다문화 시대, 이주민 가족 지원 강화 방안 모색

여성가족부 조윤선 장관은 지난달 6월 11일 서울프레스센터 19층 기자회견장에서 ’다문화 시대, 이주민  가족을 위한 지원 강화 방안‘을 주제로 다문화가족포럼을 개최했다. 다문화가족포럼은 성숙하고 통합된 다문화사회로의 전환을 위해 2010년 처음 구성되었다. 이날 포럼은 박경태 성공회대학교 사회학과 교수를 좌장으로, 정기선 국제이주기구(IOM) 이민정책연구원 연구교육실장이 ‘국내 체류 이주민 가족의 현황 및 지원 정책 방향’을 주제로 발표했다. 정기선 실장은 “그동안 지원은 결혼이민자 중심으로 이뤄져 그 외의 이주민들이 사각지대에 놓일 가능성이 높다.”라고 지적하면서, 앞으로는 ‘이주민 통합적 관점’과 ‘가족 정책적 관점’을 연계하여 지원하는 것을 검토해야 한다고 제안하였다. 

또한, 다양한 이주민을 대상으로 가족생활 지원 등 이주민 통합정책을 펼치기 위해서는 이주민에 대한 지원을 사회적 비용으로 생각하는 경향에서 벗어날 필요가 있다고 하였다.

토론자로는 김영란 숙명여자대학교 사회심리학과 교수, 최윤철 건국대학교 법학과 교수, 로이 알록꾸마르 부산외국어대학교 인도어과 교수, 오경석 경기도 외국인인권지원센터 소장, 안찬일 세계북한연구센터 소장, 이란주 아시아인권문화연대 대표 등이 참석하였다.

특히, 김영란 숙명여대 교수는 앞으로 정부가 각 유형별 이주민의 가족 생활과 구성원 현황 등 특성을 파악하여, 가족 정책적 관점에서 이주 아동의 권리를 보호해야 한다고 주장했다.

최윤철 건국대학교 교수도 이주민 가족의 아동에 대해서는 생존권, 건강권, 교육권 등이 제한없이 보장되어야 한다고 강조했다. 조윤선 여성가족부장관은 “지난 1월 관계부처 합동으로 마련한「다문화가족정책 개선방안」을 통해 다문화가족을 다양한 가족의 한 형태로 포용하고 육성하는 것으로 정책의 패러다임이 전환되었다.”며, “다문화 청소년들이 탁월한 이중언어 역량을 갖춘 인재가 되어 대한민국과 세계를 잇는 역할을 할 수 있도록 지원하겠다.”라고 밝혔다.

취약계층 여성 자활 카페「카페마인」,스타벅스 지원으로 새롭게 단장

여성가족부에서 지원하는 취약계층 여성 자활카페 ‘카페마인(서울 동작구)’이 (주)스타벅스커피코리아의 지원으로 새롭게 단장하고 재개장 오픈했다. 이날 오픈식에는 조윤선 여성가족부 장관, ㈜스타벅스커피코리아 이석구 대표이사, 스타벅스커피코리아 협력업체, 카페마인 송연순 원장(살레지오수녀회)과 취약계층 청년 여성 바리스타들이 함께 모여 축하했다.

카페마인의 재개장은 여성가족부 ‘같이가요’ 나눔 네트워크에 참여한 ㈜스타벅스커피코리아(이하 스타벅스)가 사회공헌사업으로 추진하는 재능 기부 카페(4호)로 ‘카페마인’을 지정하면서 이뤄졌다. 스타벅스는 카페마인에 컨설팅, 시설(실내외 장식 리뉴얼과 커피머신 등), 노하우, 기술 등을 제공하여 기술력과 경쟁력을 갖출 수 있도록 지원했으며, 향후에도 커피 제조 기술 및 카페 경영 컨설팅 등을 지속적으로 전수하는 등 협력 관계를 유지할 계획이다. 여성가족부는 ‘같이가요’ 나눔 네트워크를 구축하여, 나눔 코디네이터로서 복지 사각지대에 놓여 있는 취약계층과 기업의 사회공헌사업을 연계해, 거미줄 같이 촘촘한 복지안전망을 구축하고 있다. 

조윤선 여성가족부 장관은 “이번 카페마인과 스타벅스와의 연계에서 알 수 있듯이 자활매장에 대한 기업의 지원은 시설 또는 물품 지원뿐 아니라, 기업 노하우를 전수하기 때문에 취약 계층이 자활하는데 큰 힘이 된다.”며, “앞으로도 취약계층 자활 역량 강화에 도움이 될 수 있도록 나눔 네트워크를 통한 기업 연계와 지원을 확대해 나가겠다.”라고 밝혔다.

Multi-cultural era, consider some enriched supporting measures for the immigrated families 

Minister Jo, Yoon-Sun of Gender Equality and Family held the multi-cultural family forum with the title, ‘Multi-cultural era, stronger and enrich supporting programs for them’ at the press room in the 19^th floor at Seoul Press Center on June 11. This forum was first started to change into being as mature multi-cultural society in 2010. On the forum, professional Park, Gyeong-Tae of Socialogy of Sunggonghoe University was in charge and a researching educational manager of IOM Jung, Gi-Sun who is a director of study and education part of IOM had presentations about ‘The current situation of Immigrated families in Korea and supporting plans for them. 

Manager Jeong, Gi-Sun pointed out, for the time being, supporting programs were mainly centered by marriage immigrants, so it is highly possible for other immigrants to be put in a blind spot immensely. From now on, he suggested investigating and so, he suggested examine the mixed view of life from the immigrants. Moreover, the ministry suggested checking whether that is supporting with being related to both ‘total view over immigrants’ and ‘strategic view over the family’. 

Also, he said that people need to get out of a tendency of thinking of the money support for the immigrants as a social expense if we want to work on the total plan for them. 

As for debaters, they were a professor of social psychology of Sook-Myeong University Kim, Young-Ran, a professor of law school of Kon-Kook University Choi, Yoon-Cheol, a professor of Indian Language of Busan Foreign University Roy Alrolkumar, a director of Gyeeonggi center of supporting foreigner Oh, Gyeong-Seok, a head director of North Korea Study Center Ahn, Chan-Il and a representative of Asia human right culture solidarity Lee, Ran-Joo at the meeting. Especially, a professor of social psychology of Sook-Myeong University Kim, Young-Ran insisted on that the government has to perceive features like their family life styles of each type and family members’ status and then, they have to protect their children’s rights out of the view of family side. Besides, a professor of law school of Kon-Kook University Choi, Yoon-Cheol emphasized that rights of live and be health and getting education should be secured without any condition for their children as well. Minister Jo, Yoon-Sun of Gender Equality and Family spoke, “A paradigm of the policy has been changed since 「Improvement plans for the multi0cultural family policies」, which was set up by cooperation of related departments last January and it has accepted that as one of family kinds and nurtured them too. We will support their children and young adults to become talents with bilingual skills so that they would be a liaison part between Korea and other countries.”

A self-sufficiency caf? by female who is exposed to the vulnerable class, ‘Caf? Mine (located in Dongjak-gu, Seoul)’, which has been supported by Ministry of Gender Equality and Family has a new look by STARBUCKS’s help and then, they re-opened with a fresh appearance. On the opening day, Minister Jo, Yoon-Sun of Gender Equality and Family, CEO Lee, Seok-Gu of STARBUCKS KOREA, related companies of STARBUCKS KOREA, a director Song, Yeon-Soon of Caf? Mine (Salesio Convent) and female baristas from the neglected class attended and celebrated it. That re-opening of Caf? Mine was made it by STARBUCKS KOREA’s social contribute project. STARBUCKS KOREA that joined the sharing network movement appointed ‘Caf? Mine’ as a talent donation caf? (the fourth). STARBUCKS provided their free consulting knowledge, facilities such as interior and exterior renewal and coffee machine etc, know-how and business technique so that the caf? would have skills and competiveness. From now on, STARBUCKS will have that close relationship constantly. Ministry of Gender Equality and Family made a sharing network, which is called ‘Go, Together’ and now has a dense welfare safety network just like a spider web.  

Minister Jo, Yoon-Sun of Gender Equality and Family said “As we found out the connection between Caf? Mind and STARBUCKS KOREA, the big company’s support over the self-sufficiency stores becomes a great help for people who have a lot of difficulties since the big company hands over their know-how. Afterwards, I will expand the range of the supporting circle via the sharing network in order to strengthen them.”
