체육교육으로 건강한 대한민국의 초석을 다지다 

타 시·도 체육회의‘롤 모델’제시, 2014 대한민국 신지식경영대상 수상

체육은 건강한 몸과 정신을 기르는 교육이다. 체육은 건강한 신체발달과 함께 협동과 양보의 사회성까지 기를 수 있어 전인교육에서 빠질 수 없다. 또한, 체육은 평생의 취미로서 삶의 질을 높여 삶을 풍요롭게 만든다. 사회적으로도 건강하고 긍정적인 국민들이 체육을 통해 만족감을 느끼며 사회발전에 상당한 시너지를 발휘한다. 개인의 행복한 삶과 사회의 발전에 이바지하는 체육은 그만큼 중요하다. 따라서 체계적이고 전문적인 지식을 가진 체육전문가가 필요한 영역이다. 행정가가 아닌 전문체육인으로서 건강한 대한민국의 초석을 다지고자 땀을 흘리고 있는 전라북도 체육회 김대진 사무처장을 만나보았다.

열악한 환경의 개선을 통해 체육인들의 사기를 높이다

김대진 사무처장은 서울대학교 사범대학 체육과를 졸업하였고 한국교육개발원 연구원, 전북대학교 사범대학 체육교육학과 학과장, 한국스포츠교육학회 회장을 역임한 우리나라 최고의 전문 체육 교육인이다. 공무원이 아닌 전문체육인이 관리해야 한다는 전라북도 체육인들의 염원으로 지난 2013년 4월에 전라북도 체육회의 사무처장으로 취임하였다. 취임 후 김 사무처장은 과학적인 훈련방법의 도입을 통해 효율을 극대화했다. 같은 시간과 노력으로 훈련하더라도 최신의 과학적이고 체계적인 훈련을 통한 결과는 커다란 차이를 보인다.

또한, 김 사무처장은 지도자들의 열악한  처우개선을 위해서도 노력했다. “체육은 학교 체육, 사회 체육, 엘리트 체육으로 나눌 수 있는데 어느 영역을 막론하고 질적 향상을 위해서는 지도자의 역할이 가장 중요합니다.”라며 “그런 지도자들이 열악한 환경에서 일한다는 것은 곧 전체적인 체육의 질이 떨어진다는 뜻입니다.”라고 김 사무처장은 말한다. 성적 위주의 정량적인 평가뿐만 아니라 지도자들의 열정, 태도나 언행, 선수들에 대한 애정 등의 정성적 평가를 통해 우수 지도자에겐 인센티브를 제공한다. 이런 노력의 결과로 열악한 도세에도 불구하고 지난‘2013 전국체전’에서 9위를 했다. 하지만 김 사무처장은 지도자들의 처우가 아직도 현실화되기엔 턱없이 부족하다고 말한다. 지금까지 국가대표선수 대부분을 자치단체가 막대한 예산을 부담해 육성했지만, 정부는 예산의 지원이 없었다고 한다. “문화체육관광부와 대한체육회에서는 지역 체육인들의 처우 개선과 체육의 발전을 위해 아낌없는 지원과 노력을 기울여야 한다”고 김 사무처장은 힘주어 말했다. 

지역의 고른 발전과 체육의 글로벌화를 위해 노력

김 사무처장은 지역의 체육 활성화를 위해 가장 먼저 바꾼 것이 ‘전라북도민체육대회’이다. 기존에는 시 단위에서만 체육대회를 열던 것을 김 사무처장은 고른 지역의 발전을 위해 군 단위까지 확대하였다. 그래서 지난 9월 18일 ~ 21일까지 전라북도민체육대회를 순창군에서 개최하였다.‘맛과 멋의 순창에서 하나 되는 도민체전’이라는 구호 아래 열린 이번 대회는 14개 시군에서 33개 종목에 1만여 명의 선수단이 참가해 성황리에 마쳤다. 시와 군을 가리지 않고 전 전북도민이 하나 되는 뜻 깊은 체육행사로 발돋움하였다.

또한, 김 사무처장은 전라북도 체육의 글로벌화를 위해서도 노력을 아끼지 않았다. 한국과 일본 양국 청소년들의 스포츠와 문화교류를 통한 우호 증진을 위해 실시하는 ‘한·일 청소년 하계 스포츠 교류대회’는 2002년 한일 월드컵 공동개최를 계기로 양국 청소년의 건전육성 및 청소년 스포츠 발전에 이바지하고자 매년 초청 및 파견을 하고 있다. 지난 2013년 17회 때에는 김 사무처장을 단장으로 축구·배구·농구·탁구·배드민턴 등 5개 종목 남녀 초·중학생들로 구성된 214명의 전북선수단이 우리나라를 대표해 출전했다. 그리고 지난 8월에는 전주에서 열렸다. 김 사무처장은 "어린 선수들이 이번 국제교류 기회를 통해 한층 성장하기를 기대한다"고 말하며 “교류대회를 통해 도내 꿈나무 선수들에게 국제교류의 기회를 제공해 미래의 글로벌 스포츠 리더로 성장할 수 있는 계기가 될 수 있기 때문에 많은 사업 중에서도 가장 기대가 크다”라고 밝혔다.

전라북도 체육회의 위상을 끌어 올렸다는 평을 듣고 있어

시·도 체육회의 ‘롤모델’제시, 타체육회의 벤치마킹 대상 

치열한 입시경쟁으로 일선 학교에서 제대로 된 체육교육을 진행하지 못하는 현실에 대해 김 사무처장은 안타깝다고 한다. 체육은 체력의 증진은 물론 민주시민으로서 지녀야 할 사회성의 발달에도 크게 기여할 수 있다고 말한다. 또한 신체활동 중에 분비되는 세로토닌과 도파민 등의 신경전달물질은 정서적 안정감과 행복감을 높여 스트레스를 줄여준다고 한다. 하지만 우리나라에선 그 소중한 체육 시간이 자율학습이나 다른 과목 수업으로 대체되는 것에 대해서 큰 우려를 나타냈다. 다행히도 지난 2013년에 교육부가 발표한 '학교 체육 활성화 추진계획'에 따르면 2017년까지 모든 초등학교에 1명 이상의 체육 전담교사를 확충, 배치할 계획이며, 일반고와 특목고 구분 없이 전국 모든 고등학교에서 체육수업 시간을 10단위(1단위는 1학기 주당 1시간) 이상으로 확대하고 6개 학기에 편성하도록 했다. 이에 김 사무처장은 “우리나라 교육에서 그동안 체육 과목이 소외되고 있음을 교육부에서도 인정했다”고 말하며 “체덕지(體德智)를 고루 갖춘 대한민국의 인재를 길러내는 일에 한발 다가섰다”고 자신의 생각을 밝혔다. 특히 전라북도내의 팀창단을 위해 동분서주했던 그는 시도 체육회의 ‘롤모델’을 제시하면서 타체육회의 벤치마킹의 대상이 되기도 했다. 대한민국의 건강한 발전과 인재육성을 위해 항상 고민하는 김대진 사무처장. 전라북도 체육회의 위상을 한단계 끌어 올렸다는 평을 듣고 있는 그의 다음 행보가 더욱 기대된다.

Making healthy foundation of Korea through physical education

Physical education is an education to grow our healthy body and spirit. Besides, we can have cooperation and sociality; therefore, this subject cannot be excluded from a total education system at all. Most of all, physical education makes our lives enhance the quality as a hobby and feel full in life. Like this much, the physical education is very important since it helps personal happy life and social improvement. For that, it is an area to need someone who has professional and systematic knowledge. So, we met Kim Dae?Jin, Secretary General of sports council who is doing his best to make the baseline of healthy Korea as a sport expert, not an administrator. 

Encourage sports people’s motivation by fixing and improving poor working environments 

Kim Dae?Jin graduated department of physical education in a college of education, Seoul National University and worked for Korea Education Development Institute as a physical education researcher, dean of sports education department in a college of education, Jeonbuk National University and was a president of Korea Association of Sport Pedagogy. Eventually, he is called the best sport educator and expert in Korea. Later, he became appointed. 

Kim Dae?Jin, Secretary General of sports council has been trying to make a better treat for leaders too. “Sport includes school physical education, sport for all,  and elite sport, but there won’t be any barrier among the training experts in terms of the quality so, it is very important. It means working at a poor environment is coming to drop the entire quality of coaching sport performance”, he said. A qualitative evaluation system was adopted focused on coach enthusiasm, efforts, attitudes towards players, etc. in evaluating coach performance for giving them incentive as well as quantitative evaluation solely relied on game results.

 Because of that result, his effort made the Jeonbuk sport council to be the 9^th place in the 2013 National Sports Festival. However, Kim secretary general said it is still lack of being able to realize things like salary and so on. So far, the local government has raised most of national athletes by paying for the budget, but the central government didn’t support it. Kim secretary general emphasized, “It is necessary for the ministry of culture, sports and tourism and Korea Sports Association to have to help and support local athletes as for their position and treat abundantly,” 

Effort for the balanced local development and the globalization of youth sport

Kim secretary general did change with Jeonbuk sports festival above the all to activate the local sports. It was held by the city base but since he started working, he expanded the base bigger than before. And, Jeonbuk sports festival was open in Soonchang?gun from September 18^th to 21^st. Under the slogan of ‘Local sports festival in Soonchang of trend and taste’, the sport event was finished the great end among 14 cities and districts. About 10,000 athletes participated in 33 sports entries. From that, people in Jeonbuk could be together as one and stood up the end. 

Also, Kim secretary general pushed himself to make the sports in Jeonbuk globalize. As for ‘Korea?Japan youth sports and culture exchanges, it has been held ‘KOREA?JAPAN SUMMER SPORTS COMPETITION’ since the KOREA?JAPAN WORLDCUP sponsoring joint in 2002. Every year, their joint event has been going to both countries back and forth, which is for healthy education and youth sports development for the youth in them. In 2013, it was the 17^th anniversary, at that time; he was a head of the event and 214 students who are from elementary and middle school. They competed in five events such as football, volley ball, basket ball, ping pong and badminton to represent Korea. And, last August, it was held in Jeonju. Kim secretary general stated, “I hope young sports players throughout this international exchange program could have a chance become a global sport leader. That’s why I emphasize supporting this kind of exchange.” 

Getting a reputation to raise the position of Jeonbuk sports council

Suggesting a role model of Metro city and province sports council and becoming a benchmarking target 

Kim secretary general feels very sorry for the reality of those current schools cannot conduct the proper sport program, but the studying can be working with a healthy body. It is said that neurotransmitter like serotonin and dopamine that give emotional stability and happiness so that their stress can be decreased. Yet, Korea doesn’t really take it a matter, so he worried about that those physical education classes are replaced by other subjects for the test. Fortunately, according to ‘the activation promotion plan for school physical education’ declared by the ministry of education, all the high schools in Korea would have 10 units (one unit is one hour per week) to be extent until 2017 and will offer physical education more than that during 6 semesters. 

By that, Kim secretary general talked about his thoughts, “Recently, the ministry of education accepted the physical education has been neglected for a long time. So, it became to foster talented children who have intelligence, virtue and healthy body. Especially, he used to work a lot for establishing a team of Jeonbuk and now his accomplishment is becoming a role model of other metro cities and provinces sports councils throughout the nation and is their benchmarking target as well. Now, we are expecting his next step since he has been considered as the person who elevated the level of the Jeonbuk sports council.
