시의회는 임시 개장에 대해 어떤 의견을 가지고 있나. 

임시 개장이 가능할 지 의문입니다. 일반적으로 건축물은 허가받은 건물 전체를 동시에 사용승인을 받는 것이 원칙인 것으로 알고 있습니다. 하지만 제2롯데월드의 경우는 특이하게 123층과 저층을 구분해, 저층을 먼저 임시 사용승인을 얻어 사용하면서 동시에 초고층공사를 진행한다는 것인데, 저층에서 활동 중인 시민에 대한 안전을 담보할 수 있을지 참으로 의문입니다. 지난 25일 송파구 녹색송파위원회에서 발표한 자료에 따르면 지난 5월 11일부터 9월 16일까지 약 4개월간의 감수기에 석촌호수의 수위가 하루 평균 3.1㎝씩 낮아졌다고 합니다. 사업시행자측은 제2롯데월드 타워동이 39㎜까지의 침하를 고려해 설계됐고, 완공 후의 침하 예측치인 23㎜보다 적은 11㎜ 침하 수준은 우려할 상황이 아니라고 주장하고 있지만, 부동침하 가능성을 배제할 수 없다고 봅니다. 따라서 서울시의회는 임시사용 승인에 대해 신중히 검토되어야 할 사항이라는 입장을 분명히 하고 있습니다. 또 이번 사례와 같이 50층 이상의 초고층 건축물의 임시사용승인의 경우, 시장 결정에 앞서 시의회도 함께 책임을 나눌 수 있도록 공식적인 의견개진의 절차를 마련할 필요가 있다고 생각합니다. 시민의 안전 문제에 있어서 서울시의회는 결코 양보할 생각이 없습니다. 

8.복지 예산이 계속 늘어나면서 서울시와 자치구에서는 재원부족으로 자체 사업을 할 수 없다고 어려움을 토로하고 있다. 이 문제를 어떻게 풀어야 한다고 보나.

저는 지속적으로 중앙정부에 지방자치단체의 부족한 예산을 지원해 줄 것을 요청하고 있습니다. 현재 추진되고 있는 무상보육이나 기초연금 등의 사업은 대통령의 공약입니다. 그렇다면 당연히 중앙정부의 차원에서 추진되어야 하는데, 이 모든 것을 지방자치단체가 감당하는 것은 부당하다고 생각하고 있습니다. 문제는 더 이상 복지예산이 없어서 ‘복지디폴트’ 지급불능 선언이 현실이 될 수도 있을 정도로 지자체의 예산이 심각하다는 점입니다. 

따라서, 지방자치단체와 지방의회가 힘을 합쳐 지방소비세 확대, 지방교부세율 인상 등 중앙재원의 지방이양을 국회와 정부에 요구할 예정입니다. 날로 높아지는 복지와 안전에 관련한 시민의 요구는 중앙정부 차원에서 수렴해야 한다고 봅니다. 또 부족한 예산을 해결하기 위한 방안으로 지방세 비과세 감면도 요청할 예정입니다. 2009년 기준 비과세·감면율이 국세(18.1%)에 비해 지방세(30.4%)가 높습니다. 특히 서울시의 경우 2006년 3.4%의 불과했던 비과세·감면율이 2009년에 27.9%로 급격하게 증가하면서 서울시의 재정압박을 가중시키고 있습니다. 이에 비과세 감면도 요구할 예정입니다. 

9. 시의원도 체계적이고 원활한 의정활동을 위해 유급보좌관제도가 필요하다는 목소리가 있다. 필요하다고 생각하나, 필요하다면 의원 1인당 1명, 또는 시의회 차원 일정 규모 채용 등 어떤 방식이 되어야 한다고 생각하나.

의원정책보좌관제는 의회 본연의 기능인 견제와 감시를 강화하기 위해서는 반드시 도입되어야 합니다. 정책보좌관제가 도입되면 집행부의 선심성 사업을 통제하고 비효율적인 예산 운용을 막을 수 있는 것은 물론 갈수록 다양해지고 세분화되는 시민의 요구에 효과적으로 대처할 수 있을 것이기 때문입니다. 따라서 의원 개인당 1명의 정책보좌관은 반드시 필요하다고 생각합니다. 다만, 당장 제도적 한계로 실현되기 어렵다고 보았을 때 의원들의 원활한 의정활동 지원 등을 할 수 있도록 시간계약제 등 탄력적 근무제를 통해 운영할 필요가 있다고 봅니다. 채용 인원은 예산 등을 고려하여 집행부와 논의를 통해 결정할 예정입니다.

10. 서울시에 속한 의회사무처 직원 인사권을 독립시키고, 공기업 사장 후보자에 대해서는 인사청문회 도입하는 안도 내놨는데 구상을 밝혀 달라. 

시의회 사무처 인사권 독립은 정책보좌관제 도입 후에 적극적으로 추진할 생각입니다. 시의회 사무처 인사권 독립을 요구하는 이유는 알려져 있는 것처럼 시의회의 독립성이 제대로 이루어지지 않는 것에 있습니다. 지방자치법에 따라 의회 사무처의 직원 인사권이 자치단체장에게 있다 보니 인사권자의 눈치를 볼 수밖에 없어서 의원들의 의정활동이 사실상 제약을 받습니다. 또한 의원들의 중요한 정보가 집행부에 속속들이 전달되는 것도 문제입니다. 때문에 의정활동이 알게 모르게 위축될 수 있는 소지가 있습니다. 따라서 지방의회가 제대로 된 책무를 다하려면 인사권 독립이 반드시 필요합니다. 앞으로 지방자치제 발전을 위한 TF팀을 꾸릴 계획입니다. 공기업 후보자에 대한 인사청문회 도입은 최근 불거진 관피아를 없애고 공기업의 경영 정상화를 위하고 사회적 책임을 묻고자 하는 취지입니다. 공기업 사장 후보자에 대한 청문회가 도입된다면, 사장이 되기 전부터 이러한 문제에 대한 철저한 고민을 해야 할 것이고 그에 대한 답도 빠르게 얻을 것으로 사료됩니다. 사장 후보에 대한 검증을 한다면 서울시 산하 공기업에 대한 투명성 또한 제고될 것으로 봅니다. 현재 공기업 사장 후보 청문회 도입을 위한 구체적인 방안을 고민하고 있습니다. 

11. 서울시의회를 이끌어갈 각오와 마지막으로 하고 싶은 말은?

지금 서울시의회의 위상은 참으로 가슴이 아플 정도로 참담합니다. 하지만 106명 의원들 모두가 함께 책임지는 모습을 보이면 새로운 기회와 희망의 역사를 만들 수 있다고 생각합니다. 서울시의회가 서울시민들로 하여금 삶의 질을 향상시키고, 행복한 시민으로서의 자긍심을 고취시킬 수 있도록 성실하고 신뢰받을 수 있는 일꾼으로서 최선의 노력을 기울여주실 것을 부탁드립니다. 제9대 서울시의회 106명의 의원들은 우리 시민들이 공평과 정의가 살아있고 법치와 인권이 존중받는 서울에서 오늘보다 더 행복한 미래를 설계할 수 있도록 최선을 다해 일하겠습니다. 서울 시민 여러분의 아낌없는 성원과 격려를 부탁드립니다.

I will do my best for safe Seoul, warm Seoul, and happy Seoul.

The starting year of a new change, integrity and innovation based on the ground rules. 

Laehak Park, the chairman of Seoul Metropolitan Council.

The 9th Seoul Metropolitan Council opened on 16 last July.

The council finished constructing the administration configuration by electing the chairman & vice chairmen and the management committee on the day. Laehak Park(NPAD, Gwangjin 4) was elected as the chairman, and Inho Kim(NPAD, Dondaemoon 3) and Gamchang Kang(Saenuri Party, Songpa 4) as the vice chairmen. The council promised to make safe Seoul, warm Seoul, and happy Seoul for repaying the 10 million citizens' support. Park emphasized "the 9th Seoul Metropolitan Council will make 2014 as the starting year for a new change, integrity and innovation. And the ground rules are in the center of it as we learned how important the ground rules are through the Sewol ferry disaster. This will be the first step for the council to reborn as an incorruptible council." 

Park has pledged that he will make the council where the convenience of citizens becomes top priority, and the wrong policies be corrected through the communications customized to the citizens' eye level. Power Korea has chosen Park as this month's top issue and learned about the current challenges, the Policy Aides System, and the Independence of Personnel Appointments in the Secretariat of the council.

1. It has almost been 3 months since the 9th Seoul Metropolitan Council opened. What's the impression of working as the chairman of the council?

It's been already 100 days since I started to work as the chairman. Whether the time flies like somebody says or I've been working without rest, the time surely passes quickly. The more time goes by the more I feel weighed down as the chairman because I have duty to make the council to be trustworthy. Reflecting on the citizens' expectations and hope, the council suggested The 3.3.3 Visions which has been running under the banner of 'Change, Keep, and Run'; Change of privilege, custom, and system, Keep safety, welfare, and citizens' livelihood, and Run for manifesto, surveillance & check, and reinforcing the capability of regional councils.

2. The council expressed their will to correct wrong practices under the slogan of 'Change, Keep, Run'. What are the fruits of your efforts on changing privilege, custom, and system so far?

We are making a new mold to change these. First of all, we made a correct mold for the member's training programmes abroad as it has a bad reputation to be used as an excuse for their sightseeing. So we built a principle that when a member trips abroad he/she must make a detailed layout of the trip and open it to the public. They must summit 3 level report materials from beginning to end of the trip to be publicized on the council's web page. For the transparency of the budgets, we also started to open the operating expenses to the public.

3. The credibility of the council was so poor when the 7th and 8th chairmen were investigated. What are the measures to make a clean council and how are they going? 

It's a shame that the 8th council lost their credibility despite their achievements on welfare. So we formed a special committee for council reform as soon as the 9th council opened. The committee presented 'Seoul Metropolitan Council Member's Code of Conduct' and it includes pending issues and the direction of development. Its goal is to regain the lost credibility by improving the members' integrity and quality of activities. The committee is listening to the opinions from all walks of life, and discussing and cooperating each other. We are opening the operating expenses, overseas training, common cost for administration to the public.

4. Alongside Sewol ferry disaster, sinkhole problems in Seoul are increasing the citizens' anxiety. The council is counteracting against it through the 'Special Committee for Investigation on the Causes of Sinkhole and Safety Measures'. What are the fruits so far?

It was revealed that the causes of the recent sinkholes around Lotte World 2 are emptied parts of the underground affected by the subway line number 9 and also old drain pipes. We were reported from City Safety Authority, City Infrastructure Headquarters, and The Office of Waterworks. The Special Committee reckons that the old pipes can be potential emptied parts underground and has called for measures. There are many old pipes all over Seoul and their rate reached to 48%.  The council has asked to the Seoul Metropolitan Government to find solutions but it is too costly for the city to manage it alone. So we proposed to the government 'the revision of the subterranean water bill' which legalizes the subterranean water impact assessment when a project involves huge diggings, and also 'supporting 50% of its budget for improving old pipes' from national expenditure.

5. Seoul city needs a risk management to tackle various dangers such as ground sinkage, storm and flood damage, earthquake, fire, traffic accidents, and landslide. How do you think about the city's safety policies like Golden Time, for example, and how do you think the regional governments should manage the safety problems?

Recently, the repetition rate of disasters has been increased. But compared to the past, the disasters are complicated and cause complex damages which make the accurate predictions and prompt actions difficult. It was common that Seoul city and the regional governments' safety policies were focused on damage restorations. Therefore, more active and efficient prevention & action should be done according to its nature and golden time. Also, if looked at the budget, Seoul city placed too much emphasis on hardware-based facility projects like rainwater recycling facility, but they have to actively invest in software-based projects such as improving the system of reaction or citizens' safety consciousness, and using specialists. So both the city and the regional governments need a balanced investment.

6. For the development of regional governments, the council and local governments' cooperations and surveillance are important. How do you get along with the city and what are your suggestions to the city?

So far so good but I'd like to suggest one thing to the city. The major issues which involve citizen's safety and life such as the recent temporary openings of Lotte World 2 should be carried out alongside the council.

7. The temporary openings of Lotte World 2 is in the spotlight. The city reckons that there isn't any technical problem but citizens are in doubt considering the sinkhole and traffic jams around the area and the safety problems on the higher floors. What are the opinions of the council about the temporary openings of the lower floors?

We actually doubt about it. Generally, a building, which has a permit to construct, must also have a permission to use the whole building at the same time. But the city divided the building into two parts; 123 floor and lower floors. It means that they give a permit to use the lower floor while the construction is still going on the higher floors. We doubt whether this can guarantee the safety of the people on the lower floors. According to the material from Green Songpa Committee on 25 last month, the water level of Sukchon Lake was dropped by 3.1cm daily for 4 months from 11 May to 16 September at decreasing phase. The main contractor said that the building was designed in consideration of the subsidence down to 39mm and the predicted index of subsidence is 23mm when completed so we don't need to worry. But we think that there is possibility of uneven subsidence. We clarified our position that the permit should be done carefully. We need an official procedure of offering suggestions when permitting a building which has more than 50 floors so that the council also takes a responsibility. The council will not be compromised when it comes to the citizens' safety.

8. Due to the increasing welfare cost, the city and regional governments are complaining that they cannot carry out their own business. How can it be solved?

I've been asking the central government to support the regional governments' lack of budget. The current child-rearing subsidy and basic pension are the president's pledge and thus they must be done by the central government. The problem is that there is possibility for the regional governments to go 'welfare budget default. So the council and the regional governments are going to ask the central government to transfer the central source of revenue to local governments such as expanding local consumption tax and increasing local grant tax rate. The central government has to collect the citizens' ever increasing demand on welfare and safety. We are also going to ask to reduce non-taxable council taxes to solve the lack of budget. The non-taxable reduction rate was higher for local council taxes(30.4%) compared to the national tax(18.1%) by 2009. In the case of Seoul city, the non-taxable reduction rate was 3.4% in 2006 but it rose to 27.9% in 2009, and it added the pressure on finance of the city. Thus we are going to ask non-taxable reduction.

9. There is a voice that the council members also need 'paid aides system' for their systematic legislative activity. Do you think it's necessary and if yes how should it done?

The system must be introduced for surveillance and check. It can control the executives' stunt and inefficient use of budget, and we can also respond effectively to the citizens' various demands. So, one aide for one member is a must. If it is difficult to implement it right now due to its systematic limitation, then we can run a flexible work system on part-time basis. The number of aides will be decided through discussions with the executives based on the budget.

10. You suggested 'independence of personnel appointments in the council secretariate', and 'introducing personnel hearing on the candidates for state-owned companies'. What are the ideas?

We will push forward the independence of personnel appointments after inviting policy aides system. We need this because the independence of the city councils are not settled properly. The authority over human resources is at the hands of the head of a local government and the members have to study his/her face and are restricted on their activities as a result. It is also a problem that the important information of the members are rapidly reported to the executives. Therefore, we will form a TF team for the development of regional governments. The idea of introducing personnel hearing on the candidates for state-owned companies is to remove bad practices among the officials and hold them to take responsibility. The candidates will have to take the matters seriously, and the transparency of the state-owned companies, affiliated to Seoul city, will also be improved. Currently, we are discussing to make a specific plan for this.

11. Lastly, what is your resolution for the council and is there anything you would like to add?

The current status of the council is really bad. But if the 106 members take their responsibilities seriously we can make a new opportunity and hopeful history. I ask the council to do their best to improve the citizens' quality of life, and to inspire them self-confidence. We, 106 members, will do our utmost efforts to make Seoul where equality, just, law and human rights are respected so that the citizens can plan their better and happier future.
