코트라, 사우디전력공사(SEC) 국내기업과 협력포럼 개최

KOTRA(사장 오영호)는 사우디아라비아 국영 전력공사(Saudi Electricity Company)와 협력으로 지난달 12일 서울 신라호텔에서 포럼을 개최했다. 이번 포럼은 사우디 전력공사가 향후 발주할 중장기 발전·초고압송배전 프로젝트 등을 소개하고, 동 프로젝트에 국내기업이 참여할 수 있는 방안을 모색하기 위한 취지에서 열렸다. 특히 사우디 전력공사 측은 프로젝트 건설 단가를 줄이기 위해 공사 전체를 일괄 완공하는 ‘턴키방식’에서 공정별 기자재별로 분리하는 ‘분리발주’로 발주 방식을 전환한 것을, 변경된 발주방식에 적합한 우리 기업을 찾는 것에 주력한다고 밝혔다. KOTRA에 따르면 동 포럼에는 약 100여개의 국내 전력 프로젝트 관련 EPC(설계.조달.시공) 및 기자재 제조·납품 중소기업들이 참가했고, 사우디 전력공사 측에서는 압둘카림(Abdulkarim) 구매담당 수석부사장을 비롯한 5명의 고위급 인사가 방한하여 이번 행사를 진행했다. 사우디 전력공사는 1999년에 사우디 내 모든 전력회사를 통합하여 설립됐고, 현지 약 80%의 송·배전 부문을 독점하는 중동지역 최대 전력회사로, 4.3만 MW의 전력설비를 소유하고 있는 사우디 국영기업이다.

사우디는 급격한 산업발전과 도시화로, 2020년까지 연평균 약 6.2%의 전력소비 증가율이 예상되어 지속적으로 발전설비를 증강할 계획이며, 연간 약 20억불 이상의 대형 프로젝트를 발주하고 있다. 사우디의 전력설비는 주로 원유와 천연가스를 사용하는 화력발전이 우리 기업들이 노려볼 만한 분야다. 2008년과 2012년에 사우디 전력공사에서 발주한 ‘대형 화력발전 프로젝트’의 약 60% 이상을 국내업체들이 수주했을 정도로 국내 엔지니어링과 건설사들에게 핵심 시장으로 자리잡고 있다. 김병권 KOTRA 전략마케팅본부장은 “현재 사우디 전력공사에 기자재를 납품할 수 있는 벤더로 등록된 국내기업은 약 60개사”라고 언급하며, “이번 행사를 통해 보다 많은 국내 기업들이 납품벤더로 등록돼, 각종 프로젝트에 참여할 수 있는 기회가 확대되기를 기대한다”고 전했다.

KOTRA, 서남아 지역에 한국산업전용공단 건설한다

인도의 나렌드라 모디 신정부 출범 후 일본과 중국이 앞 다퉈 정상회의를 개최하는 등 인도와의 경협 확대 움직임이 발 빠르게 전개되고 있다. 이런 환경을 맞아 KOTRA가 인도 내수시장 진출 및 중동.아프리카 진출을 위한 제조거점 마련에 적극 나서는 등 우리 기업들의 진출을 확대하는 맞불전략을 추진하고 있다. 지난달 2일 오영호 KOTRA 사장은 라자스탄주 산업개발투자공사(RIICO) 회장겸 주 부수석차관인 C.S. Rajan과 면담을 갖고 한국기업 유치를 위한 한국산업전용공단 건설에 적극 협력하기로 했다. KOTRA에 따르면, 라자스탄주 산업개발투자공사와 협의한 결과, 한국산업전용공단 진입로와 전력은 12월에, 공업용수는 내년 1월에 각각 완공되고, 내년 2~3월부터 한국기업의 산업전용공단 부지 할당이 가능할 전망이다. 라자스탄주는 외국인 투자자에 우호적이고 투자유치에 적극적이며, 외국기업 입주에 양호한 인프라 및 풍부한 노동력을 갖추고 있어 한국산업전용공단이 건설되면 우리 기업의 진출 확대 및 경쟁력 제공에 큰 힘이 될 것으로 보인다. 이에 앞서 KOTRA는 모디노믹스로 전세계의 주목을 받고 있는 인도, 인프라, 관광 등 새로운 사업기회가 열리는 방글라데시, 스리랑카 등 서남아의 시장변화에 대응하기 위해 지난 8월 1일 4개국 7개 무역관을 확대 개편해 서남아 지역본부를 출범시킨 바 있다. KOTRA 오영호 사장은 “일본, 중국이 경쟁적으로 달려들고 있는 도로, 매트로, 수처리, 고속철도 등 인프라 분야에 나서고 있는 만큼 우리는 서남아 제조허브화를 활용한 투자진출과 아프리카 및 동아시아 지역간 연계사업에서 주도권을 확보해야 한다”면서 “KOTRA가 앞장서 떠오르는 시장인 서남아에서 무역 2조 달러 달성을 위한 신성장동력을 발굴하도록 힘쓰겠다”고 말했다. 

KOTRA held cooperative forum with SEC

KOTRA (president Youngho Oh) held a forum with SEC(Saudi Electricity Company) on 12 last month at Shilla Hotel Seoul. The forum was for SEC to introduce their medium and long term ultra high pressure generating & transmission project which they will order later, and for domestic enterprises to see whether they can participate in the project. SEC changed their order method from 'turnkey system'(competes the process at once) to 'separated ordering'(divides the process) in order to reduce the unit cost of construction and they are seeking a suitable Korean enterprise which can carry out the project. According to KOTRA, the forum was participated by 100 domestic small & medium companies related to electricity projects (EPC & equipment manufacturing and supplying), as well as SEC's Abdulkarim, the chief vice president and other five high level officers. SEC was established in 1999 by merging all the electricity companies in Saudi. It is the biggest and state electricity company which monopolizes 80% of power transmission and distribution and they boast its 43,000 MW electric power facilities.

Saudi's power consumption is expected to increase 6.2% annually until 2020 and they will reinforce their generating unit and ordering projects worth $2 billion annually. It is recommended for Korean companies to target Saudi's thermal power generation which uses crude oil and natural gas. It is the main market for domestic engineering and construction companies as they received orders of more than 60% of large thermal power generation projects from SEC in 2008 and 2012. Byeongkwon Kim, the head of strategic marketing department in KOTRA said "there are about 60 domestic companies who are registered as vendors to supply equipments to SEC and we are expecting that more domestic companies will be registered in order to participate in the project through this event."

KOTRA is to construct Exclusive Korea Industrial Complex in South Asia

After the inauguration of India's Narendra Modi government, the move of economic cooperation with India is being rapidly carried out as Japan and China competitively held a summit talk with India. In this atmosphere, KOTRA is spreading counterattack strategy for Korean companies to enter the India's domestic market as well as the markets in Middle East and Africa. Youngho Oh, the president of KOTRA held a meeting with C.S. Rajan, the CEO and Undersecretary of RIICO of Rajasthan State, to cooperate each other on constructing Exclusive Korean Industrial Complex for inviting Korean companies. According to KOTRA, as a result of the meeting with RIICO, the driveway and power of the Complex will be competed in December, industrial water in January, and the allotment of the area in the Complex from February or March. Rajasthan state is friendly and active on inviting foreign investments and has good infrastructure and abundant labor so that if the Complex is completed it will be a big help for our companies' expansion and competitiveness. Prior to this, KOTRA launched regional headquarters in South Asia by expanding and reorganizing 7 trade buildings in 4 countries on 1 August in order to cope with change in market in India, Sri Lanka, and Bangladesh which opens new business opportunity such as infrastructure and tourism. Oh said "Japan and China are competitively working on road, metro, sewage and high speed railway. We have to secure the initiative in investments and linking Africa and East Asia by building manufacturing hub in South Asia. KOTRA will promote new growth engines to achieve trade worth $2 trillion in South Asia.
