부산광역시, 해양융복합소재센터 준공식 개최
부산시와 (재)부산테크노파크는 서병수 부산시장을 비롯한 산․학․연․관 관계자 등 150여 명이 참석한 가운데 부산진해경제자유구역 미음R&D허브단지 내 ‘해양융복합소재센터’ 준공식을 개최했다. 시는 이번 ‘해양융복합소재센터’ 준공으로 중소기업 지원센터의 첨단장비 활용 및 시험인증 지원으로 기술력 향상과 기술 선진화 도모를 통한 국제 경쟁력 강화, 국내 협력망 구축 국내 전문 연구소 및 대학과의 연계 네트워크를 구축하여 기업 지원을 위한 헤드 쿼터 역할 수행, 국제 협력망 구축과 글로벌 경쟁력 강화 및 기술선도를 위해 해외 유수 기관과 국제 네트워크를 구축, 해외 선진기술 국내 기술 중개창구의 역할을 수행하고자 한다. ‘해양융복합소재센터’는 부산시 최초의 R&D 예비타당성 조사 대상사업인 ‘해양융복합소재 산업화 사업’의 일환으로 산업통상자원부와 부산시의 지원을 받아 총 공사비 126억 원을 투자하여 건립하였다. ‘해양융복합소재의 글로벌 리더 도약’을 목표로 2015년부터 2021년까지 총 888억 원의 사업비를 투입하는 부산시 최초의 R&D 예비타당성조사사업으로, 연구개발 지원시설 건립과 그린십 구현 융복합소재 개발, 하이테크 소형특수선박 융복합 소재개발, 차세대 해양 구조물 융복합 소재개발 등 총 6개 기술개발을 주요 내용으로 하고 있다. 부산시 관계자는 “앞으로 해양융복합소재센터가 국내외 연구소 및 대학과의 연계 네트워크를 구축하여 해양융복합소재의 연구개발을 총괄하고, UN 전문기관으로 조선‧해양관련 국제규범을 관장하는 IMO(국제해사기구) 규제에 대응하기 위한 각종 인증장비 및 성능평가 장비를 구축하여 부산이 해양 소재산업 분야의 글로벌 경쟁에서 우위를 점할 수 있도록 최선을 다할 것이다”라고 밝혔다.

부산시, 아이·맘 부산 플랜! 초등학교 여유교실 개원식 개최
부산시는 북구 금곡동 금창초등학교에서 금창초등어린이집 개원식을 개최했다. 부산시와 부산시 교육청은 저출산 시대에 아이 낳고 키우기 좋은 공보육 여건을 조성하기 위해 2016년, 2017년 2차례에 걸쳐 교육행정협의회를 개최, 「학생 수가 감소하는 초등학교를 대상으로 국공립어린이집을 확충하는 방안」을 협의한 바 있고, 2017년부터 사업을 본격 시행했다. 그러나 학생 수가 감소하고 여유교실이 있다 하더라도 초등학교 내 국공립어린이집 설치를 위해서는 국공립 이용률을 제고하려는 구·군의 적극적인 의지와 교실(어린이집 설치공간)의 무상사용허가 주체인 교육지원청장과 초등학교장의 참여, 그리고 시 교육청의 적극적인 지원과 협조가 그 무엇보다 중요하다. 금창초등어린이집의 개원은 부산시장, 시 교육감, 북구청장, 북부교육지원청 교육장, 금창초등학교장의 적극적인 소통과 협업의 결실이라고 볼 수 있다. 앞으로 초등학교 어린이집은 「아이·맘 부산 플랜」의 일환으로 국공립어린이집 설치율이 낮은 지역 등을 중심으로 설치를 추진해 나갈 계획이다. 이번 개원식을 계기로 국공립어린이집 확충사업에 대해서 여유교실이 있는 초등학교장의 관심과 참여가 제고될 수 있기를 기대한다. 부산시 관계자는 “국공립어린이집 이용률 제고를 위하여 초등학교 여유교실뿐만 아니라 공동주택 관리동 민간 어린이집 전환 등을 중점 추진하고, 공공형어린이집과 산단의 공동직장어린이집도 지속 확충하여 ‘아이 낳고 키우기 좋은 도시, 부산’이 될 수 있도록 최선을 다하겠다”고 밝혔다.

Busan promotes marine composite materials
Busan and Busan Techno Park co-held the groundbreaking ceremony of the Marine Composite Material Center located within the Mium R&D Hub Complex in the Busan-Jinhae Free Economic Zone. 150 industry and academic officials attended the ceremony. The roles of the center are 1) advancement of technologies 2) strengthening global competitiveness 3) building cooperation networks to research labs and universities 4) supporting companies 5) building global cooperation networks to introduce advanced technologies overseas to Korea. Busan and the Ministry of Trade, Industry and Energy are investing KRW 12.6 billion won in building the center with the goal to raise the global leader’s status of the city in the marine composite materials field. The targeted technologies to secure are 6 in total including 1) development of composite materials 2) development of composite materials for high tech small special boats 3) development of composite materials for next generation marine constructions. An official of the city said “The center will not only build cooperation networks for both home and abroad but also bring effective measures against the regulations of the IMO (International Maritime Organization). The center also will raise the city’s status as a global leader of the field.” 

Busan opens Geumchang Elementary School Daycare Center
Busan held an opening ceremony of the Geumchang Elementary School Daycare Center in Geumgok-dong. Busan and Busan Metropolitan Office of Education held administrative meetings twice in 2016 and 2017 respectively in order to encourage childbirth in an effort to tackle the ever decreasing birthrate. Opening the school affiliated centers is part of this effort and this requires free use of class rooms and the support of the school and education office. In this respect, the Geumchang Elementary School Daycare Center is a good example of cooperation and support of the related organizations such as Busan Metropolitan City, Busan Metropolitan Office of Education, Buk District and Geumchang Elementary School. An official of the city said “The city will increase the number of public daycare centers in connection with elementary schools and public housings as well as industrial complexes.”
