Sharing its fate with Korea's economic development, the construction industry had been growing steadily and contributing to building the Seoul-Busan Expressway in 60s, the water resources and Heavy & Chemical industry complex in 70s, the Jungbu Expressway and the initial stage of new town (Pundang, Ilsan) in 80s, Incheon International Airport and the Seoul-Busan Highspeed Railway in 90s and 2000. However since the mid or late 2000, Korea's infrastructure had been almost complete and the industry is now showing an indication of a slowdown. But professor Chun insists that "we should not think that the industry's crisis in the domestic market is on the decline" but "the crisis is an opportunity to take off." By meeting professor Chun, who is foretelling a new paradigm in the domestic construction market, the future of the Korea's construction industry can be glimpsed.


Growing together with academia and industry


Chun received both a bachelor of engineering and a doctor of engineering from Seoul National University and finished his postdoctoral course at the University of Michigan in the US. He published 150 papers both in Korean and English on construction sectors and also trained younger generations who could work in the Construction Management. He completed 70 of private tasks and national research tasks in cooperation with the Ministry of Land and Transportation. "We have to change the paradigm of the construction market in accordance with the world trend and turn our eyes to the world market. That is the only way to cope with the current crisis and to bring the national economic growth."

Chun had been leading an active life, before he became a professor, by taking various roles such as the director of Korean Construction Value Engineering Research Institute, the director of Korea Construction Research Centre and the vice president of Korea Institute of Construction Engineering and Management. He is now the operational vice president of Architectural Institute of Korea, the head of Korea Facility Management Association, the head of the judging panel of Korean Construction Environment Technology Awards, the head of Dankook University's Remodeling Research Centre. During his service in Korean Construction Value Engineering Research Institute, Chun diffused the advanced mechanism of VE(Value Engineering) which would enable to find reasonable costs and function evaluation, and produced 1,500 VE qualified engineers, and reinforced the ability of researchers in order to reform the systems of the Ministry of Land and Transportation. In recognition for his hard work, Chun was awarded the Minister prize twice in 2007 and 2013, and the first order of merit from Korea Institute of Construction Engineering and Management on their 10th anniversary in 2009. In addition, his research capabilities gained him both thesis award in 2009 and academic award from the same Institute in 2012. This year he made into Marquis 'Who's Who in the World 2014' as one of 50,000 people who have made great achievements.


Time to extend its business abroad by developing CM and FM fields

The world trend in the construction sector is initiated by countries, spearheaded by US, which export CM technologies. Originally, huge constructions such as new town, urban redevelopment, remodelling and rebuilding were dominant and these are supervised by management companies. A PM/CM company like Jacobs in the US has 60,000 employees, and alongside the similar companies in the US, is dominating 70% of world market. Also, the world construction industry is growing with combined codes of US, UK and France. These overseas construction fields are largely categorized as CM and FM. CM (Construction Management) is responsible for planning, operation and disuse of the facility and it is sub-categorized as construction administration and construction management. The former deals with cost control, quality, process, safety and contract administration, while the latter deals with managing the buildings and maintaining its value. "The CM market in the US has been growing 7% over the previous year despite their economic hardships. CM is the field that pursues cost reduction and improving efficiency and that is why it has made a strong appearance in the time like this" said Chun. Recently in Korea, three different associations in management, plan and supervision of the construction industry has showed signs of activity to consolidate. The size of domestic CM market is about 500 billion won ($490m) and has 400 orders yearly and this will be increased.

FM (Facility Management), on the other hand, is a consulting sector which manages over all cycles of a building from making a plan, development, maintenance, operation to disuse. In 1995, Korea Facility Management Association was founded and they have been changing the landscape of construction industry from quantitative expansion to qualitative growth. Chun, who has been the president of the association since 2013, predicts that FM sector will growth as the domestic market is shifting to remodelling market. "The reason the Park administration is concentrating on urban restoration is that they think the new construction market is over. It is time to shift from building a new construction to managing it. CM and FM will merge and we can find points of contact with lease, operation and maintenance of facilities, operating system, asset management and even eco-friendly energy" said Chun.

He announced that he will expand FM market in Asian with Korean FM association and Japanese FM association as the centers. As the international standards in FM sector is set to change in 2015, Korea and Japan should cooperate in order to strengthen the basis in Asia. Chun plans to serve as bridgehead for FM symposium and exhibition that will be held yearly in November to boost interchange and cooperation between FM sectors and also work together to adopt to the global market.


Remodelling and Green Building are the new paradigm of construction industry


It seems that the regulations on Green Building will get stricter due to global warming and energy exhaustion. Green Building sector is divided into active system which relies on equipments, and passive system which uses insulation and alternative energy such as solar heat, geothermal energy and wind energy. Chun said that Green Building is also an important field. 1 million households around the capital and 4.6 million households nationwide are expecting their house remodelled which will be reinforced by Housing Act. Economic efficiency and stability are the key factors and Chun emphasizes that they should take effect in accordance with oversupplying problems and rent crisis. "Remodelling will become an issue in the domestic property market. If the existing remodelling market is focused on housing asset value, the oncoming market will is focused on improving the quality of life" said Chun. 

He is planning to forster sufficient experts of the industry in the medium to long term and pass his business practice and theory on to them. He also wants to lead the development of FM & CM and remodelling & planning. "The domestic construction market has to switch from manpower-based to skill-based. Also, construction professionals are advised to improve their abilities for financial management, design management, planning, business, computing system and English language skills. Fortunately, students' abilities nowadays are relatively superior and our future in the construction market is bright" said Chun. Meanwhile, Chun, who has been the chairman of Korea Construction Environment Technology Awards alongside Kookto Daily for 9 years, promised a full support and encouragement to make better culture and practice for the construction industry.
