성장현 용산구청장은 민선5기에 이어 민선6기에서도 구민들의 선택을 받고, ‘세계의 중심, 이제는 용산시대’를 실현해 나가고 있는 용산 전문가다. 그는 지방자치가 부활된 이래 1991년 처음 실시된 지방선거에서 최연소로 당선된 바 있으며, 제2대 구의원 선거에서는 최다득표를 한 이력이 있는 등 용산이 키운 정치가로, 성 구청장이 구민들에게 갖는 애정은 남다르다.
성장현 구청장은 “자식이 자라서 어버이 은혜에 보답하듯 반포지효(反哺之孝)의 마음으로 구민들께 효도할 것”이라며 “구민들이 행복한 용산을 위해 처음의 각오로 구민과 약속했던 공약들을 차근차근 지켜나가고 있다”고 강조했다. 성장현 용산구청장은 민선6기 ‘행복한 용산시대’를 만들겠다는 각오로 △찾아가는 나눔복지 △꿈이있는 미래교육 △살기좋은 안전도시 △함께하는 상생개발 △세대공감 소통문화 등 5대 구정목표를 세웠다.

온 동네가 함께 키우는 용산의 미래
용산구, 보육ㆍ교육사업에 사활 걸다
통계청에 따르면 지난해 출생아 수는 40만 6,300명으로 전년 대비 3만 2,100명이 감소했다. 역대 최저 기록(2005년 43만 5,000명)도 11년 만에 갱신했다. 자녀 양육에 대한 부담이 가장 큰 이유로, 성장현 용산구청장은 민선5기에 이어 민선6기에서도 보육ㆍ교육 사업에 집중해왔다. 
용산구는 올 한해 원효2동, 한남동 등 5곳에 국공립어린이집을 신설한다. 국공립어린이집의 경우 구 단위에서 한해 평균 1~2곳 확충이 일반적이었으나 올해는 확충 폭을 대폭 올린 것이다. 이를 위해 민간 어린이집 매입, 기존 구 건물 리모델링, 공원부지 활용 등 가능한 방법을 모두 동원한다.
성장현 구청장은 “육아 부담으로 인한 저출산 문제를 해결하는 방안으로 올해 국공립 어린이집을 23% 더 확충할 계획”이라며 “아이 낳고 키우기 좋은 용산을 만들기 위해 최선을 다하겠다”고 강조했다.
용산구 보육ㆍ교육정책의 최고 결실은 올해 12월 문을 열 용산 어린이ㆍ청소년 종합타운이다. ‘태아에서 성인이 될 때까지’ 성장 단계별 맞춤형 서비스를 제공할 어린이ㆍ청소년 종합타운은 관이 아닌 주민들이 직접 결정한 만큼 의미가 크다. 원효1동을 비롯해 옛 청사 인근에 위치한 6개 동 주민들이 중심이 되어 청사 활용방안에 대해 논의한 결과 어린이ㆍ청소년 종합타운을 건립하기로 한 것이다.
건물 리모델링 등 건물 개보수에 필요한 사업비는 총 100억 원이다. 구는 이번 사업이 기존 공공재산을 활용해 진행되는 만큼 부지매입과 신축을 통해 사업을 진행하는 것보다 예산 대비 큰 효과를 낼 수 있을 것으로 기대했다. 
원효로 옛 청사는 지하1층ㆍ지상5층 규모의 본관(건축면적 1,225㎡, 연면적 6,755㎡)을 포함해 건물 5개 동으로, 전체 연면적은 11,802㎡다. 구는 시설 규모와 구조를 그대로 유지하되 층별 용도를 공공업무시설에서 어린이ㆍ청소년 관련 시설로 다변화시켰다. 이곳에는 청소년 음악활동, 장난감 도서관, 원어민 외국어교실, 육아종합지원센터, 창의 놀이터, 열린 도서관, 소극장, 생태공원, 구립 어린이집 등이 들어선다.
“꿈나무들이 바르게 성장할 수 있는 토양을 마련하는 것, 그것이 지금 우리 세대가 해야 할 책무”라고 강조한 성장현 구청장. 그는 민선5기 취임과 동시에 아이들이 꿈을 포기하지 않고 학업에 집중할 수 있도록 ‘장학기금 조성’에 집중했다. 2010년 <용산구 장학기금 설치 및 운영조례>를 제정한데 이어 100억 원 조성을 목표로 본격적인 장학기금 사업을 개시, 지금까지 80억 원의 장학기금을 조성했다.
기금은 구 출연금과 기타 수익금으로 조성하며 장학금은 기금의 이자수익으로 마련한다. 구는 2013년부터 지난해까지 총 1,021명의 학생들에게 장학금 4억 원을 지급했으며, 올해는 전년대비 190만원이 증가한 1억 610만원을 지급할 예정이다.

서울시 최초 ‘어르신의 날’ 행사 개최
어르신 정책을 선도하는 용산구
용산구 관내 68세 이상 어르신은 3만 5,000여명으로 구 전체 인구의 15% 가량에 해당한다. 구는 아동ㆍ청소년들을 위한 정책과 함께 지금의 대한민국을 이끌어 오신 어르신들을 위한 복지에도 집중하고 있다. 
용산구는 사라져가는 효친사상을 되살리고, 어르신들에 대한 사회적 관심을 높이기 위해 <용산구 효행장려 및 지원에 관한 조례>를 제정하고, 2015년부터 서울시 최초로 어르신의 날 행사를 개최해오고 있다. 성장현 구청장은 “어르신 문제가 심각해지고 있는 상황에서 지금의 대한민국을 일구신 어르신들을 위해 진심으로 할 수 있는 일들을 찾고, 고민한 결과 ‘어르신의 날 행사’를 추진하게 됐다”고 설명했다.
올해 어르신의 날 행사는 5월 13일 열릴 예정이다. 이날 건강 상담에서부터 구강검진, 시력검사, 치매상담까지 어르신들의 건강을 챙기는 부스들이 운영된다. 또한 지역의 많은 단체들이 참여한 가운데 이‧미용 서비스, 발마사지, 네일아트를 비롯한 체험프로그램들도 즐길 수 있다. 
또한 ‘사람이 바뀌어도 지원이 중단되면 안된다’는 성 구청장의 의지를 반영해 어르신복지 인프라 확충에도 노력을 해 왔다. 용산구는 효창동 구립용산노인전문요양원에 이어 단국대학교 이전 부지 내 시공사로부터 부지를 기부채납 받아 2013년 6월 구립한남노인요양원을 개관함에 따라 서울시에서 유일하게 80병상이 넘는 구립노인전문요양원을 2곳에서 운영하고 있다.
뿐만 아니다. 올해 11월 전통공예문화체험관이 완공되면 어르신 일자리도 함께 창출될 것으로 기대된다. 용산구 전통공예문화체험관은 ㈜파리크라상의 협조와 도움으로 지난해 4월 첫 삽을 떴으며, 이곳에서는 가장 한국적인 것들을 판매하고 체험하게 된다. 전통공예를 만드는 방법 전수에서부터 판매까지 모든 과정에 지역의 어르신들이 참여하도록 하여 어르신들께 양질의 일자리를 제공할 방침이다. 

미군 떠난 용산, 비상(飛上)하다
역사와 생태가치가 더해진 ‘개발’
도시는 끊임없이 변화하면서 그 공간 안에서 살아가는 사람들로 인해 새로운 공간으로 재탄생한다. 현재 ‘개발’의 이미지가 가장 먼저 떠오르는 용산은 조선시대에 전국의 조운선이 몰려드는 포구였으며, 조선 중기 상업을 주도했던 경강상인의 본거지였다. 이러한 지리적 이점은 때로 상처의 원인이 되기도 했다. 멀게는 조선시대 임진왜란 당시 명나라군과 왜군이 화전교섭을 했던 장소이며, 임오군란 때는 청나라 부대가 머물렀고, 일제 강점기에는 일본군 조선사령부가, 해방 후에는 미8군이 주둔하게 된 것이다.
미군기지가 이전한 터에는 243만㎡ 규모의 용산공원 외에도 복합시설조성지구 18만㎡와 공원주변지역 895만㎡을 포함해 용산구 전체면적의 52%(1,200만㎡)에 달하는 공간이 상전벽해(桑田碧海)를 앞두고 있다.
이에 발맞춰 용산구도 새로운 도약을 준비한다. 한강로 일대 도시개발 밑그림도 다시 그렸다. 용산 지구단위계획 재정비 용역을 통해 지역별 개발 여건을 면밀히 파악하고 도시환경 변화에 대비한다는 취지다. 용산 지구단위계획구역은 서울역에서부터 한강로를 따라 용산역과 한강대교 북단에 이르는 광대한 지역(349만㎡)으로, 정비창전면, 문배업무지구, 후암동 특별계획구역 등 용산 지구단위계획구역 내 특별계획구역만 해도 44개소에 이른다. 
용산역 일대 개발 사업들도 차질 없이 추진되고 있다. 용산역 전면 1구역은 아모레퍼시픽 신사옥이 들어서며, 2ㆍ3구역에도 주상복합건물 건립 공사가 마무리 단계에 접어들었다. 4구역도 재개발사업을 재개했다. 이 일대는 주거비율과 용적률을 상향해 사업성을 키우고, 대규모 시민공원도 함께 조성된다. 
성장현 구청장은 “개발이라는 것은 단순히 오래된 건물을 없애고 새 것을 세우는 것만이 정답은 아니다. 보존할 것은 반드시 보존하되 필요한 개발은 제 때 진행하는 것이 중요하다”면서 “그 과정에서 도시가 가진 장점들을 최대한 살려내는 것이 관건”이라고 강조했다.
이에 따라 구는 ‘역사’와 ‘생태’라는 미래가치에 비중을 두고 개발을 진행하고 있다. 국제빌딩 4구역은 광화문광장과 비슷한 규모(1만 7,615㎡)의 용산파크웨이가 조성된다. 특히 용산역 전면 2ㆍ3구역 사이 근린공원 예정부지(1만 2,000㎡)를 보다 효율적으로 활용하기 위해 지상에는 공원과 도로를, 지하에는 광장과 공영주차장, 부대시설을 갖춘 ‘리틀링크’로 조성하기로 했다. 
현재 개발이 진행이 되고 있는 효창4구역은 이봉창 선생님의 옛집이 있었던 집터의 자리로, 효창4구역에서 내년 말 아파트 준공과 함께 150여 평의 소공원을 기부채납한다. 구는 소공원을 역사공원으로 용도 변경하고 이봉창 의사 기념관을 건립하기로 했다. 
성장현 구청장은 “용산구는 이봉창 의사를 비롯하여 항일 투사들이 잠들어 있는 효창공원과 한국전쟁의 아픔을 추모하는 전쟁기념관, 국립중앙박물관까지 우리나라 근현대사를 기리는시설이 많다”면서 “도시 곳곳에서 개발 사업들이 활발하게 진행되고 있는데 용산의 역사적 가치와 함께 미래 세대들을 위한 생태환경까지 잘 지켜나갈 것”이라고 거듭 강조했다.

Pushing day nursery and education policies forward!

Yongsan builds reputation in child rearing and education
The Statistic Korea reported that 406,300 babies were born last year. It was a 32,100 less than the previous year and the blame goes to the financial burden of raising a child. To increase the numbers, Yongsan District has focused on day nursery and educational projects for many years. As part of this effort, the district is opening 5 public and private day care centers in Wonhyo-2 dong and Hannam-dong this year. "I plan to increase the number of the centers by 23% to tackle the low birthrate" says Yongsan District mayor Sung Jang-hyun. Alongside the day care centers, 'The Yongsan Children and Youth Center' is opening in December this year. The district gathered opinions of the residents and it will provide customized child care and rearing services up to the time they grow to be an adult. 10 billion won will be poured in the remodeling of the building which was the old district office building. It has 5 stories overground and 1 storey underground with total 1,225㎡ building area and total 11,802㎡ ground area. It will facilitate playground, support center, library including toy library, theater, ecology park and day nursery center and will run various programs such as music and foreign language. "It is our duty to build foundations for children to play, to study and to grow" says Sung. The mayor also is enthusiastic about scholarship for the students in the district. As soon as he took the office, Sung started to raise fund for scholarship and enacted 'Ordinance on Operation of Youngsan District Scholarship Fund' in 2010 with the target amount of 10 billion won. So far, he has raised 8 billion won that came from the contribution of the district office and the profits of various projects and the interest of this fund will be used as the scholarship. The district has given 400 million won to 1,021 students since 2013 and the amount this year will be 106.1 million, a 1.9 million more on last year. 

Yongsan holds Senior Citizens Day
35,000 elderly people aged above 68 are estimated to live in Yongsan District. It accounts 15% of the whole district population. In order to raise public awareness on increasing number of elderly people, the district enacted 'Ordinance on Youngsan District Filial Obedience Promotion and Support' and introduced Senior Citizens Day in 2015 for the first time in Seoul. The event of the day this year is held on May 13 and the district will run a number of medical checkup, haircut, massage and nail art booths. In June 2013, the district opened the Yongsan Hannam Senior Care Center on a land donated by a construction company. As a result, Yongsan has become the sole district that runs two institutions for caring elderly people; the one mentioned above and the other being Yongsan Elderly Nursing Home. In addition, the district will be able to create jobs for senior citizens when the 'Traditional Crafts & Culture Center' is completed by November this year. Sponsored by Paris Croissant, the center will provide various traditional handicrafts programs, sell the goods and find jobs for the elderly. 

Abandoned military base is to reborn for history and ecology
Cities change through constant flow of building and rebuilding. In the Joseon Dynasty era, Yongsan played a port for cargo vessels and the base for the influential merchants and the military negotiations. The Japanese in the colonial era in early 1900 use the area for the military control base before it was taken over by the US military in 1945. Now the base being moved to Pyeongtaek, the area is to be recreated with a 243,000㎡ Yongsan Park and a 180,000㎡ commercial complex on the total 1,200㎡ land which is 50% of the whole Youngsan area. As part of the rebuilding project, the district is pushing forward the zone by zone development project totaling 349,000㎡ area that connects Seoul Station to Han Riverside to Yongsan Station to the norther extremity of the Hangang Bridge. 44 special sub zones such as Changjeon maintenance zone, Munbae commercial zone and Huam-dong special zone will be created in the grand zone. The zone 1, for example, invites the new headquarters of Amorepacific Corporation and the zones 2 and 3 soon will see the completion of the multipurpose building while the zone 4 has just started redevelopment. A large scale park is also scheduled to be created within the zones. "Development is not all about removing the old and building the new but about protecting the valuables and maximizing the character of the area. This is the reason that the whole redevelopment project is carried out based on the value of 'history' and 'ecology'." The 17,615㎡ 'Youngsan Parkway' is to be built in the international business district of the zone 4 and the 'Little Link' between the zones 2 and 3 where a neighborhood park is to be positioned invites new roads aboveground and square, parking lot and convenience facilities underground. Also, the district is to create a 495㎡ small park with the memorial hall of the independence activist Lee Bong-chang in the Hyochang zone 4 where apartment blocks are being built at the moment. "The memorial hall will encourage the residents with patriotism alongside the War Memorial of Korea and the National Museum of Korea in the district. I am really looking forward to seeing the district setting a role model of redevelopment when the all projects are completed." <Power Korea> sends a message of support.
