미래부, 2016년 모든 국가직공무원 소프트웨어 교육 실시
2016년부터 국가공무원인재개발원에서 고위공직자부터 9급까지 국가공무원을 대상으로 소프트웨어(SW) 교육이 본격 실시된다. 이번 교육은 공무원들이 SW로 인한 미래변화를 이해하고, SW의 잠재력을 활용한 정책기획능력을 함양하기 위해 추진되었으며, 고위정책과정과 5급 신임관리자과정 등 11개 과정을 통해 4천여 명의 공무원을 대상으로 SW교육이 실시될 예정이다. SW교육 본격화에 맞추어 미래창조과학부 최양희 장관 산하 정보통신산업진흥원과 국가인재개발원은 지난 달 22일 ｢공직사회 SW교육의 활성화｣를 위한 업무협약을 체결했다. 양 기관은 금번 업무협약을 통해 공무원 SW교육 로드맵을 공동으로 수립하고, 실·국장급 고위공무원 대상 교육 동영상 개발, ICT 트렌드 변화에 맞는 교육과정 개발에도 협력하기로 했다. 또한, 향후 전 공무원 대상 이-러닝 과정 개발 등에 대하여도 협의해 나가기로 했다. 이러한 협력을 바탕으로 국가인재원은 올해부터 직급별 기본교육 과정에 SW마인드 함양 교과를 신설하여 고위정책과정, 신임과장과정, 5급 및 7급 신규공무원과정 등에 SW교육을 실시한다. 특히 5급과 7급 신임공무원과정에는 SW 프로그래밍 실습 교육을 실시하여, SW의 창의적 문제해결력을 활용한 업무 및 정책기획 역량 제고를 도모한다. 별도의 전문교육 과정도 개설하여 SW에 관심 있는 공무원들도 선택하여 교육받을 수 있도록 할 예정이다. 옥동석 국가인재원장은 “국가인재원과 정보통신산업진흥원과의 협약체결을 계기로 공무원에 대한 고품질의 SW교육이 내실 있게 이루어져 창의적 사고능력과 문제해결 능력을 가진 미래인재 양성은 물론 국가경쟁력 제고에도 기여할 것으로 기대된다.”라고 말했다. 최양희 미래창조과학부 장관은 “이번 업무협약을 통해 SW중심사회의 기반이 더욱 다져지길 바라며 미래창조과학부도 다방면의 지원방안을 모색하겠다”고 말했다.

홍남기 미래부 차관 첫 행보, 창조경제 현장 속으로
미래창조과학부 홍남기 제1차관은 취임 후 첫 현장 방문지로 서울창조경제혁신센터, 과학기술연구원을 선택했다. 홍남기 차관은 지난 달 19일 먼저 오프라인 창조경제플랫폼인 서울창조경제혁신센터(서울 광화문 KT빌딩 1층)와 스타트업 인큐베이터센터(종로구 서울지방우정청 5층)를 방문하였다. 특히 올해 새롭게 오픈한 서울창조경제혁신센터의 인큐베이터센터를 방문하여 입주기업들의 창업사례와 아이디어를 직접 들으며 창업자들의 열정과 의지를 확인하였고 예비창업자, 창업 지원 멘토들에게 현장의 애로점을 청취하고 정부 지원정책에 대해 의견을 나누었다. 이날 행사는 창의적인 아이디어를 바탕으로 창업을 꿈꾸는 지역의 인재들을 격려하고, 창업 현장의 다양한 목소리를 듣고 벤처․창업 생태계 관련 정책에 반영하는 등 현장 중심의 정책을 추진하기 위해 마련되었다. 이어서 홍남기 제1차관은 과학기술연구원(이하 KIST)를 방문하여 KIST의 업무현황과 연구현장의 의견을 청취하기 위해 연구자들과 간담회를 가졌다. 이날 홍남기 차관은 “지난 50년 대한민국 산업화와 함께 한 KIST가 미래를 향해 어떤 성과를 낼 것인지를 고민하는 것이 더 시급한 과제”라며 출연연구소의 혁신을 강조하였다. 아울러, 홍남기 차관은 KIST 연구원들과 함께 뇌과학연구소, 차세대반도체연구소 등의 연구현장을 둘러보며 미래성장 원천 창출에 매진하는 연구자들을 격려하고, “미래부는 안정적인 연구 환경 조성을 위해 더 적극적으로 노력하겠다.”고 말했다. 앞으로 이러한 창조경제 현장방문을 지속적으로 추진함으로써, 예비창업자, 유망벤처기업 뿐 아니라 정부 출연연구소 등 창조경제 생태계를 구성하는 다양한 이해 관계자들과의 의사소통을 확대하고, 정부 정책에 반영해 나갈 계획임을 밝혔다.

Choi launches software training for all public servants
The National Human Resources Development Institute (NHRDI) launches software training for all public servants from this year in order for them to use this skill in administration and policies. The training is provided in 11 courses from High Policy Course to The Level 5 Newcomer's Course for 4,000 public servants. The Minister of Science, ICT and Future Planning's NHRDI and the National IT Industry Promotion Agency (NIIPA) signed a business agreement on 22 last month for SW Training for Public Servants'. Both parties will build a road map for SW Training and will develop video materials, e-Learning and ICT-customized courses which include SW Mind Cultivation. Newcomer's Course for the level 5 and 7 public servants in particular include SW Programming to improve their problem solving ability and policy making capabilities. President Oak Dong-suk of NHRDI said "The agreement between NHRDI and NIIPA will contribute to raising both public servants' capabilities and national competitiveness." Choi Yang-hee, Minister of Science, ICT and Future Planning said "SW Training will be a foundation to promote creativity in both public servants and our society and we will provide an unsparing effort for it." 

Hong makes field trips 
The newly inaugurated First Vice Minister of Science, ICT and Future Planning, Hong Nam-ki took field trips to Seoul Creative Economy Innovation Center and the Korea Institute of Science and Technology (KIST). He visited the former and the Startup Incubation Center (opened this year) on 19 last month and listened to those moved-in startups, their ideas and passion. He then gave encouragement and discussed on the government support and policies with them. At the KIST, Hong had a meeting with researchers and listened to their project briefings and opinions. Hong said "KIST opened its door 50 years ago and now is the time we needed to give more thoughts on what to achieve through a reform. He then  took a tour on Brain Science Research Institute and Next Generation Semi-conductor research Institute and encouraged the researchers and said that he would keep providing a support to create a better R&D environment. Hong added "I will continues this field trip to actively communicate with startups, promising venture enterprises and the government-funded research institutes."
