1030 Goodwill Consumption campaign

With concentrated energy on creating jobs for the handicapped and a society of living together

On August 1, 1972, when Korea was just eager to get better off considering welfare a luxury and leaving the handicapped to God¡¯s favor, a 27-year-old youth dreaming about an Olympic gold medalist in Judo was reduced to a patient with general paralysis due to an unexpected accident while the god entrusted him with the handicapped of Korea. He, together with them, started a small shop of 9.9m2 in the name of ¡®Eden¡¯ and, as a seriously handicapped person, has built it up into an enterprise with annual sales of over 10 billion won overcoming infinite hardships and adversities. His wonderful success made enact a national memorial day and alter numerous laws and institutions. After the thirty years he is now seeking to open the door to a good Samaritan world where people could share a warm heart with his god-given access number ¡®1030,¡¯ instead of tears shed from the wheelchair. 


What at first president Chung Deok-whan put priority in establishing a social enterprise was to make the society where the handicapped can work as its member just like the non-handicapped. It was an effort to make an environment in which they can work enough to act their role as taxpayers, which was embodied by 1030 Good Samaritan Consumption campaign project, meaning there¡¯s no life without work based on Korean translation from sounds. This project aims at making 25,000 jobs for the handicapped by 2017, marking the era of 2.5 million handicapped, preparing solutions to enable them to stand on their own, rather than a burden to the non-handicapped, and proposing many plans along with test runs. Besides, as a specific plan for them, they are operating <1030 Happy Factory Making project> with a momentum of Eden Welfare Foundation, the first of occupational rehab for the handicapped, for the happiness of 800,000 seriously disabled through cooperation with many domestic enterprises with the following details:    

This project started at the thought of turning 500 disabled rehab facilities in the nation into a happy factory devoid of financial difficulty or job insecurity. The gist includes constructing one-stop production base of rehab facilities, deploying ¡®Red Brick Gathering campaign¡¯ a matching-grant donation for company officer and employee, Cambridge unused PC sponsorship through ¡®Donation Value Guarantee System¡¯, which is a special joint/cooperation program, etc. Looking closer, by reconstructing Eden¡¯s Paju facilities as one-stop production base, they are seeking to complete the components of the seriously disabled education, employment, training, production, distribution, circulation, healing, culture and family as one operating system. To that end, the company is going to support for leasing land and building infrastructure to provide an opportunity for consignment business, while Eden Foundation is aiming at creating jobs for 500 handicapped. They are also trying to develop in-house donation campaign, a matching-grant ¡®Red Brick Gathering campaign,¡¯ to cultivate the sales route for products produced by the handicapped and construct a creative relay donation system by framing sustainability of production and stable Goodwill Consumption through the red bricks. In this system, fund raising will continue by handing out the red brick by department of many enterprises, which will go into the designated partner bank based on a thousand collecting boxes. In addition, this amount of money will be used to purchase the products of workplaces with many disabled personnel, while the purchaser will use this product in person or re-donate it to welfare protection facilities or international relief groups. 

Finally, they are planning to proceed with Cambridge unused PC sponsorship through ¡®Donation Value Guarantee system,¡¯ which will donate unused PC¡¯s of an old type. Donating a total 15,000 units for one year will create jobs for 60 handicapped. For this purpose, they will attach the label of guaranteeing the value of donation through an agreement with computer makers, building the system of donating PC¡¯s out of the promised shelf life to designated facilities. Currently pushing ahead the Cambridge project No. 1 business with Hyosung Group, this is an area of business expected of good results in future. President Chung Deok-hwan and Eden Welfare Foundation members are seeking to make an epochal opportunity for the disabled jobs and propose social alternatives by proceeding with such concrete business plans. They want to work out the unemployment problem of the seriously disabled as soon as possible for changing their position from tax consumer into taxpaying worker. 

For this purpose, they are developing 1030 Goodwill Consumption campaign constantly, hoping for participation and spread from the society. They are hoping for more people¡¯s interest because this is one of the important national affairs to solve rather than a problem for the seriously disabled only. The handicapped economic self-reliance will secure the state of tax income and act as a sign to make a community of mutual coexistence. Especially, looking into the new index presented as new standards for the handicapped occupational rehab facilities through their businesses carried out so far, we can see big differences in annual number of persons, annual total payments, wage index per person, etc. While for ordinary handicapped occupational rehab facilities, the average number of the employed is 66 persons a year, Eden shows 3,828 persons, 58 times larger in numbers. For annual total payments, Eden shows 64.82 million won, 54 times larger in wage than the average payments of ordinary rehab facilities standing at 1.2 million won. Besides, for the average wage index per seriously disabled, they showed 3.7 times larger than the average. However, despite the sales of 10 billion won, Eden¡¯s profit-making structure itself seems not as bright as we may think because they have reached the limitation of zero management although they have fulfilled the social obligation and responsibility for the past thirty years. This is why they need interest from more enterprises and people, not to speak of the state-based support, so that Eden¡¯s social business may build up enough strength to move forward continuously.
