이정엽 행정사가 특히 강조하는 것은 ‘사전대응의 중요성’이다. 그는 “대다수의 학부모들이 학교폭력 문제를 ‘애들 싸움’으로 치부하고 가볍게 접근했다가 자치위원회의 처분 결정이 내려진 뒤에야 대처가 미흡했음을 깨닫곤 합니다”라며, “전문성이 결여된 상태에서의 섣부른 판단은 부실한 조사와 진술의 묵살, 과장된 사건해석 속에 또 다른 피해자를 만들어내며, 그것이 자신의 자녀가 될 수도 있다는 사실을 명심하셔야 합니다”라고 당부했다. 그의 이러한 당부는 자신의 전문 분야가 아님에도 눈앞의 이익을 위해 일단 사건을 수임하고 보는 일부 행정사들에게도 적용된다. 아이들의 미래를 결정지을 수도 있는 중요한 일인만큼 신중한 접근과 정확한 판단이 반드시 필요하다는 것이 그의 생각이다. 이에 그는 서울, 제주, 경기, 대전 등 각 학교를 다니며 학교폭력예방교육 강의에도 힘쓰고 있다. 사건이 이미 발생한 후에 잘잘못을 따지며 아이들에게 지우지 못할 상처를 남기는 것보다는 이러한 문제가 발생하지 않도록 사전에 예방하는 것이 더욱 중요하다고 생각하기 때문이다.

It is reported that increasing number of people are suffering from unfair administrative dispositions. So the job of an administrative scrivener is to raise objections to the state institution on behalf of the people with unfair administrative dispositions. Lee has covered in many areas such as revocation of driving license and complaints on administration but he recently has given a greater focus on school violence which is rapidly increasing. Unlike the past, school violence nowadays is happening in elementary schools and the border between the assailant and the victim has become more complicated. Settlement between the assailant and the victim might be the best solution before going to the court but unfair dispositions happen and if it is a student, it is recorded on his/her school record and can affect negatively when entering university. 

To bring up the best result possible, Lee thoroughly studies the incident and proof and the procedure of retrial and appeal. And he goes through intensive consulting process according to each case such as retrial as the victim and retrial as the assailant with the consideration of copyright registration.

Lee emphasizes on ‘importance of proactive measures’ and advises “Most school parents tend to take school violence as ‘petty fight between children’. But they realize the seriousness when the disciplinary actions are imposed. In other words, lack of proactive measures can cause insufficient investigation and disregard as well as exaggerated interpretations of the violence. And this can play disadvantageous to your children.”

Lee also points out some of administrative scriveners who take a case which is not his/her special area to seek immediate gains. But they must know that it can decide the future of a child or young person, says he firmly. 

Meanwhile, Lee is giving lectures to students all over Korea to make them realize how serious school violence is. He also appeared on KBS, MBC, SBS, tvN and JTBC to raise public awareness on school violence and to point out systematic problems. This is because he values more of prevention than of legal procedures and he wants to take part in creating a society where there is no school violence. However, it is his goal to provide the best result available by using the most of his knowledge and experience when the incident should occur. 

Lee says that it is his role as a specialized administrative scrivener to give helping hand to students in administrative need and he feels really rewarded and proud of what he does.
