전라북도 ‘뿌리기업 환경개선’ 고용·매출효과 기대이상
전라북도와 5개 시·군이 ‘12년부터 지원한 뿌리기업 환경개선 사업의 성과를 분석한 결과 당초 기대했던 인력수급 애로해소 뿐 아니라 기업매출 및 신규사업기회 확대로 기업경쟁력 제고에 기여한 것으로 나타났다. 3D업체로 불릴 정도로 분진, 소음 등 환경이 열악한 뿌리기업에 대한 취업기피 및 잦은 이직으로 해당기업 뿐 아니라 이를 활용하는 주력산업의 성장에도 저해요인으로 작용함을 우려하여 환경개선사업을 추진해왔다.
지난 8월, 뿌리기업 대상 사업성과를 조사·분석한 결과, 신규고용과 이직문제 개선 뿐 아니라 매출액 증대 등 수혜기업의 성장세가 수혜이전, 비수혜 기업과 비교 할 때 두드러진 것으로 조사되었다. 매출액의 경우, 지원후 연 797억원이 증가하여 지원 전 1.4%에서 지원 후 18.8%의 큰 폭의 매출증대 효과를 보여줌으로써 같은 시기 비수혜기업의 9.7% 성장폭과 비교되는 시점이다. 고용효과는 신규고용 102명 증가, 이직인원 64명 감소로 ‘뿌리기업 인력수급 애로해소’라는 사업의 당초 목적을 달성함, 지원전 46% 증가하던 이직인원이 지원후에는 19.6% 감소함으로써 지원효과를 보고 있다.
이외에도, 수혜기업들의 사업에 대한 기대수치는 63.8%였으나, 지원후에는 94.2%의 만족도를 보여 동 사업의 효과가 기대 이상으로 나타나고 있다.
전북도와 뿌리기업 밀집 시·군은 동 사업의 매출·고용효과 뿐 아니라, 열악한 환경에서 일하는 근로자들의 건강·복지·안전에도 간접적으로 기여하는 등 긍정적 효과를 감안, 향후 기업들의 수요를 반영하여 지속적으로 지원사업을 추진해나갈 계획이다.
전라북도 축산시험장이 진안군에 새 둥지 마련
전라북도 축산시험장이 진안군에 새 청사를 신축하고 지난달 10월 20일 준공식을 가졌다.
축산시험장 이전사업은 총사업비 168억원 투자하여 진안군 성수면 성백로 203번지 일원 376,000㎡부지에 연면적 8,000㎡의 축산교육장, 실험센터, 우사, 마사, 사료포 등을 갖추어 이전 준공하였다.
축산시험장은 1939년 종축장으로 익산에 설립되어, 1967년 김제시에 이전하여 종축개량 업무를 지속해 오던 중, 금번 진안군 이전을 계기로 유전공학 기술을 접목한 축산 신기술을 보급하게 된다.
축산시험장은 가축개량, 우량종축 생산, 한우수정란 공급, 축산농가 현장 교육 등의 축산 선진화를 주도하고 있으며 특히 칡소 혈통복원을 통해 재래 가축에 대한 품종의 다양성을 유지·보존하는 역할을 수행하고 있다
또한 축산시험장은 축산농가 전문 교육기관 및 한우육종센터 운영과 더불어 도내 한우개량을 가속화하는 가축개량기관으로서 중추적 역할을 강화하는 등 민선6기 전북도정의 핵심인 농민과 농업, 농촌 모두가 즐거운 삼락농정 추진을 위해 친환경 미래형 축산을 주도하는 시금석으로 기대된다.
Jeonbuk province, employment & sales effect of 'Root Enterprise Environmental Improvement' is beyond expectation.
Jeonbuk province and 5 cities & counties started supporting 'Root Enterprise Environmental Improvement' 12 years ago and the results were brought to light that it contributed to solving the difficulty of manpower supply and to expanding sales and new project opportunities. Root Enterprises were often called as a backbreaking job due to its poor work environment such as dust and noise and workers continuously changed their jobs. After analyzing the results, the province found that the supporting project improved the turnover problems and increased the sales to $78m(18.8%) compared to non-supported enterprises' 9.7% increase. As for the employment, 102 people were employed while leaving the job decreased to 64 people(19.6%) compared to 46% before the support, so the goal was achieved. The expectation levels of supported enterprises increased to 94.2% compared to 63.8% before the support.
The province and the root-enterprise-packed cities & counties plan to keep doing the supporting projects for not only employment and sales but also welfare and safety.
Jeonbuk province's livestock experiment station made its nest in Jinan county.
Jeonbuk province's new livestock experiment station held a building completion ceremony on 20 last month. $15m was invested to build the station on a 376,000㎡ land(203 Sungbaekro, Sungsu town, Jinan county) equipped with stockbreeding education place, experiment center, cow house, horse barn, and fodder in the 8,000㎡ land. The station was originally built in Iksan city in 1939 as a stockbreeding farm, and then moved to Gimje city in 1967, and finally settled in the current place as a livestock experiment station. The station is doing various jobs including improving livestock, producing good livestock, providing cow fertilized egg, and related field education. They are also reserving a variety of breed through restoration of kudzu cow breed. The livestock experiment station is expected to be the touchstone for leading a future-oriented and eco-friendly stockbreeding environment which can propel the core of the Jeonbuk province administration; the happiness of farmers, agriculture, and villages.
