문재인 대통령, G20 정상회의 1세션 선도발언해
G20 정상회의 1세션에서 문재인 대통령은 선도발언을 통해 사람 중심의 경제를 지향하는 새 정부의 경제정책 방향을 소개하고 세계 경제의 안정적 성장과 자유무역질서 강화를 위한 G20의 공조 노력을 강조했다. 이번 세션에서는 문재인 대통령 이외에도 트럼프 미국 대통령, 시진핑 중국 주석, 아베 일본 총리 등 주요 국가 정상들이 선도발언을 했다.
문 대통령은 “기존의 정책으로는 저성장과 양극화 문제를 해결하는데 한계가 있다는 인식 하에 새 정부는 사람 중심 경제로의 전환을 모색하고 있다”고 밝혔다. 새 경제 정책은 일자리 주도 성장, 공정경제, 혁신 성장으로 요약할 수 있다.
첫째는 일자리 창출을 통한 성장이다. 좋은 일자리를 만들면 소득이 증가하고 내수를 견인하여 성장과 일자리로 이어지는 선순환 구조를 만들 수 있다. 공공서비스 일자리 창출을 선도하고 민간부문 일자리 확대를 유도하고자 하는 것이다. 둘째는 모두에게 공평한 기회와 공정한 경쟁이 보장되는 공정경제다. 시장 감시 기능을 강화하여 불공정 거래 관행을 근절하고, 불합리한 기업 지배구조를 개선해 나가고자 한다. 노사가 함께 발전할 수 있도록 노사정 대타협을 도모하고, 기업 내 합리적인 노사협력 문화 정착을 지원하는 것이다.
셋째는 창의와 도전정신으로 경제가 살아나는 혁신 성장이다. 교육혁신으로 창의적 인재를 육성하고, 사물인터넷(IoT), 인공지능 등 신기술에 대한 투자를 확대하는 한편, 창업 지원 강화와 규제 체계 개편을 통해 혁신적인 창업과 신산업 창출이 이어지도록 한다. 또한 문 대통령은 세계경제의 성장 모멘텀 유지를 위해 G20이 마련한 경제 회복력 원칙을 적극 환영했다. 글로벌 자본의 급격한 유출입으로 신흥국 경제가 위험에 노출되고, 나아가 선진국으로 파급되는 문제에 대응해 글로벌 금융안전망 강화가 필요하다고 강조하고, 자본 이동 관련 국제 규범을 보다 탄력적으로 도입하고 운영해 나갈 것을 제안했다.
문 대통령은 아울러 보호무역주의에 대한 반대를 분명히 하고, 다자무역 체제 강화와 자유무역주의 질서 확대를 위한 G20의 노력을 강력히 지지했다. 특히 문 대통령은 자유무역주의 혜택의 공평한 분배를 강조하면서 우리 정부도 자유무역 과정에서 중소기업이나 농업 분야가 받을 수 있는 피해를 최소화하기 위해 적극 지원하겠다고 말했다.

문재인 대통령, 한․미․일 공동성명 발표해
문재인 대한민국 대통령, 도널드 트럼프 미합중국 대통령, 아베 신조 일본 총리는 북한의 핵과 탄도미사일 프로그램으로 인한 고조되는 위협을 논의하기 위해 7월 6일 독일 함부르크에서 회동했다. 3국 정상은 북한이 복수의 유엔 안보리 결의를 정면으로 위반하고 한국, 미국, 일본뿐 아니라 전세계 국가들에 대한 북한의 점증하는 위협을 명백하게 보여주는 북한의 7월 4일 대륙 간 사거리를 갖춘 탄도미사일의 전례 없는 발사를 규탄했다.
3국 정상은 북한의 위협에 함께 대응하고, 3국 공동의 목표인 한반도의 완전하고 검증 가능하며 불가역적인 비핵화를 평화적 방법으로 달성하기 위하여 공조하는 것이 중요하다는 것을 확인했다. 3국 정상은 또한 북한이 태도를 바꾸어 도발적이고 위협적인 행동을 자제하고, 비핵화를 위한 진지한 대화로 복귀하도록 최대한의 압박을 지속적으로 가해 나가도록 협력키로 약속했다.
3국 정상은 북한이 올바른 길을 선택한다면 국제사회와 함께 북한에게 보다 밝은 미래를 제공할 준비가 되어 있음을 강조했다. 문 대통령, 트럼프 대통령, 아베 총리는 북한이 불안정을 야기하며 도발적이고, 긴장을 고조하는 자신의 행위로 인해 스스로에게 심각한 결과가 초래할 것이라는 점을 보여주도록 추가 제재를 포함한 새로운 유엔 안보리 결의를 조속히 채택해 나가기로 했다.
3국 정상은 국제사회가 신속하고 철저하게 모든 안보리 결의를 이행해 나갈 것과 북한과의 경제적 관계를 축소하는 조치를 취할 것을 촉구했다. 3국 정상은 또한 북한과 국경을 접한 국가들이 북한에게 현재의 위협적이고 도발적인 길을 포기하고 즉각 비핵화 조치를 취할 것과, 탄도미사일 프로그램을 중단할 것을 설득하는 보다 적극적인 노력을 기울일 것을 촉구했다.
3국 정상은 각각의 동맹을 더욱 강화하고, 북한의 어떠한 공격에 대해서도 억지 및 대응할 수 있는 능력을 지속적으로 증강시켜 나갈 것을 강조했다. 3국 정상은 북한의 위협에 직면하여 3국간 안보 협력을 지속적으로 발전시켜 나가기로 약속했다. 트럼프 대통령은 미국이 보유한 모든 범주의 재래식 및 핵 역량을 활용한 한국과 일본에 대한 미국의 철통같은 방위공약을 재확인했다.

문재인 대통령, 독일 공식방문 계기로 한․중 정상회담 개최
독일을 공식방문한 문재인 대통령은 7.6(목) 오전, 역시 독일을 방문한 시진핑(Xi Jinping, 習近平) 중국 국가주석과 베를린에서 양자회담을 갖고, ▴한‧중 관계 및 ▴한반도 정세를 중심으로 상호 관심사에 대해 심도 있는 의견을 교환했다. 두 정상은 처음 만남에서 허심탄회한 대화를 가질 수 있었던 데 대해 크게 만족하면서 긴밀한 유대, 신뢰 관계가 양국 간 전략적 협력 동반자 관계를 한층 더 발전시켜 나가는데 도움이 될 것이라는 인식을 같이했다.
양 정상은 상호 편리한 시기에 문재인 대통령이 중국을 방문하여 보다 심도 있는 대화를 계속해 나가기로 하였으며, 문 대통령은 시 주석이 평창 올림픽 계기에 방한하여 줄 것을 요청했다. 양 정상은 정상 간의 교류를 포함한 각급 수준의 상호 방문과 대화를 계속해 나가기로 했다.
문 대통령은 시 주석과 양국 간 이견이 있는 부분에 대해서도 솔직한 의견 교환을 가졌다. 양 정상은 이 문제에 대해 고위급 대화 등 다양한 소통을 강화해 나가자는 데 뜻을 같이했다. 이와 관련, 문 대통령은 각종 제약으로 인해 현실적으로 양국 간 경제, 문화, 인적교류가 위축되고 있는 사실을 지적하고, 이러한 상황이 지속되는 것은 양국 및 양국민 간 관계 발전에 바람직하지 않으므로 각 분야에서의 교류협력이 더욱 활성화될 수 있도록 시 주석의 관심과 협조를 요청했다.
한편, 시 주석은 남북대화 복원 및 남북 간 긴장 완화를 통해 한반도에 평화를 정착시키고자 하는 문 대통령의 주도적 노력을 지지했다. 시 주석은 신뢰와 인내를 바탕으로 남북한이 화해와 협력을 통해 자주적이고 평화적인 통일 기반을 이루어 나가기를 기대한다고 했다.

Moon opened the 1st session of G20 with a speech
President Moon presented the new government’s people-centered economy policy at his opening speech at the 1st session of the G20. He emphasized on stable economic growth and the G20’s role to promote cooperative efforts to secure the order in free trade. Trump, Xi and Abe also made speeches in the first session. 

Moon said “The new government reckons that the existing policies have proven its limit as shown in low growth and polarization and we are seeking a switch to people-centered economy policies instead.”

The people-centered policies can be summarized as job-driven growth, fair economy and innovative growth. The job-driven growth is to make a virtuous cycle of job creation and growth that will bring an increase of household income and an activation of domestic economy. The Moon Administration is focusing on the public sector to create more jobs as the initial stage. 

The fair economy is to provide fair opportunities and competitions for everybody by strengthening the surveillance of the market. It aims to cut off the practices of unfair trade and to reform the irrational corporate governance so that the management and the labor can work in harmony and grow together.

The innovative growth is to foster talented manpower through educational innovation and to expand investment in IoT, AI and other new technologies. The government also strengthens startup support and revision of the existing regulations. 

Moon received positively the economic recovery principles suggested by the G20 that aims to keep the momentum of global economic growth. He also emphasized on the need of strengthened global financial security network against the phenomenon that the economy of the developing countries is exposed to risks due to rapid influx of global capitals which also affects the advanced countries as a result. Moon thus suggested an introduction of flexible international regulations on capital flow and its management. 

Moon made clear that he rejects the protectionism but supports the G20’s effort for multilateral trading systems and order and promotion of free trade. He, however, emphasized on fair distribution of the profit made by free trade and the Korean government also will do its best to minimize the damages of SMEs and agricultural companies. 

Moon draws Korea-US-Japan Joint Statement
Moon, Trump and Abe met on 6 July at Hamburg, Germany to discuss on the North ICBM threat. The three leaders voiced together that the North Korea violated the U.N. Security Council Resolution and they condemned the North’s launching of the ICBM on 4 July. 

They agreed to counteract against the North’s threat and to work closely together to bring the nuclear-free Korean Peninsula in peaceful way. They also decided to keep putting the pressure while trying to draw dialogues at the same time. 

The three leaders then emphasized that they, and the international society, were ready to provide a brighter future if North Korea would choose a right path and agreed to draw an additional sanction from the UN Security Council to deliver the message that North Korea would cause grave consequences by their own vicious actions otherwise. 

The three leaders also urged the leaders of the countries that share the borders with North Korea to discourage its nuclear threat and the ICBM programs. 

Moon, Trump and Abe also agreed to strengthen the trilateral cooperation against the North’s threat and Trump in particular reaffirmed the America’s impenetrable defense of Korea and Japan by using all necessary conventional weapons and nuclear capabilities. 

Moon meets Xi at G20
President Moon held a summit with Xi Jinping on 6 July at the G20 and exchanged opinions about bilateral relations and the current situations around the Korean Peninsula. 

The two leaders shared the same views that the close cooperation and trust relationship would play a great role to level up the current strategic cooperative partnership between the two countries. They agreed that Moon would visit China at an appropriate time to continue the talk and Moon asked Xi to visit Korea on the occasion of the Pyeongchang Winter Olympics 2018. 

Regarding the sensitive matters, the two leaders agreed to hold various communication channels. Moon pointed out the China’s restrictions that are causing difficulties in economic, cultural and manpower exchanges and asked Xi’s interest and cooperation as the prolonged restrictions would bring unprofitable results to both countries. 

Xi, on the other hand, supported Moon’s proactive efforts in bringing peace to the Korean Peninsula through dialogues with North Korea and wished an autonomous and peaceful unification of the two Koreas.
