수원시, '남북교류협력위원회 실무기획단' 구성
수원시 남북교류협력위원회가 효율적으로 교류협력사업을 전개하기 위해 ‘수원시 남북교류협력위원회 실무기획단’을 구성했다. 남북교류협력위원회는 지난달 17일 수원시청에서 위원장 염태영 수원시장과 위원들이 참석한 가운데 제2차 정기회의를 개최, 실무기획단을 구성하고 운영 방안을 논의했다. 홍사준 수원시 기획조정실장과 남북교류협력위원회 사무국장을 공동단장으로 하는 실무기획단은 평화통일(인식개선), 인도적 지원, 문화·예술·체육, 보건의료 등 네 분야로 이뤄진다. 위원회 사무국장은 8월 말 열릴 정기회의에서 선출할 예정이다. 위원 10명으로 이뤄지는 실무기획단은 위원회의 중장기 로드맵을 구상하고, 의결사항을 집행하게 된다. 또 향후 위원회가 심의하는 사업에 따라 실무기획단을 세분화해 전문성과 실현 가능성을 높일 예정이다. 사업계획 수립·집행·평가를 진행하고, 결과를 남북교류협력위원회에 보고하는 역할도 한다. 수원시는 이날 회의에 앞서 남북교류·문화·여성·청년 등 분야별 전문가 8명을 남북교류협력위원회 위원으로 신규 위촉했다. 현재 위원회는 위원장 1명, 부위원장 2명, 위원 19명 등 22명으로 구성돼 있다. 수원시 남북교류협력위원회는 지난 1월 출범했으며, 남북관계 변화에 유동적으로 대응하고 남북 교류·협력을 활성화하는 역할을 하게 된다. 지난 5월에는 ‘수원시 남북교류협력 준비 토론회’를 열고, 효율적인 남북교류협력사업 전개 방안을 논의하기도 했다. 염태영 시장은 “우리 시와 시민사회가 함께 진행할 수 있는 남북 교류협력 사업을 적극적으로 발굴해 추진해야 한다”면서 “우리의 이러한 노력이 평화통일의 마중물이 될 것”이라고 말했다.
  
수원시 민원처리 만족도, 10점 만점에 8점
수원시민들은 수원시의 민원처리에 대체로 만족하는 것으로 나타났다. 수원시 감사관이 4~6월 67개 부서에 민원을 제기한 시민 1,368명을 대상으로 설문조사를 한 결과, 민원처리 공직자에 대한 종합적인 만족도는 8.05점으로 지난 1분기(7.9점)보다 0.15점 상승했다. 신속성, 공정성, 만족도, 청렴성 등을 5단계(① 매우 그렇다 ~ ⑤ 매우 그렇지 않다)로 측정했다. 문항 당 배점은 매우 그렇다 10점, 그렇다 7.5점, 보통이다 5점, 그렇지 않다 2.5점, 매우 그렇지 않다 0점이다. 1분기(1~3월) 조사와 비교하면 ‘업무처리 신속성’은 8.4점으로 같았고, ‘공정성’은 8.2점으로 0.2점 높아졌다. ‘만족도’는 8.0점으로 변화가 없었고, ‘청렴성’은 7.6점으로 0.4점 상승했다. ‘긍정’(매우 그렇다, 그렇다) 비율은 ‘신속성’이 82.5%로 가장 높았고, ‘공정성’ 81.2%, ‘만족도’ 78%, ‘청렴성’ 72.1% 순으로 ‘청렴성’에 대한 긍정 응답 비율이 비교적 낮았다. ‘평소 수원시 공무원들이 청렴하다고 생각하십니까?’라는 질문에 40%가 ‘매우 그렇다’고 답했고, 32%가 ‘그렇다’, 21%가 ‘보통이다’, 5%가 ‘그렇지 않다’, 2%가 ‘매우 그렇지 않다’고 답했다. 김교선 수원시 감사관은 “업무처리가 공정하지 못하다는 시민들의 평가도 마음속에 새겨야 한다”며 “더욱 청렴하고 공정하게 업무를 처리해 신뢰받는 공직자가 돼야 한다”고 강조했다. 이어 “시민들은 공직자가 금품을 요구하거나 업무처리가 공정하지 못하다고 생각되면 공직자부조리신고센터에 신고해 달라”고 당부했다. 수원시는 간부공직자 부패 위험성 진단, 청렴실천서약, 청렴 교육, 청렴주의보 발령 등 다양한 청렴 시책을 펼치고 있다. 대외적으로 성과를 인정받아 2017 경기도 청렴 대상 최우수상, 2016 국민권익위원회 고충민원처리 최우수기관, 국민권익위 부패방지시책평가 3년 연속 최우수 기관으로 선정되기도 했다.

Suwon forms a Task Force of Inter-Korea Exchange and Cooperation Promotion Council

The Suwon Inter-Korea Exchange and Cooperation Promotion Council formed a Task Force to launch South-North exchange project in earnest. Mayor Yeom Tae-young and the members of the council held the 2nd general meeting on 17 last month at Suwon City Hall and discussed on how to operate the Task Force. 

The city’s planning division head Hong Sa-jun and the secretary of the council serve as the co-directors of the Task Force which will focus on public awareness of the unification, humanitarian support, culture/art/sports exchange, and public health. The Task Force is consisted of 10 members and the secretary general is scheduled to be elected late August this year. It is the members’ role to bring up mid and long term roadmaps and to implement the decisions. 

Suwon City also newly appointed 8 specialists of exchange, culture, women and youth as members of the council (total 22 members). The council was launched last January and held a forum for preparation of inter-Korea exchange in May. 

Mayor Yeom Tae-young said “The council should actively invite citizens to find together the exchange ideas and projects and I believe that this of our effort will pave the way to the eventual national unification in the future.”

Suwon scores 8 out of 10 in civil complaint process

Suwon city carried out a survey for 1,368 civil complainers and showed the result with general satisfaction scores of 8.05 on civil complaint process, a 0.15 increase on the first quarter (7.9). 

Below is the breakdown:
8.4 on speed, 8.2 on fairness (0.2 up), 8.0 on satisfaction, 7.6 on transparency (0.4 up). 
Below is the percentage in order:
Speed 82.5%, fairness 81.2%, satisfaction 78%, transparency 72.1%. 
On the question whether public servants of the city are transparent, 40% said very so, 32% yes, 21% so so and 5% no. 

Kim Gyo-sun, the city’s auditor who carried out the survey said “The result shows that there needs to be improvements on fairness and transparency. And I ask citizens to report any malpractice of the public servants to the Public Officials Corruption Report Center.” 

Suwon City has been running a number of corruption prevention programs and won the grand prize at the 2017 Gyeonggido Public Servant Transparency Awards and was designated as an excellent local government of civil complaint process by the Anti-Corruption & Civil Rights Commission in 2016. The city also won the excellent organization title at the anti-corruption policy appraisal carried out by the same commission for 3 years in a row.
