Laehak Park, the chairman of Seoul Metropolitan Council.


The 9th Seoul Metropolitan Council opened on 16 last July.

The council finished constructing the administration configuration by electing the chairman & vice chairmen and the management committee on the day. Laehak Park(NPAD, Gwangjin 4) was elected as the chairman, and Inho Kim(NPAD, Dondaemoon 3) and Gamchang Kang(Saenuri Party, Songpa 4) as the vice chairmen. The council promised to make safe Seoul, warm Seoul, and happy Seoul for repaying the 10 million citizens' support. Park emphasized "the 9th Seoul Metropolitan Council will make 2014 as the starting year for a new change, integrity and innovation. And the ground rules are in the center of it as we learned how important the ground rules are through the Sewol ferry disaster. This will be the first step for the council to reborn as an incorruptible council." 

Park has pledged that he will make the council where the convenience of citizens becomes top priority, and the wrong policies be corrected through the communications customized to the citizens' eye level. Power Korea has chosen Park as this month's top issue and learned about the current challenges, the Policy Aides System, and the Independence of Personnel Appointments in the Secretariat of the council.


1. It has almost been 3 months since the 9th Seoul Metropolitan Council opened. What's the impression of working as the chairman of the council?

It's been already 100 days since I started to work as the chairman. Whether the time flies like somebody says or I've been working without rest, the time surely passes quickly. The more time goes by the more I feel weighed down as the chairman because I have duty to make the council to be trustworthy. Reflecting on the citizens' expectations and hope, the council suggested The 3.3.3 Visions which has been running under the banner of 'Change, Keep, and Run'; Change of privilege, custom, and system, Keep safety, welfare, and citizens' livelihood, and Run for manifesto, surveillance & check, and reinforcing the capability of regional councils.


2. The council expressed their will to correct wrong practices under the slogan of 'Change, Keep, Run'. What are the fruits of your efforts on changing privilege, custom, and system so far?

We are making a new mold to change these. First of all, we made a correct mold for the member's training programmes abroad as it has a bad reputation to be used as an excuse for their sightseeing. So we built a principle that when a member trips abroad he/she must make a detailed layout of the trip and open it to the public. They must summit 3 level report materials from beginning to end of the trip to be publicized on the council's web page. For the transparency of the budgets, we also started to open the operating expenses to the public.


3. The credibility of the council was so poor when the 7th and 8th chairmen were investigated. What are the measures to make a clean council and how are they going? 

It's a shame that the 8th council lost their credibility despite their achievements on welfare. So we formed a special committee for council reform as soon as the 9th council opened. The committee presented 'Seoul Metropolitan Council Member's Code of Conduct' and it includes pending issues and the direction of development. Its goal is to regain the lost credibility by improving the members' integrity and quality of activities. The committee is listening to the opinions from all walks of life, and discussing and cooperating each other. We are opening the operating expenses, overseas training, common cost for administration to the public.


4. Alongside Sewol ferry disaster, sinkhole problems in Seoul are increasing the citizens' anxiety. The council is counteracting against it through the 'Special Committee for Investigation on the Causes of Sinkhole and Safety Measures'. What are the fruits so far?

It was revealed that the causes of the recent sinkholes around Lotte World 2 are emptied parts of the underground affected by the subway line number 9 and also old drain pipes. We were reported from City Safety Authority, City Infrastructure Headquarters, and The Office of Waterworks. The Special Committee reckons that the old pipes can be potential emptied parts underground and has called for measures. There are many old pipes all over Seoul and their rate reached to 48%.  The council has asked to the Seoul Metropolitan Government to find solutions but it is too costly for the city to manage it alone. So we proposed to the government 'the revision of the subterranean water bill' which legalizes the subterranean water impact assessment when a project involves huge diggings, and also 'supporting 50% of its budget for improving old pipes' from national expenditure.


5. Seoul city needs a risk management to tackle various dangers such as ground sinkage, storm and flood damage, earthquake, fire, traffic accidents, and landslide. How do you think about the city's safety policies like Golden Time, for example, and how do you think the regional governments should manage the safety problems?

Recently, the repetition rate of disasters has been increased. But compared to the past, the disasters are complicated and cause complex damages which make the accurate predictions and prompt actions difficult. It was common that Seoul city and the regional governments' safety policies were focused on damage restorations. Therefore, more active and efficient prevention & action should be done according to its nature and golden time. Also, if looked at the budget, Seoul city placed too much emphasis on hardware-based facility projects like rainwater recycling facility, but they have to actively invest in software-based projects such as improving the system of reaction or citizens' safety consciousness, and using specialists. So both the city and the regional governments need a balanced investment.


6. For the development of regional governments, the council and local governments' cooperations and surveillance are important. How do you get along with the city and what are your suggestions to the city?

So far so good but I'd like to suggest one thing to the city. The major issues which involve citizen's safety and life such as the recent temporary openings of Lotte World 2 should be carried out alongside the council.


7. The temporary openings of Lotte World 2 is in the spotlight. The city reckons that there isn't any technical problem but citizens are in doubt considering the sinkhole and traffic jams around the area and the safety problems on the higher floors. What are the opinions of the council about the temporary openings of the lower floors?

We actually doubt about it. Generally, a building, which has a permit to construct, must also have a permission to use the whole building at the same time. But the city divided the building into two parts; 123 floor and lower floors. It means that they give a permit to use the lower floor while the construction is still going on the higher floors. We doubt whether this can guarantee the safety of the people on the lower floors. According to the material from Green Songpa Committee on 25 last month, the water level of Sukchon Lake was dropped by 3.1cm daily for 4 months from 11 May to 16 September at decreasing phase. The main contractor said that the building was designed in consideration of the subsidence down to 39mm and the predicted index of subsidence is 23mm when completed so we don't need to worry. But we think that there is possibility of uneven subsidence. We clarified our position that the permit should be done carefully. We need an official procedure of offering suggestions when permitting a building which has more than 50 floors so that the council also takes a responsibility. The council will not be compromised when it comes to the citizens' safety.


8. Due to the increasing welfare cost, the city and regional governments are complaining that they cannot carry out their own business. How can it be solved?

I've been asking the central government to support the regional governments' lack of budget. The current child-rearing subsidy and basic pension are the president's pledge and thus they must be done by the central government. The problem is that there is possibility for the regional governments to go 'welfare budget default. So the council and the regional governments are going to ask the central government to transfer the central source of revenue to local governments such as expanding local consumption tax and increasing local grant tax rate. The central government has to collect the citizens' ever increasing demand on welfare and safety. We are also going to ask to reduce non-taxable council taxes to solve the lack of budget. The non-taxable reduction rate was higher for local council taxes(30.4%) compared to the national tax(18.1%) by 2009. In the case of Seoul city, the non-taxable reduction rate was 3.4% in 2006 but it rose to 27.9% in 2009, and it added the pressure on finance of the city. Thus we are going to ask non-taxable reduction.


9. There is a voice that the council members also need 'paid aides system' for their systematic legislative activity. Do you think it's necessary and if yes how should it done?

The system must be introduced for surveillance and check. It can control the executives' stunt and inefficient use of budget, and we can also respond effectively to the citizens' various demands. So, one aide for one member is a must. If it is difficult to implement it right now due to its systematic limitation, then we can run a flexible work system on part-time basis. The number of aides will be decided through discussions with the executives based on the budget.


10. You suggested 'independence of personnel appointments in the council secretariate', and 'introducing personnel hearing on the candidates for state-owned companies'. What are the ideas?

We will push forward the independence of personnel appointments after inviting policy aides system. We need this because the independence of the city councils are not settled properly. The authority over human resources is at the hands of the head of a local government and the members have to study his/her face and are restricted on their activities as a result. It is also a problem that the important information of the members are rapidly reported to the executives. Therefore, we will form a TF team for the development of regional governments. The idea of introducing personnel hearing on the candidates for state-owned companies is to remove bad practices among the officials and hold them to take responsibility. The candidates will have to take the matters seriously, and the transparency of the state-owned companies, affiliated to Seoul city, will also be improved. Currently, we are discussing to make a specific plan for this.


11. Lastly, what is your resolution for the council and is there anything you would like to add?

The current status of the council is really bad. But if the 106 members take their responsibilities seriously we can make a new opportunity and hopeful history. I ask the council to do their best to improve the citizens' quality of life, and to inspire them self-confidence. We, 106 members, will do our utmost efforts to make Seoul where equality, just, law and human rights are respected so that the citizens can plan their better and happier future.
