김동연 부총리, "‘일자리 중심 선순환 경제생태계’ 목표"
김동연 부총리 겸 기획재정부 장관은 "새 정부 경제팀은 '일자리 중심 선순환 경제생태계'를 목표로 하며, 이는 끊어진 경제의 선순환 고리를 다시 이어서 잃어버린 경제 역동성을 되찾는 것"이라고 말했다. 김동연 부총리는 이날 정부세종청사에서 열린 취임식에서 우리 경제에 대해 "저성장의 고착화, 양극화의 심화에서 비롯된 많은 경제 문제들이 구조적 위기로까지 옮겨지는 상황"이라며 이같이 밝혔다. 김 부총리는 성장잠재력 약화, 소득불균형, 저출산·고령화, 노동시장 이중구조, 가계부채 등은 지겹게 들어온 이야기지만, 이제는 ‘말로만’이 아니라 ‘문제를 해결할 때’라고 강조했다. 김동연 부총리는 이를 위해 끊어진 경제의 선순환 고리를 다시 잇고 잃어버린 경제 역동성(dynamics)을 되찾아 ‘일자리 중심 선순환 경제생태계’를 만들어야 한다고 밝혔다. 그는 이어 우리 경제 패러다임을 새롭게 바꾸기 위한 세 개의 축(軸)을 제시했다. 김 부총리는 첫 번째 요소로 사람중심 투자를 강조했다. 그는 인적자본에 대한 투자와 사회적 자본 확충, 사회안전망 대폭 확대 등 사람에 대한 투자를 늘리고 교육과 의료, 주거비 등 생계비 부담은 줄여 패자부활전과 사회적 이동이 가능하도록 하겠다고 밝혔다. 두 번째로는 공정 경제를 들었다. 노력과 헌신, 성과에 따라 정당한 보상이 이루어지도록 경제·사회 전반의 보상체계를 바로 세우고 사회적 지대(rent)를 유발하는 관행과 제도들을 재검토해 공정한 시장의 룰이 제대로 작동되도록 해야 한다는 것이다. 김동연 부총리의 세 번째 축은 혁신성장이었다. 그는 성장과 관련 외형보다는 내용과 실질의 중요성을 강조했다. 김 부총리는 "일자리를 늘리고 양극화는 줄이고 지속가능성을 높이는 성장이라야 혁신 성장으로 가는 길”이라며 “혁신성장은 사람중심 투자와 공정한 시장에 대한 신뢰가 있을 때 가능하다"고 밝혔다. 

김동연 부총리, 최저임금 추가상승분 재정지원
김동연 부총리 겸 기획재정부 장관은 지난달 16일 “내년도 최저임금 16.4% 인상 결정은 소득주도성장의 모멘텀이 될 것”이라며 “다만, 소상공인과 영세 중소기업에겐 부담일 수 있어 이를 덜어주기 위해 정부가 재정을 직접 지원하는 등 대책을 마련할 것”이라고 말했다. 김동연 부총리는 이날 오전 정부서울청사에서 새 정부 제1차 경제관계장관회의를 열고 "어제 밤늦게 최저임금이 결정돼 혜택을 받는 분들에게는 기쁜 소식이나 소상공인 등에게는 부담이 될 수 있다”며 “최저임금 인상에 따른 대책을 신속히 마련해 발표해야 한다”고 밝혔다. 
김 부총리는 "이번 최저임금 인상을 통해 근로자에 대한 인적자본 투자가 확대되면서 성장을 견인할 것으로 기대한다"며 "다만 소상공인, 영세 중소기업 부담이 가중될 것이 걱정되고, 최저임금 인상으로 고용이 줄어드는 부정적인 효과에 대한 우려도 있다”고 말했다. 또한 불공정거래 관행 근절로 안정적인 영업기반을 구축할 수 있도록 하고, 소상공인과 영세 중소기업 등의 경쟁력 강화도 지원할 예정이다. 한편 이날 회의 본 안건 논의에 앞서 김동연 부총리는 "새 정부에서는 경제관계장관회의가 우리 경제정책의 조타수 기능을 하는 공식 회의체이자 최종 의사결정과 의결을 할 수 있는 최고 회의체가 될 것”이라며 “경제팀이 통일된 메시지를 전달하는 중요 플랫폼이 될 것”이라고 강조했다. 김 부총리는 “최근 고용과 분배가 악화되고 잠재 성장률이 2%대로 하락한 것은 우리 경제가 직면한 구조적 문제에서 기인한 것”이라고 진단하고 “정부는 이에 맞춰 사람에 대한 투자를 확대하고 일자리와 가계소득 확충, 이를 통한 내수 활성화가 경제 성장에 이르는 ‘선순환 구조’ 복원의 소득주도성장을 계획하고 있다”고 말했다. 

Kim targets job creation and virtuous economic cycle

Kim Dong-yeon, Deputy Prime Minister and Minister of Strategy and Finance, announced in his inauguration speech held at Government Complex Seoul that the new economic team of the Moon Administration would target job creation and virtuous economic cycle. 

“The prolonged low growth and the polarization seem to shake the economic structure and it is about time we needed solutions and actions for income inequalities, low birthrate, aging and household debt.”

Kim then emphasized on three things: people-centered investment, fair economy and innovative growth. The first focuses on manpower, social capital, social security, education, medicine and housing. The second focuses on fair salary and compensation and rational real estate and rent policies. The third focuses on internal development over external development.

“It is the key to create jobs, to narrow down the economic gap and to raise sustainable growth but what is more important is that we need to invest in people if we are to achieve innovative growth and fair trade in the market as a whole.”

Kim lightens the burden of wage rise for small business owners

Kim Dong-yeon, Deputy Prime Minister and Minister of Strategy and Finance, said on 16 last month that the 16.4% minimum wage rise would be a momentum for the income-driven growth but at the same time the government would provide support for small business owners to lighten the financial burden.

“The minimum wage rise this time will push forward our economic growth as the investment in human resources is increasing. However, there are some people, especially small business owners, worrying whether it might increase their financial burden. But the government will lighten the burden while building stable business infrastructure by cutting off the unfair trade and practices.”

“The economic ministerial meetings of the Moon Administration will bring up and deliver the consistent economic policies and measures and will put the train of our economy on a good track. The recent 2% drop in potential growth index ascribes to unhealthy employment and distribution of profits and that’s why the government is investing in people in a way to secure more jobs and to increase household income which will then lead to activation of both regional and national economies. In other words, the government will build a virtuous economic cycle.”
