문재인 대통령, 아세안(ASEAN) 기업투자 써밋에서 연설해
아세안 개막식에 참석한 문재인 대통령은 지난달 13일 필리핀 마닐라 솔레어(Solaire) 호텔에서 개최된 아세안 기업투자 써밋 연설에 참석해 연설했다. 아세안기업자문위원회와 각국 비즈니스 관계자들이 참석한 써밋에서 문재인 대통령은 아세안 출범 50년을 축하하고 아세안 국가들과 우리나라의 역사적, 문화적 공통점을 강조했다. 또한 아세안 각국과의 협력을 한반도 주변 4강 수준으로 끌어올리겠다는 ‘신남방정책’(New Southern Policy) 도 다시 한 번 강조했다.
특히 이번 연설에서는 ‘한-아세안 미래공동체 구상’으로서 ‘3P 공동체’를 제안했다. 3P 공동체란 ‘사람(People) 공동체’, 안보협력을 통해 아시아 평화에 기여하는 ‘평화(Peace) 공동체’, 호혜적 경제협력을 통해 함께 잘사는 ‘상생번영(Prosperity)의 공동체’를 뜻하는 것으로 한국과 아세안의 미래를 3P로 발전시켜야 한다고 말했다. 각국의 참석자들은 아세안에 대한 협력과 기금 확대를 밝힌 연설 대목에서는 박수를 치며 화답했다.

문재인 대통령, ASEAN+3 정상회의 참석해
필리핀 마닐라에서 열린 ASEAN+3 정상회의에 참석한 문재인 대통령은 지난달 14일 러시아 메드베데프 총리와 30분간 회담을 갖고 극동 개발을 포함해 미래성장동력 확충을 위한 다양한 사업을 추진키로 합의했다. 양국은 특히 현재 진행 중인 한-유라시아 자유무역협정 체결을 위한 실무 협의를 보다 빠른 속도로 진행키로 했다.
문 대통령과 메드베데프 총리는 가스, 철도, 항만, 전력 등 지난 9월 동방경제포럼에서 문 대통령이 제안했던 ‘9개의 다리 전략’에 대해서도 한-러 정부 부처 간 논의를 더욱 심화시키기로 했다. 문 대통령은 극동수산물 가공 복합단지 등 수산 분야 및 나호트카 비료공장 등 농업 분야 협력 추진에서 실질적이고 의미 있는 진전이 이뤄져야 한다고 강조했다.
문 대통령은 또 현대자동차, 삼성전자 등 많은 한국 기업들이 시베리아 횡단열차를 이용할 수 있도록 통관 절차 간소화 및 열차 확보 등을 요청했다. 문 대통령은 상트페테르부르크에 위치한 현대자동차의 투자 특혜계약이 2018년 만료됨에 따라 후속 계약에 대해서도 러시아 정부의 관심을 당부했다.
메드베데프 총리는 북한의 핵과 미사일 프로그램을 결코 용납할 수 없다며 러시아는 한반도 인접 국가인 만큼 한반도의 안정은 러시아 안보와 직결되며 한반도 평화안정을 위한 한국의 입장을 지지하며 러시아도 한반도 평화안정을 위해 적극 노력하겠다고 말했다. 메드베데프 총리는 “한-유라시아 FTA에 대해서는 한국 측과 긴밀히 협의할 의향이 있다”며 사할린 LNG 사업, 극동지역 조선업 현대화사업, 수산물과 농산물 분야에서의 한-러 간 협력 의지를 밝혔다. 이에 앞서 열린 문 대통령과 리센룽 싱가포르 총리 간 양자 회담에서 양 정상은 싱가포르의 스마트 네이션 프로젝트와 한국의 스마트 시티 프로젝트 간 연계와 한-싱가포르 FTA에 대한 개선 필요성에 의견을 같이했다.

문재인 대통령과 조코 위도도 대통령(조코위 대통령)은 지난달 10일 보고르 대통령궁에서 정상회담을 갖고 양국관계 발전, 방산, 인프라, 경제, 통상 등의 실질적인 협력 증진, 북핵 문제의 해결 등을 주제로 대화를 나눴다. 또한 아세안 등 지역과 국제무대에서의 협력에 대해서도 의견을 나누고 공동비전성명을 채택했다. 정상회담 말미에 문재인 대통령은 2018년에 조코위 대통령이 한국을 방문해 줄 것을 요청했고 조코위 대통령도 기쁘게 수락했다.
인도네시아 국빈 방문의 마지막 일정은 국빈만찬이었다. 공식환영식과 비티엠 몰에서의 친교 일정, 정상회담과 MOU 체결식을 순조롭게 마친 양 정상은 한결 편안한 분위기로 보고르 궁 가루다 홀에 마련된 연회장으로 향했다. 경제, 문화, 정치계 등 양국의 주요인사 70 여명이 참석한 국빈만찬은 인도네시아 전통 공연이 펼쳐져 우리 측 참석자들의 주목을 받았다.

Moon keeps pushing forward his diplomatic capabilities

Moon gives a speech at ASEAN
President Moon gave a speech at the ASEAN Business & Investment Summit held at Manila, Philippines, on 13 last month. Moon congratulated the 50th anniversary of the ASEAN and emphasized on the historical and cultural common grounds shared by Korea and the ASEAN member countries. He pointed out Korea’s ‘New Southern Policy’ aimed at raising the level of cooperation with the ASEAN members to the level of the four powerful countries surrounding the Korean Peninsula. Moon then suggested ‘3P Community’ for ‘Korea-ASEAN Future Community Plan’; 3P means people, peace and prosperity. The attendees of the summit gave a round of applause when Moon showed his will for cooperation and increasing the fund. 

Moon meets Medvedev and Lee
Attending the ASEAN+3 Summit, President Moon had a meeting with Dmitry Medvedev, Prime Minister of Russia, on 14 and they agreed to bring up various projects that can secure future growth engine including the development of the Far East. They especially focused on the on-going Korea-Eurasia FTA to be processed in speed and on deepening the Moon’s ‘9 Bridge Strategies’ brought up at the East Russia Economic Forum last September; the strategies cover 9 sectors including gas, railway, harbor and electricity. Moon emphasized substantial cooperation on agriculture as well as simplified customs clearance for Trans-Siberian Railway alongside mentioning resuming the exclusive investment contract with Hyundai Motor based in Saint Petersburg. Medvedev showed his will for a close cooperation for the Korea-Eurasia FTA as well as for LNG project in Sakhalin, modernization of shipbuilding industry in the Far East and the cooperation in marine and agricultural products. Prior to the meeting with Medvedev, Moon had a talk with Lee Hsien Loong, Prime Minister of Singapore, and they shared the same opinions on revising the Korea-Singapore FTA. 

Moon has a summit with Widodo
President Moon has a summit with Joko Widodo, President of Indonesia, at the Bogor Presidential Palace, Indonesia on 10 last month. The two leaders shared opinions on bilateral development, defense industry, infrastructure, economy and trade as well as the North’s nuclear issue. They also exchanged their views on international cooperation and adopted a ‘Joint Vision Declaration’. Moon asked Widodo to visit Korea around the end of 2018 and Widodo accepted with pleasure. The state banquet held after the summit and the subsequent signing of a MOU was attended 70 high officials and renowned figures in economy and culture of both countries.
