불가리아 공화국 EU의장국 수임 및 국경일 기념 리셉션이 지난 3월 5일 서울 그랜드 하얏트 호텔에서 열렸다. 외교부 대변인 노규덕과 한국당 홍문표의원을 비롯한 많은 주한외국대사와 외교공관이 참여한 이번 행사는 불가리아와 대한민국 남녀 혼성으로 구성된 합창단의 불가리아 국가 그리고 대한민국 국가 제창으로 시작되었다. 이어진 페타르 안도노브 주 대한민국 불가리아 대사의 환영사에서 안도노브 대사는 불가리아 국경일은 140년전 1878년 3월3일 불가리아가 500여 년 간의 오스만제국 지배로부터 독립하여 국권을 회복하고 유럽 지도 상에 재등장한 날이라며, 그로부터 140년이 지난 2018년 3월 불가리아는 2007년 유럽연합(EU) 가입 이후 처음으로 금년 6월 30일 까지 의 임기로 EU 의장국을 맡고 있다고 말했다. 또한 불가리아 정부와 한국정부는 활발한 정치적 대화를 지속해오고 있으며, 2017년 8월 불가리아 국회의장 대표단 일행이 공식 방한나 데 이어 같은 해 10월 대한민국 이낙연 국무총리가 불가리아를 공식 방문하였다고 하였다. 이낙연 국무총리와 불가리아 보이코 보리소프 총리는 양국의 관계를 ‘포괄적 미래지향적 동반자 관계’로 격상시키며, 양국간 자동차, IT 분야에 있어 투자와 협력이 있을 것이라고 했다. 끝으로 그는 평창올림픽의 성공적인 개최를 축하하며 환영사를 마쳤다. 이어 연단에 오른 노규덕 외교부 대변인은 축사에서 불가리아는 장수국가 및 건강한 음식문화로 한국에 알려져 있다며, 최근 양국 기업간 협력을 통해 장수 비결인 불가리아 요거트가 조만간 국내에서 시판될 예정이라고 했다. 또한 양국의 총리가 교역, 투자, 에너지, 방산, 농업 등 전방위적인 협력을 강화하기로 했다며, 양국의 관계가 ‘포괄적 미래지향적 동반자 관계’로 격상한 것을 축하했다. 노 대변인은 불가리아의 키릴문자가 발칸반도에서의 학문과 지성을 발전시키는데 중심역할을 했다며, 불가리아 국민들의 훌륭한 정신문화를 칭찬했다. 끝으로 그는 불가리아의 EU 의장국 수임을 축하한다며 축사를 맺었다. 이어 안도노브 대사는 다시 연단에 올라 김희용 주 서울 불가리아 명예 총영사에게 불가리아 외교부 감사장을 수여하며 양국간 협력을 위한 그의 노고를 치하했다. 이날 행사는 카마라타 뮤직 컴퍼니의 특별공연으로 막을 내렸다. 

Reception on the occasion of the Bulgarian Presidency of the Council of the EU and National Day of the Republic of Bulgaria

The Bulgarian Embassy to Seoul held Reception on the occasion of the Bulgarian Presidency of the Council of the EU and National Day of the Republic of Bulgaria on March 5 at Grand Hayatt Seoul. Foreign Minister Spokesperson Noh Kyu-duk and the Korea Party law maker Hong Moon-pyo and fellow foreign ambassadors and diplomatic missions attended the ceremony to celebrate the occasion on the day. A choir consisted of both Bulgarian and Korean men and women took the podium first to sing the National Anthem of Bulgaria followed by the National Anthem of Korea before H.E. Petar Andonov Ambassador of Bulgaria gave his welcome remarks. The ambassador said that the National Day of the Republic of Bulgaria celebrates the March 3, 1878 on which Bulgaria became independent from almost 500 years of the rule by the Ottoman Empire and reappeared on the European map as an independent nation. After 129 years, Bulgaria joined the EU in 2007 and chaired the Presidency of the Council of the EU for the first time from March 2018 until June 30 the same year (It rotates among the member states of the EU every six months.). Andonov mentioned that Korea and the two countries were actively exchanging political dialogues and as part of this effort the delegates of Bulgarian National Assembly visited Korea in August 2017 and the Korean Prime Minister Lee Nak-yeon paid a visit to Bulgaria in October the same year in response. Lee and Bulgarian Prime Minister Boyko Borissov opened a new chapter for ‘Comprehensive and Future Oriented Partnership’. Andonov then emphasized on the cooperation in the car and IT industry between the two countries and closed his remarks by congratulating the successfully holding of the PyeongChange 2018. The welcome remarks were followed by the congratulatory speech by Foreign Minister Spokesperson Noh Kyu-duk. Noh opened that Bulgaria was famous for longevity and healthy food culture to many Koreans and the Bulgarian yogurts were soon to be sold in the Korean market. He then emphasized on the dialogue between the two ministers on the cooperation in trade, investment, energy, defense and agriculture and congratulated the two country’s raised diplomatic relations to ‘Comprehensive and Future Oriented Partnership’. Noh also praised the Cyrillic alphabet of Bulgaria which contributed to the development of literacy and knowledge in the Balkan Peninsula as well as the high cultural spirit of the people. He closed his speech by congratulating the Bulgaria’s Presidency of the Council of the EU. H.E. Petar Andonov then presented a certification of appreciation to Kim Hi-yong, Honory Consul General of Bulgaria in Seoul for his hard work and contribution. The ceremony then was closed with a special performance by Camarata Music Company’s Chamber Singers.
