Turning Dobong District to a historical and cultural hub

“It is my dream to create a district where residents feel safe, respected and proud” says Lee Dong-jin who is serving his two consecutive terms as the 5th and the 6th Mayor of Dobong District, Seoul. His dream seems to well coincide with his past history when he was a passionate young activist in the Korea University years during which he had to go through all sorts of hardships and disadvantages; it took him 15 years to finish the study. After graduation, he started to build his political career as an aide of the iconic democratic activist and lawmaker Kim Geun-tae (deceased) and has made a significant contribution to development of Dobong District thereafter.  

“The identity of a district starts at recovering its historical and cultural assets” 
As a newly elected mayor of the district, establishing the identity of the district was the good starting point for Lee. He launched a research on historical and cultural assets of the region and found out some jewels: poet Kim Soo-young, human rights activist and historian Ham Seok-heon, and the founder of Gansong Art Museum Jeon Hyeong-pil have close connections with the district. As a result, Lee opened the Kim Su Young Museum in Banghak-dong in 2013 and the Hamsokhon Memorial Hall in 2015 and remodeled the house of Jeon Hyeong-pil the same year. Independent activist Kim Byeong-ro, politician Song Jin-woo and historian Chong In-bo also turned out to be closely related to the district and Lee opened a historical park for the three renowned figures on the Liberation Day this year. As is often the case that joy comes with sadness, Lee came to know the sad history of the anti-tank defense wall in the district used during the Korean War to cut off the route of the North Korean armies in time of emergency.  After years of efforts, Mayor Lee turned the wall to a cultural center called ‘Peaceful Cultural Stronghold’ on 31st October this year with a hope to embrace the painful history with sharing of culture and art.

“The Seoul Arena will invite entertainment enthusiasts from the world”
Having explained himself as the one who have a cultural heart, Lee is ambitious about the Korea’s first and the largest entertainment arena that can accommodate 20,000 audiences, opening near Chang-dong Station in 2021. In fact, Lee and Seoul Mayor Park Won-soon joined hands in April 2016 to open “Platform Changdong 61” as part of their plan to build a concert district in the capital. The platform boasts concert halls, studios, galleries and English libraries and it is expected to play the role as the springboard for the coming Seoul Arena to spread its wings to the world over Korea. In fact, the Seoul Arena is included in the 5 Year Plan of the Moon Administration, officially stated July this year. The Seoul Arena is estimated to draw 300 cultural and entertainment businesses that might create 13,000 jobs in the region alone. Lee takes the O2 Arena in London as a good example to have increased the market volume of the large entertainment shows by 10 folds with yearly 8.5 visitors from the world. If O2 Arena has called global entertainments, the Seoul Arena will spread excellence of K-POP to the world, Lee predicts.  

Pushing forward cultural projects
Taking the advantages the Seoul Arena will bring to the district, Mayor Lee is pushing forward building ‘Cultural Startup Complex (tentative)’, ‘50+ Camp’, ‘Photo Gallery’ and ‘Robot Science Museum (tentative)’ in the vicinity. The ‘50+ Camp’ in particular will be designed to provide job support and training to those aged over 50 while ‘Photo Gallery’ delivers the history of Korean photography and visual art and ‘Robot Science Museum’ experience programs for robot technologies. It is also notable that Lee has turned the rather disagreeable hang-out spots around Banghag Stream to ‘Banghagcheon Korean Alphabet Street’ and remodeled two buildings as community spaces called ‘Banghag Life’. The other 5 rented buildings with 15 spaces are to be let by 15 artists in various fields such as calligraphy, leather craft and glass crafts, media contents and character design by December this year. The 6 month rent will be covered by the district for the in-house artists. 

From war to peace
Dobong District bears the scars of the Korean War and they were clearly visible at the 250 meter anti-tank defense wall that was used to block the routes of the North Korean armies. It was 2013 that the district started to see the need of urban restoration projects and had organized seminars and workshops for 40 times by inviting related officials, specialists and residents. In 2015, the district held a concert at the wall on the occasion of the 70th anniversary of the Liberation Day and in 2016 signed an agreement with the 60th Infantry Division to turn the wall to the ‘Peaceful Cultural Stronghold’. The remodeling started in December the same year and it has finally been open to the public on 31 October this year. The one storey building on a 1,902 square meter land is being used for artists and district residents with cultural purposes alongside holding performance, workshops and experience events on a regular basis. “Culture and art are the two good tools to embrace painful history from which we have to sail toward peace and prosperity” said Mayor Lee.
