청와대, 지난 20일 새정부 출범 100일 기념 대국민 보고회 개최
지난 20일 청와대 영빈관에서는 새정부 출범 100일 기념 대국민 보고회가 열렸다. 이번 행사는 국민인수위원회 <광화문 1번가>에 정책을 제안한 국민인수위원 250명을 초청해 진행되었다. 대통령과 각 부처 장관, 청와대 수석들도 한 자리에 모였으며, 장관과 수석들이 국민인수위원의 질문을 직접 받고 바로 응답하는 형식으로 진행되었다. 질문은 그 주제와 질문자의 성별, 연령을 감안해 가능한 한 여러 분야에서 다양한 국민들의 제안을 반영할 수 있도록 구성했다.
고민정 부대변인과 배성재 아나운서의 진행, 국민들과의 질의응답으로 약 한 시간 동안 이루어진 대국민 보고대회는 국민의 목소리를 더 잘 듣고 국정운영에 반영하려는 청와대의 노력을 반영하는 것이었다. 이날 문재인 대통령은 "좋은 일자리 만들기는 청년에 희망을 줄 뿐 아니라 세금 많이 내고 소비하는 사람을 늘리는 길입니다. 이를 통해 경제 성장을 하는 것인데 이는 심각해지는 저출산·고령화 문제 해법이기도 합니다"라고 강조했다. 또한 행사 막바지에 김정숙 여사가 참석해 "항상 처음 시작하는 마음으로 초심을 잃지 않도록 곁을 지키겠습니다"라고 언급하기도 했다. 
특히 이번 취임 100일 기자회견은 기자회견장이 있는 청와대 춘추관이 아닌 대규모 행사를 열 때 사용하거나 손님맞이를 위해 사용하는 영빈관에서 진행해 이례적인 주목을 받았다. 또한 같은 날 청와대 비서동인 여민관(與民館)을 공개하는 ‘오픈하우스’ 행사도 함께 열렸다. 이러한 파격적인 행보 아래 문재인 정부가 국민과 진정한 소통을 이뤄낼 수 있을 지 귀추가 주목되고 있다.

문재인 정부, 지난 22일부터 8일 간 정부 각 부처 업무보고 실시
지난 22일부터 정부 각 부처의 업무보고가 시작되었다. 이번 업무보고는 문재인 정부 출범 직후 처음 이뤄지는 것으로 내각의 핵심 과제를 검토하고 장관들의 업무 숙지를 도와 9월 정기국회 국정감사 등을 대비하기 위한 목적으로 진행되었다. 이번 업무보고가 전과 다른 것은 일방적인 현황 보고와 정책과제 보고, 대통령의 지시를 넘어 대통령과 부처 관계자들이 부처별 핵심 정책을 놓고 상호 토론하는 방식으로 진행되었다는 점이다.
문재인 대통령은 지난 22일 오후, 과천 정부합동청사에서 과학기술정보통신부와 방송통신위원회의 업무보고를 받았다. 과학기술정보통신부는 '연구자 중심의 창의적 R&D 지원체계 혁신', '4차 산업혁명 기반으로 신산업 일자리 창출'을 핵심 정책 과제로 보고했다. 방송통신위원회는 '방송의 자유와 독립과 표현의 자유 신장', '국민 중심의 방송통신 상생환경 조성'을 핵심 과제로 추진할 것이라고 보고했다.
이번 업무보고는 31일까지 8일 동안 진행되었으며, 23일에는 외교부와 통일부, 25일에 기획재정부와 금융위원회, 공정거래위원회, 28일에는 국방부와 보훈처, 행정안전부·법무부·권익위원회, 29일 산업통상자원부·환경부·국토교통부, 30일 교육부·문화체육관광부·농림식품수산부·해수부, 31일 보건복지부·고용노동부·여성가족부 등의 순서로 이어졌다. 아직 장관 인선이 이뤄지지 않은 중소기업벤처부는 장관 인선이 마무리 된 후 따로 진행될 계획이다.

The Moon Administration held 100 day briefing session by inviting 250 Gwanghwamun 1st Committee members (public-participated new government transition committee) on 20 last month to the Blue House. President Moon and the heads of departments answered to the questions of the committee members in each category during the one and a half hour briefing session that was broadcast nationwide. The vice spokeswoman of the Blue House Go Min-jung and announcer Bae Sung-jae hosted the briefing and helped the Q&A flow smoothly and in orderly manner.  

President Moon said “Creating good workplace not only gives young people a hope but also opens the purse of consumers. Economic growth can come from this and it can be a solution to low birth rate and a preparation for the coming aging society.” When asked what her advice is to Moon on the occasion of the 100th day, the First Lady Kim Jung-sook answered “I would like to advise him ‘stick to your guns’”. 

It was notable that Youngbin Hall was used for the briefing instead of Chunchu Hall where press conference usually took place. This is because the latter is not big enough to accommodate 250 persons. The former, on the other hand, has a bigger space and normally used to greet VIPs. On the same day, the Blue House held an open house event that opens Yeomin Hall to the public. 

Moon hears business report from government departments

The government departments started its first business report to President Moon from 22 last month. The report checks up on the core tasks of each department and helps ministers in preparation of parliamentary inspection which will be held at the National Assembly’s regular session in September. Unlike the previous governments, Moon and the heads of departments discussed on each issue over just one-directional report or order.

At the first business report taken place at the Government Complex Gwacheon on 22 last month, President Moon heard from the Science and ICT minister and the head of the Korea Communications Commission. 

The former brought ‘research-driven R&D support’ and ‘4th Industrial Revolution-driven job creation’ as the two core tasks while the latter ‘freedom of speech and independence of media’ and ‘people-centered broadcasting system’.

The business report carried on until 31 August according to the schedule: Foreign Affairs, Unification on 23, Strategy and Finance, Finance Services Commission, Fair Trade Commission on 25, National Defense, Veteran’s Affairs, Interior and Safety, Justice, Anti-Corruption & Civil Rights Commission on 28, Trade Industry & Energy, Environment, Land Infrastructure & Transport on 29, Education, Culture Sports & Tourism, Agriculture Food & Rural Affairs, Oceans and Fisheries on 30, Health and Welfare, Employment and Labor, Gender Equality and Family on 31. The Ministry of SMEs and Startups is yet to be heard due to the absence of the minister.
