Korea-US-Japan Joint Statement and Korea-China summit

Moon opened the 1st session of G20 with a speech
President Moon presented the new government’s people-centered economy policy at his opening speech at the 1st session of the G20. He emphasized on stable economic growth and the G20’s role to promote cooperative efforts to secure the order in free trade. Trump, Xi and Abe also made speeches in the first session. 

Moon said “The new government reckons that the existing policies have proven its limit as shown in low growth and polarization and we are seeking a switch to people-centered economy policies instead.”

The people-centered policies can be summarized as job-driven growth, fair economy and innovative growth. The job-driven growth is to make a virtuous cycle of job creation and growth that will bring an increase of household income and an activation of domestic economy. The Moon Administration is focusing on the public sector to create more jobs as the initial stage. 

The fair economy is to provide fair opportunities and competitions for everybody by strengthening the surveillance of the market. It aims to cut off the practices of unfair trade and to reform the irrational corporate governance so that the management and the labor can work in harmony and grow together.

The innovative growth is to foster talented manpower through educational innovation and to expand investment in IoT, AI and other new technologies. The government also strengthens startup support and revision of the existing regulations. 

Moon received positively the economic recovery principles suggested by the G20 that aims to keep the momentum of global economic growth. He also emphasized on the need of strengthened global financial security network against the phenomenon that the economy of the developing countries is exposed to risks due to rapid influx of global capitals which also affects the advanced countries as a result. Moon thus suggested an introduction of flexible international regulations on capital flow and its management. 

Moon made clear that he rejects the protectionism but supports the G20’s effort for multilateral trading systems and order and promotion of free trade. He, however, emphasized on fair distribution of the profit made by free trade and the Korean government also will do its best to minimize the damages of SMEs and agricultural companies. 

Moon draws Korea-US-Japan Joint Statement
Moon, Trump and Abe met on 6 July at Hamburg, Germany to discuss on the North ICBM threat. The three leaders voiced together that the North Korea violated the U.N. Security Council Resolution and they condemned the North’s launching of the ICBM on 4 July. 

They agreed to counteract against the North’s threat and to work closely together to bring the nuclear-free Korean Peninsula in peaceful way. They also decided to keep putting the pressure while trying to draw dialogues at the same time. 

The three leaders then emphasized that they, and the international society, were ready to provide a brighter future if North Korea would choose a right path and agreed to draw an additional sanction from the UN Security Council to deliver the message that North Korea would cause grave consequences by their own vicious actions otherwise. 

The three leaders also urged the leaders of the countries that share the borders with North Korea to discourage its nuclear threat and the ICBM programs. 

Moon, Trump and Abe also agreed to strengthen the trilateral cooperation against the North’s threat and Trump in particular reaffirmed the America’s impenetrable defense of Korea and Japan by using all necessary conventional weapons and nuclear capabilities. 

Moon meets Xi at G20
President Moon held a summit with Xi Jinping on 6 July at the G20 and exchanged opinions about bilateral relations and the current situations around the Korean Peninsula. 

The two leaders shared the same views that the close cooperation and trust relationship would play a great role to level up the current strategic cooperative partnership between the two countries. They agreed that Moon would visit China at an appropriate time to continue the talk and Moon asked Xi to visit Korea on the occasion of the Pyeongchang Winter Olympics 2018. 

Regarding the sensitive matters, the two leaders agreed to hold various communication channels. Moon pointed out the China’s restrictions that are causing difficulties in economic, cultural and manpower exchanges and asked Xi’s interest and cooperation as the prolonged restrictions would bring unprofitable results to both countries.
