Lee boosts up happiness index of citizens
Lee Seok-woo, Mayor of Namyangju City

Having served as Mayor of Namyangju City for 12 years, Lee Seok-woo boasts its capability of increasing the population of the city to 670,000, a 200,000 increase, as well as ranking the scale of the budget in 15th with the overall score in 10th among 226 local governments nationwide. He is now pushing forward his ambition to increase the population to 1 million by 2020 through ‘Vision Plan 2020’, ‘Happy Premium Best 7’ and ‘Namyangju 4.0’. The ‘Happy Premium Best 7’ especially brought the city the best innovation prize for the first time as a Korean local government awarded in the conference held by the Asian Association for Public Administration (AAPA) in Astana, Kazakhstan last April. Lee introduced ‘Administrative Welfare Center’ that can carries out the ‘Happy Premium Best 7’ and also ‘Namyangju 4.0’. In 2014, he introduced a big data specialist group as the first local government to increase convenience while reduce the budget. As a result, the city was awarded the best local government for ‘Government 3.0’ in the big data category. Lee also was chosen as the OECD Champion Mayor at the 3rd OECD Champion Mayors held this year; he has become the first Korean local governor winning the title with his innovation in IoT-driven elderly care, bus line adjustment and civil suggestions. It is remarkable when it comes to a number of ideas he has brought up during his term. Some of the innovative ideas to name a few are ‘Hope Care Center’ for underprivileged citizens, ‘8272 Civil Complaint Center’ for 30 minute response, ‘Employment Welfare Plus Center’ for creating 20,000 jobs, ‘Lifelong Learning City’ for 100 villages including study center, library, sports center and football stadium, ‘Safety Smart City’ for security, transport and disaster prevention U-center and ‘Slow Life City’ for diligently carrying out its appointment as the first international slow city in the capital area in 2010. Namyangju listed the Royal Tombs of the Joseon Dynasty of the city in UNESCO World Heritage in 2009 and held 2011 Organic World Congress, 2013 AsiO Gusto, and 2015 and 2017 Slow Life (international) respectively. Inviting the Slow Life specially is expected to bring 99.1 billion won (USD$91M) production effect and 9.7 billion won added value in terms of local tourism. The Slow Life this year was held under the theme ‘Slow Life 5R (Reduce, Reuse, Recycle, Return and Renew)’. The local food element included as one of the events in the Slow Life is also expected to invite more than 300,000 gourmets to the city. In addition, the city is pushing forward a number of projects such as ‘bicycle-friendly city’ and ‘112 energy zero village’ alongside its longtime running flea markets, citizen’s open forum and women-friendly programs. Previously, Lee served as deputy mayor of 11 cities in Gyeonggi Province with a number of administrative positions and his ‘Image & Networking & Communication Strategy’ received a presidential citation in 2016. Taking the office of Namyangju City in July 2006, Lee achieved 1.5 trillion won budget (15th in rank) and he also reorganized 16 administrative zones to 8 to increase citizen’s convenience narrowing down the connections between the zones within 10 minutes. Based on his years of experience and knowhow, Lee suggests for the future of the regions the ‘division of Gyeonggi Province’ into North and South for the effective use of the forests and abandoned lands in the North that has a high possibility of becoming a metropolitan city considering the total populations of 3.39 million in the current 10 local governments. In regard to the next governor of the province, Lee puts his emphasis on administrative ability rather than political with focus on increasing the resident’s overall quality of life.
